Why in News?

On 29 September 2026, the Ministry of Rural Development announced that the National Rural Infrastructure Development Agency (NRIDA) and the Indian Institute of Management Kolkata (IIM Kolkata) had signed a Memorandum of Understanding for a four-year longitudinal impact assessment of roads constructed under PMGSY-IV and PM-JANMAN.

The study will examine how improved rural connectivity affects people's livelihoods, mobility, access to markets, employment, income, education, healthcare and other essential services. Its purpose is to generate evidence for future rural infrastructure planning and policy decisions.

Who Signed the Agreement?

The agreement was signed by Aditi Singh, Director General of NRIDA, and Professor Alok Kumar Rai, Director of IIM Kolkata. Rural Development Secretary Rohit Kansal and officials from the Ministry and IIM Kolkata were present.

NRIDA functions under the Ministry of Rural Development and plays an important role in rural road infrastructure development. IIM Kolkata will contribute research and analytical expertise to the impact assessment.

What Is the Duration of the Study?

The assessment will run for four years. Unlike a one-time survey, it will use a longitudinal approach, examining changes in selected locations over time.

The official study design includes a baseline survey before construction, a transition period and an endline survey after construction. This arrangement is intended to help researchers examine how conditions change following rural road development.

Geographical Coverage

The study will cover 10 States and Union Territories, 50 districts, 150 blocks and 250 roads. Approximately 5,000 households will be surveyed.

The selected States and Union Territories are Andhra Pradesh, Assam, Chhattisgarh, Jammu and Kashmir, Jharkhand, Madhya Pradesh, Odisha, Rajasthan, Sikkim and Uttarakhand.

These are the geographical areas identified for the study. They should not be confused with the entire geographical coverage of PMGSY-IV or PM-JANMAN.

Three Stages of the Study

The Ministry specified three stages. The baseline survey, conducted before construction, is allocated 14 months. A transition period of approximately 12 months follows. The endline survey, conducted after construction, is allocated 22 months.

Together, these stages account for approximately 48 months, equivalent to four years.

What Is a Baseline Survey?

A baseline survey collects information about conditions before an intervention takes place. In this case, researchers will examine selected rural communities before the relevant road construction.

Information may include travel time, transport costs, employment opportunities, access to services and household welfare. Baseline information provides a reference point for later comparisons.

What Is an Endline Survey?

An endline survey measures conditions after an intervention. By comparing baseline and endline information, researchers can examine whether indicators have improved, worsened or remained unchanged.

However, changes observed over time cannot automatically be attributed entirely to a road project. Other developments, including economic conditions, public programmes and migration, may also influence outcomes. A rigorous impact assessment must account for such factors where possible.

What Is Longitudinal Research?

Longitudinal research studies changes over a period rather than relying on observations at only one point in time. It is useful for understanding how infrastructure affects communities gradually.

For example, a new road may initially reduce travel time. Over a longer period, it may also influence market participation, business activity and access to schools or health facilities. The proposed study will investigate such relationships using evidence.

What Is PMGSY?

PMGSY stands for Pradhan Mantri Gram Sadak Yojana. It is a Government of India programme focused on rural road connectivity. Rural roads help connect habitations with markets, educational institutions, health facilities and other services.

PMGSY-IV refers to the fourth phase of the programme. The newly announced assessment will examine roads constructed under this phase and the PM-JANMAN initiative.

What Is PM-JANMAN?

PM-JANMAN stands for Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan. It is an initiative focused on improving access to essential facilities and services for Particularly Vulnerable Tribal Groups.

Migration Patterns

Migration refers to movement from one location to another, temporarily or permanently. Better rural connectivity can affect migration by changing access to employment, markets and services.

The study will examine migration patterns without assuming that road development must necessarily increase or decrease migration. Different communities may experience different effects.

Access to Public and Financial Services

Rural roads may improve access to government offices, banking facilities and other essential services. Physical connectivity can complement digital service delivery, particularly where people must travel for documentation, assistance or transactions.

The study will examine these aspects as part of the broader socioeconomic impact of rural infrastructure.

What Is Evidence-Based Policymaking?

Evidence-based policymaking uses reliable data, research and evaluation findings to inform public decisions. Instead of judging a programme only by expenditure or construction targets, it also examines the outcomes experienced by citizens.

The NRIDA–IIM Kolkata collaboration is intended to provide evidence for programme review, monitoring, identification of implementation gaps and future rural infrastructure planning.

Outputs Versus Outcomes

An output is a direct result of an activity, such as the construction of a road. An outcome is a change that follows, such as reduced travel time or improved access to a market.

इस अध्ययन में ग्रामीण संपर्क व्यवस्था में सुधार से आजीविका, आवागमन, बाजार तक पहुंच, रोजगार, आय, शिक्षा, स्वास्थ्य सेवाओं और अन्य आवश्यक सुविधाओं पर पड़ने वाले प्रभावों का मूल्यांकन किया जाएगा। इसका उद्देश्य भविष्य की ग्रामीण अवसंरचना योजनाओं और नीतिगत निर्णयों के लिए विश्वसनीय प्रमाण उपलब्ध कराना है।

समझौते पर किसने हस्ताक्षर किए?

राष्ट्रीय ग्रामीण अवसंरचना विकास एजेंसी की ओर से महानिदेशक अदिति सिंह और भारतीय प्रबंध संस्थान कोलकाता की ओर से निदेशक प्रोफेसर आलोक कुमार राय ने समझौते पर हस्ताक्षर किए। इस अवसर पर ग्रामीण विकास सचिव रोहित कंसल और संबंधित संस्थाओं के अधिकारी उपस्थित थे।

राष्ट्रीय ग्रामीण अवसंरचना विकास एजेंसी ग्रामीण विकास मंत्रालय के अंतर्गत कार्य करती है और ग्रामीण सड़क अवसंरचना के विकास में महत्वपूर्ण भूमिका निभाती है। भारतीय प्रबंध संस्थान कोलकाता अध्ययन में अनुसंधान तथा विश्लेषण संबंधी विशेषज्ञता प्रदान करेगा।

अध्ययन की अवधि

यह अध्ययन चार वर्षों तक चलेगा। इसमें केवल एक समय पर सर्वेक्षण करने के बजाय समय के साथ होने वाले परिवर्तनों का अध्ययन किया जाएगा। इस प्रकार के अनुसंधान को दीर्घकालिक अध्ययन कहा जाता है।

अध्ययन में सड़क निर्माण से पहले आधारभूत सर्वेक्षण, उसके बाद संक्रमण अवधि और निर्माण के पश्चात अंतिम सर्वेक्षण शामिल होंगे। इससे ग्रामीण सड़क विकास के बाद परिस्थितियों में हुए बदलावों की जांच करने में सहायता मिलेगी।

अध्ययन का भौगोलिक विस्तार

अध्ययन में 10 राज्य और केंद्रशासित प्रदेश, 50 जिले, 150 विकासखंड तथा 250 सड़कें शामिल होंगी। लगभग 5,000 परिवारों का सर्वेक्षण किया जाएगा।

चयनित राज्य और केंद्रशासित प्रदेश हैं: आंध्र प्रदेश, असम, छत्तीसगढ़, जम्मू और कश्मीर, झारखंड, मध्य प्रदेश, ओडिशा, राजस्थान, सिक्किम तथा उत्तराखंड।

ये अध्ययन के लिए चयनित क्षेत्र हैं। इन्हें प्रधानमंत्री ग्राम सड़क योजना के चौथे चरण अथवा प्रधानमंत्री जनजाति आदिवासी न्याय महाअभियान के संपूर्ण भौगोलिक विस्तार के रूप में नहीं समझना चाहिए।

अध्ययन के तीन चरण

मंत्रालय के अनुसार अध्ययन में तीन चरण होंगे। सड़क निर्माण से पहले आधारभूत सर्वेक्षण के लिए 14 महीने निर्धारित हैं। इसके बाद लगभग 12 महीने की संक्रमण अवधि होगी। निर्माण के बाद अंतिम सर्वेक्षण के लिए 22 महीने निर्धारित हैं।

इन तीनों चरणों की कुल अवधि लगभग 48 महीने अर्थात चार वर्ष है।

आधारभूत सर्वेक्षण क्या है?

आधारभूत सर्वेक्षण में किसी योजना या हस्तक्षेप के लागू होने से पहले की परिस्थितियों की जानकारी एकत्र की जाती है। इस अध्ययन में चयनित ग्रामीण समुदायों की स्थिति सड़क निर्माण से पहले दर्ज की जाएगी।

इसमें यात्रा का समय, परिवहन लागत, रोजगार के अवसर, सेवाओं तक पहुंच और परिवारों की आर्थिक-सामाजिक स्थिति जैसे संकेतक शामिल हो सकते हैं। यह जानकारी बाद में तुलना करने के लिए प्रारंभिक आधार प्रदान करेगी।

अंतिम सर्वेक्षण क्या है?

अंतिम सर्वेक्षण में किसी हस्तक्षेप के बाद की परिस्थितियों का मूल्यांकन किया जाता है। आधारभूत और अंतिम सर्वेक्षण की तुलना करके यह देखा जा सकता है कि विभिन्न संकेतकों में सुधार हुआ, गिरावट आई या कोई महत्वपूर्ण परिवर्तन नहीं हुआ।

हालांकि समय के साथ हुए प्रत्येक परिवर्तन का पूरा श्रेय सड़क परियोजना को नहीं दिया जा सकता। आर्थिक परिस्थितियां, अन्य सरकारी कार्यक्रम और पलायन जैसे कारक भी परिणामों को प्रभावित कर सकते हैं। प्रभाव मूल्यांकन में जहां संभव हो, ऐसे कारकों का ध्यान रखना आवश्यक है।

दीर्घकालिक अनुसंधान क्या है?

दीर्घकालिक अनुसंधान में किसी विषय का अध्ययन समय की एक विस्तृत अवधि में किया जाता है। इससे यह समझने में सहायता मिलती है कि किसी अवसंरचना परियोजना के प्रभाव धीरे-धीरे कैसे विकसित होते हैं।

उदाहरण के लिए नई सड़क प्रारंभ में यात्रा का समय कम कर सकती है। लंबे समय में इससे बाजार में भागीदारी, व्यावसायिक गतिविधियों और शिक्षा तथा स्वास्थ्य सेवाओं तक पहुंच में भी परिवर्तन हो सकते हैं। प्रस्तावित अध्ययन इन संबंधों की जांच प्रमाणों के आधार पर करेगा।

प्रधानमंत्री ग्राम सड़क योजना क्या है?

प्रधानमंत्री ग्राम सड़क योजना भारत सरकार का ग्रामीण सड़क संपर्क से संबंधित कार्यक्रम है। ग्रामीण सड़कें बस्तियों को बाजारों, शिक्षण संस्थानों, स्वास्थ्य सुविधाओं और अन्य सेवाओं से जोड़ने में सहायता करती हैं।

इस योजना के चौथे चरण के अंतर्गत निर्मित सड़कों का मूल्यांकन नए अध्ययन में किया जाएगा।

प्रधानमंत्री जनजाति आदिवासी न्याय महाअभियान क्या है?

प्रधानमंत्री जनजाति आदिवासी न्याय महाअभियान विशेष रूप से कमजोर जनजातीय समूहों तक आवश्यक सुविधाओं और सेवाओं की पहुंच सुधारने से संबंधित पहल है।

दुर्गम भूभाग और अपर्याप्त परिवहन सुविधाओं के कारण दूरस्थ बस्तियों के निवासियों को शिक्षा, स्वास्थ्य, बाजार और सरकारी सेवाओं तक पहुंचने में कठिनाई हो सकती है। इसलिए सड़क संपर्क इस अभियान के लिए महत्वपूर्ण है।

विशेष रूप से कमजोर जनजातीय समूह

विशेष रूप से कमजोर जनजातीय समूह ऐसे चिन्हित समुदाय हैं जिनकी सामाजिक, आर्थिक और भौगोलिक परिस्थितियों के कारण विशेष विकासात्मक ध्यान की आवश्यकता होती है।

बेहतर सड़क संपर्क आवश्यक सेवाओं तक पहुंच बढ़ाने में सहायक हो सकता है। हालांकि सड़क विकास के दौरान स्थानीय पर्यावरण, समुदाय की आवश्यकताओं और संवेदनशील आबादी के संरक्षण का भी ध्यान रखना चाहिए।

ग्रामीण आवागमन पर प्रभाव

आवागमन का अर्थ व्यक्तियों और वस्तुओं की एक स्थान से दूसरे स्थान तक आवाजाही की क्षमता है। ग्रामीण सड़कों में सुधार से यात्रा आसान हो सकती है, मौसमी अलगाव कम हो सकता है और परिवहन अधिक विश्वसनीय बन सकता है।

अध्ययन में यात्रा समय, परिवहन लागत और आवागमन के स्वरूप की जांच की जाएगी। इससे पता लगाने में सहायता मिलेगी कि नई सड़कें केवल निर्माण की लंबाई बढ़ाने के बजाय वास्तविक सुविधाओं तक पहुंच सुधार रही हैं या नहीं।

कृषि पर प्रभाव

किसानों को कृषि सामग्री खरीदने, फसल बाजार तक पहुंचाने और खरीदारों से संपर्क करने के लिए परिवहन की आवश्यकता होती है। खराब सड़कें लागत बढ़ा सकती हैं और समय पर फसल पहुंचाने में बाधा उत्पन्न कर सकती हैं।

रोजगार पर प्रभाव

सड़कें ग्रामीण श्रमिकों को कार्यस्थलों, प्रशिक्षण संस्थानों और व्यावसायिक केंद्रों से जोड़कर रोजगार के अवसरों को प्रभावित कर सकती हैं। बेहतर परिवहन स्थानीय उद्यमों और गैर-कृषि गतिविधियों के विकास में भी सहायक हो सकता है।

अध्ययन रोजगार के अवसरों, आजीविका में परिवर्तन और आय के स्रोतों के विविधीकरण की जांच करेगा। यह पहले से नहीं मानता कि प्रत्येक सड़क निर्माण से स्थायी रोजगार वृद्धि अवश्य होगी।

आय का विविधीकरण क्या है?

आय का विविधीकरण तब होता है जब कोई परिवार एक से अधिक आर्थिक गतिविधियों से आय प्राप्त करता है। उदाहरण के लिए ग्रामीण परिवार कृषि के साथ मजदूरी, व्यापार, परिवहन या सेवा क्षेत्र से भी आय अर्जित कर सकता है।

अध्ययन शिक्षा तक पहुंच में होने वाले परिवर्तनों का मूल्यांकन करेगा। हालांकि केवल सड़क सुविधा में सुधार और वास्तविक उपस्थिति अथवा सीखने के परिणामों में सुधार अलग-अलग विषय हैं। विद्यालय की गुणवत्ता और पारिवारिक परिस्थितियां भी महत्वपूर्ण होती हैं।

स्वास्थ्य सेवाओं पर प्रभाव

विश्वसनीय सड़कें प्राथमिक स्वास्थ्य केंद्रों, अस्पतालों, आपातकालीन परिवहन और चिकित्सा सामग्री तक पहुंच सुधार सकती हैं।

अध्ययन स्वास्थ्य सेवाओं की उपलब्धता तक पहुंच पर सड़क संपर्क के प्रभाव की जांच करेगा। बेहतर सड़कें स्वास्थ्य सेवाओं में सहायता कर सकती हैं, लेकिन चिकित्सकों, दवाओं और स्वास्थ्य संस्थानों की उपलब्धता भी आवश्यक है।

महिला सशक्तीकरण और सुरक्षा

आधिकारिक अध्ययन में महिला सशक्तीकरण और सुरक्षा का भी मूल्यांकन किया जाएगा। परिवहन की उपलब्धता तथा यात्रा की परिस्थितियां महिलाओं की शिक्षा, रोजगार, स्वास्थ्य और सार्वजनिक सेवाओं तक पहुंच को प्रभावित कर सकती हैं।

अध्ययन से यह पहचानने में सहायता मिल सकती है कि विकास के लाभ समान रूप से पहुंच रहे हैं या नहीं और महिलाओं तथा कमजोर समूहों के सामने कौन-सी बाधाएं बनी हुई हैं।

पलायन के स्वरूप

पलायन का अर्थ लोगों का अस्थायी अथवा स्थायी रूप से एक स्थान से दूसरे स्थान पर जाना है। बेहतर ग्रामीण संपर्क रोजगार, बाजार और सेवाओं तक पहुंच बदलकर पलायन को प्रभावित कर सकता है।

अध्ययन पलायन के स्वरूप की जांच करेगा। यह पहले से नहीं मानता कि सड़क निर्माण से पलायन अनिवार्य रूप से बढ़ेगा या घटेगा। अलग-अलग समुदायों में प्रभाव भिन्न हो सकते हैं।

सार्वजनिक और वित्तीय सेवाओं तक पहुंच

ग्रामीण सड़कें सरकारी कार्यालयों, बैंकिंग सुविधाओं और अन्य आवश्यक सेवाओं तक पहुंच सुधार सकती हैं। भौतिक संपर्क डिजिटल सेवा वितरण का पूरक हो सकता है, विशेषकर जहां दस्तावेज, सहायता या लेनदेन के लिए यात्रा आवश्यक होती है।

अध्ययन इन पहलुओं का भी ग्रामीण अवसंरचना के व्यापक सामाजिक-आर्थिक प्रभाव के अंतर्गत मूल्यांकन करेगा।

प्रमाण आधारित नीति निर्माण क्या है?
