1. Introduction | परिचय

English: Urbanisation is one of the most significant transformations shaping contemporary India. It refers not merely to an increase in the number of people living in towns and cities, but to a wider transformation of economy, society, land use, occupations, lifestyles and governance. As agriculture's relative share in employment and output changes and manufacturing and services expand, population and economic activity increasingly concentrate in urban centres. Indian urbanisation is distinctive because metropolitan expansion, small-town growth, census towns, peri-urban settlements, informal employment and rural-urban linkages coexist.

हिंदी: शहरीकरण समकालीन भारत को बदलने वाली सबसे महत्वपूर्ण प्रक्रियाओं में से एक है। इसका अर्थ केवल शहरों और कस्बों में रहने वाली जनसंख्या की संख्या बढ़ना नहीं है, बल्कि अर्थव्यवस्था, समाज, भूमि उपयोग, व्यवसाय, जीवनशैली और शासन में व्यापक परिवर्तन भी है। कृषि की सापेक्ष भूमिका में बदलाव तथा विनिर्माण और सेवा क्षेत्रों के विस्तार के साथ जनसंख्या एवं आर्थिक गतिविधियाँ increasingly urban centres में केंद्रित होती हैं। भारत का शहरीकरण metropolitan expansion, छोटे शहरों की वृद्धि, census towns, peri-urban settlements, informal employment तथा rural-urban linkages के सह-अस्तित्व के कारण विशिष्ट है।

2. What is Urbanisation? | शहरीकरण क्या है?

English: Urbanisation is the process through which the proportion of population living in urban areas increases and settlements acquire increasingly urban economic, demographic and spatial characteristics. It may occur through rural-to-urban migration, natural population growth within cities, expansion of municipal boundaries and reclassification of settlements from rural to urban. Therefore, migration is an important driver but not the only cause of urbanisation.

हिंदी: शहरीकरण वह प्रक्रिया है जिसके माध्यम से urban areas में रहने वाली population का proportion बढ़ता है और settlements increasingly urban economic, demographic तथा spatial characteristics प्राप्त करती हैं। यह rural-to-urban migration, शहरों के भीतर natural population growth, municipal boundaries के विस्तार तथा rural settlements के urban category में reclassification के कारण हो सकता है। इसलिए migration urbanisation का important driver है, लेकिन इसका एकमात्र कारण नहीं है।

3. Urbanisation and Urban Growth are Different | शहरीकरण और शहरी वृद्धि में अंतर

English: Urban growth means an increase in the absolute urban population. Urbanisation, more precisely, refers to an increase in the urban share of the total population. A country can experience growth in its urban population without a very rapid increase in its urbanisation rate if its total population is also growing quickly. This distinction is important for conceptual questions.

4. Census Definition of an Urban Area | जनगणना में शहरी क्षेत्र की परिभाषा

English: Indian Census practice broadly recognises two major categories: statutory towns and census towns. Statutory towns are places with an urban local body or equivalent statutory urban status. Census towns are settlements classified as urban on the basis of specified demographic and occupational criteria even though they may continue to be governed administratively as rural settlements.

हिंदी: भारतीय Census practice broadly दो major categories को recognise करती है: statutory towns और census towns। Statutory towns वे स्थान हैं जिनके पास urban local body अथवा equivalent statutory urban status होता है। Census towns ऐसे settlements हैं जिन्हें specified demographic और occupational criteria के आधार पर urban classify किया जाता है, भले ही administrative governance के स्तर पर वे rural framework के अंतर्गत बने रहें।

5. Census Town Criteria | Census Town के मानदंड

English: Under the Census framework used in 2011, a settlement could qualify as a census town when it had a minimum population of 5,000, a population density of at least 400 persons per square kilometre and at least 75% of the male main working population engaged in non-agricultural pursuits. These criteria are frequently important for UPSC Prelims. Candidates should note that the occupational criterion refers specifically to male main workers in the Census definition, not simply 75% of the entire population.

हिंदी: 2011 Census framework के अनुसार किसी settlement को census town classify करने के लिए broadly तीन criteria महत्वपूर्ण थे: minimum population 5,000, population density कम-से-कम 400 persons per square kilometre तथा male main working population का कम-से-कम 75% non-agricultural pursuits में engaged होना। UPSC Prelims में इन criteria पर direct trap बन सकता है। Occupational criterion entire population पर लागू नहीं होता बल्कि Census definition में male main workers से संबंधित है।

6. Statutory Town vs Census Town | Statutory Town और Census Town

English: The distinction has major governance implications. A statutory town possesses an urban statutory body such as a municipality, municipal corporation, cantonment board or notified town committee, depending on the applicable framework. A census town satisfies Census urban criteria but may lack a statutory urban local government. Consequently, rapidly urbanising settlements can exhibit urban problems while retaining rural governance institutions.

हिंदी: Statutory town और census town का distinction governance के लिए महत्वपूर्ण है। Statutory town के पास municipality, municipal corporation, cantonment board या notified town committee जैसी statutory urban body हो सकती है। Census town Census के urban criteria satisfy करता है लेकिन उसके पास statutory urban local government necessarily नहीं होती। इसलिए rapidly urbanising settlements urban problems face कर सकते हैं जबकि उनका governance rural institutions के माध्यम से होता रहता है।

7. India's Urbanisation Pattern | भारत में शहरीकरण का स्वरूप

English: India's urban transition is characterised by both concentration and dispersion. Large metropolitan regions attract investment, jobs and migrants, while many smaller settlements are also becoming increasingly non-agricultural and urban in character. Urbanisation therefore cannot be understood only through megacities such as Delhi, Mumbai, Kolkata, Bengaluru, Chennai or Hyderabad. Small and medium towns are equally important for regional development.

8. Why Do Cities Grow? | शहर क्यों बढ़ते हैं?

English: Cities grow because they concentrate employment, markets, education, healthcare, transport, finance, innovation and administrative services. Firms benefit from proximity to suppliers, consumers, infrastructure and skilled workers. Workers benefit from greater occupational diversity and potentially higher incomes. These advantages are collectively associated with agglomeration economies.

9. Agglomeration Economies | समूहन अर्थव्यवस्थाएँ

English: Agglomeration economies arise when firms and workers become more productive because economic activities are located close together. Shared infrastructure, deeper labour markets, specialised suppliers, knowledge spillovers and large consumer markets can increase productivity. However, beyond a point, congestion, pollution, high land prices and infrastructure stress can generate diseconomies of agglomeration.

10. Rural-to-Urban Migration | ग्रामीण-शहरी प्रवासन

English: Rural-to-urban migration is driven by both push and pull factors. Limited agricultural opportunities, land fragmentation, indebtedness, environmental stress and inadequate rural employment can push people out of villages. Urban jobs, education, healthcare, social mobility and higher expected incomes can pull migrants toward cities. Migration decisions are usually multi-causal rather than driven by a single factor.

Many workers maintain strong economic and social connections with their villages while working periodically in cities. Circular migrants may move repeatedly between rural homes and urban workplaces. This challenges governance systems based on fixed residence and can affect access to housing, food security, voting, healthcare and social protection.

English: Women's migration cannot be understood only through labour-market categories. Marriage has historically been a major recorded reason for female migration in India, but women also migrate for education, employment and family movement. Urban labour markets may create opportunities while simultaneously exposing women to unsafe transport, insecure housing, informal employment and care burdens. Gender-responsive urban planning therefore matters.

English: Development is often associated with movement of labour and resources from low-productivity activities toward higher-productivity manufacturing and services. Urbanisation can facilitate this structural transformation by concentrating firms, infrastructure and human capital. Yet urbanisation without sufficient productive employment may simply shift underemployment from rural to urban areas.

English: Urban poverty differs from rural poverty in important ways. Poor urban households often depend heavily on cash income for rent, food, transport, water, electricity and healthcare. Even when monetary incomes appear higher than in rural areas, high living costs can create severe deprivation. Urban poverty is therefore closely linked to housing, tenure, transport and access to basic services.

They often represent the outcome of a structural mismatch between the demand for affordable housing and the supply of serviced, legally accessible land. Low-income workers are essential to urban economies but may be priced out of formal housing markets near employment centres.

Eviction without rehabilitation may relocate poverty rather than solve it. Sustainable solutions require affordable housing, tenure security where feasible, basic services and livelihood-sensitive redevelopment.

English: Housing policy cannot focus only on the number of houses constructed. Location is crucial. Affordable housing located far from employment centres without adequate public transport can impose high commuting costs and may remain unattractive to intended beneficiaries. Housing, transport and land-use planning must therefore be integrated.

English: Peri-urban areas lie at the transition between clearly rural and clearly urban landscapes. Agricultural land may rapidly convert to housing, warehouses, factories and commercial uses. Governance often lags behind land-use change, producing fragmented roads, drainage deficits, groundwater stress and unclear institutional responsibility.

Compact development is not automatically superior in every context, but unmanaged sprawl imposes substantial social and environmental costs.

It seeks to integrate land use with mobility so that people can access jobs and services with lower dependence on private motor vehicles. TOD can support public transport ridership, reduce travel distances and improve urban accessibility when implemented inclusively.

Reducing such losses can improve water security without necessarily developing new sources.

Permeable surfaces, wetlands, rain gardens, green roofs, urban ponds and restored drainage channels can contribute to such nature-based water management.

Treating wetlands as vacant land for construction can therefore increase long-term urban vulnerability.

Future urban water policy should increasingly treat wastewater as a recoverable resource through treatment and reuse for suitable non-potable applications.

32. Solid Waste Management | ठोस अपशिष्ट प्रबंधन

English: Rapid consumption growth increases municipal solid waste. Effective management requires segregation at source, collection, transportation, material recovery, recycling, composting or biomethanation of suitable organic waste and scientific treatment of residual waste. Dumping mixed waste in landfills is neither environmentally sustainable nor consistent with a circular economy.
