Report of the 16th Finance Commission (2026–31) — February 6, 2026
रिपोर्ट में राज्यों का “डिविज़िबल पूल” में हिस्सा 41% ही रखा गया है, जो 15वें वित्त आयोग के बराबर है। डिविज़िबल पूल निकालते समय सकल केंद्रीय कर राजस्व से संग्रह लागत, सेस और सरचार्ज घटाए जाते हैं। वित्त आयोग कुछ मानकों को वेटेज देकर फार्मूला तय करता है।
The report keeps states’ share in the divisible pool of central taxes at 41%, same as the 15th FC. The divisible pool is calculated after excluding collection costs, cesses and surcharges from gross central tax revenue. Finance Commissions decide a devolution formula by assigning weights to selected parameters.
राज्यों में वितरण के लिए संशोधित वेटेज: आय दूरी 42.5%, 2011 जनगणना के अनुसार जनसंख्या 17.5%, जनांकिकीय प्रदर्शन 10%, क्षेत्रफल 10%, वन व पारिस्थितिकी 10%, GDP में योगदान 10%; “टैक्स व फिस्कल एफर्ट” पैरामीटर हटाया गया है।
State-wise distribution uses a revised formula with weights for: income distance (42.5%), population (2011 Census) (17.5%), demographic performance (10%), area (10%), forest & ecology (10%), and contribution to GDP (10%). The tax and fiscal effort parameter has been excluded.
सबसे अधिक हिस्सा उत्तर प्रदेश को 17.61% मिलेगा (15वें FC में 17.94% था)। बिहार को 9.95% (पहले 10.06%) मिलेगा। उच्च GDP वाले शीर्ष 3 राज्यों—तेलंगाना 2.17%, कर्नाटक 4.13%, हरियाणा 1.36%।
Uttar Pradesh gets the highest share at 17.61% (down from 17.94% under the 15th FC). Bihar gets 9.95% (down from 10.06%). Among high-GDP states mentioned: Telangana gets 2.17%, Karnataka 4.13%, and Haryana 1.36%.

Hugh Gantzer passed away in Mussoorie at 95; his wife Colleen often collaborated with him. Born in Jan 1931 in Patna, he was an Indian Naval veteran who retired as a Commander. The Gantzers made 52 Doordarshan documentaries, authored 30+ books, won 6 national awards, and received the National Tourism Lifetime Achievement Award.
