Why is DGCA's Drug Screening Order in News?
India's Directorate General of Civil Aviation has directed domestic airlines to conduct a one-time mandatory screening for psychoactive substances for all pilots employed by them. Airlines have been asked to complete the exercise by 31 July 2027. The direction is significant because it expands aviation safety monitoring beyond the existing system of limited random testing.
According to the reported directive, the exercise is expected to cover around 14,000 pilots working in India. Aviation safety depends heavily on human performance, alertness, judgement and reaction time. Any substance that significantly affects these abilities can create serious operational risks.
What are Psychoactive Substances?
Psychoactive substances are chemicals that can affect the brain and alter perception, mood, consciousness, behaviour or cognitive functioning. Some are used medically under prescription, while others may be prohibited or misused.
In aviation, the issue is not simply whether a substance is legal or illegal. The critical concern is whether it can impair a person's ability to safely perform safety-sensitive duties such as flying an aircraft, controlling air traffic or carrying out other critical operational functions.
Why is Screening Important for Pilots?
Pilots work in an environment where even a minor reduction in concentration or judgement can have major consequences. Flight operations require constant situational awareness, rapid decision-making, accurate interpretation of instruments and effective response to changing conditions.
Substances that impair coordination, attention, reaction time or judgement can therefore create unacceptable risks. Drug screening is one component of a larger aviation medical and safety framework that also includes medical fitness standards, fatigue management, training, licensing and recurrent competency checks.
Existing Random Testing Framework
Before the new one-time comprehensive exercise, the Civil Aviation Requirements framework already provided for random testing of a proportion of flight crew and air traffic controllers for psychoactive substances. The existing framework was revised in January 2022 and required annual random testing of 10 percent of identified personnel in specified safety-sensitive categories.
The new direction is broader because it seeks a one-time screening of all pilots within the prescribed period rather than testing only a sample of personnel.
What is DGCA?
DGCA stands for Directorate General of Civil Aviation. It is India's principal civil aviation regulatory authority and functions under the Ministry of Civil Aviation.
The organisation is responsible for various aspects of aviation safety and regulation, including aircraft registration, airworthiness, pilot licensing, oversight of airline operations, safety standards and enforcement of civil aviation requirements.
What are Civil Aviation Requirements?
Civil Aviation Requirements, commonly called CARs, are regulatory instructions issued by DGCA under the applicable aviation legal framework. They lay down detailed operational and safety requirements that aviation organisations and personnel must follow.
CARs can cover areas such as flight operations, personnel licensing, aircraft maintenance, safety management and medical requirements. For competitive examinations, students should remember that DGCA uses the CAR framework as an important instrument of aviation regulation.
Role of the Ministry of Civil Aviation
The Ministry of Civil Aviation is the central ministry responsible for policy formulation and development relating to civil aviation in India. Organisations such as DGCA and the Airports Authority of India operate within India's wider civil aviation institutional framework, although their functions are different.
DGCA mainly performs regulatory and safety oversight functions, while the Airports Authority of India is heavily involved in airport infrastructure and air navigation services.
Safety-Sensitive Personnel
Aviation regulation places special emphasis on safety-sensitive personnel. These include people whose impairment could directly affect the safe operation of aircraft or air traffic systems. Pilots and air traffic controllers are obvious examples because their duties require continuous alertness and precision.
Global aviation safety frameworks generally treat alcohol and psychoactive substance misuse as serious safety concerns. Airlines therefore maintain policies related to medical fitness, reporting and substance use in addition to statutory regulatory requirements.
Why the New Order Matters
The new comprehensive screening exercise can help identify potential substance-abuse risks that may not be detected through limited sample-based testing. It also acts as a deterrent because personnel know that screening is not restricted to a small randomly selected group.
However, such programmes must also maintain proper laboratory standards, procedural fairness, confidentiality and confirmatory testing because screening results can have major professional consequences.

Civil Aviation Requirements
