Why in News?

On 24 September 2026, Union Minister of State (Independent Charge) for Science and Technology Dr. Jitendra Singh formally launched the commercial use of bio-based biodegradable plastic made from polylactic acid, commonly known as PLA. The initiative is being taken forward by Balrampur Chini Mills Limited under the Government of India's BioE3 framework.

The Department of Biotechnology announced support through a ₹75 crore grant from the Biotechnology Industry Research Assistance Council for a pilot research and development facility with a capacity of 100 tonnes per annum. The proposed pilot facility will be located at the company's integrated manufacturing complex in Kumbhi, Uttar Pradesh.

What Is BioE3?

What Is Polylactic Acid?

Polylactic acid, abbreviated PLA, is a polymer that can be manufactured from biologically derived raw materials. PLA can be produced through a sequence in which sugars are converted into lactic acid, followed by chemical processing to produce polymer material.

Its performance depends on molecular structure, formulation, processing methods and the conditions in which the final product is used or discarded.

How Can Sugarcane Become Plastic?

Sugarcane provides sugar-containing feedstock that can be processed using biological and chemical technologies. Microorganisms may be used to ferment suitable sugars into lactic acid. Lactic acid can then be converted into building blocks used to manufacture polylactic acid.

The resulting polymer can be processed into useful materials. This creates a potential industrial value chain linking agriculture, biotechnology, chemical processing and manufacturing.

It is important to distinguish sugarcane as a possible feedstock from a claim that every PLA product is manufactured entirely from agricultural waste. Feedstock composition depends on the actual production process.

What Is a Polymer?

A polymer is a substance made of large molecules consisting of repeating structural units. Many conventional plastics are polymers derived primarily from fossil-based feedstocks, while some polymers can be manufactured from renewable biological resources.

The source of a polymer's raw materials does not by itself determine how quickly the final product breaks down in the environment.

Bio-Based and Biodegradable: Understanding the Difference

Bio-based describes the origin of a material's carbon or raw materials. A bio-based plastic is manufactured wholly or partly from biological resources.

Biodegradable describes the ability of a material to be broken down by biological activity under specified conditions. These two properties are related but not identical.

A material may be bio-based without being readily biodegradable. Similarly, a biodegradable material need not always be made entirely from renewable feedstock.

Students should avoid assuming that all bioplastics automatically decompose rapidly in soil, rivers or oceans.

Is PLA Biodegradable in Every Environment?

PLA can biodegrade under suitable processing conditions, including appropriately controlled industrial composting conditions for relevant products. However, its breakdown may be much slower under ordinary ambient conditions.

Actual biodegradation depends on factors such as temperature, moisture, microbial activity, product thickness and processing conditions.

Therefore, describing PLA as biodegradable does not mean that littering is environmentally harmless or that all PLA products will disappear quickly in natural environments.

What Are PLA Co-Polymers?

A co-polymer is a polymer made using more than one type of repeating molecular unit. Modifying polymer composition can help scientists develop materials with different mechanical, thermal or processing properties.

The planned pilot facility will work on specialised PLA grades and advanced PLA co-polymers for higher-value applications.

Research may focus on properties required for particular industrial uses. The Ministry did not state that every proposed specialised product had already entered commercial production.

₹75 Crore BIRAC Grant

The Biotechnology Industry Research Assistance Council is providing a ₹75 crore grant under the Department of Biotechnology's BioE3 framework to support the 100-tonne-per-annum pilot-scale research and development facility.

The grant is intended to strengthen research, product development, process validation and technology scale-up.

पॉलीलैक्टिक अम्ल क्या है?

गन्ने से प्लास्टिक कैसे बनाया जा सकता है?

बहुलक क्या है?

बहुलक ऐसा पदार्थ है जिसके बड़े अणु बार-बार दोहराई जाने वाली संरचनात्मक इकाइयों से मिलकर बनते हैं। अनेक पारंपरिक प्लास्टिक मुख्यतः जीवाश्म स्रोतों से प्राप्त कच्चे माल पर आधारित होते हैं। कुछ बहुलकों का निर्माण नवीकरणीय जैविक संसाधनों से भी किया जा सकता है।

किसी बहुलक का कच्चा माल किस स्रोत से आया है, केवल इसी आधार पर यह निर्धारित नहीं किया जा सकता कि अंतिम उत्पाद पर्यावरण में कितनी तेजी से विघटित होगा।

जैव आधारित और जैव अपघटनीय में अंतर

जैव आधारित शब्द किसी पदार्थ के कच्चे माल अथवा उसमें उपस्थित कार्बन के स्रोत को दर्शाता है। ऐसा प्लास्टिक पूर्णतः या आंशिक रूप से जैविक संसाधनों से बनाया जा सकता है।

जैव अपघटनीय शब्द उस क्षमता को दर्शाता है जिसके अंतर्गत पदार्थ निर्धारित परिस्थितियों में जैविक क्रियाओं द्वारा विघटित हो सकता है।

ये दोनों विशेषताएं एक जैसी नहीं हैं। कोई पदार्थ जैव आधारित हो सकता है, लेकिन उसका आसानी से जैव अपघटन होना आवश्यक नहीं है। इसी प्रकार जैव अपघटनीय पदार्थ का पूरी तरह नवीकरणीय कच्चे माल से बना होना भी आवश्यक नहीं है।

इसलिए सभी जैव प्लास्टिक के मिट्टी, नदियों या समुद्र में तुरंत विघटित हो जाने की धारणा गलत है।

क्या पॉलीलैक्टिक अम्ल हर वातावरण में विघटित हो जाता है?

पॉलीलैक्टिक अम्ल उपयुक्त प्रसंस्करण परिस्थितियों में जैविक रूप से विघटित हो सकता है। कुछ संबंधित उत्पादों के लिए नियंत्रित औद्योगिक खाद निर्माण की परिस्थितियां महत्वपूर्ण होती हैं।

सामान्य परिवेश में इसका विघटन अपेक्षाकृत धीमा हो सकता है। वास्तविक गति तापमान, नमी, सूक्ष्मजीवों की गतिविधि, उत्पाद की मोटाई और अन्य परिस्थितियों पर निर्भर करती है।

इसलिए किसी पदार्थ को जैव अपघटनीय बताने का अर्थ यह नहीं है कि उसे खुले वातावरण में फेंकना हानिरहित है।

सहबहुलक क्या होते हैं?

सहबहुलक ऐसा बहुलक होता है जिसके निर्माण में एक से अधिक प्रकार की दोहराई जाने वाली आणविक इकाइयां शामिल होती हैं। बहुलक की संरचना में परिवर्तन करके उसके यांत्रिक, तापीय और प्रसंस्करण संबंधी गुणों को बदला जा सकता है।

प्रस्तावित अनुसंधान इकाई विशिष्ट प्रकार के पॉलीलैक्टिक अम्ल और उन्नत सहबहुलकों के विकास पर कार्य करेगी।

मंत्रालय ने यह नहीं कहा कि सभी प्रस्तावित विशेष उत्पाद पहले ही व्यावसायिक उत्पादन में पहुंच चुके हैं।

₹75 करोड़ का अनुदान

जैव प्रौद्योगिकी उद्योग अनुसंधान सहायता परिषद, जैव प्रौद्योगिकी विभाग की जैवई3 रूपरेखा के अंतर्गत ₹75 करोड़ का अनुदान प्रदान कर रही है। यह सहायता प्रतिवर्ष 100 टन क्षमता वाली प्रायोगिक अनुसंधान एवं विकास इकाई के लिए है।

इसका उद्देश्य अनुसंधान, उत्पाद विकास, प्रक्रिया परीक्षण और प्रौद्योगिकी को बड़े पैमाने पर लागू करने की क्षमता बढ़ाना है।

प्रतिवर्ष 100 टन क्षमता का अर्थ

प्रतिवर्ष 100 टन क्षमता का अर्थ है कि प्रस्तावित इकाई की वार्षिक उत्पादन अथवा प्रसंस्करण क्षमता का मानक 100 टन निर्धारित किया गया है।

यह आंकड़ा प्रस्तावित प्रायोगिक इकाई की क्षमता दर्शाता है। इससे यह सिद्ध नहीं होता कि वर्ष 2026 में वास्तव में 100 टन उत्पादन हो चुका था।

प्रायोगिक इकाइयों का उपयोग प्रयोगशाला में विकसित प्रक्रियाओं को बड़े पैमाने पर परखने के लिए किया जाता है।

प्रायोगिक अनुसंधान क्यों महत्वपूर्ण है?

किसी प्रक्रिया का प्रयोगशाला में सफल होना और बड़े पैमाने पर व्यावसायिक रूप से सफल होना अलग-अलग बातें हैं। उत्पादन बढ़ाने पर उपकरणों, गुणवत्ता, लागत और संचालन से संबंधित नई चुनौतियां सामने आ सकती हैं।

प्रायोगिक अनुसंधान इन समस्याओं की पहचान करने और व्यावसायिक विस्तार से पहले तकनीक का परीक्षण करने में सहायता करता है।

तकनीकी-आर्थिक विश्लेषण क्या है?

तकनीकी-आर्थिक विश्लेषण में यह जांच की जाती है कि कोई तकनीक प्रभावी रूप से कार्य कर सकती है या नहीं और उसकी लागत तथा संभावित आय व्यावसायिक उपयोग के अनुकूल हैं या नहीं।

जैव प्लास्टिक के मामले में कच्चे माल की कीमत, ऊर्जा आवश्यकता, उत्पादन दक्षता, उत्पाद की गुणवत्ता, बाजार मांग और अपशिष्ट प्रबंधन जैसी बातें महत्वपूर्ण होती हैं।

किसी तकनीक की आर्थिक व्यवहार्यता और पर्यावरणीय उपयोगिता का मूल्यांकन प्रमाणों के आधार पर किया जाना चाहिए।

जैव प्रौद्योगिकी उद्योग अनुसंधान सहायता परिषद की भूमिका

जैव प्रौद्योगिकी उद्योग अनुसंधान सहायता परिषद जैव प्रौद्योगिकी संबंधी नवाचारों को समर्थन देती है और अनुसंधान को औद्योगिक तथा उद्यमशील गतिविधियों से जोड़ने में सहायता करती है।

इस परियोजना में परिषद की वित्तीय सहायता उन्नत जैव आधारित पदार्थों के अनुसंधान एवं विकास के लिए निर्धारित है।

बलरामपुर चीनी मिल्स लिमिटेड इस पहल से संबंधित औद्योगिक भागीदार है। कंपनी नवीकरणीय शर्करा आधारित कच्चे माल को पॉलीलैक्टिक अम्ल और अन्य जैव प्लास्टिक में परिवर्तित करने पर कार्य कर रही है।

मंत्रालय ने कंपनी की व्यावसायिक परियोजना को औद्योगिक स्तर की पहल बताया, जबकि जैवई3 समर्थित 100 टन वार्षिक क्षमता वाली इकाई अगली पीढ़ी के पदार्थों के अनुसंधान के लिए प्रस्तावित है।

भारत की जैव अर्थव्यवस्था

घोषणा के दौरान डॉ. जितेंद्र सिंह ने बताया कि भारत की जैव अर्थव्यवस्था वर्ष 2014 के लगभग 10 अरब अमेरिकी डॉलर से बढ़कर करीब 195 अरब अमेरिकी डॉलर तक पहुंच गई है।

मंत्री ने इन आंकड़ों को जैव प्रौद्योगिकी आधारित आर्थिक गतिविधियों के विस्तार के संकेत के रूप में प्रस्तुत किया।

जैव अर्थव्यवस्था में ऐसी आर्थिक गतिविधियां शामिल होती हैं जिनमें जैविक संसाधनों, जैविक प्रक्रियाओं और संबंधित वैज्ञानिक ज्ञान का उपयोग उत्पादों तथा सेवाओं के विकास में किया जाता है।

अपशिष्ट से संपदा

मंत्री ने जैविक संसाधनों और अपशिष्ट समझे जाने वाले पदार्थों को उपयोगी उत्पादों में परिवर्तित करने पर बल दिया। अपशिष्ट से संपदा का उद्देश्य विज्ञान, प्रौद्योगिकी और संसाधनों के बेहतर उपयोग से आर्थिक मूल्य प्राप्त करना है।

भारत के विभिन्न क्षेत्रों में अलग-अलग प्रकार के जैविक अवशेष उत्पन्न होते हैं। इसलिए स्थानीय कच्चे माल और औद्योगिक आवश्यकताओं के अनुसार उपयुक्त तकनीक का चयन आवश्यक है।

जैवभार क्या है?

जैवभार जीवित अथवा हाल में जीवित रहे जीवों से प्राप्त पदार्थों को कहा जाता है। इसमें अनेक प्रकार के कृषि अवशेष और अन्य जैविक सामग्री शामिल हो सकती है।

कुछ ईंधनों, रसायनों और औद्योगिक उत्पादों के निर्माण में जैवभार का उपयोग किया जा सकता है। हालांकि जैवभार आधारित प्रत्येक प्रक्रिया अपने आप पर्यावरण के लिए लाभकारी नहीं होती। उसका प्रभाव संसाधनों की प्राप्ति, भूमि उपयोग, ऊर्जा आवश्यकता और अन्य परिस्थितियों पर निर्भर करता है।

चक्रीय अर्थव्यवस्था से संबंध

चक्रीय अर्थव्यवस्था में संसाधनों का अधिक दक्ष उपयोग, अनावश्यक अपशिष्ट में कमी और उपयोगी पदार्थों से पुनः मूल्य प्राप्त करने पर बल दिया जाता है।

जैव आधारित विनिर्माण संसाधनों के विविधीकरण में योगदान दे सकता है। लेकिन इसके पर्यावरणीय प्रभाव का मूल्यांकन उत्पाद के पूरे जीवन चक्र में करना आवश्यक है।

कृषि उत्पादन, औद्योगिक प्रसंस्करण, परिवहन और अंतिम निपटान, सभी चरण पर्यावरण को प्रभावित कर सकते हैं।

जीवन चक्र मूल्यांकन

जीवन चक्र मूल्यांकन ऐसी विधि है जिसमें किसी उत्पाद के कच्चे माल की प्राप्ति से लेकर निर्माण, उपयोग और अंतिम निपटान तक विभिन्न चरणों के पर्यावरणीय प्रभावों का अध्ययन किया जाता है।

इसमें हरितगृह गैस उत्सर्जन, जल उपयोग, ऊर्जा खपत और अपशिष्ट प्रबंधन जैसे कारकों की तुलना की जा सकती है।

किसी उत्पाद का जैव आधारित होना अपने आप यह सिद्ध नहीं करता कि उसका कुल पर्यावरणीय प्रभाव प्रत्येक पारंपरिक विकल्प से कम होगा।

रोजगार और कौशल विकास

उन्नत जैव विनिर्माण से वैज्ञानिकों, अभियंताओं, तकनीशियनों, गुणवत्ता नियंत्रण विशेषज्ञों और प्रशिक्षित औद्योगिक कर्मचारियों की मांग उत्पन्न हो सकती है।

प्रस्तावित अनुसंधान इकाई से उद्योग, शैक्षणिक संस्थानों और शोधकर्ताओं के बीच सहयोग तथा प्रशिक्षण को भी सहायता मिलने की अपेक्षा है।

संभावित रोजगार अवसरों को पहले से सृजित नौकरियों की संख्या नहीं मानना चाहिए।

स्वदेशी तकनीक और औद्योगिक प्रतिस्पर्धा

मंत्रालय ने इस परियोजना को जैव प्रौद्योगिकी और उन्नत पदार्थों के क्षेत्र में घरेलू क्षमताओं को मजबूत करने से जोड़ा।

भारत में उत्पादन प्रक्रियाओं का ज्ञान और विनिर्माण विशेषज्ञता विकसित होने से आयातित तकनीकों पर निर्भरता कम करने तथा नई औद्योगिक मूल्य शृंखलाएं विकसित करने में सहायता मिल सकती है।

व्यावसायिक सफलता उत्पाद की गुणवत्ता, उत्पादन लागत, बाजार की स्वीकार्यता और तकनीक को बड़े पैमाने पर लागू करने की क्षमता पर निर्भर करेगी।
