16th Round of Commercial Coal Mine Auctions Launched: 25 Coal Blocks Offered Across Nine States

Why Are Commercial Coal Mine Auctions in News?

The Ministry of Coal launched the 16th round of commercial coal mine auctions on 17 September 2026 in New Delhi. Satish Chandra Dubey, Minister of State for Coal and Mines, attended the launch as Chief Guest.

The Ministry offered 25 coal blocks for auction across nine coal-bearing states. At the same event, Coal Mine Development and Production Agreements were handed over to successful bidders for six mines auctioned in earlier rounds.

The launch of a new auction round and execution of agreements for previously auctioned mines are separate developments. They should not be confused in examination answers.

What Is Commercial Coal Mining?

Commercial coal mining allows eligible entities to mine coal for sale under the applicable legal and auction framework. It differs from captive mining, where a mine is linked to the coal requirements of a specified end-use operation.

India opened the coal sector to commercial mining in 2020. The policy framework was intended to expand participation and introduce competition in coal production.

How Many Coal Blocks Were Offered?

The 16th round offered 25 coal blocks. Of these, 21 were fully explored and four were partially explored.

A fully explored block has a more developed body of geological information than a partially explored block. The distinction matters because the quantity and quality of geological data influence mining plans, investment decisions and uncertainty about recoverable resources.

Which Nine States Are Included?

The offered blocks are located across Arunachal Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana and West Bengal.

These states represent different parts of India's coal-bearing geography. Their coal resources vary in geological characteristics, accessibility and development conditions.

Legal Framework of the Auction

According to the Ministry, six mines in the new round were offered under the Coal Mines (Special Provisions) Act framework, while 19 were offered under the Mines and Minerals (Development and Regulation) Act framework.

The Coal Mines (Special Provisions) Act, 2015, and the Mines and Minerals (Development and Regulation) Act, 1957, are important laws for understanding the allocation and regulation of mineral resources in India.

What Are Coal Mine Development and Production Agreements?

Coal Mine Development and Production Agreements, or CMDPAs, establish contractual arrangements connected with the development and production of auctioned coal mines.

They are relevant to the transition from successful bidding to subsequent mine development and production activities.

Execution of an agreement does not mean that a mine has already begun commercial production.

Which Six Mines Received Agreements?

The agreements were executed for Tara (Revised), Margo West, Margo East, Mandla South, Dongeri Tal-II and Dip Side of PKoC.

The Ministry identified the successful bidders as including CG Syn-Gas & Chemicals Ltd., Jharkhand Exploration & Mining Corporation Limited, Qube Commercial Pvt. Ltd., Gallant Ispat Ltd. and The Singareni Collieries Limited.

Geological Reserves of the Six Mines

The six mines together have geological reserves of approximately 1,504 million tonnes.

Geological reserves or resources describe coal identified through geological assessment. They should not automatically be equated with the quantity that will ultimately be extracted, because actual recovery depends on technical, economic, environmental and regulatory factors.

What Is Peak Rated Capacity?

Peak Rated Capacity refers to the rated annual production capacity associated with a mine at its planned peak operating level.

The six mines have a combined Peak Rated Capacity of 11.62 million tonnes per annum, or MTPA.

This is a capacity figure, not a statement that 11.62 million tonnes of coal had already been produced.

Projected Economic Outcomes

Once operational, the six mines are expected to generate annual revenue of approximately ₹1,984 crore.

The Ministry projected capital investment of nearly ₹1,743 crore and approximately 15,700 employment opportunities in the relevant coal-bearing regions.

These are projections associated with the mines' future operations, not completed outcomes as of 17 September 2026.

What Is the Cumulative Progress of Commercial Coal Auctions?

With the launch of the 16th round, the Ministry reported that 147 coal mines had been auctioned under the commercial coal mining programme.

The cumulative expected annual revenue was reported at more than ₹47,500 crore, with projected capital investment exceeding ₹55,000 crore.

These programme-wide figures should not be confused with the projections for the six mines whose agreements were executed at the launch event.

What Is the Significance of Coal for India's Energy System?

The Ministry described coal as meeting approximately 55% of India's primary energy requirements and contributing more than 70% of electricity generation.

These are different measures. Primary energy includes energy supplied from multiple sources before final conversion and use, while electricity generation refers specifically to the production of electrical energy.

Coal is also used in industrial activities, including steel production, although different industries may require different grades and types of coal.

What Is Coal Gasification?

Coal gasification converts coal into a combustible gas mixture through controlled reactions involving heat and gasifying agents.

The resulting synthesis gas commonly contains carbon monoxide and hydrogen. Depending on the process and subsequent treatment, it may be used for chemicals, fuels or other industrial applications.

The Ministry highlighted coal gasification as an area for value addition and technological development. Its environmental performance depends on the complete process, including emissions management.

Foreign Direct Investment Provision

The Ministry stated that the commercial coal mining framework permits 100% foreign direct investment through the automatic route, subject to applicable rules and conditions.

The automatic route generally means that prior government approval is not required for qualifying investment, although other legal and regulatory obligations remain applicable.

Why Are Auctions Used?

Auctions are intended to allocate eligible resources through a defined competitive process.

Successful implementation requires clear eligibility conditions, geological information, bidding rules, contractual obligations and regulatory oversight.

Competition at the allocation stage does not remove the need for environmental compliance, worker safety and responsible mine development.

वाणिज्यिक कोयला खदान नीलामी चर्चा में क्यों है?

कोयला मंत्रालय ने 17 सितंबर 2026 को नई दिल्ली में वाणिज्यिक कोयला खदान नीलामी का 16वां दौर शुरू किया। कोयला एवं खान राज्य मंत्री सतीश चंद्र दुबे उद्घाटन कार्यक्रम में मुख्य अतिथि थे।

मंत्रालय ने नौ कोयला उत्पादक राज्यों में स्थित 25 कोयला ब्लॉक नीलामी के लिए प्रस्तुत किए। इसी कार्यक्रम में पहले के दौरों में नीलाम छह खदानों के सफल बोलीदाताओं को कोयला खदान विकास एवं उत्पादन समझौते सौंपे गए।

नई नीलामी शुरू होना और पहले नीलाम की गई खदानों के लिए समझौते होना दो अलग घटनाएं हैं। परीक्षा में इनके आंकड़ों को मिलाना नहीं चाहिए।

वाणिज्यिक कोयला खनन क्या है?

वाणिज्यिक कोयला खनन में पात्र संस्थाएं लागू कानून और नीलामी व्यवस्था के अंतर्गत बिक्री के लिए कोयला निकाल सकती हैं।

इन राज्यों में कोयला संसाधनों की भूगर्भीय विशेषताएं, पहुंच और विकास संबंधी परिस्थितियां अलग-अलग हो सकती हैं।

नीलामी का कानूनी ढांचा

मंत्रालय के अनुसार नए दौर में छह खदानें कोयला खान विशेष उपबंध अधिनियम के ढांचे के अंतर्गत और 19 खदानें खान और खनिज विकास एवं विनियमन अधिनियम के ढांचे के अंतर्गत प्रस्तुत की गईं।

कोयला खान विशेष उपबंध अधिनियम, 2015 और खान और खनिज विकास एवं विनियमन अधिनियम, 1957 भारत में खनिज संसाधनों के आवंटन और नियमन को समझने के लिए महत्वपूर्ण कानून हैं।

कोयला खदान विकास एवं उत्पादन समझौता क्या है?

कोयला खदान विकास एवं उत्पादन समझौता नीलाम खदानों के विकास और उत्पादन से संबंधित संविदात्मक व्यवस्था स्थापित करता है।

यह सफल बोली के बाद खदान के विकास तथा उत्पादन गतिविधियों की ओर बढ़ने की प्रक्रिया में महत्वपूर्ण होता है।

समझौता होने का अर्थ यह नहीं है कि खदान ने पहले ही वाणिज्यिक उत्पादन शुरू कर दिया है।

किन छह खदानों के लिए समझौते हुए?

समझौते तारा संशोधित, मार्गो वेस्ट, मार्गो ईस्ट, मंडला साउथ, डोंगरी ताल-द्वितीय और पीकेओसी के डिप साइड के लिए किए गए।

मंत्रालय ने सफल बोलीदाताओं में सीजी सिन-गैस एंड केमिकल्स लिमिटेड, झारखंड एक्सप्लोरेशन एंड माइनिंग कॉरपोरेशन लिमिटेड, क्यूब कमर्शियल प्राइवेट लिमिटेड, गैलेंट इस्पात लिमिटेड और सिंगरेनी कोलियरीज लिमिटेड का उल्लेख किया।

छह खदानों के भूगर्भीय भंडार

इन छह खदानों के संयुक्त भूगर्भीय भंडार लगभग 1,504 मिलियन टन हैं।

भूगर्भीय भंडार अथवा संसाधन भूगर्भीय अध्ययन से पहचाने गए कोयले को दर्शाते हैं। इन्हें अंततः निकाले जाने वाले कोयले की मात्रा के समान नहीं मानना चाहिए।

वास्तविक प्राप्ति तकनीकी, आर्थिक, पर्यावरणीय और नियामकीय परिस्थितियों पर निर्भर करती है।

अधिकतम निर्धारित उत्पादन क्षमता क्या है?

अधिकतम निर्धारित उत्पादन क्षमता खदान के नियोजित उच्चतम परिचालन स्तर से संबंधित वार्षिक उत्पादन क्षमता है।

छह खदानों की संयुक्त क्षमता 11.62 मिलियन टन प्रतिवर्ष बताई गई।

यह क्षमता का आंकड़ा है। इसका अर्थ यह नहीं है कि इतनी मात्रा में कोयले का उत्पादन पहले ही हो चुका था।

अनुमानित आर्थिक परिणाम

चालू होने के बाद छह खदानों से लगभग ₹1,984 करोड़ का वार्षिक राजस्व प्राप्त होने की अपेक्षा है।

मंत्रालय ने लगभग ₹1,743 करोड़ के पूंजी निवेश और संबंधित कोयला क्षेत्रों में लगभग 15,700 रोजगार अवसरों का अनुमान दिया।

ये भविष्य के परिचालन से संबंधित अनुमान हैं, न कि 17 सितंबर 2026 तक प्राप्त परिणाम।

वाणिज्यिक कोयला नीलामी कार्यक्रम की कुल प्रगति

16वें दौर की शुरुआत के साथ मंत्रालय ने बताया कि कार्यक्रम के अंतर्गत कुल 147 कोयला खदानों की नीलामी हो चुकी थी।

इनसे अपेक्षित कुल वार्षिक राजस्व ₹47,500 करोड़ से अधिक और अनुमानित पूंजी निवेश ₹55,000 करोड़ से अधिक बताया गया।

ये पूरे कार्यक्रम के आंकड़े हैं। इन्हें उद्घाटन कार्यक्रम में समझौते प्राप्त करने वाली छह खदानों के अनुमानों से अलग समझना चाहिए।

भारत की ऊर्जा व्यवस्था में कोयले का महत्व

मंत्रालय ने बताया कि कोयला भारत की प्राथमिक ऊर्जा आवश्यकता का लगभग 55 प्रतिशत पूरा करता है और विद्युत उत्पादन में इसका योगदान 70 प्रतिशत से अधिक है।

ये दोनों अलग माप हैं। प्राथमिक ऊर्जा में अंतिम उपयोग और रूपांतरण से पहले विभिन्न स्रोतों से उपलब्ध ऊर्जा शामिल होती है, जबकि विद्युत उत्पादन विशेष रूप से बिजली बनाने से संबंधित है।

कोयले का उपयोग इस्पात उत्पादन सहित अनेक औद्योगिक गतिविधियों में भी होता है। अलग-अलग उद्योगों को अलग प्रकार और गुणवत्ता के कोयले की आवश्यकता हो सकती है।

कोयला गैसीकरण क्या है?

कोयला गैसीकरण ऐसी प्रक्रिया है जिसमें ऊष्मा और गैसीकरण करने वाले पदार्थों की सहायता से नियंत्रित अभिक्रियाओं द्वारा कोयले को ज्वलनशील गैस मिश्रण में बदला जाता है।

प्राप्त संश्लेषण गैस में सामान्यतः कार्बन मोनोऑक्साइड और हाइड्रोजन होते हैं। प्रक्रिया और आगे किए गए उपचार के अनुसार इसका उपयोग रसायनों, ईंधनों अथवा अन्य औद्योगिक कार्यों में हो सकता है।

मंत्रालय ने कोयला गैसीकरण को मूल्य संवर्धन और प्रौद्योगिकी विकास का क्षेत्र बताया। इसका पर्यावरणीय प्रदर्शन उत्सर्जन प्रबंधन सहित पूरी प्रक्रिया पर निर्भर करता है।

प्रत्यक्ष विदेशी निवेश का प्रावधान

मंत्रालय के अनुसार लागू नियमों और शर्तों के अधीन वाणिज्यिक कोयला खनन व्यवस्था में स्वचालित मार्ग से 100 प्रतिशत प्रत्यक्ष विदेशी निवेश की अनुमति है।

स्वचालित मार्ग का सामान्य अर्थ है कि पात्र निवेश के लिए पहले से सरकारी मंजूरी आवश्यक नहीं होती। हालांकि अन्य कानूनी और नियामकीय दायित्व लागू रहते हैं।

नीलामी का उपयोग क्यों किया जाता है?

नीलामी का उद्देश्य निर्धारित प्रतिस्पर्धी प्रक्रिया के माध्यम से पात्र संसाधनों का आवंटन करना है।

इसके सफल क्रियान्वयन के लिए स्पष्ट पात्रता शर्तें, भूगर्भीय जानकारी, बोली नियम, संविदात्मक दायित्व और नियामकीय निगरानी आवश्यक हैं।
