Why is LPG Biometric Aadhaar Authentication in News?

On 19 September 2026, the Ministry of Petroleum and Natural Gas announced an important change concerning subsidised domestic LPG refills.

From 1 October 2026, domestic LPG consumers will need to have completed Biometric Aadhaar Authentication, or BAA, in order to book refills at the regulated Retail Selling Price with applicable subsidy.

The measure is important for competitive examinations because it connects energy policy, targeted subsidies, Aadhaar-based authentication, Direct Benefit Transfer, public expenditure and digital governance.

What Changes from 1 October 2026?

Domestic LPG consumers who want to book refills at the regulated Retail Selling Price with applicable subsidy will need completed Biometric Aadhaar Authentication.

Consumers who have already completed BAA do not have to authenticate again. Their refill arrangements continue under the applicable system.

For consumers who have not completed BAA, refill booking at the regulated price with subsidy becomes enabled after authentication is completed.

What is Biometric Aadhaar Authentication?

Aadhaar authentication is a process through which Aadhaar-related identity information is verified against records maintained within the Aadhaar ecosystem using an approved authentication mechanism.

Biometric authentication can use approved biometric attributes for identity verification.

In the LPG context, the objective is to establish that the connection is linked to the authenticated consumer.

Why is Authentication Being Required?

According to the Ministry, the measure is intended to ensure that subsidised domestic LPG reaches genuine and eligible households.

The Government says Aadhaar authentication can help identify duplicate or ineligible connections and reduce diversion of subsidised domestic cylinders for commercial and industrial purposes.

27.43 Crore Consumers Authenticated

As of 19 September 2026, 27.43 crore active domestic LPG consumers had completed Biometric Aadhaar Authentication.

This represented 89.9% coverage of active domestic LPG consumers.

This is one of the most important numerical facts from the September 2026 announcement.

How Can Consumers Complete BAA?

The Ministry has provided multiple methods so that authentication is not restricted to a single physical location.

Consumers can complete the process during refill delivery, at the LPG distributor's showroom or digitally through the mobile application of their Oil Marketing Company.

Authentication During Cylinder Delivery

The LPG delivery person can facilitate authentication at the time of delivery using the Oil Marketing Company's mobile application.

This mechanism is particularly relevant for consumers who may find it difficult to visit the distributor personally.

Authentication at Distributor Showroom

Consumers can visit their LPG distributor's showroom and complete the authentication process there.

This provides a physical channel for consumers who prefer assisted authentication.

Authentication Through Mobile Applications

The Ministry identified separate applications for the three major public-sector LPG brands.

  • IndianOil ONE for Indane consumers.
  • HelloBPCL for Bharatgas consumers.
  • HP PAY for HP Gas consumers.

Consumers can use the relevant digital channel according to the prescribed procedure.

What Happens if a Consumer Does Not Complete BAA?

An important clarification is that failure or unwillingness to complete BAA does not mean that a consumer is completely prohibited from obtaining LPG.

The Ministry stated that consumers unwilling or unable to complete BAA can register that choice through the digital channels of their Oil Marketing Company.

Under the arrangement announced by the Ministry, such consumers can receive LPG at the applicable market price without subsidy in 5 kg or 10 kg cylinders, subject to local availability with the Oil Marketing Company.

Why This Distinction Matters

The new requirement relates specifically to access to the regulated Retail Selling Price with applicable subsidy.

It should therefore not be incorrectly reported as a blanket ban on LPG supply to every person who has not completed Aadhaar authentication.

What is RSP?

RSP stands for Retail Selling Price.

In the September 2026 announcement, the Ministry refers to the regulated Retail Selling Price applicable to domestic LPG under the support framework.

What is an LPG Subsidy?

A subsidy is government support that reduces the effective cost of a good or service for eligible consumers or compensates suppliers for providing it below an otherwise applicable economic cost.

In the public-sector domestic LPG market, major brands include Indane of Indian Oil Corporation, Bharatgas of Bharat Petroleum Corporation and HP Gas of Hindustan Petroleum Corporation.

Authentication Campaign Since October 2023

According to the Ministry, Oil Marketing Companies have been conducting a nationwide authentication outreach campaign since October 2023.

The campaign has used digital communication, distributor networks, delivery staff, camps and other channels.

More Than 12 Crore Messages

The Ministry reported that more than 12 crore SMS and WhatsApp messages had been sent as part of the outreach effort.

Consumers yet to complete authentication were also contacted through distributors and delivery personnel.

Special Camps

Authentication camps were organised at LPG distributorships, high-footfall locations and rural areas.

This is significant because digital-only implementation can create access difficulties for consumers with limited digital literacy or connectivity.

IVRS and Digital Notifications

The outreach effort also used Interactive Voice Response System prompts during refill booking, mobile notifications, social media, newspapers and other communication channels.

Deadline Extensions

Consumers were initially asked to complete BAA by 30 June 2026.

The deadline was subsequently extended several times: to 31 July, 7 August, 15 August, 23 August, 31 August, 7 September and finally 14 September 2026.

The repeated extensions were intended to provide additional time for authentication.

Cost of Domestic LPG Support

The Ministry stated that domestic LPG is sold below cost.

For September 2026, the implicit subsidy was around ₹210 per 14.2 kg domestic cylinder.

In June 2026, according to the same official release, it had reached ₹721 per cylinder.

Why Does the Subsidy Change?

The economic cost of LPG can vary with international energy prices, exchange rates, transportation and other components of the supply chain.

Consequently, the gap between consumer price and economic cost can vary over time.

₹22,000 Crore Compensation

The Government reported that ₹22,000 crore was paid to Oil Marketing Companies in FY 2022-23 as compensation to support affordable domestic LPG.

₹30,000 Crore Support

The Ministry also stated that the Government is paying ₹30,000 crore during FY 2025-26 and FY 2026-27 to Oil Marketing Companies in connection with domestic LPG affordability.

₹62,000 Crore Under-Recoveries

Despite this support, accumulated under-recoveries of public-sector Oil Marketing Companies on domestic LPG exceeded ₹62,000 crore as of 31 August 2026, according to the Ministry.

What is Under-Recovery?

In this context, under-recovery broadly refers to the gap arising when the realised selling price does not fully cover the economic cost associated with supplying the product.

It should not automatically be treated as identical to a conventional accounting loss.

What is Aadhaar?

Aadhaar is a 12-digit identification number issued by the Unique Identification Authority of India to eligible residents after the prescribed enrolment process.

UIDAI

UIDAI stands for Unique Identification Authority of India.

प्रमाणीकरण कैसे किया जा सकता है?

यदि BAA पूरा न किया जाए तो क्या होगा?

मंत्रालय द्वारा घोषित व्यवस्था के अनुसार ऐसे उपभोक्ताओं को स्थानीय उपलब्धता के अधीन 5 किलोग्राम अथवा 10 किलोग्राम सिलेंडर बाजार मूल्य पर बिना सब्सिडी के उपलब्ध कराया जा सकता है।

RSP क्या है?

RSP का अर्थ Retail Selling Price अर्थात खुदरा बिक्री मूल्य है। सितंबर 2026 की घोषणा में मंत्रालय ने घरेलू LPG के लिए लागू विनियमित खुदरा बिक्री मूल्य का उल्लेख किया है।

सब्सिडी क्या है?

सब्सिडी वह सरकारी सहायता है जिसका उद्देश्य पात्र उपभोक्ताओं के लिए किसी वस्तु अथवा सेवा की प्रभावी लागत कम करना या आपूर्तिकर्ता को निर्धारित सहायता देना हो सकता है।

यदि सब्सिडी सही लाभार्थियों तक न पहुंचे तो सार्वजनिक वित्त पर अनावश्यक भार बढ़ सकता है।

घरेलू और व्यावसायिक LPG

घरेलू LPG सिलेंडर परिवारों के घरेलू उपयोग के लिए होते हैं। व्यावसायिक प्रतिष्ठानों के लिए अलग व्यवस्था और मूल्य संरचना होती है।

घरेलू सब्सिडी वाले सिलेंडर का व्यावसायिक उपयोग लक्षित सहायता के उद्देश्य को प्रभावित करता है।

तेल विपणन कंपनियां

तेल विपणन कंपनियां पेट्रोलियम उत्पादों को उपभोक्ताओं तक पहुंचाती हैं। सार्वजनिक क्षेत्र के प्रमुख घरेलू LPG ब्रांडों में Indian Oil का Indane, Bharat Petroleum का Bharatgas और Hindustan Petroleum का HP Gas शामिल हैं।

अक्टूबर 2023 से अभियान

मंत्रालय के अनुसार तेल विपणन कंपनियां अक्टूबर 2023 से देशव्यापी प्रमाणीकरण अभियान चला रही हैं।

इसके लिए डिजिटल संदेश, वितरक नेटवर्क, सिलेंडर आपूर्ति कर्मचारी, विशेष शिविर और अन्य माध्यमों का उपयोग किया गया।

12 करोड़ से अधिक संदेश

मंत्रालय ने बताया कि अभियान के अंतर्गत 12 करोड़ से अधिक SMS और WhatsApp संदेश भेजे गए।

विशेष शिविर

वितरक केंद्रों, अधिक लोगों वाले स्थानों और ग्रामीण क्षेत्रों में विशेष शिविर आयोजित किए गए।

यह महत्वपूर्ण है क्योंकि केवल डिजिटल व्यवस्था पर निर्भरता सीमित डिजिटल साक्षरता या कमजोर संपर्क वाले उपभोक्ताओं के लिए कठिनाई उत्पन्न कर सकती है।

समय-सीमा में कई बार विस्तार

उपभोक्ताओं को प्रारंभ में 30 जून 2026 तक प्रमाणीकरण पूरा करने के लिए कहा गया था।

इसके बाद समय-सीमा क्रमशः 31 जुलाई, 7 अगस्त, 15 अगस्त, 23 अगस्त, 31 अगस्त, 7 सितंबर और अंततः 14 सितंबर 2026 तक बढ़ाई गई।

घरेलू LPG सहायता की लागत

मंत्रालय के अनुसार घरेलू LPG लागत से कम मूल्य पर बेची जाती है।

सितंबर 2026 में 14.2 किलोग्राम के घरेलू सिलेंडर पर निहित सब्सिडी लगभग ₹210 थी।

जून 2026 में यह ₹721 प्रति सिलेंडर तक पहुंची थी।

₹22,000 करोड़ की क्षतिपूर्ति

सरकार ने वित्त वर्ष 2022-23 में घरेलू LPG को वहनीय बनाए रखने के लिए तेल विपणन कंपनियों को ₹22,000 करोड़ की क्षतिपूर्ति देने की जानकारी दी है।

₹30,000 करोड़ की सहायता

मंत्रालय के अनुसार वित्त वर्ष 2025-26 और 2026-27 के दौरान सरकार तेल विपणन कंपनियों को ₹30,000 करोड़ की सहायता दे रही है।

₹62,000 करोड़ से अधिक Under-Recovery

31 अगस्त 2026 तक सार्वजनिक क्षेत्र की तेल विपणन कंपनियों की घरेलू LPG से संबंधित संचित under-recovery ₹62,000 करोड़ से अधिक थी।

आधार और डिजिटल शासन

UIDAI का पूर्ण रूप Unique Identification Authority of India है। यह आधार व्यवस्था के लिए उत्तरदायी वैधानिक प्राधिकरण है और इलेक्ट्रॉनिक्स तथा सूचना प्रौद्योगिकी मंत्रालय के अंतर्गत कार्य करता है।

Aadhaar Act, 2016

आधार व्यवस्था का प्रमुख वैधानिक आधार Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 है।

इस अधिनियम के नाम में ही सब्सिडी, लाभ और सेवाओं के लक्षित वितरण से आधार का संबंध दिखाई देता है।

प्रत्यक्ष लाभ अंतरण

Direct Benefit Transfer अर्थात प्रत्यक्ष लाभ अंतरण का उद्देश्य पात्र लाभार्थियों तक सरकारी लाभ को अधिक प्रत्यक्ष और पहचान-आधारित व्यवस्था से पहुंचाना है।

DBT और आधार प्रमाणीकरण संबंधित अवधारणाएं हैं, लेकिन दोनों एक ही चीज नहीं हैं।

PAHAL

LPG सब्सिडी व्यवस्था से PAHAL भी जुड़ी है। PAHAL का पूर्ण रूप Pratyaksh Hastantarit Labh है।

इसका उद्देश्य LPG सब्सिडी को प्रत्यक्ष लाभ अंतरण व्यवस्था के माध्यम से अधिक लक्षित बनाना है।

PMUY से अंतर

प्रधानमंत्री उज्ज्वला योजना एक अलग LPG कल्याण योजना है जिसका उद्देश्य पात्र परिवारों तक स्वच्छ खाना पकाने के ईंधन की पहुंच बढ़ाना है।
