What Happened
Critical minerals have moved to the centre of India's economic and strategic planning as clean energy, electric mobility, semiconductor manufacturing, telecommunications, aerospace, defence and nuclear technologies become increasingly dependent on specialised materials. The issue was highlighted at the third Global Summit on Advanced Materials, Critical Minerals and Metals in New Delhi, where the Government emphasised that critical minerals are essential not only for mining and industry but also for energy security, industrial competitiveness and national security.
A mineral does not become critical simply because it is rare. Criticality usually emerges from the combination of high economic or strategic importance and vulnerability in supply. A mineral can be relatively abundant geologically but still become strategically sensitive when mining, refining or processing capacity is concentrated in only a few countries. Modern supply chains therefore depend not only on access to mineral deposits but also on control over processing technologies, refining capacity, engineering and manufacturing.
This distinction has become increasingly important during the global transition towards clean energy. Electric vehicles require sophisticated battery systems. Renewable-energy infrastructure requires specialised materials for solar equipment, wind turbines, power electronics and electricity networks. Semiconductor manufacturing depends on highly specialised materials and extremely sophisticated processing. Aerospace, defence and nuclear industries also require materials capable of performing under demanding conditions.
Lithium is strongly associated with rechargeable battery technology. Graphite, nickel and cobalt are also important in various battery systems. Rare-earth elements have applications in high-performance permanent magnets used in electric motors, wind turbines, electronics and defence equipment. Other strategic materials are important for semiconductors, telecommunications and advanced manufacturing. As a result, mineral security has become closely connected with technological sovereignty.
The Government has stressed that India needs capabilities across the complete value chain — exploration, extraction, refining, processing, engineering and manufacturing. This is an important policy distinction. Discovering a mineral deposit is only the beginning. If a country must send raw material abroad for processing and later import the refined product, significant strategic dependence can remain.
India's rapid expansion in renewable energy, electric vehicles, electronics, semiconductors, space and defence makes resilient supply chains especially important. Export restrictions, geopolitical conflicts, trade disputes or excessive concentration of processing capacity can create vulnerabilities for domestic industries.
Domestic exploration is therefore one part of the solution. Recycling is another. End-of-life batteries, electronic products and industrial equipment can contain valuable minerals that can potentially be recovered and returned to manufacturing. Circular-economy systems can reduce waste while decreasing some dependence on freshly mined resources.
International cooperation is equally necessary because no major economy possesses commercially viable domestic supplies of every mineral required by modern industries. India therefore needs a combination of domestic resources, overseas partnerships, technological cooperation, diversified supply contracts and recycling.
Critical minerals also demonstrate how economic security and national security increasingly overlap. A disruption in the supply of a material used in semiconductors, satellites, communications equipment or defence systems can affect strategic capabilities as well as commercial production. Mineral policy has consequently become part of wider debates over strategic autonomy and resilient supply chains.
