Article 65 provides for the Vice-President to act as President when a vacancy occurs in the presidential office because of death, resignation, removal or otherwise.
It also deals with discharge of presidential functions when the President is unable to perform them because of absence, illness or another cause.
This arrangement ensures continuity in the constitutional office of the Head of State.
Article 65 should be distinguished from Article 63, which establishes the office of Vice-President, and Article 64, which makes the Vice-President the ex officio Chairman of the Rajya Sabha.
