Why in News?
On 8 July 2025, the Indian Navy signed a contract with Bharat Electronics Limited, Bengaluru, for implementation of the National Maritime Domain Awareness Project to strengthen India's maritime and coastal security.
What is Maritime Domain Awareness?
Maritime Domain Awareness refers to effective understanding of activities, vessels and developments in the maritime environment that may affect security, safety, economy or the marine environment.
Purpose of the NMDA Project
The NMDA Project seeks to create an integrated national framework for collecting, collating, analysing and sharing maritime information among multiple stakeholders.
Upgrade of NC3I Network
The project will upgrade the existing National Command, Control, Communication and Intelligence Network, commonly written as NC3I, into a broader NMDA Network.
Artificial Intelligence
AI-enabled software will be incorporated for improved surveillance, data analysis and decision-making. This is expected to help agencies identify suspicious patterns and respond more quickly to maritime threats.
Information Management and Analysis Centre
The existing Information Management and Analysis Centre at Gurugram is the nodal centre of the NC3I Network. Under the NMDA Project, IMAC will be upgraded into a Multi-Agency NMDA Centre.
Multi-Agency Coordination
The upgraded centre is intended to host representatives of multiple national agencies spanning key ministries. This will allow information to be shared more efficiently among organisations responsible for defence, shipping, fisheries, petroleum and other maritime sectors.
Coastal States and Union Territories
The system will link maritime agencies with India's coastal states and Union Territories to create a common operational picture covering India's coastline and adjoining seas.
Additional Data Sources
Information from commercial shipping, fisheries and other maritime activities can be integrated to strengthen responses to security threats, search-and-rescue operations and environmental emergencies.
Role of Indian Navy and BEL
The project will be administered by the Indian Navy and executed on a turnkey basis. Bharat Electronics Limited will serve as the lead integrator and provide the required hardware and AI-enabled software.
Historical Background
India strengthened coastal surveillance after the 26 November 2008 Mumbai terror attacks. The NC3I network and IMAC subsequently became important components of the national maritime security architecture.
