What Happened
India's position in global vaccine manufacturing has strengthened considerably, with the Government stating that the country has emerged as the world's largest vaccine producer and global supplier by volume. The announcement was made during a high-level engagement involving the Coalition for Epidemic Preparedness Innovations, or CEPI, in New Delhi. The development is important because India's vaccine ecosystem is no longer being viewed merely as a source of affordable mass manufacturing. It increasingly encompasses research, advanced vaccine technologies, biologics, clinical capabilities, large-scale manufacturing and international epidemic preparedness.
According to the Government, India supplies vaccines to more than 100 countries, accounts for nearly 60 per cent of global vaccine production and meets more than 65 per cent of the World Health Organization's routine immunisation requirements. These figures illustrate the scale of India's manufacturing capacity and explain why the country has an important role in global health security.
India's bioeconomy reached an estimated USD 195.3 billion in 2025, recording 18 per cent year-on-year growth. The country's biotechnology startup ecosystem expanded to 11,855 startups, including 1,780 new startups added during 2025. Biopharma accounts for nearly 30 per cent of India's bioeconomy. This shows that vaccines form part of a much wider biotechnology transformation involving research, diagnostics, therapeutics, advanced biological products and manufacturing.
The India-CEPI partnership is especially relevant to future epidemic preparedness. India has been associated with CEPI since its formative years and is described by the Government as a founding member and long-standing strategic partner. The DBT-BIRAC-CEPI engagement strategy was initially executed in October 2019 and renewed in September 2025 for another five years.
The partnership has already generated important scientific outcomes. The India-centric CEPI Mission, known as Ind-CEPI, has supported work including GEMCOVAC-19, India's first mRNA COVID-19 vaccine. An inactivated Chikungunya vaccine candidate is undergoing Phase II/III trials, while vaccine candidates based on multivalent self-assembled nanocage technology for Monkeypox and pan-sarbecoviruses have reached advanced pre-clinical stages.
India has also developed supporting research infrastructure. The BRIC-THSTI Bioassay Laboratory has been recognised as one of CEPI's 17 centralised network laboratories. According to the Government, it has supported eight vaccine candidates at stages ranging from pre-clinical development to Phase III efficacy trials and tested more than one lakh samples for vaccine development.
The significance of this ecosystem became particularly clear during COVID-19. A pandemic response requires far more than discovering a vaccine. Scientists must identify and characterise pathogens, develop candidates, conduct laboratory and clinical testing, obtain regulatory approval, manufacture hundreds of millions of doses and establish distribution systems. Countries possessing capabilities across the complete value chain have a major strategic advantage during health emergencies.
The next phase of India-CEPI cooperation is expected to focus increasingly on universal and pan-pathogen vaccines, advanced biomanufacturing and stronger national and international research networks. A pan-pathogen approach attempts to prepare technologies or vaccine strategies that can respond to broader groups of related pathogens instead of beginning from zero after each new outbreak.

भारत की जैव-अर्थव्यवस्था वर्ष 2025 में लगभग 195.3 अरब अमेरिकी डॉलर तक पहुँच गई और इसमें वर्ष-दर-वर्ष लगभग 18 प्रतिशत की वृद्धि दर्ज की गई। देश में जैव प्रौद्योगिकी स्टार्टअप की संख्या बढ़कर 11,855 हो गई, जिनमें 2025 के दौरान जोड़े गए 1,780 नए स्टार्टअप शामिल हैं। जैव-औषधि क्षेत्र भारत की जैव-अर्थव्यवस्था का लगभग 30 प्रतिशत हिस्सा है। इससे स्पष्ट है कि टीका निर्माण भारत में चल रहे व्यापक जैव प्रौद्योगिकी परिवर्तन का एक हिस्सा है।
भारत-CEPI साझेदारी भविष्य की महामारी तैयारी के लिए विशेष रूप से महत्वपूर्ण है। भारत CEPI के प्रारंभिक वर्षों से इससे जुड़ा रहा है और सरकार ने इसे संस्थापक सदस्य तथा दीर्घकालिक रणनीतिक साझेदार बताया है। DBT-BIRAC-CEPI सहयोग रणनीति पहली बार अक्टूबर 2019 में लागू की गई थी और सितंबर 2025 में इसे अगले पाँच वर्षों के लिए नवीनीकृत किया गया।
इस साझेदारी से महत्वपूर्ण वैज्ञानिक परिणाम भी सामने आए हैं। भारत केंद्रित CEPI मिशन अर्थात Ind-CEPI ने GEMCOVAC-19 सहित कई परियोजनाओं को समर्थन दिया है। GEMCOVAC-19 भारत का पहला mRNA COVID-19 टीका है। निष्क्रिय Chikungunya टीका उम्मीदवार Phase II/III परीक्षण में है, जबकि Monkeypox और pan-sarbecoviruses के लिए बहुसंयोजी स्व-संयोजित nanocage तकनीक पर आधारित टीका उम्मीदवार उन्नत पूर्व-नैदानिक चरण में हैं।
भारत ने अनुसंधान संबंधी अवसंरचना भी विकसित की है। BRIC-THSTI Bioassay Laboratory को CEPI की 17 केंद्रीकृत नेटवर्क प्रयोगशालाओं में से एक के रूप में मान्यता मिली है। सरकारी जानकारी के अनुसार इस प्रयोगशाला ने पूर्व-नैदानिक विकास से लेकर Phase III प्रभावशीलता परीक्षण तक विभिन्न चरणों में आठ टीका उम्मीदवारों को सहायता प्रदान की है और टीका विकास के लिए एक लाख से अधिक नमूनों का परीक्षण किया है।
COVID-19 महामारी ने इस प्रकार की व्यवस्था का महत्व स्पष्ट कर दिया। महामारी से निपटने के लिए केवल टीके की खोज पर्याप्त नहीं है। वैज्ञानिकों को रोगजनक की पहचान करनी होती है, संभावित टीके विकसित करने होते हैं, प्रयोगशाला और नैदानिक परीक्षण करने होते हैं, नियामक स्वीकृति प्राप्त करनी होती है, करोड़ों खुराकों का उत्पादन करना होता है और वितरण व्यवस्था स्थापित करनी होती है। पूरी मूल्य शृंखला में क्षमता रखने वाले देशों को स्वास्थ्य आपातकाल के दौरान रणनीतिक लाभ मिलता है।
भारत-CEPI सहयोग का अगला चरण सार्वभौमिक और pan-pathogen टीकों, उन्नत जैव-विनिर्माण तथा मजबूत राष्ट्रीय और अंतरराष्ट्रीय अनुसंधान नेटवर्क पर अधिक ध्यान केंद्रित कर सकता है। Pan-pathogen दृष्टिकोण का उद्देश्य संबंधित रोगजनकों के व्यापक समूह के विरुद्ध ऐसी तकनीक या रणनीति विकसित करना है जिससे प्रत्येक नए रोग प्रकोप पर शून्य से शुरुआत न करनी पड़े।
