Why is India's Net Zero Portal in News?
On 16 September 2026, Union Minister of State for Environment, Forest and Climate Change Kirti Vardhan Singh launched India's Net Zero Portal and the National Action Plan on Climate Change Dashboard in Mumbai on the occasion of World Ozone Day.
The two platforms are intended to strengthen transparency, coordination and evidence-based climate action in India.
What is the Net Zero Portal?
The Net Zero Portal is a centralised digital platform through which Indian entities from different sectors can voluntarily register and disclose their net-zero commitments.
Participating organisations can disclose greenhouse-gas emissions, declare their net-zero targets and provide annual updates on progress.
What Does Net Zero Mean?
Net zero refers to achieving a balance between greenhouse gases emitted into the atmosphere and greenhouse gases removed from it over a specified period.
It does not necessarily mean that every activity produces absolutely zero emissions. Residual emissions may remain, but they must be balanced through credible removals while gross emissions are reduced as deeply as feasible.
Scope 1 Emissions
Scope 1 refers to direct greenhouse-gas emissions from sources owned or controlled by an organisation. Examples can include emissions from company-owned industrial facilities, boilers or vehicles.
Scope 2 Emissions
Scope 2 generally refers to indirect emissions associated with purchased energy, particularly electricity, steam, heating or cooling consumed by an organisation.
Scope 3 Emissions
Scope 3 covers other indirect emissions occurring across an organisation's value chain. These can arise from purchased goods, transportation, business travel, use of sold products and other upstream or downstream activities.
According to the Government's framework for the new portal, participating entities are encouraged to report Scope 1 and Scope 2 emissions, while Scope 3 reporting remains voluntary.
How Can Organisations Reach Net Zero?
The portal allows entities to describe pathways toward their targets. Such pathways may include clean-energy transition, energy efficiency, technological changes and carbon removals, depending on the organisation and sector.
A credible long-term strategy generally requires measurable emission reductions rather than relying exclusively on compensatory mechanisms.
Annual Progress Updates
Participating organisations can provide annual progress updates. Regular reporting is important because a distant target alone does not reveal whether an organisation is actually reducing emissions over time.
Public Disclosure
Declarations made by participating entities can create a consolidated repository of voluntary net-zero actions in India.
The Ministry has stated that entities successfully declaring their targets will receive an acknowledgement from the Ministry of Environment, Forest and Climate Change.
What is the NAPCC Dashboard?
The National Action Plan on Climate Change Dashboard is a digital monitoring platform that provides a consolidated view of implementation and progress across National Missions operating under the NAPCC.
It brings mission-related information and identified indicators onto a common platform.
Why is the Dashboard Important?
Climate policy involves several Ministries and sectors. A common monitoring platform can improve coordination and make it easier to compare progress against identified indicators.
The Government expects the dashboard to help identify implementation gaps, support evidence-based assessments and strengthen links between domestic climate action and India's international commitments.
What is NAPCC?
The National Action Plan on Climate Change was launched in 2008 as a broad framework for India's climate-related policies and actions.
It originally identified eight National Missions covering major areas such as solar energy, energy efficiency, sustainable habitat, water, the Himalayan ecosystem, Green India, sustainable agriculture and strategic knowledge for climate change.

India has announced a national target of achieving net-zero greenhouse-gas emissions by 2070.

Net Zero का अर्थ क्या है?
शुद्ध-शून्य का अर्थ किसी निर्धारित अवधि में वातावरण में छोड़ी गई हरितगृह गैसों और वातावरण से हटाई गई हरितगृह गैसों के बीच संतुलन स्थापित करना है।
इसका अर्थ यह नहीं है कि प्रत्येक गतिविधि से उत्सर्जन पूर्णतः समाप्त हो जाए। पहले उत्सर्जन को यथासंभव कम किया जाता है और शेष उत्सर्जन को विश्वसनीय कार्बन निष्कासन उपायों से संतुलित किया जा सकता है।
Scope 1 उत्सर्जन
Scope 1 में किसी संस्था के स्वामित्व अथवा प्रत्यक्ष नियंत्रण वाले स्रोतों से होने वाला उत्सर्जन शामिल होता है। उदाहरण के लिए संस्था के अपने कारखाने, बॉयलर अथवा वाहन से होने वाला उत्सर्जन।
Scope 2 उत्सर्जन
Scope 2 में संस्था द्वारा खरीदी और उपयोग की गई बिजली, भाप, ताप अथवा शीतलन ऊर्जा से संबंधित अप्रत्यक्ष उत्सर्जन शामिल होता है।
Scope 3 उत्सर्जन
Scope 3 में संस्था की व्यापक मूल्य श्रृंखला से होने वाले अन्य अप्रत्यक्ष उत्सर्जन शामिल होते हैं। इनमें खरीदी गई वस्तुएं, परिवहन, व्यावसायिक यात्राएं और बेचे गए उत्पादों के उपयोग से संबंधित उत्सर्जन शामिल हो सकते हैं।
सरकारी व्यवस्था के अनुसार भाग लेने वाली संस्थाओं को Scope 1 और Scope 2 उत्सर्जन की जानकारी देने के लिए प्रोत्साहित किया गया है, जबकि Scope 3 की जानकारी देना स्वैच्छिक है।

National Action Plan on Climate Change Dashboard एक डिजिटल निगरानी मंच है जो NAPCC के अंतर्गत संचालित राष्ट्रीय जलवायु मिशनों की प्रगति की समेकित जानकारी प्रदान करता है।
यह विभिन्न मिशनों से संबंधित सूचनाओं और निर्धारित संकेतकों को एक साझा मंच पर लाता है।
Dashboard क्यों महत्वपूर्ण है?
