Why in the News?
The Union Government signed reform-linked Memorandums of Understanding (MoUs) with West Bengal and Andaman and Nicobar Islands under the Jal Jeevan Mission (JJM) 2.0 on May 18, 2026. The agreements aim to strengthen rural drinking water management and improve long-term sustainability of water supply systems.
Key Highlights
1. Extension of Jal Jeevan Mission Deadline
The Central Government extended the nationwide completion deadline of the Jal Jeevan Mission from May 2024 to December 2028. The objective is to achieve 100 percent functional tap water connections in all rural households across India.
2. Gram Panchayat-Led Water Governance
Under the reform-linked agreements, a community-based governance system will be implemented. Gram Panchayats and Village Water & Sanitation Committees (VWSCs) will manage:
- Daily water supply operations
- Maintenance of local water infrastructure
- Collection of water tariffs
This step is aimed at improving accountability and ensuring sustainable water management at the village level.
3. Achievement of Andaman & Nicobar Islands
The Andaman and Nicobar Islands achieved:
- 100 percent rural tap water coverage
- ‘Har Ghar Jal’ certification
The Union Territory also funded 40 percent of the remaining balance work through its own financial resources, showing strong commitment towards water infrastructure development.

The “Har Ghar Jal” initiative was launched in 2019 under the Jal Jeevan Mission. Its primary goal is to provide safe and adequate drinking water through individual household tap connections in rural India.

3. अंडमान-निकोबार की उपलब्धि
Andaman and Nicobar Islands ने:

प्राप्त कर लिया है। साथ ही, शेष कार्यों के 40 प्रतिशत खर्च का वित्तपोषण स्वयं किया है।
