Why is Nasha Mukt Bharat 2029 in News?
On 18 September 2026, Press Information Bureau Shimla organised a Vartalap programme in collaboration with the Narcotics Control Bureau and Ministry of Home Affairs to create awareness about the Government's Vision Document 2026–2029 for a Nasha Mukt Bharat.
The roadmap had been launched at the 10th Apex-Level NCORD meeting in New Delhi on 26 June 2026.
It establishes a three-year framework from July 2026 to July 2029 for coordinated action against drug abuse and illicit narcotics.
How Was the Roadmap Prepared?
According to the official release, consultations involved more than 35 ministries, departments and agencies.
Inputs were also taken from State-level NCORD meetings and Anti-Narcotics Task Force conferences.
The intention is to treat the drug problem not only as a policing issue but as a challenge requiring coordination across enforcement, healthcare, education, youth engagement and rehabilitation.
Four Pillars of Nasha Mukt Bharat 2029
The roadmap is organised around four principal pillars.

The Vision Document contains 25 components and more than 200 action points.
What is Supply Reduction?
Supply reduction seeks to disrupt the availability of illicit drugs by targeting production, trafficking, distribution networks, illegal cultivation and associated financial systems.
Measures can involve intelligence gathering, border enforcement, investigation, seizure of illegal assets and dismantling clandestine laboratories.
What is Demand Reduction?
Demand reduction focuses on reducing the number of people who begin or continue harmful drug use.
Education, prevention, awareness, early intervention, counselling and community participation can form part of demand-reduction strategies.
The roadmap gives particular attention to young people and educational institutions.
What is Harm Reduction?
Harm reduction refers to public-health interventions designed to reduce health and social harms associated with drug use.
The precise interventions depend on applicable health policies and the nature of the substance-use problem.
The concept recognises that enforcement alone cannot address addiction and associated health consequences.
What are Precursor Chemicals?
Precursor chemicals are substances that can be used in the manufacture of certain drugs.
Many precursor chemicals can also have legitimate industrial or pharmaceutical uses. Regulation therefore requires monitoring suspicious diversion without unnecessarily obstructing lawful economic activity.
Why Are Synthetic Drugs a Challenge?
Synthetic drugs can be produced through chemical processes rather than cultivation of narcotic crops.
This can make trafficking patterns different from traditional plant-based narcotics because clandestine laboratories may be established closer to consumer markets.
The roadmap therefore identifies synthetic drugs and precursor control as a separate strategic pillar.
Detect, Disrupt and Destroy
The government describes the operational approach through the phrase 'Detect, Disrupt and Destroy'.
Detect involves identifying sources, routes, traffickers, technologies, payment channels and network leaders.
Disrupt focuses on transit routes, logistics, precursor supplies, darknet networks, hawala and narco-financing.
Destroy refers to action against clandestine laboratories, illicit cultivation, cartel assets and distribution networks.
Drug Trafficking and National Security
Drug trafficking can intersect with organised crime, illegal financial flows and cross-border criminal networks.
The Government therefore treats narcotics control as both a public-health and national-security challenge.
At the same time, people affected by substance-use disorders require appropriate treatment and rehabilitation, which is why the roadmap includes both enforcement and health-related measures.
Treatment and Rehabilitation Expansion
A major target of the Vision Document is to expand treatment and rehabilitation capacity by more than five times.
The official release states that the number of drug de-addiction centres is intended to increase from 334 to 1,751 by March 2029.
This represents an attempt to complement enforcement with greater access to treatment.
Special Facilities for Children and Women

What is NCORD?
NCORD stands for Narco Coordination Centre.
It provides a coordination mechanism among central and state agencies involved in combating narcotics trafficking and related offences.
The official release states that more than 16,966 NCORD meetings had been conducted across its four levels since 2019.
Anti-Narcotics Task Forces
The roadmap calls for every state to have a fully equipped Anti-Narcotics Task Force by March 2027.
State-level specialised units can improve coordination, intelligence sharing and operational capacity against narcotics networks.
Central Funding for Anti-Narcotics Infrastructure
The official release states that anti-narcotics infrastructure will receive 100% Central Sector funding under the roadmap.

These are government-reported enforcement figures and should be described as such rather than interpreted independently as a measure of the prevalence of drug use.
Action Against Illegal Assets and Laboratories
The official release reported that illegal properties and assets worth ₹3,992 crore had been frozen or seized during the stated period.
It also reported the dismantling of 128 clandestine laboratories.
Asset seizure aims to weaken the financial foundations of organised trafficking networks.
What is the NDPS Framework?
India's principal legal framework for narcotic drugs and psychotropic substances is the Narcotic Drugs and Psychotropic Substances Act, 1985.
The Act regulates and prohibits specified activities relating to narcotic drugs and psychotropic substances except where permitted for medical, scientific or other lawful purposes under the legal framework.
Why is Drug Addiction Also a Health Issue?
Substance-use disorders can involve biological, psychological and social factors. Effective responses can therefore require medical treatment, counselling, rehabilitation and social support in addition to law enforcement.
This explains why the Nasha Mukt Bharat roadmap includes demand reduction and treatment capacity alongside enforcement.
Whole-of-Government Approach
A whole-of-government approach means multiple ministries, departments and agencies coordinate towards common outcomes instead of operating independently.

Harm Reduction क्या है?
Harm Reduction उन सार्वजनिक स्वास्थ्य उपायों को कहा जाता है जिनका उद्देश्य नशीले पदार्थों के उपयोग से होने वाले स्वास्थ्य और सामाजिक नुकसान को कम करना है।
यह अवधारणा स्वीकार करती है कि केवल प्रवर्तन के माध्यम से नशे की लत और उससे जुड़े स्वास्थ्य परिणामों का समाधान नहीं किया जा सकता।
Precursor Chemicals क्या हैं?
Precursor chemicals ऐसे पदार्थ होते हैं जिनका उपयोग कुछ प्रकार के नशीले पदार्थ बनाने में किया जा सकता है।
इनमें से अनेक रसायनों के वैध औद्योगिक और औषधीय उपयोग भी होते हैं। इसलिए नियमन का उद्देश्य वैध आर्थिक गतिविधियों को अनावश्यक रूप से बाधित किए बिना संदिग्ध diversion की निगरानी करना है।
Synthetic Drugs चुनौती क्यों हैं?
Synthetic drugs को मादक फसलों की खेती के बजाय रासायनिक प्रक्रियाओं के माध्यम से बनाया जा सकता है।
इससे उनकी तस्करी और उत्पादन के स्वरूप पारंपरिक पौधा-आधारित मादक पदार्थों से अलग हो सकते हैं क्योंकि गुप्त प्रयोगशालाएं उपभोक्ता बाजारों के अपेक्षाकृत निकट भी स्थापित की जा सकती हैं।

Detect, Disrupt and Destroy

Detect का अर्थ स्रोत, मार्ग, तस्कर, तकनीक, भुगतान चैनल और नेटवर्क के प्रमुख लोगों की पहचान करना है।

आधिकारिक विज्ञप्ति के अनुसार ₹3,992 करोड़ की अवैध संपत्ति और परिसंपत्तियां freeze अथवा seize की गईं।
128 clandestine laboratories को नष्ट करने की भी जानकारी दी गई।

NDPS Framework क्या है?
भारत में narcotic drugs और psychotropic substances से संबंधित प्रमुख कानूनी ढांचा Narcotic Drugs and Psychotropic Substances Act, 1985 है।
यह कानून कानूनी ढांचे के अंतर्गत चिकित्सा, वैज्ञानिक अथवा अन्य अनुमत उद्देश्यों को छोड़कर निर्धारित narcotic drugs और psychotropic substances से संबंधित गतिविधियों को नियंत्रित करता है।
नशे की लत स्वास्थ्य का विषय भी क्यों है?
Substance-use disorders में जैविक, मनोवैज्ञानिक और सामाजिक कारक शामिल हो सकते हैं। इसलिए प्रभावी प्रतिक्रिया के लिए कानून प्रवर्तन के साथ चिकित्सा उपचार, counselling, rehabilitation और सामाजिक सहायता भी आवश्यक हो सकती है।
इसीलिए Nasha Mukt Bharat roadmap में enforcement के साथ demand reduction और treatment capacity भी शामिल हैं।
Whole-of-Government Approach
Whole-of-Government approach का अर्थ विभिन्न मंत्रालयों, विभागों और एजेंसियों द्वारा अलग-अलग कार्य करने के बजाय साझा परिणामों के लिए समन्वित प्रयास करना है।
Narcotics control में पुलिस, सुरक्षा एजेंसियां, स्वास्थ्य संस्थान, शिक्षा विभाग, युवा संगठन, वित्तीय जांच एजेंसियां और सीमा प्राधिकरण शामिल हो सकते हैं।
Whole-of-Society Approach
रोडमैप परिवारों, शैक्षणिक संस्थानों, चिकित्सा संस्थानों और समुदायों को शामिल करते हुए Whole-of-Society approach पर भी जोर देता है।
