Why is the Domestic PNG Scheme Important?
The Government's Incentive Scheme for Promotion of Domestic PNG Connections is currently in force and has become an important energy-policy topic in September 2026. The scheme was launched on 18 August 2026 and became effective from 1 September 2026.
Its objective is to increase the number of active household Piped Natural Gas connections and make clean cooking gas more widely available.
How Many PNG Connections Does India Have?
As of 18 August 2026, India had around 1.74 crore domestic PNG connections.
The Government wants to accelerate conversion of connections that have been created but are not yet actively billed, while also expanding networks into new areas.
What is PNG?
PNG stands for Piped Natural Gas. It is natural gas supplied directly to homes, commercial establishments or industries through pipelines.
For households, PNG is primarily used as a cooking fuel.
What is City Gas Distribution?
City Gas Distribution, or CGD, refers to networks of pipelines and associated infrastructure used to supply natural gas within designated geographical areas.
CGD systems supply domestic PNG, commercial and industrial gas users, and CNG for transport.
Role of PNGRB
The Petroleum and Natural Gas Regulatory Board authorises entities to develop City Gas Distribution networks in geographical areas.
According to the Government, authorised CGD networks now cover 309 geographical areas spanning mainland India.
How Does the Incentive Work?
A threshold number of billed domestic PNG connections is fixed for each geographical area.
For each eligible incremental billed connection achieved above the threshold during the performance period, the CGD entity receives an additional allocation of 200 Standard Cubic Metres of domestically produced APM gas.
What is SCM?
SCM stands for Standard Cubic Metre. It is a standard unit used for measuring the volume of gases under specified reference conditions.
The scheme provides 200 SCM of additional APM gas for every eligible incremental connection.
What is APM Gas?
APM stands for Administered Price Mechanism. APM gas is domestically produced natural gas whose pricing is governed under the applicable government pricing framework.
It is generally cheaper than imported Liquefied Natural Gas used by CGD companies in some market segments.
Why Give Cheaper Gas to CGD Companies?
The additional lower-priced gas allocation lowers the overall sourcing cost of CGD entities.
The Government estimates that this could reduce the payback period for investment in domestic PNG connections from around ten years to approximately three years.
Two-Tranche Implementation
The incentive programme is designed to operate in two tranches over six months.
This performance-linked structure encourages companies to activate household connections quickly rather than simply laying pipelines.
National PNG Drive 2.0
The Government also conducted National PNG Drive 2.0 from 1 January to 30 June 2026 to accelerate domestic PNG adoption.
The campaign included awareness activities and measures to encourage housing societies and households to shift towards piped gas.
Unified PNG Registration Portal
A unified PNG registration portal is being developed as a single-window digital platform for consumers seeking new PNG connections.
The objective is to simplify application and tracking procedures.
Natural Gas and VAT
Natural gas remains outside the Goods and Services Tax framework. States levy Value Added Tax on natural gas.
The Central Government has encouraged states to reduce VAT on natural gas to around 5% to improve affordability.
PNG versus LPG
PNG reaches households continuously through pipelines, whereas LPG is generally supplied in cylinders.
PNG avoids the need to store and replace cylinders, while LPG remains critical in locations where pipeline networks have not reached households.
Environmental Significance
Natural gas generally produces lower particulate emissions and less carbon dioxide per unit of useful energy than several more carbon-intensive fossil fuels.
It is therefore often described as a transition fuel, although it remains a fossil fuel and its production and transport can involve methane emissions.

Domestic PNG Connections को बढ़ावा देने की Incentive Scheme सितंबर 2026 में भारत की महत्वपूर्ण energy-policy पहलों में शामिल है। योजना को 18 अगस्त 2026 को शुरू किया गया और यह 1 सितंबर 2026 से प्रभावी हुई।

City Gas Distribution क्या है?
City Gas Distribution अर्थात CGD pipelines और संबंधित infrastructure का network है जिसके माध्यम से किसी निर्धारित geographical area में natural gas supply की जाती है।
CGD network domestic PNG, commercial users, industries और transport sector के लिए CNG उपलब्ध कराता है।
PNGRB की भूमिका
Petroleum and Natural Gas Regulatory Board विभिन्न geographical areas में CGD network विकसित करने के लिए entities को authorise करता है।
सरकारी आंकड़ों के अनुसार CGD authorisation 309 geographical areas तक पहुंच चुका है, जो mainland India को cover करते हैं।
Incentive कैसे मिलता है?
प्रत्येक geographical area के लिए billed domestic PNG connections का एक threshold निर्धारित किया जाता है।
Threshold से ऊपर प्रत्येक पात्र incremental billed connection के लिए CGD entity को 200 Standard Cubic Metres domestically produced APM gas का अतिरिक्त allocation मिलता है।
SCM क्या है?

Scheme में प्रत्येक पात्र अतिरिक्त connection पर 200 SCM APM gas का प्रोत्साहन दिया जाता है।
APM Gas क्या है?
APM का पूर्ण रूप Administered Price Mechanism है। इसके अंतर्गत domestically produced natural gas की pricing निर्धारित सरकारी framework के अनुसार होती है।
यह कई स्थितियों में imported Liquefied Natural Gas की तुलना में कम लागत वाली हो सकती है।
CGD Companies को सस्ती Gas क्यों?
कम कीमत वाली अतिरिक्त gas allocation से CGD companies की overall sourcing cost कम होती है।
सरकार के अनुसार इससे domestic PNG connection infrastructure पर capital expenditure की payback period लगभग दस वर्ष से घटकर लगभग तीन वर्ष हो सकती है।
दो चरणों में योजना
Scheme को छह महीने में दो tranches में लागू किया जाना है।
Performance-linked व्यवस्था companies को केवल pipeline बिछाने के बजाय households को वास्तविक billed customers में बदलने के लिए प्रोत्साहित करती है।
National PNG Drive 2.0
Domestic PNG adoption बढ़ाने के लिए 1 जनवरी से 30 जून 2026 तक National PNG Drive 2.0 भी आयोजित किया गया।
इसमें awareness campaigns तथा housing societies और households को piped gas की ओर लाने के प्रयास शामिल थे।
Unified PNG Registration Portal
नए PNG connections के लिए एक unified registration portal विकसित किया जा रहा है।
इसका उद्देश्य application और tracking को single-window digital platform के माध्यम से सरल बनाना है।
Natural Gas और VAT
Natural gas अभी Goods and Services Tax के अंतर्गत नहीं है। इस पर राज्य सरकारें Value Added Tax लगाती हैं।
केंद्र ने राज्यों को natural gas पर VAT लगभग 5% तक कम करने के लिए प्रोत्साहित किया है।
PNG और LPG में अंतर
PNG pipelines के माध्यम से लगातार supply की जाती है, जबकि LPG सामान्यतः cylinders में उपलब्ध होती है।
PNG में cylinder बदलने की आवश्यकता नहीं होती, लेकिन जहां pipeline network उपलब्ध नहीं है वहां LPG की भूमिका अत्यंत महत्वपूर्ण है।
पर्यावरणीय महत्व
Natural gas कई अधिक carbon-intensive fossil fuels की तुलना में combustion के दौरान कम particulate pollution और प्रति इकाई ऊर्जा कम carbon dioxide उत्पन्न करती है।
फिर भी यह fossil fuel है और methane emissions से जुड़ी चुनौतियां बनी रहती हैं।
