1990–91 का भुगतान संतुलन (Balance of Payments) संकट भारत के आर्थिक इतिहास के सबसे गंभीर संकटों में से एक था। जून 1991 तक भारत का विदेशी मुद्रा भंडार घटकर लगभग 1.2 अरब अमेरिकी डॉलर रह गया था, जो केवल दो सप्ताह के आयात (Two Weeks of Imports) के भुगतान के लिए पर्याप्त था।

इस स्थिति का अर्थ था कि भारत के पास आवश्यक वस्तुओं जैसे पेट्रोलियम, उर्वरक, मशीनरी और अन्य आयातित वस्तुओं के भुगतान के लिए पर्याप्त विदेशी मुद्रा नहीं बची थी।

संकट के प्रमुख कारण

1. खाड़ी युद्ध (Gulf War) 1990–91

  • कच्चे तेल की कीमतों में भारी वृद्धि।
  • भारत का आयात बिल बढ़ गया।

2. राजकोषीय घाटा (Fiscal Deficit)

  • सरकार का खर्च लगातार बढ़ रहा था।

3. चालू खाते का घाटा (Current Account Deficit)

  • आयात अधिक और निर्यात कम थे।
  • विदेशी मुद्रा का लगातार बहिर्गमन हो रहा था।

4. NRI जमा राशि में कमी

  • विदेशी निवेशकों और NRI जमाकर्ताओं का विश्वास कम हुआ।
  • विदेशी मुद्रा का प्रवाह घट गया।

भारत ने संकट से कैसे निपटा?

स्थिति इतनी गंभीर हो गई थी कि भारत सरकार को अपने सोने के भंडार (Gold Reserves) को गिरवी रखना पड़ा।

  • लगभग 67 टन सोना गिरवी रखा गया।
  • बैंक ऑफ इंग्लैंड और यूनियन बैंक ऑफ स्विट्ज़रलैंड से ऋण लिया गया।

इसके बाद 1991 में तत्कालीन वित्त मंत्री डॉ. मनमोहन सिंह ने नई आर्थिक नीति (Liberalization, Privatization, Globalization - LPG Reforms) लागू की।

The 1990–91 Balance of Payments (BoP) Crisis was one of the most severe economic crises in India's history.

By June 1991, India's foreign exchange reserves had fallen to approximately US$ 1.2 billion, which was sufficient to finance only two weeks of imports.

This meant that India was on the verge of default and lacked enough foreign currency to pay for essential imports such as petroleum, fertilizers, machinery, and industrial inputs.

Major Causes of the Crisis

1. Gulf War (1990–91)

  • Sharp rise in global oil prices.
  • Increased India's import bill significantly.

2. High Fiscal Deficit

  • Government expenditure exceeded revenue.
  • Heavy borrowing increased economic vulnerability.

3. Current Account Deficit

  • Imports exceeded exports.
  • Continuous outflow of foreign exchange.

4. Decline in NRI Deposits

  • Reduced investor confidence.
  • Lower inflow of foreign currency.

How India Responded

The crisis became so severe that India had to pledge its gold reserves to obtain emergency loans.

  • Around 67 tonnes of gold were mortgaged.
  • Loans were secured from international financial institutions.

Following the crisis, the government introduced the historic 1991 Economic Reforms (LPG Reforms) under Finance Minister Dr. Manmohan Singh, transforming India's economy.
