Under which Article can the Attorney General participate in parliamentary proceedings without having the right to vote?
Correct Answer
A. Article 88A.
Explanation
Article 88 provides the Attorney General for India with the right to speak and otherwise participate in proceedings of both Houses of Parliament and certain parliamentary committees.
However, the Attorney General does not possess a voting right merely by virtue of this office.
The provision enables the government's principal legal adviser to participate in parliamentary discussions when legal or constitutional issues arise.
The distinction between participation and voting is particularly important.
A right to address a House does not automatically create the voting rights enjoyed by its elected or otherwise duly constituted members.
