Why is the India Electric Mobility Index in News?

NITI Aayog scheduled the launch of the India Electric Mobility Index 2025 on 16 September 2026 during a NITI-State Workshop Series event at Vigyan Bhawan, New Delhi.

The workshop is titled 'State EV Policies: Review & Recalibrate' and brings together States, Union Territories and other stakeholders to examine India's changing electric-mobility landscape and discuss how State EV policies can be strengthened.

What is the India Electric Mobility Index?

The India Electric Mobility Index, or IEMI, is a government initiative developed to assess the progress of States and Union Territories in building an electric-mobility ecosystem.

Rather than examining only the number of electric vehicles sold, the framework considers the wider conditions required for a successful transition, including vehicle adoption, charging infrastructure, policy support and innovation.

Why is a State-Level Index Needed?

Transport is primarily experienced at the State and city level. Vehicle registration, public transport, urban planning, charging infrastructure, electricity distribution and many incentives involve State governments or local authorities.

As a result, India's national transition toward electric mobility depends heavily on effective implementation at the subnational level.

Competitive Federalism

IEMI also reflects the principle of competitive federalism. By comparing performance across States and Union Territories, an index can encourage governments to identify gaps, study successful policies elsewhere and improve their own programmes.

At the same time, the index can promote cooperative federalism by facilitating exchange of good practices among governments.

What Does IEMI Measure?

The earlier IEMI framework tracked States and Union Territories through multiple indicators across major dimensions of the EV ecosystem. These included progress in transport electrification, readiness of charging infrastructure and development of the wider electric-mobility innovation ecosystem.

The framework uses government and open datasets to provide a structured comparison of progress.

Electric Vehicle Penetration

EV penetration broadly refers to the share of electric vehicles in the vehicle market or registered vehicle fleet, depending on the indicator being used.

Higher penetration suggests that electric vehicles are becoming a more significant part of mobility, but adoption alone does not guarantee a complete EV ecosystem.

Charging Infrastructure

Reliable charging infrastructure is essential for electric mobility. Consumers are more likely to adopt EVs when they have confidence that vehicles can be charged conveniently at homes, workplaces, highways and public locations.

Charging networks must also be integrated with electricity-distribution systems so that growing demand can be managed efficiently.

Role of State EV Policies

State EV policies can contain measures such as purchase incentives, road-tax or registration benefits, charging-infrastructure support, manufacturing incentives, research programmes, skill development and electrification of public transport.

Different States may adopt different approaches depending on their economic structure, transport requirements and fiscal capacity.

Why Review and Recalibrate EV Policies?

Electric mobility is changing rapidly. Battery prices, vehicle technology, charging standards, consumer preferences and manufacturing capabilities continue to evolve.

Policies designed several years earlier may therefore need revision to reflect current market conditions and ensure that public support addresses the most important remaining barriers.

PM E-DRIVE Scheme

At the national level, PM Electric Drive Revolution in Innovative Vehicle Enhancement, or PM E-DRIVE, is an important programme supporting India's electric-mobility transition.

The scheme supports areas including electric vehicles, charging infrastructure and development of a broader domestic EV ecosystem.

Advanced Chemistry Cell Batteries

Batteries are among the most important components of electric vehicles. India is promoting domestic manufacturing of Advanced Chemistry Cells to reduce dependence on imported battery technologies and strengthen the domestic supply chain.

Battery Recycling

As EV adoption increases, management of used batteries becomes increasingly important. Batteries contain valuable materials such as lithium, nickel, cobalt, copper and other metals depending on their chemistry.

Recycling can recover valuable materials, reduce waste and decrease pressure on primary mineral resources.

Electric Mobility and Air Pollution

Battery-electric vehicles have no tailpipe emissions. Their wider environmental benefit depends on factors including the source of electricity, manufacturing processes, vehicle utilisation and battery lifecycle.

Electrification can be particularly useful for reducing local tailpipe pollution in densely populated urban areas.

Electric Mobility and Climate Change

Road transport is a significant source of greenhouse-gas emissions. Electrification combined with increasing renewable electricity can help reduce emissions from transport over time.

This connects electric mobility with India's wider energy-transition and climate objectives.

India's Net-Zero Target

India has announced a target of achieving net-zero greenhouse-gas emissions by 2070. Cleaner transport, renewable energy, energy efficiency, green hydrogen and other technologies form different parts of the long-term transition.

What is NITI Aayog?

NITI Aayog is the Government of India's public-policy institution and think tank. It was established on 1 January 2015 and replaced the Planning Commission.

It promotes cooperative and competitive federalism and works with Central Ministries, States and Union Territories on development policy.

IEMI प्रतिस्पर्धी संघवाद की अवधारणा को भी बढ़ावा देता है। राज्यों और केंद्रशासित प्रदेशों के प्रदर्शन की तुलना से सरकारों को अपनी कमियों की पहचान करने और दूसरे राज्यों की सफल नीतियों से सीखने का अवसर मिलता है।

सफल उपायों के आदान-प्रदान से सहकारी संघवाद को भी मजबूती मिल सकती है।

IEMI किन क्षेत्रों का आकलन करता है?

पूर्ववर्ती IEMI व्यवस्था में विद्युत परिवहन के कई आयामों से संबंधित संकेतकों का उपयोग किया गया। इनमें परिवहन का विद्युतीकरण, चार्जिंग आधारभूत संरचना की तैयारी और व्यापक विद्युत परिवहन नवाचार व्यवस्था शामिल थी।

इसमें सरकारी और खुले आंकड़ों का उपयोग करके राज्यों की प्रगति का तुलनात्मक अध्ययन किया जाता है।

विद्युत वाहन प्रसार

विद्युत वाहन प्रसार से सामान्यतः कुल वाहन बाजार अथवा पंजीकृत वाहनों में विद्युत वाहनों की हिस्सेदारी का संकेत मिलता है।

अधिक हिस्सेदारी विद्युत वाहनों के बढ़ते उपयोग को दर्शाती है, लेकिन केवल वाहन बिक्री से संपूर्ण विद्युत परिवहन व्यवस्था विकसित नहीं होती।

चार्जिंग आधारभूत संरचना

विश्वसनीय चार्जिंग व्यवस्था विद्युत वाहनों के व्यापक उपयोग के लिए आवश्यक है। घर, कार्यस्थल, राजमार्ग और सार्वजनिक स्थानों पर पर्याप्त चार्जिंग सुविधा होने से उपभोक्ताओं का विश्वास बढ़ता है।

बढ़ती बिजली मांग को संभालने के लिए चार्जिंग केंद्रों का बिजली वितरण व्यवस्था के साथ उचित समन्वय भी आवश्यक है।

राज्य EV नीतियों की भूमिका

राज्य स्तरीय विद्युत वाहन नीतियों में खरीद प्रोत्साहन, पथकर अथवा पंजीकरण शुल्क में राहत, चार्जिंग केंद्रों के लिए सहायता, विनिर्माण प्रोत्साहन, अनुसंधान, कौशल विकास और सार्वजनिक परिवहन के विद्युतीकरण जैसे उपाय शामिल हो सकते हैं।

Battery technology, charging standards, vehicle technology, manufacturing और consumer preferences तेजी से बदल रहे हैं।

Battery विद्युत वाहन के सबसे महत्वपूर्ण घटकों में से एक है। भारत Advanced Chemistry Cells के घरेलू विनिर्माण को बढ़ावा दे रहा है ताकि आयात पर निर्भरता घटाई जा सके और घरेलू आपूर्ति श्रृंखला मजबूत हो।

Battery Recycling
