Why in News?

India's National Critical Mineral Mission has become an important part of the country's strategy for clean energy, industrial development and national security. In an official backgrounder published on 18 August 2026, the Ministry of Mines highlighted progress in critical mineral exploration, recycling, processing and mineral-sector reforms.

The Government also reported that 56 critical and strategic mineral blocks and 11 exploration licence blocks had been successfully auctioned by 23 June 2026. These developments demonstrate an expanding pipeline of mineral exploration opportunities, although auctioning a block does not mean commercial production has begun.

What Is the National Critical Mineral Mission?

The National Critical Mineral Mission, abbreviated NCMM, is a Government of India initiative approved by the Union Cabinet on 29 January 2025. It aims to strengthen long-term access to minerals important for energy technologies, electronics, defence and advanced manufacturing.

The mission covers the entire mineral value chain, including exploration, mining, beneficiation, processing, recycling and recovery of minerals from end-of-life products.

Mission Financing and Duration

The mission was approved with proposed government expenditure of ₹16,300 crore and expected investment of ₹18,000 crore from public sector undertakings and other stakeholders. The combined planned financial scale is ₹34,300 crore over seven years, from 2024–25 to 2030–31.

The ₹34,300 crore figure includes expected stakeholder investment and should not be described as entirely direct government budget expenditure.

What Are Critical Minerals?

Critical minerals are mineral resources considered important for economic development or national security where supply disruptions could create significant risks.

The designation depends on industrial needs, supply concentration, geopolitical factors, substitutes and domestic availability. A mineral may be geologically common but strategically critical if processing capacity is concentrated in a small number of countries.

India's Critical Mineral List

The Ministry of Mines identified 30 critical minerals in its national assessment. Of these, 24 were included in Part D of the First Schedule of the Mines and Minerals (Development and Regulation) Act, 1957, giving the Central Government specified auction powers for these minerals.

The number of minerals in India's critical mineral list should not be confused with the number covered by a particular auction provision.

Why Is Lithium Important?

Lithium is widely used in rechargeable lithium-ion batteries, which support electric vehicles, portable electronics and energy storage systems.

India's battery industry is exposed to international supply-chain risks because key raw materials and processing capabilities are globally concentrated.

Domestic exploration, overseas partnerships, battery recycling and alternative technologies can help diversify supply.

Why Is Cobalt Important?

Cobalt is used in certain battery chemistries and specialised industrial alloys. Its availability can affect some electric vehicle and advanced manufacturing supply chains.

Not every battery contains cobalt, and technological developments can change the demand for particular minerals.

Why Is Nickel Important?

Nickel is important for stainless steel, high-performance alloys and certain rechargeable battery materials. Reliable access supports both conventional industries and some emerging clean-energy applications.

Why Is Graphite Important?

Graphite has industrial uses in batteries, refractories and other products. Graphite-based anodes are widely used in lithium-ion battery technologies.

Mining and processing capabilities both matter for creating reliable battery material supply chains.

What Are Rare Earth Elements?

Rare earth elements are a group of 17 elements consisting of the 15 lanthanides, scandium and yttrium. They are used in electronics, specialised magnets and various advanced technologies.

Rare earth mineral extraction and separation can involve complex processing. Mineral reserves alone do not guarantee a complete domestic supply chain for finished magnets or other products.

Why Are Critical Minerals Important for Defence?

Modern defence equipment may require specialised alloys, electronic components, sensors and high-performance magnetic materials.

Supply disruptions in strategically important minerals can create risks for manufacturing, maintenance and future technological development.

A resilient mineral strategy therefore supports national security as well as civilian industry.

Why Are They Important for Renewable Energy?

Renewable energy systems depend on materials used in generators, motors, electrical infrastructure, energy storage and power transmission.

Critical mineral availability can influence the costs and resilience of clean-energy supply chains. However, different technologies require different mineral combinations.

What Is Mineral Exploration?

Mineral exploration is the process of investigating geological formations to identify and evaluate mineral deposits. It may involve mapping, geophysical surveys, drilling, sampling and laboratory analysis.

Exploration provides information about mineral occurrence, quality and potential quantity. Further work is required to determine whether extraction is economically and environmentally feasible.

What Is a Mineral Block Auction?

A mineral block auction is a competitive process through which eligible participants may obtain specified mineral rights under applicable laws.

Winning an auction does not automatically establish commercially recoverable reserves or mean that a mine has begun operating. Exploration, approvals, investment and infrastructure development may still be necessary.

2026 Critical Mineral Auction Progress

On 23 June 2026, the Ministry of Mines reported that 56 critical and strategic mineral blocks had been successfully auctioned through the Central Government's auction programme.

In the seventh tranche, 10 additional critical and strategic mineral blocks were successfully auctioned. The Ministry reported a success rate above 63%, with 56 successful blocks out of 88 unique mineral blocks offered.

The seventh tranche included blocks involving graphite, rare earth elements, vanadium, titanium, glauconite, rock phosphate and associated minerals.

Exploration Licence Auctions

The Ministry reported that 11 exploration licence blocks had been successfully auctioned by June 2026.

An exploration licence enables systematic investigation of mineral resources under the relevant legal framework. It is distinct from a claim that commercial mining has commenced.

Role of the Geological Survey of India

The Geological Survey of India, or GSI, conducts geological investigations and mineral exploration activities.

Under the National Critical Mineral Mission, the government has set an ambitious programme of critical mineral exploration projects.

The August 2026 official backgrounder reported that GSI completed 457 projects during Field Season 2025–26, including 230 projects relating to critical and strategic minerals.

What Is the National Mineral Exploration and Development Trust?

The National Mineral Exploration and Development Trust, abbreviated NMEDT, supports mineral exploration activities through its funding mechanisms.

The August 2026 backgrounder reported that 777 projects had been sanctioned with funding of ₹3,828.52 crore, including 255 projects related to critical minerals.

These figures refer to the status reported in that official backgrounder and should not be assumed to remain unchanged indefinitely.

What Is Mineral Beneficiation?

Mineral beneficiation refers to processes that improve the quality or concentration of valuable minerals by separating them from unwanted material.

Beneficiation may involve physical or other processing methods depending on the mineral and the deposit.

It is an important stage between extraction and the production of refined materials.

Why Is Mineral Processing Important?

Mining produces mineral-bearing material, but many industries require refined chemicals, metals or specialised components.

Processing capacity is therefore necessary to convert raw resources into materials suitable for batteries, electronics and manufacturing.

India's critical mineral strategy includes developing processing capabilities alongside exploration and mining.

Critical Mineral Processing Parks

The August 2026 Ministry of Mines backgrounder reported support for Critical Mineral Processing Parks in Andhra Pradesh, Gujarat, Odisha and Maharashtra, with ₹500 crore identified for this initiative.

Such parks aim to support domestic processing ecosystems. Their announcement should not be interpreted as confirmation that every proposed facility is fully operational.

Why Is Recycling Important?

Critical mineral recycling involves recovering valuable materials from used batteries, electronic waste, industrial scrap and other waste streams.

Recycling can supplement primary mineral production, reduce some import requirements and help limit waste.

However, recycling does not eliminate the need for mining because material losses, growing demand and collection limitations remain important.

₹1,500 Crore Recycling Incentive Scheme

The Union Cabinet approved an incentive scheme with an outlay of ₹1,500 crore to promote critical mineral recycling. The scheme was launched on 2 October 2025.

It supports development of recycling capacity for materials recovered from lithium-ion batteries, electronic waste and industrial scrap.

58 Eligible Recycling Companies

On 30 April 2026, the Ministry of Mines announced that 58 companies had been approved as eligible under the critical mineral recycling incentive scheme.

These companies had pledged approximately 850 thousand tonnes per annum of capacity and about ₹5,000 crore in investment.

The Ministry stated that project execution and commencement of production would be considered at the next stage. Eligibility approval is therefore not the same as completed operational capacity.

What Is Electronic Waste?

Electronic waste, or e-waste, includes discarded electrical and electronic equipment and components.

Depending on the products involved, e-waste may contain recoverable metals and other materials. Proper collection, segregation and processing are necessary to recover value while controlling pollution and health risks.

What Is the Circular Economy?

A circular economy aims to keep materials and products in productive use for longer through durability, repair, reuse, refurbishment and recycling.

Critical mineral recovery from waste supports circular-economy objectives by creating secondary sources of industrial materials.

Effective recycling still requires collection systems, technology, economic viability and environmental safeguards.

Overseas Mineral Partnerships

India's critical mineral strategy includes cooperation with resource-rich countries to diversify supply.

Khanij Bidesh India Limited, or KABIL, has pursued lithium exploration opportunities in Argentina. The government reported exploration rights involving lithium-bearing blocks in that country.

Overseas exploration rights do not automatically mean that commercially viable production or imports have begun.

What Is KABIL?

KABIL stands for Khanij Bidesh India Limited. It is an Indian joint venture established to pursue strategic mineral resources abroad.

Its activities are relevant to overseas resource exploration and India's efforts to strengthen mineral supply chains.

What Is the MMDR Act?

The Mines and Minerals (Development and Regulation) Act, 1957, is a central law governing important aspects of mineral development and regulation in India.

Amendments to the Act have introduced changes relating to critical mineral auctions, exploration licences and the broader mining framework.

Students should distinguish the original 1957 Act from later amendments.

MMDR Amendment Act, 2026

The Ministry of Mines published an official backgrounder on 18 August 2026 explaining the Mines and Minerals (Development and Regulation) Amendment Act, 2026.

The backgrounder described efforts to improve predictability and uniformity in the fiscal framework for mining and to address concerns about overlapping mineral-related levies.

These reforms form part of the wider policy environment in which India's critical mineral strategy operates.

Mineral Security and Strategic Autonomy

Mineral security means reliable access to materials required for essential industries and strategic activities.

Countries may improve security through domestic exploration, diversified imports, overseas partnerships, recycling, strategic stockpiles and research into substitutes.

No single measure can eliminate all supply risks. A comprehensive approach is necessary.

Environmental Considerations

Mineral exploration, extraction and processing can affect land, water, biodiversity and local communities.

Responsible mineral development requires appropriate environmental safeguards, monitoring and compliance with applicable legal requirements.

Recycling can reduce certain pressures, but recycling operations also require pollution control and safe handling of waste.

Importance for India's Economy

Critical minerals are connected to electronics, electric mobility, renewable energy, advanced manufacturing and defence production.

Developing reliable mineral value chains may support investment, skilled employment and industrial competitiveness.

Actual outcomes depend on successful exploration, processing technology, market demand, environmental compliance and project execution.
