A leasing agreement has been signed between Bharat Coal Gasification and Chemicals Limited and Mahanadi Coalfields Limited (MCL) for setting up a Coal-to-Ammonium Nitrate Project at Lakhanpur in Odisha. This project aims to convert coal into valuable industrial chemicals, boosting domestic production.

🧪 What is Ammonium Nitrate?
Ammonium nitrate (NH₄NO₃) is a white crystalline solid produced on a large industrial scale. It is a salt formed from ammonia and nitric acid.
⚙️ Key Properties
- Melting Point: Around 170°C
- Highly soluble in water
- On heating, its aqueous solution decomposes to produce nitrous oxide (laughing gas)

It is widely used as a high-nitrogen fertilizer, helping improve crop yield.

- Acts as an oxidizing agent in explosives
- Key ingredient in commercial explosives

⚖️ Legal Controls in India
Due to its explosive potential, ammonium nitrate is strictly regulated in India.
- Any mixture containing more than 45% ammonium nitrate is classified as an explosive
- A District Magistrate can allow storage up to 30 metric tonnes
- Larger quantities require approval from the Petroleum and Explosives Safety Organisation
PESO is responsible for issuing licences related to the manufacture, storage, transport, and use of ammonium nitrate.
