Why in News?

On 26 September 2026, the foundation stone for India's first port-based e-methanol production facility was laid at Deendayal Port Authority in Kandla, Gandhidham, Gujarat. The ceremony was attended by Union Minister of Ports, Shipping and Waterways Sarbananda Sonowal, Gujarat Chief Minister Bhupendra Patel and Assam Chief Minister Himanta Biswa Sarma.

The proposed project involves an investment of ₹2,300 crore and is designed to produce 150 tonnes of e-methanol per day. It is a joint initiative of Deendayal Port Authority and Assam Petro-Chemicals Limited. The Ministry expects the project to support more than 3,500 direct and indirect employment opportunities.

The development is important for India's energy transition, maritime trade, green hydrogen economy and ambition to achieve net-zero greenhouse gas emissions by 2070.

What Is e-Methanol?

Electronic methanol, commonly called e-methanol, is a synthetic fuel that can be produced by combining hydrogen derived from renewable electricity with a suitable source of carbon dioxide. The prefix e refers to the use of electricity in the production pathway.

Methanol is a chemical compound with the formula CH3OH. It is the simplest alcohol and is used as an industrial chemical, chemical feedstock and fuel. Its production method determines whether it is conventional fossil-based methanol or a lower-carbon alternative.

Green e-methanol production generally involves renewable electricity, hydrogen production and a carbon dioxide source. The environmental benefit depends on the emissions associated with the entire production and use cycle.

Location of the Project

The facility will be established at Deendayal Port Authority in Kandla, near Gandhidham in Gujarat. Kandla is an important maritime and industrial location on India's western coast.

The project links Gujarat's port infrastructure with an industrial partner from Assam. The Ministry described the collaboration as an example of cooperation between different regions of India.

Project Partners

The two project partners are Deendayal Port Authority, abbreviated DPA, and Assam Petro-Chemicals Limited, abbreviated APCL. Assam Petro-Chemicals Limited is based at Namrup in Assam.

The announced capital contribution ratio between DPA and APCL is 76:24. This means the partners have different proportions of capital participation in the joint project.

DPA's announced contribution includes equity capital of ₹567.32 crore, 75 acres of land, desalinated water and renewable energy in the form of green hydrogen.

Project Capacity and Investment

The total proposed investment is ₹2,300 crore, and the final designed capacity is 150 tonnes per day. The facility will be developed in phases using scalable modules.

The first phase is planned to provide 50 tonnes per day of capacity at an investment of ₹1,200 crore. The second phase is planned to add another 100 tonnes per day at an investment of ₹1,100 crore.

Adding the two phases gives the announced total of 150 tonnes per day and ₹2,300 crore.

Project Timeline

According to the official announcement, the first phase was targeted for completion by January 2027 and the second phase by March 2027.

These dates are project targets reported at the time of the foundation-stone ceremony. They should not be presented as proof that construction or commercial production has already been completed.

How Is e-Methanol Produced?

A common e-methanol production pathway begins with renewable electricity generated from sources such as solar or wind energy. Electricity can be used in an electrolyser to split water into hydrogen and oxygen.

The hydrogen is then combined with carbon dioxide through suitable industrial chemical processes to produce methanol. The Kandla project announcement specifically identified renewable power, water and biogenic carbon dioxide as inputs.

In simplified form, the methanol synthesis reaction can be represented as CO2 + 3H2 → CH3OH + H2O. Actual industrial production requires appropriate catalysts, temperature, pressure and process control.

What Is Green Hydrogen?

Green hydrogen is hydrogen produced through a process that uses renewable energy, typically renewable-electricity-powered water electrolysis. It is an energy carrier and industrial input rather than a primary energy source.

Hydrogen can be used directly in some applications or combined with other substances to produce fuels such as ammonia and methanol.

For e-methanol, hydrogen production is especially important because it can require substantial electricity. The carbon intensity of that electricity influences the fuel's overall environmental performance.

What Is Biogenic Carbon Dioxide?

Biogenic carbon dioxide is carbon dioxide originating from biological sources or processes, such as certain biomass-based industrial activities.

Using biogenic carbon dioxide can support the production of carbon-based fuels without relying exclusively on newly extracted fossil carbon. However, the actual climate impact depends on the source of the carbon dioxide, how it is captured and the complete fuel life cycle.

Why Does Methanol Contain Carbon?

Methanol has the chemical formula CH3OH and contains one carbon atom, four hydrogen atoms and one oxygen atom. Consequently, methanol combustion releases carbon dioxide.

It is therefore inaccurate to describe e-methanol as a completely carbon-free fuel. Its potential climate benefit arises from the method used to produce its hydrogen and source its carbon, rather than the absence of carbon emissions during combustion.

Importance for Shipping

International shipping transports large quantities of goods across the world's oceans. Ships traditionally use various petroleum-derived fuels, creating greenhouse gas emissions and other forms of air pollution.

Alternative marine fuels such as methanol are being considered to support lower-emission shipping. The Kandla facility is intended to supply green fuel to vessels operating on important international maritime trade routes, including the Asia-Europe corridor.

Successful adoption requires compatible vessels, safe storage, reliable fuel supply and economically viable production.

What Is Marine Bunkering?

Bunkering refers to supplying fuel to ships. A port capable of supplying alternative fuels may become more attractive to vessels designed or adapted to use those fuels.

Developing a green-fuel supply chain involves production, storage, transportation, handling infrastructure, safety procedures and coordination with shipping operators.

Asia-Europe Maritime Trade Corridor

The Ministry identified vessels operating on the Asia-Europe international trade corridor as potential users of the Kandla facility's fuel.

Asia-Europe maritime routes connect major manufacturing, consumer and logistics markets. Fuel availability along such routes can influence the adoption of alternative propulsion technologies.

Production Cost Claims

The official release stated that the project was expected to produce green methanol at approximately US$750 per tonne, compared with a quoted global rate of US$1,300 per tonne.

These figures are cost expectations and comparisons stated in the government announcement. They are not evidence of an achieved commercial selling price, because the facility was at the foundation-stone stage.

Employment Potential

The Ministry projected more than 3,500 direct and indirect jobs associated with the project. Direct employment can arise from plant construction, operation, maintenance and technical functions. Indirect employment can arise from transportation, storage, equipment supply and related services.

This is a projected employment benefit, not a verified count of jobs already created on the announcement date.

Contribution to the Green Energy Value Chain

The project is expected to support economic activities connected with green hydrogen, carbon dioxide sourcing, methanol synthesis, fuel storage, logistics and maritime supply.

Developing several linked activities around a port can help establish an industrial cluster. The strength of such a cluster depends on infrastructure, market demand, technical skills and long-term commercial viability.

India's Net-Zero 2070 Objective

India has announced a national objective of achieving net-zero emissions by 2070. Net zero means balancing remaining greenhouse gas emissions with removals over the relevant accounting period.

Low-carbon fuels may help reduce emissions in sectors where direct electrification is difficult, including parts of long-distance maritime transport.

However, whether a specific fuel delivers substantial emissions reductions must be evaluated through reliable life-cycle analysis.

Life-Cycle Emissions

Life-cycle assessment considers emissions from electricity generation, raw-material supply, fuel production, transportation and final use.

For e-methanol, major considerations include the electricity source, hydrogen production efficiency, carbon dioxide sourcing and emissions during combustion.

A renewable production pathway may reduce overall emissions compared with certain fossil-based alternatives, but this cannot be assumed without evaluating the actual process.

Difference Between Conventional Methanol and e-Methanol

Conventional methanol is commonly produced using fossil-derived feedstocks such as natural gas or coal. E-methanol is associated with a production pathway using electricity-derived hydrogen and carbon dioxide.

The final methanol molecule has the same chemical formula regardless of its production route. The main distinction lies in how it is manufactured and the environmental impacts of that process.

Green Methanol and Bio-Methanol

Green methanol is a broad term that can include methanol produced through different lower-carbon pathways. E-methanol generally refers to a pathway involving electricity-derived hydrogen and carbon dioxide. Bio-methanol is generally associated with biomass-derived production pathways.

Role of Deendayal Port Authority

Deendayal Port Authority is the port institution associated with the project. Its role includes capital participation and the provision of land and other resources identified in the announcement.

ये आधारशिला कार्यक्रम के समय घोषित लक्ष्य हैं। इन्हें परियोजना का निर्माण पूरा हो जाने या व्यावसायिक उत्पादन शुरू हो जाने का प्रमाण नहीं मानना चाहिए।

ई-मेथनॉल कैसे बनाया जाता है?

जैविक स्रोत से प्राप्त कार्बन डाइऑक्साइड वह गैस है जो जैविक पदार्थों या प्रक्रियाओं से उत्पन्न होती है। कुछ जैवभार आधारित औद्योगिक गतिविधियां इसके स्रोत हो सकती हैं।

मेथनॉल में कार्बन क्यों होता है?

मेथनॉल का रासायनिक सूत्र CH3OH है। इसमें एक कार्बन, चार हाइड्रोजन और एक ऑक्सीजन परमाणु होता है। इसलिए मेथनॉल के दहन से कार्बन डाइऑक्साइड निकलती है।

ई-मेथनॉल को पूरी तरह कार्बन-मुक्त ईंधन कहना वैज्ञानिक रूप से सही नहीं है। इसका संभावित जलवायु लाभ हाइड्रोजन के उत्पादन और कार्बन के स्रोत से संबंधित होता है।

समुद्री परिवहन में महत्व

अंतरराष्ट्रीय समुद्री परिवहन के माध्यम से विश्वभर में बड़ी मात्रा में वस्तुओं का व्यापार होता है। जहाजों में पारंपरिक रूप से पेट्रोलियम से प्राप्त विभिन्न ईंधनों का उपयोग होता रहा है। इनके कारण हरितगृह गैसों और अन्य वायु प्रदूषकों का उत्सर्जन होता है।

मेथनॉल जैसे वैकल्पिक समुद्री ईंधनों पर कम उत्सर्जन वाले परिवहन के संभावित विकल्प के रूप में विचार किया जा रहा है। कांडला संयंत्र का उद्देश्य एशिया और यूरोप के बीच महत्वपूर्ण व्यापारिक मार्गों पर चलने वाले जहाजों को हरित ईंधन उपलब्ध कराना है।

इसके सफल उपयोग के लिए उपयुक्त जहाज, सुरक्षित भंडारण, नियमित ईंधन आपूर्ति और आर्थिक रूप से व्यवहार्य उत्पादन आवश्यक है।

जहाजों को ईंधन उपलब्ध कराने की व्यवस्था

जहाजों को ईंधन की आपूर्ति करने की प्रक्रिया को समुद्री ईंधन आपूर्ति कहा जाता है। वैकल्पिक ईंधन उपलब्ध कराने वाला बंदरगाह उन जहाजों के लिए उपयोगी हो सकता है जो संबंधित ईंधन का उपयोग कर सकते हैं।

ऐसी व्यवस्था विकसित करने के लिए उत्पादन, भंडारण, परिवहन, सुरक्षा प्रक्रियाओं और जहाज संचालकों के बीच समन्वय आवश्यक होता है।

एशिया-यूरोप समुद्री व्यापार मार्ग

मंत्रालय ने कांडला संयंत्र के संभावित ग्राहकों के रूप में एशिया-यूरोप अंतरराष्ट्रीय व्यापार मार्ग पर चलने वाले जहाजों का उल्लेख किया।

यह समुद्री मार्ग विश्व के प्रमुख विनिर्माण, उपभोक्ता और परिवहन बाजारों को जोड़ता है। मार्ग पर वैकल्पिक ईंधन की उपलब्धता नई ईंधन तकनीकों को अपनाने के निर्णय को प्रभावित कर सकती है।

उत्पादन लागत से संबंधित दावा

आधिकारिक विज्ञप्ति के अनुसार परियोजना से लगभग 750 अमेरिकी डॉलर प्रति टन की लागत पर हरित मेथनॉल उत्पादन की अपेक्षा व्यक्त की गई, जबकि तुलना के लिए वैश्विक दर लगभग 1,300 अमेरिकी डॉलर प्रति टन बताई गई।

ये सरकार की घोषणा में दिए गए लागत अनुमान और तुलनात्मक आंकड़े हैं। इन्हें संयंत्र द्वारा पहले से प्राप्त वास्तविक व्यावसायिक बिक्री मूल्य के रूप में प्रस्तुत नहीं करना चाहिए।

रोजगार की संभावनाएं

हरित ऊर्जा मूल्य शृंखला

भारत का शुद्ध-शून्य उत्सर्जन लक्ष्य

भारत ने वर्ष 2070 तक शुद्ध-शून्य उत्सर्जन प्राप्त करने का राष्ट्रीय लक्ष्य घोषित किया है। इसका अर्थ है कि संबंधित अवधि में शेष हरितगृह गैस उत्सर्जन को उनके निष्कासन से संतुलित करना।

कम कार्बन उत्सर्जन वाले ईंधन उन क्षेत्रों में उत्सर्जन घटाने में सहायता कर सकते हैं जहां सीधे विद्युतीकरण में कठिनाइयां होती हैं। लंबी दूरी का समुद्री परिवहन ऐसा एक क्षेत्र हो सकता है।

किसी विशेष ईंधन से वास्तविक उत्सर्जन में कितनी कमी आती है, इसका निर्धारण विश्वसनीय जीवन चक्र मूल्यांकन से किया जाना चाहिए।

जीवन चक्र उत्सर्जन

जीवन चक्र मूल्यांकन में बिजली उत्पादन, कच्चे माल की प्राप्ति, ईंधन निर्माण, परिवहन और अंतिम उपयोग के दौरान होने वाले उत्सर्जन का अध्ययन किया जाता है।

ई-मेथनॉल के लिए बिजली का स्रोत, हाइड्रोजन उत्पादन की दक्षता, कार्बन डाइऑक्साइड की उपलब्धता और दहन से उत्पन्न उत्सर्जन महत्वपूर्ण हैं।

नवीकरणीय ऊर्जा आधारित उत्पादन कुछ जीवाश्म ईंधन विकल्पों की तुलना में कुल उत्सर्जन कम कर सकता है, लेकिन वास्तविक प्रक्रिया का अध्ययन आवश्यक है।

पारंपरिक मेथनॉल और ई-मेथनॉल में अंतर

पारंपरिक मेथनॉल सामान्यतः प्राकृतिक गैस अथवा कोयले जैसे जीवाश्म स्रोतों से तैयार किया जाता है। ई-मेथनॉल का संबंध बिजली से प्राप्त हाइड्रोजन और कार्बन डाइऑक्साइड के उपयोग वाली उत्पादन प्रक्रिया से है।

दोनों प्रक्रियाओं से प्राप्त मेथनॉल का रासायनिक सूत्र समान होता है। प्रमुख अंतर उत्पादन विधि और उससे जुड़े पर्यावरणीय प्रभावों में होता है।

हरित मेथनॉल और जैव मेथनॉल

हरित मेथनॉल व्यापक शब्द है जिसमें अपेक्षाकृत कम कार्बन उत्सर्जन वाली विभिन्न उत्पादन प्रक्रियाएं शामिल हो सकती हैं। ई-मेथनॉल सामान्यतः बिजली से प्राप्त हाइड्रोजन और कार्बन डाइऑक्साइड वाली प्रक्रिया से संबंधित है। जैव मेथनॉल का संबंध जैवभार आधारित उत्पादन से होता है।

इन शब्दों को हमेशा एक-दूसरे का पर्याय नहीं मानना चाहिए। सभी उत्पादों का उत्सर्जन स्तर समान होना भी आवश्यक नहीं है।

दीनदयाल बंदरगाह प्राधिकरण की भूमिका

दीनदयाल बंदरगाह प्राधिकरण परियोजना से संबंधित प्रमुख बंदरगाह संस्था है। घोषणा के अनुसार यह पूंजी भागीदारी के साथ भूमि और अन्य संसाधन उपलब्ध कराएगा।

बंदरगाह के निकट ईंधन उत्पादन से समुद्री उपभोक्ताओं तक आपूर्ति की व्यवस्था सरल बनाने की संभावना होती है। हालांकि वास्तविक लाभ उत्पादन, परिवहन और अन्य सुविधाओं पर निर्भर करते हैं।

असम पेट्रो-केमिकल्स लिमिटेड की भूमिका

असम पेट्रो-केमिकल्स लिमिटेड परियोजना का दूसरा भागीदार है। इसका मुख्य औद्योगिक आधार असम के नामरूप में है।

इसकी भागीदारी दर्शाती है कि एक राज्य में स्थित औद्योगिक संस्था दूसरे राज्य में ऊर्जा और आधारभूत संरचना विकास में योगदान दे सकती है।

समुद्री क्षेत्र की अन्य योजनाएं

मंत्रालय की घोषणा में भारत के समुद्री क्षेत्र के व्यापक विकास से संबंधित योजनाओं का भी उल्लेख किया गया। इनमें अगले पांच वर्षों में व्यापारिक जहाजों के बेड़े में 100 नए जहाज जोड़ने की योजना और वर्ष 2047 तक विश्व के पांच प्रमुख जहाज स्वामित्व वाले देशों में शामिल होने की महत्वाकांक्षा शामिल है।

इसके अतिरिक्त वाडिनार में दीनदयाल बंदरगाह प्राधिकरण और कोचीन शिपयार्ड लिमिटेड से संबंधित ₹1,520 करोड़ की जहाज निर्माण परियोजना तथा पोरबंदर के कुच्छड़ी में प्रस्तावित जहाज निर्माण और मरम्मत समूह का उल्लेख किया गया।

इन अलग परियोजनाओं की राशि को ई-मेथनॉल संयंत्र के ₹2,300 करोड़ निवेश में नहीं जोड़ना चाहिए।

हरित मेथनॉल उत्पादन की चुनौतियां

हरित मेथनॉल उत्पादन में नवीकरणीय बिजली की लागत और उपलब्धता, हाइड्रोजन उत्पादन, कार्बन डाइऑक्साइड की आपूर्ति, औद्योगिक दक्षता और जहाज संचालकों की मांग जैसी चुनौतियां हो सकती हैं।

सुरक्षित ईंधन प्रबंधन, बंदरगाह सुविधाएं और समुद्री इंजनों की अनुकूलता भी महत्वपूर्ण हैं।

तकनीकी सुधार और नीतिगत सहयोग सहायक हो सकते हैं, लेकिन दीर्घकालीन सफलता विश्वसनीय उत्पादन और प्रतिस्पर्धी बाजार पर निर्भर करेगी।
