PART I: ENGLISH

1. Introduction

E-governance refers to the use of information and communication technologies to improve the functioning of government and its interactions with citizens, businesses and other public institutions. Its purpose is not merely to place existing forms on a website. Meaningful e-governance redesigns administrative processes so that public services become accessible, timely, transparent, accountable and responsive.

India's experience is especially important because public administration must serve a large and diverse population across different languages, income groups, geographic conditions and levels of digital literacy. Digital platforms can reduce the distance between the citizen and the state, but they can also create new forms of exclusion if technology becomes the only route to essential services.

2. What Is Digital Public Infrastructure?

Digital Public Infrastructure, or DPI, refers to foundational digital systems that enable public and private institutions to deliver services at scale. These systems may support identity verification, payments, document exchange, consent-based information sharing and other functions.

DPI is different from a single government application. A well-designed foundational system can be used by multiple services, reducing duplication and enabling interoperability. For example, a digital document system may help a student submit an educational certificate, a worker verify a qualification and an applicant complete a public-service process.

3. E-Governance and DPI: The Difference

E-governance is a broader approach to improving governance through technology. DPI is part of the foundational infrastructure that can support this approach. A municipal grievance portal is an e-governance application. An interoperable identity, payment or document-verification system can function as digital infrastructure used by many such applications.

UPSC distinction: Every digital public-service application is not necessarily a foundational DPI system, and the existence of DPI does not automatically guarantee good governance.

4. Major Objectives of E-Governance

The central objectives are faster service delivery, reduced administrative costs, greater transparency, easier access to information, better record management, improved grievance redressal and stronger public accountability.

Another important objective is procedural fairness. Two similarly situated citizens should not receive different treatment merely because one has personal connections or can repeatedly visit a government office.

5. Models of E-Governance

Government to Citizen (G2C): Delivery of certificates, welfare information, licences, utility services and grievance mechanisms to citizens.

Government to Business (G2B): Digital permissions, registrations, tax-related processes and regulatory services for enterprises.

Government to Government (G2G): Information exchange and coordination between departments, ministries and different levels of government.

Government to Employee (G2E): Digital payroll, leave management, training, pension-related administration and employee records.

6. Stages of E-Governance

The first stage is information, where the government publishes rules, forms and service details online. The second is interaction, where citizens can submit queries or download forms. The third is transaction, where applications, payments and approvals can be completed digitally. The fourth is integration, where departments exchange information and provide coordinated services.

The most advanced stage is transformation: administrative procedures are redesigned around the citizen's needs rather than simply reproducing the old paper-based process on a screen.

7. Why Process Re-engineering Matters

Suppose a citizen must upload the same identity document separately to five departments. Digitisation has occurred, but administrative fragmentation remains. A redesigned process can reduce repeated submissions through lawful, secure and purpose-specific information exchange.

Business Process Re-engineering therefore asks whether a step is necessary, whether approvals can be simplified, whether information is already available and whether the citizen can track the final decision.

8. Digital India

Digital India, launched in July 2015, is an umbrella programme intended to improve digital access, digital services and digital empowerment. It includes initiatives related to connectivity, service delivery, digital documents, digital literacy and electronic governance.

For examination purposes, Digital India should be understood as a broad programme rather than as one website, one application or one payment system.

9. Aadhaar

Aadhaar is a digital identity system administered by the Unique Identification Authority of India. It can support identity-related processes in public and private services within the applicable legal framework.

Aadhaar is not a certificate of citizenship. UPSC questions may test the difference between identity, residence and citizenship. Identity authentication also should not be confused with an independent determination that a person satisfies every eligibility condition of a welfare scheme.

10. Unified Payments Interface

The Unified Payments Interface, or UPI, enables digital payments between participating accounts and applications. Its significance for governance includes easier payments, wider participation in the digital economy and support for transactions involving citizens, businesses and public authorities.

However, access to digital payments depends on factors such as connectivity, suitable devices, user awareness and safeguards against fraud.

11. DigiLocker

DigiLocker provides access to digital documents and supports their issuance, sharing and verification. Its administrative value lies in reducing dependence on physical copies and making authentic records easier to retrieve when required.

Students should distinguish an authentic document issued through an integrated issuing organisation from a file merely uploaded by a user. The evidentiary and verification implications may differ.

12. UMANG

UMANG, the Unified Mobile Application for New-age Governance, is designed as a common gateway to government services. It brings services from different government bodies into a more accessible digital environment.

According to an official government release dated 12 August 2026, approximately 2,575 services were available through UMANG as of 31 July 2026. The figure is date-specific and should not be treated as a permanent count.

13. Common Service Centres

Common Service Centres, or CSCs, are assisted access points that help people use digital services. They are especially relevant for residents who lack smartphones, reliable internet access or confidence in completing complex online procedures.

CSCs demonstrate an important principle: digital governance need not mean removing human assistance. A citizen-centric system can combine online infrastructure with accessible physical support.

14. Direct Benefit Transfer

Direct Benefit Transfer, or DBT, is an approach to transferring eligible benefits through designated channels, including transfers to beneficiaries' bank accounts where applicable. Digital systems can help improve records, payment tracking and administrative efficiency.

Nevertheless, the success of a transfer must not be assessed solely by whether a payment instruction was generated. The administration must also examine whether the correct person received the benefit, whether the amount was accessible and whether rejected or delayed payments were resolved.

15. Digital Inclusion

Digital inclusion means ensuring that different population groups can meaningfully access and use digital services. It requires more than internet coverage. Affordability, language, disability access, digital literacy, trustworthy assistance and suitable devices also matter.

A service that exists online but cannot be used by an elderly person, a visually impaired applicant or a resident of a remote village may remain inaccessible in practice.

16. The Digital Divide

The digital divide can occur between rural and urban areas, richer and poorer households, men and women, younger and older people, and persons with different educational backgrounds or disabilities.

It can also arise within connected households. One shared smartphone does not necessarily give every family member equal access to a service, especially when applications require personal authentication or private communication.

17. Language Accessibility

India's linguistic diversity makes multilingual service design essential. Instructions, eligibility conditions, error messages, consent notices and grievance procedures should be understandable to the intended users.

Simply translating a homepage is insufficient if the application form, final decision or appeal procedure remains available only in a language the citizen cannot understand.

18. Accessibility for Persons with Disabilities

Digital public services should be designed for users with visual, hearing, mobility and cognitive disabilities. Relevant features may include screen-reader compatibility, keyboard navigation, captions, readable contrast and clear instructions.

Accessibility is a governance requirement because exclusion from a digital interface can translate into exclusion from a public benefit or legal entitlement.

19. Privacy and Data Protection

Digital governance often requires handling personal information. This creates responsibilities concerning lawful collection, clearly defined purposes, security, retention, access controls and grievance redressal.

The Digital Personal Data Protection Act, 2023 and the Digital Personal Data Protection Rules, 2025 form part of India's legal framework for digital personal data. Their commencement is phased. Therefore, an examination answer should not assume that every substantive obligation commenced on the same date.

20. Important Data Protection Concepts

Purpose limitation: Information should be processed for a specified and lawful purpose under the applicable framework.

Data minimisation: Systems should avoid collecting unnecessary personal information.

Security safeguards: Appropriate technical and organisational measures should protect information.

Accountability: Institutions handling information should be answerable for their responsibilities.

Grievance redressal: Individuals should have accessible routes to raise relevant complaints.

21. Cybersecurity

Cybersecurity should be built into system design through access controls, secure development, testing, monitoring, incident response and recovery planning. It should not be treated as a one-time software purchase.

22. Interoperability

Interoperability is the ability of different systems to exchange and use information in a meaningful manner. It can reduce repetitive paperwork and improve coordination across departments.

However, technical interoperability does not mean unrestricted data sharing. Lawful purpose, authorisation, privacy and security remain necessary considerations.

23. Open Standards and Vendor Dependence

Public institutions should consider whether their systems can be maintained, audited and integrated over time. Excessive dependence on one vendor may make future migration costly and weaken institutional control.

Open standards, clear contractual obligations, data portability and adequate public-sector technical capacity can help manage these risks.

24. Transparency and Accountability

Digital systems can record when an application was received, which office handled it and when a decision was made. Such records can support supervision and reduce uncertainty for citizens.

Yet a digital system can also make an opaque decision faster. Genuine accountability requires understandable reasons, correction mechanisms, human review where needed and a clear authority responsible for the outcome.

25. Grievance Redressal

A grievance portal is useful only if complaints are examined and resolved. Automatically marking a complaint as closed does not necessarily mean the underlying problem has been corrected.

Good grievance systems provide a tracking number, clear timelines, escalation arrangements, accessible communication and an opportunity to challenge an inadequate response.

26. The Problem of Digital Exclusion in Welfare Delivery

A person may be eligible for a benefit but unable to complete authentication because of connectivity failure, incorrect records, disability or technical malfunction. A rigid digital-only procedure can convert an administrative error into deprivation.

Public-service design should therefore include correction procedures, assisted access and appropriate alternative routes. Technology should support entitlement delivery rather than become an unnecessary barrier to it.

27. Artificial Intelligence in Governance

Artificial intelligence may help sort applications, identify unusual patterns, translate content and support administrative decision-making. Its usefulness depends on data quality, clear objectives and appropriate oversight.

Risks include biased outputs, inaccurate classification, lack of explainability, excessive surveillance and difficulty identifying responsibility for an erroneous decision. High-impact decisions require especially careful safeguards.

28. Algorithmic Accountability

If an automated system rejects a welfare application, the citizen should have a meaningful way to understand the relevant reason and seek correction. An unexplained computer-generated result is not a sufficient substitute for administrative responsibility.

Useful safeguards include audit trails, testing for unequal outcomes, human review, documentation and mechanisms for correcting inaccurate underlying data.

29. Digital Governance and Federalism

India's Union, states and local governments deliver different public services. Shared digital systems may improve coordination, but implementation must recognise differing administrative capacities, local languages and legal responsibilities.

Federal cooperation is particularly important when national infrastructure supports state-level services. Common technical standards can coexist with flexibility in service design and local implementation.

30. Digital Governance at the Local Level

Panchayats and municipalities may use digital tools for property records, local certificates, public works monitoring, service requests and financial administration. Such systems can strengthen local accountability when residents can access reliable information.

However, local institutions also need trained personnel, dependable electricity, connectivity, maintenance budgets and clear procedures for resolving errors.

31. Measuring Success

Counting downloads, registrations and transactions can show scale, but these indicators do not fully measure public value. A stronger assessment also examines successful completion rates, time saved, grievance outcomes, inclusion and user satisfaction.

For example, a portal may record one million applications while thousands remain unresolved. Output indicators should therefore be combined with outcome indicators.

32. Recent Official Data for Prelims

An official release dated 12 August 2026 reported that, as of 31 July 2026, UMANG offered approximately 2,575 services and DigiLocker provided access to 5,437 document types or services. It also reported more than 11.66 crore registered UMANG users and more than 72.43 crore registered DigiLocker users.

The same release stated that 4,07,122 Common Service Centres were functional at the Gram Panchayat level as of 30 June 2026, including 70,069 operated by women Village Level Entrepreneurs. These are dated administrative figures and may change.

33. Case Study: A Rural Pension Applicant

An elderly applicant is eligible for a pension but cannot complete an online form because the household has no personal smartphone. A nearby assisted service centre helps submit the application. The applicant receives a tracking number and later discovers an incorrect bank-account entry.

A citizen-centric system should permit correction, communicate the status in an understandable language and ensure that the applicant is not forced to restart the entire process unnecessarily. The case demonstrates the importance of assisted access, data accuracy and grievance redressal.

34. Case Study: Automated Scholarship Rejection

A student receives an automated rejection because two databases record the student's name differently. The administration should not assume that the software output establishes ineligibility. It should provide a correction route, verify the underlying records and identify the authority responsible for the final decision.

The broader lesson is that interoperability without data quality and procedural fairness may amplify existing administrative errors.

35. A Balanced Reform Agenda

First, redesign services around life events and citizen needs rather than departmental boundaries. Second, provide multilingual and disability-accessible interfaces. Third, retain assisted and appropriate alternative service channels. Fourth, invest in cybersecurity and privacy protection. Fifth, ensure interoperable systems operate within clear legal and institutional safeguards.

Sixth, make grievance redressal measurable. Seventh, train public officials and local service providers. Eighth, evaluate services through actual outcomes, particularly for vulnerable groups. Finally, build accountability into automated decision-making.

36. UPSC Mains Analytical Framework

A strong GS2 answer can be organised under five dimensions: administrative efficiency, social inclusion, rights and privacy, institutional accountability, and cooperative federalism.

The central analytical argument is that technology can improve the capacity of the state, but the legitimacy of digital governance depends on whether it protects rights and improves the lived experience of citizens.

5. ई-शासन के प्रमुख मॉडल

सरकार से नागरिक: प्रमाणपत्र, कल्याणकारी जानकारी, अनुज्ञप्ति, उपयोगिता सेवाएँ और शिकायत निवारण।

सरकार से व्यवसाय: पंजीकरण, अनुमति, कर संबंधी प्रक्रियाएँ और नियामकीय सेवाएँ।

सरकार से सरकार: विभागों, मंत्रालयों और शासन के विभिन्न स्तरों के बीच सूचना तथा समन्वय।

सरकार से कर्मचारी: वेतन, अवकाश, प्रशिक्षण, पेंशन प्रशासन और कर्मचारी अभिलेख।

6. ई-शासन के विकास के चरण

पहले चरण में सरकार नियम, आवेदन पत्र और सेवाओं की जानकारी प्रकाशित करती है। दूसरे चरण में नागरिक प्रश्न पूछ सकते हैं अथवा आवेदन पत्र प्राप्त कर सकते हैं। तीसरे चरण में आवेदन, भुगतान और स्वीकृति जैसी प्रक्रियाएँ डिजिटल रूप से पूरी होती हैं। चौथे चरण में विभागों के बीच समन्वय और सूचना का आदान-प्रदान बढ़ता है।

सबसे उन्नत चरण परिवर्तन का है, जिसमें पुरानी कागजी प्रक्रिया को केवल पर्दे पर दिखाने के बजाय नागरिक की आवश्यकता के अनुसार पूरी प्रशासनिक व्यवस्था का पुनर्गठन किया जाता है।

7. प्रक्रियाओं का पुनर्गठन क्यों आवश्यक है?

मान लीजिए कि नागरिक को एक ही पहचान दस्तावेज पाँच विभागों में अलग-अलग जमा करना पड़ता है। ऐसी स्थिति में डिजिटलीकरण तो हुआ है, लेकिन प्रशासनिक विखंडन बना हुआ है। बेहतर प्रक्रिया अनावश्यक दोहराव घटा सकती है, बशर्ते सूचना का आदान-प्रदान विधिसम्मत, सुरक्षित और निर्धारित उद्देश्य के लिए हो।

प्रक्रिया पुनर्गठन में यह जाँचा जाता है कि कौन-सा चरण आवश्यक है, किन स्वीकृतियों को सरल किया जा सकता है, कौन-सी जानकारी पहले से उपलब्ध है और नागरिक अंतिम निर्णय की स्थिति कैसे जान सकता है।

8. डिजिटल इंडिया

जुलाई 2015 में आरंभ किया गया डिजिटल इंडिया कार्यक्रम डिजिटल पहुँच, डिजिटल सेवाओं और डिजिटल सशक्तीकरण को बढ़ावा देने वाला व्यापक कार्यक्रम है। इसमें संपर्क व्यवस्था, सेवा वितरण, डिजिटल दस्तावेज, डिजिटल साक्षरता और इलेक्ट्रॉनिक प्रशासन से संबंधित अनेक पहल शामिल हैं।

परीक्षा में डिजिटल इंडिया को किसी एक वेबसाइट, अनुप्रयोग अथवा भुगतान प्रणाली के समान नहीं समझना चाहिए।

9. आधार

आधार भारतीय विशिष्ट पहचान प्राधिकरण द्वारा प्रशासित डिजिटल पहचान प्रणाली है। लागू विधिक व्यवस्था के अंतर्गत इसका उपयोग विभिन्न सेवाओं में पहचान संबंधी प्रक्रियाओं के लिए किया जा सकता है।

आधार नागरिकता का प्रमाणपत्र नहीं है। पहचान, निवास और नागरिकता के बीच अंतर प्रतियोगी परीक्षाओं में महत्वपूर्ण है। पहचान का प्रमाणीकरण यह भी स्वतः सिद्ध नहीं करता कि कोई व्यक्ति किसी कल्याणकारी योजना की प्रत्येक पात्रता शर्त पूरी करता है।

10. एकीकृत भुगतान इंटरफेस

एकीकृत भुगतान इंटरफेस, अर्थात यूपीआई, भाग लेने वाले खातों और अनुप्रयोगों के बीच डिजिटल भुगतान की सुविधा प्रदान करता है। शासन के लिए इसका महत्व भुगतान में सुविधा, डिजिटल अर्थव्यवस्था में व्यापक भागीदारी और नागरिकों, व्यवसायों तथा सार्वजनिक संस्थाओं से संबंधित लेनदेन में सहायता है।

फिर भी डिजिटल भुगतान तक पहुँच इंटरनेट, उपयुक्त उपकरण, उपयोगकर्ता जागरूकता और धोखाधड़ी से सुरक्षा जैसे कारकों पर निर्भर करती है।

11. डिजिलॉकर

डिजिलॉकर डिजिटल दस्तावेजों तक पहुँच तथा उनके निर्गमन, साझाकरण और सत्यापन में सहायता करता है। इससे भौतिक प्रतियों पर निर्भरता घट सकती है और आवश्यकता पड़ने पर प्रामाणिक अभिलेख प्राप्त करना सरल हो सकता है।

किसी अधिकृत निर्गमकर्ता से प्राप्त प्रामाणिक डिजिटल दस्तावेज और उपयोगकर्ता द्वारा स्वयं अपलोड की गई फाइल के बीच अंतर समझना आवश्यक है। दोनों के सत्यापन संबंधी महत्व में अंतर हो सकता है।

12. उमंग

उमंग विभिन्न सरकारी सेवाओं तक पहुँच प्रदान करने वाला साझा डिजिटल माध्यम है। इसका उद्देश्य अलग-अलग सरकारी संस्थाओं की सेवाओं को नागरिकों के लिए अधिक सुलभ बनाना है।

12 अगस्त 2026 की आधिकारिक सरकारी विज्ञप्ति के अनुसार, 31 जुलाई 2026 तक उमंग पर लगभग 2,575 सेवाएँ उपलब्ध थीं। यह एक निश्चित तिथि का आँकड़ा है, स्थायी संख्या नहीं।

13. सामान्य सेवा केंद्र

सामान्य सेवा केंद्र ऐसे सहायता केंद्र हैं जहाँ नागरिक डिजिटल सेवाओं का उपयोग करने में सहयोग प्राप्त कर सकते हैं। वे विशेष रूप से उन लोगों के लिए महत्वपूर्ण हैं जिनके पास स्मार्टफोन, विश्वसनीय इंटरनेट अथवा जटिल ऑनलाइन प्रक्रिया पूरी करने का अनुभव नहीं है।

इन केंद्रों से एक महत्वपूर्ण सिद्धांत स्पष्ट होता है कि डिजिटल शासन का अर्थ मानवीय सहायता समाप्त करना नहीं है। नागरिक-केंद्रित व्यवस्था ऑनलाइन सेवाओं और सुलभ प्रत्यक्ष सहायता को साथ लेकर चल सकती है।

14. प्रत्यक्ष लाभ अंतरण

प्रत्यक्ष लाभ अंतरण पात्र लाभार्थियों तक निर्धारित माध्यमों से लाभ पहुँचाने का दृष्टिकोण है। जहाँ लागू हो, इसमें लाभार्थियों के बैंक खातों में राशि भेजना शामिल हो सकता है। डिजिटल प्रणालियाँ अभिलेख, भुगतान की निगरानी और प्रशासनिक दक्षता सुधार सकती हैं।

किसी अंतरण की सफलता केवल भुगतान आदेश जारी होने से नहीं आँकनी चाहिए। यह भी देखना आवश्यक है कि सही व्यक्ति को लाभ मिला या नहीं, वह राशि का उपयोग कर सका या नहीं और असफल अथवा विलंबित भुगतान का समाधान हुआ या नहीं।

15. डिजिटल समावेशन

डिजिटल समावेशन का अर्थ है कि समाज के विभिन्न समूह डिजिटल सेवाओं तक वास्तविक पहुँच प्राप्त कर सकें और उनका उपयोग कर सकें। केवल इंटरनेट उपलब्ध होना पर्याप्त नहीं है। वहनीयता, भाषा, दिव्यांगजन की पहुँच, डिजिटल साक्षरता, भरोसेमंद सहायता और उपयुक्त उपकरण भी आवश्यक हैं।

जो सेवा इंटरनेट पर उपलब्ध है, लेकिन बुजुर्ग, दृष्टिबाधित आवेदक अथवा दूरस्थ गाँव का निवासी उसका उपयोग नहीं कर सकता, वह व्यवहार में सुलभ नहीं मानी जा सकती।

16. डिजिटल विभाजन

डिजिटल विभाजन ग्रामीण और शहरी क्षेत्रों, अमीर और गरीब परिवारों, पुरुषों और महिलाओं, युवा और वृद्ध व्यक्तियों तथा अलग-अलग शैक्षणिक अथवा शारीरिक परिस्थितियों वाले लोगों के बीच हो सकता है।

यह एक ही परिवार के भीतर भी दिखाई दे सकता है। परिवार में एक साझा स्मार्टफोन होने का अर्थ यह नहीं है कि प्रत्येक सदस्य को समान डिजिटल पहुँच प्राप्त है, विशेष रूप से तब जब व्यक्तिगत प्रमाणीकरण अथवा गोपनीय संवाद आवश्यक हो।

17. भाषाई सुगम्यता

भारत की भाषाई विविधता के कारण बहुभाषी सेवा व्यवस्था आवश्यक है। निर्देश, पात्रता शर्तें, त्रुटि संदेश, सहमति संबंधी सूचनाएँ और शिकायत प्रक्रियाएँ उपयोगकर्ताओं की समझ में आने वाली भाषा में होनी चाहिए।

यदि केवल मुख्य पृष्ठ का अनुवाद किया गया है, लेकिन आवेदन पत्र, अंतिम निर्णय अथवा अपील प्रक्रिया ऐसी भाषा में है जिसे नागरिक नहीं समझता, तो बहुभाषी सेवा का उद्देश्य पूरा नहीं होता।

18. दिव्यांगजन के लिए सुगम्यता

डिजिटल सार्वजनिक सेवाएँ दृष्टि, श्रवण, चलने-फिरने और संज्ञानात्मक कठिनाइयों वाले व्यक्तियों को ध्यान में रखकर तैयार की जानी चाहिए। इसके लिए स्क्रीन पाठक की अनुकूलता, कुंजीपटल से संचालन, उपशीर्षक, पढ़ने योग्य रंग-विरोध और स्पष्ट निर्देश उपयोगी हो सकते हैं।

सुगम्यता शासन से जुड़ा महत्वपूर्ण प्रश्न है क्योंकि डिजिटल माध्यम से बहिष्करण किसी सार्वजनिक लाभ अथवा विधिक अधिकार से भी वंचित कर सकता है।

19. निजता और डेटा संरक्षण

डिजिटल शासन में प्रायः व्यक्तिगत जानकारी का उपयोग होता है। इससे विधिसम्मत संग्रह, स्पष्ट उद्देश्य, सुरक्षा, जानकारी रखने की अवधि, पहुँच नियंत्रण और शिकायत निवारण जैसी जिम्मेदारियाँ उत्पन्न होती हैं।

डिजिटल व्यक्तिगत डेटा संरक्षण अधिनियम, 2023 और डिजिटल व्यक्तिगत डेटा संरक्षण नियम, 2025 भारत के डिजिटल व्यक्तिगत डेटा संबंधी विधिक ढाँचे का हिस्सा हैं। इनके प्रावधान चरणबद्ध रूप से लागू होते हैं। इसलिए यह मानना सही नहीं होगा कि सभी प्रमुख दायित्व एक ही दिन लागू हो गए।

20. डेटा संरक्षण की प्रमुख अवधारणाएँ

उद्देश्य की सीमा: जानकारी का उपयोग लागू व्यवस्था के अंतर्गत निर्धारित और विधिसम्मत उद्देश्य के लिए होना चाहिए।

न्यूनतम डेटा संग्रह: अनावश्यक व्यक्तिगत जानकारी एकत्र करने से बचना चाहिए।

सुरक्षा उपाय: जानकारी की रक्षा के लिए उपयुक्त तकनीकी और संगठनात्मक प्रबंध होने चाहिए।

उत्तरदायित्व: जानकारी का उपयोग करने वाली संस्थाएँ अपनी जिम्मेदारियों के प्रति जवाबदेह हों।

शिकायत निवारण: संबंधित शिकायत उठाने के लिए व्यक्तियों को सुलभ माध्यम मिले।

21. साइबर सुरक्षा

डिजिटल सार्वजनिक सेवाओं को फर्जी संदेशों द्वारा जानकारी चुराने, हानिकारक सॉफ्टवेयर, पहचान संबंधी जानकारी की चोरी, प्रणाली में अनधिकृत प्रवेश और सेवा बाधित होने जैसे खतरों का सामना करना पड़ सकता है। सुरक्षा विफलता संवेदनशील जानकारी उजागर कर सकती है अथवा नागरिकों को आवश्यक सेवाओं से वंचित कर सकती है।

साइबर सुरक्षा को प्रणाली की संरचना में ही शामिल करना चाहिए। इसमें पहुँच नियंत्रण, सुरक्षित विकास, परीक्षण, निगरानी, घटना के समय प्रतिक्रिया और सेवाओं की पुनर्बहाली की तैयारी शामिल है। इसे केवल एक बार सॉफ्टवेयर खरीदने का विषय नहीं मानना चाहिए।

22. अंतर-संचालनीयता

अंतर-संचालनीयता विभिन्न प्रणालियों की जानकारी का अर्थपूर्ण आदान-प्रदान और उपयोग करने की क्षमता है। इससे बार-बार दस्तावेज जमा करने की आवश्यकता घट सकती है तथा विभागों के बीच समन्वय बढ़ सकता है।

लेकिन तकनीकी रूप से सूचना साझा करने की क्षमता का अर्थ व्यक्तिगत जानकारी का असीमित आदान-प्रदान नहीं है। विधिसम्मत उद्देश्य, अनुमति, निजता और सुरक्षा का ध्यान रखना आवश्यक है।

23. खुले मानक और एक आपूर्तिकर्ता पर निर्भरता

सार्वजनिक संस्थाओं को यह देखना चाहिए कि उनकी डिजिटल प्रणालियों का भविष्य में रखरखाव, परीक्षण और अन्य प्रणालियों से एकीकरण संभव होगा या नहीं। किसी एक आपूर्तिकर्ता पर अत्यधिक निर्भरता भविष्य में प्रणाली बदलने की लागत बढ़ा सकती है।

खुले तकनीकी मानक, स्पष्ट अनुबंध, डेटा स्थानांतरण की सुविधा और सार्वजनिक संस्थाओं की अपनी तकनीकी क्षमता इन जोखिमों को कम कर सकती है।

24. पारदर्शिता और उत्तरदायित्व

डिजिटल प्रणालियाँ यह दर्ज कर सकती हैं कि आवेदन कब प्राप्त हुआ, किस कार्यालय ने उसे देखा और निर्णय कब हुआ। ऐसे अभिलेख प्रशासनिक निगरानी तथा नागरिकों की जानकारी बढ़ा सकते हैं।

फिर भी अपारदर्शी निर्णय को तेजी से लेना सुशासन नहीं है। वास्तविक उत्तरदायित्व के लिए समझने योग्य कारण, सुधार का माध्यम, आवश्यकता पड़ने पर मानवीय समीक्षा और निर्णय के लिए जिम्मेदार प्राधिकारी की स्पष्ट पहचान आवश्यक है।

25. शिकायत निवारण

शिकायत मंच तभी उपयोगी है जब शिकायत की जाँच हो और समस्या का समाधान किया जाए। शिकायत को स्वतः बंद दिखा देना यह सिद्ध नहीं करता कि वास्तविक समस्या दूर हो गई है।

अच्छी शिकायत व्यवस्था में पंजीकरण संख्या, स्पष्ट समयसीमा, उच्च स्तर पर शिकायत भेजने की सुविधा, सुलभ संवाद और अपर्याप्त उत्तर को चुनौती देने का अवसर होना चाहिए।

26. कल्याणकारी सेवाओं में डिजिटल बहिष्करण

कोई व्यक्ति लाभ का पात्र हो सकता है, लेकिन इंटरनेट की समस्या, गलत अभिलेख, दिव्यांगता अथवा तकनीकी खराबी के कारण प्रमाणीकरण पूरा नहीं कर पाता। केवल डिजिटल प्रक्रिया पर आधारित कठोर व्यवस्था प्रशासनिक त्रुटि को वास्तविक वंचना में बदल सकती है।

इसलिए सार्वजनिक सेवाओं में अभिलेख सुधार, सहायता केंद्र और परिस्थितियों के अनुसार वैकल्पिक माध्यम होने चाहिए। प्रौद्योगिकी अधिकारों तक पहुँच आसान बनाए, अनावश्यक बाधा नहीं।

27. शासन में कृत्रिम बुद्धिमत्ता

कृत्रिम बुद्धिमत्ता आवेदनों का वर्गीकरण, असामान्य प्रतिरूपों की पहचान, अनुवाद और प्रशासनिक निर्णयों में सहायता कर सकती है। इसकी उपयोगिता जानकारी की गुणवत्ता, स्पष्ट उद्देश्य और उपयुक्त निगरानी पर निर्भर करती है।

इसके जोखिमों में पक्षपातपूर्ण परिणाम, गलत वर्गीकरण, निर्णय का कारण समझने में कठिनाई, अत्यधिक निगरानी और त्रुटिपूर्ण निर्णय की जिम्मेदारी तय करने की समस्या शामिल हैं। नागरिकों पर गंभीर प्रभाव डालने वाले निर्णयों में विशेष सुरक्षा उपाय आवश्यक हैं।

28. एल्गोरिद्मिक उत्तरदायित्व

यदि स्वचालित प्रणाली किसी कल्याणकारी आवेदन को अस्वीकार करती है, तो नागरिक को संबंधित कारण समझने और सुधार कराने का सार्थक अवसर मिलना चाहिए। कंप्यूटर द्वारा दिया गया अस्पष्ट परिणाम प्रशासनिक जिम्मेदारी का पर्याप्त विकल्प नहीं है।

उपयोगी उपायों में निर्णय संबंधी अभिलेख, असमान परिणामों का परीक्षण, मानवीय समीक्षा, प्रणाली का दस्तावेजीकरण और गलत मूल जानकारी सुधारने की व्यवस्था शामिल हैं।

29. डिजिटल शासन और संघवाद

भारत में संघ, राज्य और स्थानीय सरकारें अलग-अलग सार्वजनिक सेवाएँ प्रदान करती हैं। साझा डिजिटल प्रणालियाँ समन्वय बढ़ा सकती हैं, लेकिन कार्यान्वयन में प्रशासनिक क्षमता, स्थानीय भाषाओं और विधिक जिम्मेदारियों के अंतर को समझना आवश्यक है।

जब राष्ट्रीय अवसंरचना राज्य स्तरीय सेवाओं को समर्थन देती है, तब संघीय सहयोग विशेष महत्व रखता है। साझा तकनीकी मानकों के साथ स्थानीय आवश्यकताओं के अनुसार सेवा तैयार करने की गुंजाइश बनी रह सकती है।

30. स्थानीय स्तर पर डिजिटल शासन

पंचायतें और नगर निकाय संपत्ति अभिलेख, स्थानीय प्रमाणपत्र, सार्वजनिक कार्यों की निगरानी, सेवा अनुरोध और वित्तीय प्रशासन के लिए डिजिटल साधनों का उपयोग कर सकते हैं। विश्वसनीय जानकारी तक नागरिकों की पहुँच होने पर स्थानीय उत्तरदायित्व मजबूत हो सकता है।

लेकिन स्थानीय संस्थाओं को प्रशिक्षित कर्मचारी, विश्वसनीय बिजली, इंटरनेट, रखरखाव के लिए बजट और त्रुटि समाधान की स्पष्ट प्रक्रियाएँ भी चाहिए।

31. सफलता का आकलन कैसे करें?

डाउनलोड, पंजीकरण और लेनदेन की संख्या सेवाओं के विस्तार को दिखा सकती है, लेकिन ये सार्वजनिक लाभ का पूर्ण माप नहीं हैं। बेहतर मूल्यांकन में सफलतापूर्वक पूरी हुई सेवाएँ, बचा हुआ समय, शिकायत समाधान, समावेशन और उपयोगकर्ता संतुष्टि भी शामिल होनी चाहिए।

उदाहरण के लिए, किसी मंच पर दस लाख आवेदन दर्ज हों, लेकिन हजारों लंबित रहें। इसलिए केवल गतिविधि संबंधी आँकड़ों के बजाय वास्तविक परिणामों को भी मापना आवश्यक है।

32. प्रारंभिक परीक्षा के लिए हाल के आधिकारिक आँकड़े

12 अगस्त 2026 की आधिकारिक विज्ञप्ति के अनुसार, 31 जुलाई 2026 तक उमंग पर लगभग 2,575 सेवाएँ और डिजिलॉकर पर 5,437 प्रकार के दस्तावेज अथवा सेवाएँ उपलब्ध थीं। इसमें उमंग के 11.66 करोड़ से अधिक तथा डिजिलॉकर के 72.43 करोड़ से अधिक पंजीकृत उपयोगकर्ताओं की जानकारी दी गई थी।

उसी विज्ञप्ति के अनुसार, 30 जून 2026 तक ग्राम पंचायत स्तर पर 4,07,122 सामान्य सेवा केंद्र कार्यरत थे। इनमें से 70,069 का संचालन महिला ग्राम स्तरीय उद्यमियों द्वारा किया जा रहा था। ये निश्चित तिथियों के प्रशासनिक आँकड़े हैं और समय के साथ बदल सकते हैं।

33. उदाहरण: ग्रामीण पेंशन आवेदक

एक बुजुर्ग व्यक्ति पेंशन का पात्र है, लेकिन परिवार के पास व्यक्तिगत स्मार्टफोन न होने के कारण ऑनलाइन आवेदन नहीं कर पाता। निकटवर्ती सहायता केंद्र आवेदन जमा करने में मदद करता है। आवेदक को पंजीकरण संख्या मिलती है, लेकिन बाद में बैंक खाते की जानकारी गलत होने का पता चलता है।

नागरिक-केंद्रित व्यवस्था में सुधार का अवसर, समझ में आने वाली भाषा में स्थिति की जानकारी और बिना अनावश्यक दोहराव के प्रक्रिया पूरी करने की सुविधा होनी चाहिए। यह उदाहरण सहायता केंद्र, डेटा की शुद्धता और शिकायत निवारण का महत्व स्पष्ट करता है।

दो अभिलेखों में विद्यार्थी के नाम की वर्तनी अलग होने के कारण स्वचालित प्रणाली छात्रवृत्ति आवेदन अस्वीकार कर देती है। प्रशासन को यह नहीं मानना चाहिए कि कंप्यूटर का परिणाम स्वयं पात्रता के अभाव को सिद्ध करता है। अभिलेखों के सत्यापन, सुधार और अंतिम निर्णय के लिए जिम्मेदार प्राधिकारी की पहचान आवश्यक है।

व्यापक सीख यह है कि डेटा की शुद्धता और प्रक्रियागत निष्पक्षता के बिना प्रणालियों का आपसी जुड़ाव पुरानी प्रशासनिक त्रुटियों को और बढ़ा सकता है।
