भारत की लगभग आधी से अधिक आबादी प्रत्यक्ष या अप्रत्यक्ष रूप से कृषि पर निर्भर है। कृषि न केवल खाद्य सुरक्षा का आधार है बल्कि ग्रामीण अर्थव्यवस्था और रोजगार का प्रमुख स्रोत भी है। इसके बावजूद भारतीय कृषि कम उत्पादकता, छोटे जोत आकार, जलवायु परिवर्तन और बाजार संबंधी समस्याओं से जूझ रही है।

ऐसे में कृषि सुधारों का मुख्य उद्देश्य किसानों की आय बढ़ाना, कृषि को प्रतिस्पर्धी बनाना और ग्रामीण विकास को गति देना है।
