Colombo Security Conclave: Members, Five Pillars and Strategic Importance |
English
Introduction
The Colombo Security Conclave (CSC) is a regional security cooperation mechanism focused primarily on the Indian Ocean Region (IOR). It brings together countries that share concerns relating to maritime security, terrorism, organized crime, cyber threats, critical infrastructure and natural disasters.
What began as trilateral maritime-security cooperation among India, Sri Lanka and the Maldives has gradually evolved into a broader regional framework.
The CSC is particularly significant because many modern security threats do not remain confined within national borders. Piracy, narcotics trafficking, terrorism, cyberattacks, illegal movement of people, maritime accidents and natural disasters often require cooperation among several countries.
For India, the Colombo Security Conclave is an important platform for strengthening practical security cooperation with its maritime neighbors.
Why is the Colombo Security Conclave in News?
The 7th National Security Adviser-level Meeting of the Colombo Security Conclave was held in New Delhi on 20 November 2025.
India's National Security Adviser Ajit Doval hosted the meeting.
Representatives of Maldives, Mauritius, Sri Lanka and Bangladesh participated along with India. Seychelles participated as an Observer State during the meeting, while Malaysia participated as a Guest.
A significant development was that CSC members welcomed Seychelles' decision to accede to the Colombo Security Conclave as a full member.
The meeting reviewed progress since the 6th NSA-level meeting, which had been held in Mauritius on 7–8 December 2023.
Members also discussed strengthening cooperation through training and capacity building under the five established pillars of the CSC.
What is the Colombo Security Conclave?
The Colombo Security Conclave is a regional framework designed to strengthen cooperation on common security challenges, particularly those affecting the Indian Ocean Region.
Unlike an organization focused exclusively on conventional military threats, the CSC covers a much broader range of security issues.
These include:
maritime safety,
terrorism,
radicalization,
trafficking,
organized crime,
cyberattacks,
critical infrastructure protection, and
humanitarian assistance during disasters.
This makes the CSC an important example of non-traditional security cooperation.
Origin of the Colombo Security Conclave
The origins of the CSC can be traced to maritime-security cooperation among:
India + Sri Lanka + Maldives
The three countries began an NSA-level trilateral mechanism on maritime security in 2011.
The initiative sought to improve coordination among the three Indian Ocean countries on maritime-security challenges.
A second NSA-level meeting was held in Colombo in 2013, while another meeting took place in New Delhi in 2014.
The mechanism subsequently remained inactive for several years.
It was revived in 2020, and the expanded security framework came to be known as the Colombo Security Conclave.
The revival reflected growing recognition that security in the Indian Ocean requires sustained regional cooperation.
Expansion of the CSC
The Colombo Security Conclave has gradually expanded beyond its original three participants.
Original Trilateral Participants
India
Sri Lanka
Maldives
Mauritius
Mauritius subsequently became an important member of the expanded mechanism and participated as a member at the 5th NSA-level meeting in 2022.
Bangladesh
Bangladesh initially participated as an observer.
It later joined the institutional framework as a member in 2024, when the CSC's founding documents were signed.
Seychelles
Seychelles also participated for years as an observer.
At the 7th NSA-level meeting in November 2025, CSC members welcomed Seychelles' decision to accede as a full member.
This expansion gives the CSC a wider geographical presence across the Indian Ocean.
Members of the Colombo Security Conclave
Following the 2025 expansion, the CSC framework comprises:
India
Sri Lanka
Maldives
Mauritius
Bangladesh
Seychelles
Malaysia participated in the 7th NSA-level meeting as a Guest State, not as a CSC member.
This distinction is important for competitive examinations.
Institutionalisation of the CSC
An important stage in the development of the Colombo Security Conclave came in August 2024.
The signing ceremony for the Founding Documents of the CSC was held in Sri Lanka.
This was important because the CSC was moving from a relatively informal security dialogue towards a more institutionalized regional mechanism.
The institutional framework included arrangements concerning its charter and secretariat.
A permanent CSC Secretariat was established in Colombo, Sri Lanka.
The existence of a permanent secretariat helps provide continuity between high-level meetings and facilitates implementation of agreed activities.
Five Pillars of the Colombo Security Conclave
The activities of the CSC are organized around five major pillars of cooperation.
1. Maritime Safety and Security
The Indian Ocean is one of the world's most important maritime spaces.
The CSC seeks to promote cooperation in areas such as maritime awareness, safety, security and coordination.
Possible challenges include:
piracy,
maritime terrorism,
illegal activities at sea,
accidents,
threats to shipping, and
other maritime-security concerns.
For countries heavily dependent on the Indian Ocean, maritime safety has direct economic as well as security implications.
2. Countering Terrorism and Radicalization
Terrorism is a transnational security challenge.
Terrorist organizations may use international financial networks, digital communication, propaganda and cross-border movement.
The CSC therefore provides a framework for member countries to strengthen cooperation against:
terrorism,
extremist networks,
radicalization, and
related security threats.
Training, institutional coordination and capacity building can contribute to a stronger regional response.
3. Combating Trafficking and Transnational Organized Crime
The Indian Ocean can also be exploited by criminal networks.
These may engage in:
narcotics trafficking,
human trafficking,
arms smuggling,
illegal movement of goods, and
other forms of organized crime.
Such networks frequently operate across several jurisdictions.
No single country can effectively address every transnational criminal network independently.
Regional cooperation therefore becomes essential.
4. Cyber Security and Protection of Critical Infrastructure and Technology
Modern economies increasingly depend upon digital networks.
At the same time, cyberattacks can target:
government systems,
financial institutions,
communication networks,
energy infrastructure,
transport systems, and
other critical infrastructure.
The CSC recognizes cybersecurity as a regional-security issue.
Member states can benefit from information exchange, training, capacity building and greater coordination in responding to cyber threats.
5. Humanitarian Assistance and Disaster Relief
The Indian Ocean region is vulnerable to:
cyclones,
tsunamis,
floods,
earthquakes,
maritime accidents, and
other emergencies.
A major disaster may overwhelm the capacity of an individual country.
Humanitarian Assistance and Disaster Relief (HADR) cooperation allows countries to coordinate resources, expertise and emergency assistance.
This is particularly relevant for smaller island states that may face severe climate-related and natural-disaster risks.
Why is the Indian Ocean Region Important?
The Indian Ocean connects important regions of the world, including:
South Asia,
Southeast Asia,
West Asia, and
eastern Africa.
Major international shipping routes pass through the wider Indian Ocean.
The region is important for the transportation of energy, commodities and manufactured goods.
It also contains strategically significant island states and maritime chokepoints.
Consequently, instability in the Indian Ocean can affect not only regional countries but also global commerce and energy security.
This geographical reality makes regional maritime cooperation particularly important.
Why is the CSC Important for India?
1. Maritime Security
India has an extensive coastline and major economic interests in the Indian Ocean.
Improved regional cooperation can help strengthen maritime awareness and responses to security threats.
2. Neighborhood Security
The CSC allows India to work directly with important neighboring and Indian Ocean countries.
Security problems affecting one country can quickly have consequences for others.
3. Counter-Terrorism
India has a strong interest in preventing terrorist organizations and extremist networks from exploiting regional connectivity.
Cooperation with neighboring states can strengthen counter-terrorism capacity.
4. Combating Maritime Crime
Narcotics trafficking, human trafficking and other organized criminal activities can use maritime routes.
Coordinated surveillance and information exchange can improve regional responses.
5. Cybersecurity
Cyber threats increasingly affect national security.
Cooperation among CSC members can strengthen institutional capacity and encourage the exchange of expertise.
6. Disaster Response
India possesses significant capabilities for humanitarian assistance and disaster relief.
Regional arrangements can improve coordination when cyclones, tsunamis or other disasters affect Indian Ocean countries.
7. Cooperation with Island States
Maldives, Mauritius, Sri Lanka and Seychelles occupy important geographical positions in the Indian Ocean.
Strong relations with these states are therefore important for India's maritime diplomacy and regional cooperation.
CSC and India's Maritime Vision
The CSC complements India's broader emphasis on a secure, stable and cooperative Indian Ocean Region.
India has promoted the concept of SAGAR — Security and Growth for All in the Region.
The underlying idea is that maritime security and economic prosperity in the Indian Ocean are interconnected and that regional countries benefit from cooperation rather than isolated approaches to common challenges.
The CSC provides a practical platform through which cooperation can take place in areas such as maritime security, counter-terrorism, cybersecurity and disaster relief.
Is the Colombo Security Conclave a Military Alliance?
No.
The CSC should not automatically be described as a military alliance comparable to a collective-defense organization.
Its agenda is broader and strongly oriented towards practical security cooperation.
Its five pillars include both traditional and non-traditional security concerns.
Therefore, a more accurate description is:
A regional security cooperation mechanism centered on the Indian Ocean Region.
This distinction can be important in UPSC statement-based questions.
Colombo Security Conclave vs Colombo Plan
Students should not confuse the Colombo Security Conclave with the Colombo Plan.
| Colombo Security Conclave | Colombo Plan |
|---|---|
| Regional security mechanism | Cooperative development organization |
| Focuses on security challenges | Focuses primarily on economic and social development |
| Current form emerged in 2020 | Established in 1951 |
| Strong Indian Ocean security focus | Wider Asia-Pacific development framework |
The similarity in their names does not mean that the two institutions perform the same functions.
Key Outcomes of the 7th NSA-Level Meeting
At the November 2025 meeting, participating countries reviewed the activities undertaken since the previous NSA-level meeting.
They discussed further cooperation under all five pillars.
Particular attention was given to training and capacity building.
The first CSC Secretary General, appointed by India, presented a review of decisions and activities undertaken since the 6th NSA-level meeting.
The members also welcomed the decision of Seychelles to accede to the CSC as a full member.
Malaysia's participation as a guest also demonstrated the potential for wider engagement with other regional countries.
Challenges Before the CSC
Despite its potential, the Colombo Security Conclave faces several challenges.
Different National Priorities
Each participating country has its own domestic, economic and strategic priorities.
Implementation
Regular meetings are useful, but the effectiveness of the organization ultimately depends upon implementation of agreed programmes.
Capacity Differences
The members differ significantly in size, economic resources and institutional capabilities.
Changing Geopolitics
The Indian Ocean has become increasingly important in global geopolitics. Member countries may maintain different relationships with major external powers.
Non-Traditional Threats
Cybercrime, terrorism, trafficking and climate-related disasters are constantly evolving, requiring institutions to adapt continuously.
The long-term effectiveness of the CSC will therefore depend on practical cooperation rather than merely formal declarations.
