Recently, a leasing agreement was signed between Bharat Coal Gasification and Chemicals Limited and Mahanadi Coalfields Limited for the upcoming Coal to Ammonium Nitrate Project at Lakhanpur, Odisha.

Ammonium nitrate (NH₄NO₃) is a white, crystal-like solid that is produced in large industrial quantities. It is a chemical salt formed from ammonia and nitric acid.

It has a melting point of about 170°C and is highly soluble in water. When heated in solution, it decomposes to produce nitrous oxide, commonly known as laughing gas.

Ammonium nitrate has several important applications. It is widely used in agriculture as a high-nitrogen fertilizer, which helps in improving crop yield. It is also used as an oxidizing agent in explosives and is one of the key ingredients in the manufacture of commercial explosives. Additionally, it is the main component in slurry explosives used in mining operations.

Due to its potential misuse, ammonium nitrate is strictly regulated in India. Under rules introduced in 2012 and updated in 2021, any mixture containing more than 45% ammonium nitrate is classified as an explosive.

A District Magistrate can permit possession of up to 30 metric tonnes, while quantities beyond this limit require approval from the Petroleum and Explosives Safety Organisation (PESO). This organization is responsible for issuing licences for the manufacture, storage, transport, and use of large quantities of ammonium nitrate.

इसके दुरुपयोग की संभावना को देखते हुए भारत में इस पर सख्त नियंत्रण रखा गया है। 2012 में बनाए गए और 2021 में संशोधित नियमों के अनुसार, 45% से अधिक अमोनियम नाइट्रेट वाली किसी भी मिश्रण को कानूनी रूप से विस्फोटक माना जाता है।

जिला मजिस्ट्रेट अधिकतम 30 मीट्रिक टन तक इसकी अनुमति दे सकते हैं, जबकि इससे अधिक मात्रा के लिए Petroleum and Explosives Safety Organisation (PESO) की स्वीकृति आवश्यक होती है। यह संगठन अमोनियम नाइट्रेट के निर्माण, भंडारण, परिवहन और उपयोग के लिए लाइसेंस जारी करता है।
