Fundamental Duties under Article 51A are addressed to citizens of India.
The opening language of Article 51A states that it shall be the duty of every citizen of India to perform the duties enumerated in its clauses.
This is an important distinction from certain Fundamental Rights that are available to all persons, including foreigners.
Fundamental Duties express responsibilities attached specifically to Indian citizenship.
They cover respect for the Constitution and national symbols, national unity, defence, social harmony, cultural heritage, environmental protection, scientific temper, public property, excellence and educational opportunity for children.
The duties therefore define important dimensions of responsible citizenship.
In constitutional questions, it is important not to assume that every provision in Part III or Part IVA has the same class of beneficiaries or duty-bearers.
