Why in News?

On 25 September 2026, the Ministry of Micro, Small and Medium Enterprises announced the operational rollout of credit guarantee coverage for eligible invoice-discounting transactions on the Trade Receivables Discounting System, or TReDS. The Credit Guarantee Fund Trust for Micro and Small Enterprises, known as CGTMSE, has integrated its portal with three TReDS platforms: M1xchange, RXIL and DTX (KredX).

The initiative follows an announcement in the Union Budget 2026–27. It is intended to reduce credit risk for financiers and help eligible micro and small enterprises obtain working capital against outstanding trade invoices. The Ministry specified a guarantee cover of 75% of the amount in default and maximum revolving exposure limits of ₹10 crore for an eligible micro or small buyer and ₹2 crore for an eligible micro or small seller.

What Is CGTMSE?

CGTMSE stands for Credit Guarantee Fund Trust for Micro and Small Enterprises. It is an institutional mechanism that supports access to formal credit by providing specified guarantees to eligible lending institutions. A credit guarantee can reduce the potential loss borne by a lender if a covered borrower defaults.

A guarantee is not a government grant to the borrower and does not eliminate the borrower's repayment obligation. It is a risk-sharing arrangement subject to eligibility requirements, coverage limits, fees and applicable conditions.

What Is TReDS?

TReDS stands for Trade Receivables Discounting System. It is an electronic platform regulated by the Reserve Bank of India for financing trade receivables owed to MSMEs by corporate buyers, government departments and public sector undertakings.

Businesses often supply goods or services before receiving payment. The resulting unpaid invoice represents an amount receivable. TReDS enables eligible invoices to be financed through participating financiers, allowing suppliers to receive money earlier instead of waiting for the buyer's payment date.

According to the Ministry, TReDS has been operational since 2017 and uses competitive bidding by multiple financiers.

What Is Invoice Discounting?

Invoice discounting is a financing arrangement in which a business obtains funds against an invoice before its scheduled payment date. The financier advances an agreed amount after applying a discount or financing charge.

For example, suppose a microenterprise supplies goods worth ₹10 lakh to an eligible buyer and payment is due after 60 days. Instead of waiting for the full period, the supplier may use an eligible invoice-financing arrangement to obtain funds earlier. The actual amount received depends on the financier's terms, charges and platform rules.

This example illustrates the mechanism and is not an official quotation of a particular TReDS transaction or guaranteed financing rate.

Why Is Working Capital Important?

Working capital supports day-to-day business operations. Enterprises need funds to purchase raw materials, pay wages, meet electricity and transport expenses, maintain inventories and continue production.

When customers delay payment, even a profitable small business can experience cash-flow difficulties. Delayed receivables can prevent firms from accepting new orders or paying suppliers on time.

Invoice financing helps convert an outstanding receivable into earlier liquidity. The new guarantee arrangement is intended to make eligible transactions more attractive to financiers by reducing specified credit risks.

Three Platforms Covered

The Ministry identified three platforms where CGTMSE guarantee coverage is available: M1xchange, RXIL and DTX (KredX). The integration allows participating financiers to access the guarantee process through the digital TReDS ecosystem.

Who Is Eligible?

The Ministry stated that both the buyer and the seller must be Micro or Small Enterprises for this special guarantee provision. This condition is important because the wider TReDS system can also involve receivables owed by large corporate buyers and public institutions.

Eligibility for the new guarantee provision must therefore not be confused with the general scope of transactions that may take place on TReDS.

What Is the Guarantee Coverage?

The announced guarantee covers 75% of the amount in default. This is not the same as guaranteeing 75% of every invoice's face value regardless of repayment performance.

For illustration, if the eligible amount in default were ₹4 lakh and the applicable guarantee conditions were satisfied, a 75% coverage rate would correspond to ₹3 lakh. The remaining exposure and actual settlement would depend on the scheme's detailed terms.

Maximum Exposure Limits

The Ministry announced maximum revolving exposure of ₹10 crore for an eligible micro or small buyer and ₹2 crore for an eligible micro or small seller.

A revolving exposure limit refers to a financing or guarantee capacity that may be used and replenished according to applicable rules. It should not be interpreted as a guaranteed cash payment of ₹10 crore or ₹2 crore to every participating enterprise.

How Does the Digital Guarantee Process Work?

According to the Ministry, the integration digitises the guarantee journey for financiers. A participating financier can check invoice eligibility and apply for CGTMSE coverage through the platform.

The system can calculate the applicable guarantee fee using factors such as invoice value, financier type and financing tenor. It then supports fee debit and automatic generation of the cover note and corresponding invoice.

Digitisation may reduce manual processing and make the application process more efficient. However, it does not remove eligibility checks or other scheme conditions.

What Is a Guarantee Fee?

A guarantee fee is a charge associated with obtaining guarantee protection. The Ministry stated that fee calculation in the integrated process considers invoice value, the category of financier and tenor.

Tenor means the period for which a financing arrangement remains outstanding. Students should distinguish a guarantee fee from the interest or discount charged by a financier.

What Is Credit Risk?

Credit risk is the possibility that a borrower or other obligated party will fail to make a required payment. Financial institutions consider this risk when deciding whether to provide finance and on what terms.

A partial credit guarantee can reduce a financier's exposure to specified losses. Nevertheless, lenders must continue to assess transactions and comply with the relevant operating framework.

Union Budget 2026–27 Connection

The Ministry stated that the integration implements the Union Budget 2026–27 announcement regarding credit guarantees for invoice discounting on TReDS. The Budget was presented on 1 February 2026.

Growth of TReDS

The Ministry reported that the value of invoices discounted through TReDS increased from approximately ₹40,000 crore in financial year 2021–22 to ₹3.5 lakh crore in financial year 2025–26.

उदाहरण के लिए किसी सूक्ष्म उद्यम ने पात्र खरीदार को ₹10 लाख की वस्तुएं बेचीं और भुगतान 60 दिन बाद होना है। उद्यम निर्धारित शर्तों के अनुसार बिल वित्तपोषण की सुविधा लेकर पहले धन प्राप्त कर सकता है। वास्तविक प्राप्त राशि वित्तीय संस्था की शर्तों और शुल्क पर निर्भर करेगी।

यह केवल प्रक्रिया समझाने के लिए दिया गया उदाहरण है। इसे किसी वास्तविक सरकारी लेनदेन अथवा निश्चित वित्तपोषण दर का विवरण नहीं मानना चाहिए।

कार्यशील पूंजी क्या है?

कार्यशील पूंजी व्यवसाय के दैनिक संचालन के लिए आवश्यक धन से संबंधित होती है। उद्यमों को कच्चा माल खरीदने, कर्मचारियों का वेतन देने, बिजली तथा परिवहन व्यय चुकाने और उत्पादन जारी रखने के लिए धन चाहिए।

यदि ग्राहक भुगतान में देरी करते हैं, तो लाभ कमाने वाला व्यवसाय भी नकदी की कमी का सामना कर सकता है। बकाया राशि मिलने में देरी के कारण नया उत्पादन शुरू करना या आपूर्तिकर्ताओं को समय पर भुगतान करना कठिन हो सकता है।

बिल वित्तपोषण से बकाया राशि के बदले अपेक्षाकृत जल्दी धन उपलब्ध हो सकता है। नई गारंटी व्यवस्था का उद्देश्य पात्र लेनदेन में वित्तीय संस्थाओं के निर्धारित जोखिम को कम करना है।

किन तीन मंचों पर सुविधा उपलब्ध है?

मंत्रालय ने तीन मंचों का नाम बताया है: एम1एक्सचेंज, आरएक्सआईएल और डीटीएक्स (क्रेडएक्स)। इन मंचों के साथ एकीकरण के माध्यम से भाग लेने वाली वित्तीय संस्थाएं डिजिटल व्यवस्था में गारंटी संबंधी प्रक्रिया पूरी कर सकती हैं।

पात्रता की शर्त

मंत्रालय के अनुसार इस विशेष गारंटी प्रावधान के लिए खरीदार और विक्रेता दोनों सूक्ष्म अथवा लघु उद्यम होने चाहिए।

यह शर्त महत्वपूर्ण है क्योंकि व्यापक व्यापार प्राप्य छूट प्रणाली में बड़े कॉरपोरेट खरीदारों तथा सार्वजनिक संस्थाओं से संबंधित बिलों का वित्तपोषण भी हो सकता है।

इसलिए सामान्य मंच पर उपलब्ध सभी लेनदेन को नई विशेष गारंटी के लिए स्वतः पात्र नहीं मानना चाहिए।

गारंटी कितनी है?

घोषित गारंटी भुगतान चूक की राशि के 75 प्रतिशत तक है। इसका अर्थ यह नहीं है कि प्रत्येक बिल की पूरी अंकित राशि के 75 प्रतिशत का भुगतान बिना किसी शर्त के सरकार करेगी।

उदाहरण के लिए यदि किसी पात्र मामले में भुगतान चूक की राशि ₹4 लाख हो और गारंटी की सभी लागू शर्तें पूरी हों, तो 75 प्रतिशत के अनुसार ₹3 लाख की गणना होगी। वास्तविक दावा और निपटान योजना के विस्तृत नियमों पर निर्भर करेगा।

अधिकतम जोखिम सीमाएं

पात्र सूक्ष्म अथवा लघु खरीदार के लिए अधिकतम आवर्ती जोखिम सीमा ₹10 करोड़ और पात्र सूक्ष्म अथवा लघु विक्रेता के लिए ₹2 करोड़ निर्धारित की गई है।

आवर्ती सीमा ऐसी व्यवस्था से संबंधित होती है जिसमें निर्धारित नियमों के अनुसार वित्तपोषण अथवा गारंटी क्षमता का बार-बार उपयोग संभव हो सकता है।

इन सीमाओं का अर्थ प्रत्येक भाग लेने वाले उद्यम को ₹10 करोड़ या ₹2 करोड़ का निश्चित नकद भुगतान मिलना नहीं है।

डिजिटल गारंटी प्रक्रिया कैसे कार्य करती है?

मंत्रालय के अनुसार इस एकीकरण से वित्तीय संस्थाओं के लिए गारंटी प्रक्रिया डिजिटल हो गई है। वित्त प्रदान करने वाली संस्था मंच पर बिल की पात्रता जांच सकती है और गारंटी के लिए आवेदन कर सकती है।

व्यवस्था बिल के मूल्य, वित्तीय संस्था के प्रकार और वित्तपोषण की अवधि के आधार पर गारंटी शुल्क की स्वचालित गणना कर सकती है। इसके बाद शुल्क कटौती तथा गारंटी प्रमाण और संबंधित बिल का स्वचालित निर्माण संभव है।

डिजिटल प्रक्रिया से प्रशासनिक कार्य तेज हो सकते हैं, लेकिन पात्रता जांच और अन्य शर्तें समाप्त नहीं होतीं।

गारंटी शुल्क क्या है?

गारंटी शुल्क वह राशि है जो निर्धारित गारंटी सुरक्षा प्राप्त करने से संबंधित होती है। मंत्रालय ने बताया कि एकीकृत व्यवस्था में शुल्क की गणना के लिए बिल का मूल्य, वित्तीय संस्था का प्रकार और वित्तपोषण अवधि महत्वपूर्ण हैं।

वित्तपोषण अवधि का अर्थ वह समय है जिसके लिए वित्तीय व्यवस्था लागू रहती है। गारंटी शुल्क और ऋणदाता द्वारा लिया जाने वाला ब्याज अथवा बिल छूट शुल्क अलग अवधारणाएं हैं।

ऋण जोखिम क्या है?

ऋण जोखिम उस संभावना को कहा जाता है जिसमें उधारकर्ता अथवा भुगतान के लिए उत्तरदायी पक्ष निर्धारित राशि चुकाने में विफल हो सकता है। वित्तीय संस्थाएं धन उपलब्ध कराने से पहले इस जोखिम का मूल्यांकन करती हैं।

आंशिक ऋण गारंटी से निर्धारित हानि के संबंध में ऋणदाता का जोखिम कम हो सकता है। हालांकि वित्तीय संस्थाओं को लेनदेन की जांच और संबंधित नियमों का पालन करना आवश्यक रहता है।

केंद्रीय बजट 2026–27 से संबंध

मंत्रालय के अनुसार यह पहल केंद्रीय बजट 2026–27 में व्यापार प्राप्य छूट प्रणाली पर बिल वित्तपोषण के लिए ऋण गारंटी उपलब्ध कराने की घोषणा को लागू करती है। बजट 1 फरवरी 2026 को प्रस्तुत किया गया था।

25 सितंबर की घोषणा केवल भविष्य के प्रस्ताव की नहीं, बल्कि विशेष गारंटी सुविधा के संचालन शुरू होने की जानकारी देती है।

व्यापार प्राप्य छूट प्रणाली का विस्तार

मंत्रालय ने बताया कि इस प्रणाली के माध्यम से छूट प्राप्त बिलों का मूल्य वित्त वर्ष 2021–22 के लगभग ₹40,000 करोड़ से बढ़कर वित्त वर्ष 2025–26 में ₹3.5 लाख करोड़ हो गया।

ये आंकड़े मंच के उपयोग में वृद्धि दर्शाते हैं। इन्हें नई गारंटी सुविधा के अंतर्गत पहले से जारी कुल गारंटी राशि नहीं समझना चाहिए।

वित्त वर्ष का अर्थ

भारत में वित्त वर्ष 1 अप्रैल से अगले वर्ष 31 मार्च तक चलता है। इस प्रकार वित्त वर्ष 2025–26 का अर्थ 1 अप्रैल 2025 से 31 मार्च 2026 तक की अवधि है।

सरकारी आर्थिक आंकड़ों की तुलना करते समय वित्त वर्ष और कैलेंडर वर्ष में अंतर रखना आवश्यक है।

सूक्ष्म, लघु और मध्यम उद्यम क्या हैं?

सूक्ष्म, लघु और मध्यम उद्यम उत्पादन, सेवाओं, रोजगार, उद्यमिता और क्षेत्रीय आर्थिक गतिविधियों में महत्वपूर्ण भूमिका निभाते हैं।

सितंबर 2026 में घोषित विशेष गारंटी प्रावधान के लिए मंत्रालय ने खरीदार और विक्रेता दोनों का सूक्ष्म अथवा लघु उद्यम होना आवश्यक बताया है। इसे बिना पात्रता जांच के सभी मध्यम उद्यमों पर लागू नहीं मानना चाहिए।

भुगतान में देरी की समस्या

छोटे उद्यमों के पास अक्सर सीमित नकदी भंडार होता है। इसलिए ग्राहकों से भुगतान मिलने में देरी उनके संचालन पर गंभीर प्रभाव डाल सकती है।

किसी उद्यम ने माल तैयार करके आपूर्ति कर दी हो, फिर भी उसे ग्राहकों से भुगतान मिलने से पहले कर्मचारियों का वेतन और कच्चे माल का खर्च चुकाना पड़ सकता है।

बकाया बिलों के आधार पर वित्तपोषण से इस समयांतराल को संभालने में सहायता मिल सकती है। इससे महंगे अनौपचारिक ऋण पर निर्भरता कम होने की संभावना भी हो सकती है, हालांकि वास्तविक वित्तपोषण लागत अलग-अलग होती है।

भारतीय रिजर्व बैंक की भूमिका

व्यापार प्राप्य छूट प्रणाली भारतीय रिजर्व बैंक द्वारा विनियमित ढांचे के अंतर्गत कार्य करती है। दूसरी ओर विशेष ऋण गारंटी संबंधित सरकारी समर्थित न्यास की व्यवस्था के माध्यम से प्रदान की जाती है।
