Why in News?

On 16 October 2026, the Indian Navy commissioned INS Samarthak, its first indigenous Multi-Purpose Vessel, at Karwar in Karnataka. The commissioning ceremony was presided over by Vice-President of India C. P. Radhakrishnan in the presence of Chief of the Naval Staff Admiral Krishna Swaminathan.

Designed and constructed by Larsen and Toubro Shipyard, INS Samarthak is an important achievement in India's indigenous shipbuilding programme. The Ministry of Defence described it as the first major warship built by an Indian private shipyard.

The vessel contains more than 75% indigenous content and has been designed to support a wide range of maritime, developmental and testing activities.

What Is INS Samarthak?

INS Samarthak is the Indian Navy's first-of-class Multi-Purpose Vessel, commonly abbreviated MPV. Unlike a ship designed primarily for one specialised combat role, a multi-purpose vessel is intended to perform several operational and support functions.

INS Samarthak is particularly important as a platform for the testing and evaluation of indigenous naval weapons, sensors and emerging technologies. It can also undertake maritime surveillance, reconnaissance, offshore patrols and humanitarian assistance operations.

Commissioning Date and Location

The ship was commissioned on 16 October 2026 at Karwar, Karnataka. Karwar is an important naval location on India's western coast along the Arabian Sea.

The commissioning ceremony marked the vessel's formal induction into the Indian Navy. This should be distinguished from the earlier launch of the vessel during its construction.

Who Commissioned INS Samarthak?

The ceremony was presided over by Vice-President C. P. Radhakrishnan. Chief of the Naval Staff Admiral Krishna Swaminathan attended the ceremony.

Senior naval and defence officials, representatives of Larsen and Toubro and original equipment manufacturers associated with indigenous equipment were also present.

Who Built INS Samarthak?

INS Samarthak was designed and constructed by Larsen and Toubro Shipyard, an Indian private-sector shipbuilding organisation.

The Ministry of Defence highlighted the commissioning as a major achievement for the country's private shipbuilding industry.

The project demonstrates the role that private industrial enterprises can play in developing complex naval platforms for India's defence requirements.

Where Was the Ship Built?

The vessel was built by Larsen and Toubro at its Kattupalli shipyard in Tamil Nadu. Its construction is associated with the Government of India's Make in India initiative.

Students should distinguish the construction location, Kattupalli in Tamil Nadu, from the commissioning location, Karwar in Karnataka.

First of Its Class

INS Samarthak is the first vessel of its class. The Ministry of Defence's earlier announcement identified it as the first of two Multi-Purpose Vessels being inducted under the project.

The term first-of-class means that a vessel is the first completed and inducted example of a particular class or design.

Indigenous Content

According to the official commissioning announcement, INS Samarthak incorporates more than 75% indigenous content.

Indigenous content refers to the domestic contribution to a defence platform under the applicable assessment framework. It is an important indicator of participation by Indian manufacturers and technology providers.

The announcement does not provide a component-by-component percentage breakdown, so the verified examination figure is more than 75%.

Why Is Private-Sector Shipbuilding Important?

Naval shipbuilding requires advanced engineering, skilled workers, specialised equipment and coordination among numerous suppliers.

Participation by private shipyards can expand India's industrial capacity and create additional opportunities for innovation, manufacturing and technology development.

The Ministry of Defence specifically described INS Samarthak as a milestone in the growing capability of India's private shipbuilding industry.

What Is a Multi-Purpose Vessel?

A Multi-Purpose Vessel is designed to support different missions instead of being restricted to a single specialised function.

Depending on its design and equipment, such a vessel may assist with patrols, surveillance, equipment trials, disaster response and other authorised naval activities.

INS Samarthak has been designed with versatility and adaptability to undertake both operational and developmental tasks.

Primary Role: Trials and Evaluation

One of the most important roles of INS Samarthak is supporting the testing and evaluation of new naval technologies.

Weapons, sensors and other systems often require trials in realistic maritime conditions before they can be considered ready for wider operational use.

A dedicated trials platform can help the Navy and domestic industry gather technical information and improve emerging equipment.

Testing Indigenous Weapons

INS Samarthak strengthens the Indian Navy's ability to test and train with weapons developed by domestic industry.

Testing may involve evaluating system performance, integration and operational suitability under appropriate conditions.

The official announcement does not identify a particular newly tested missile or weapon system, so no specific test outcome should be attributed to the commissioning.

Testing Naval Sensors

Naval sensors are systems that collect information about the surrounding maritime environment.

Depending on their design, sensors may support navigation, surveillance, detection and other operational requirements.

INS Samarthak can serve as a platform for evaluating indigenous sensors, helping connect domestic research and manufacturing with naval requirements.

Support for Unmanned Systems

The Ministry of Defence's pre-commissioning announcement identified the vessel's potential role as a mothership for unmanned or autonomous systems.

A mothership can support the operation, deployment or recovery of smaller platforms, depending on the systems and equipment involved.

This capability is relevant to emerging maritime technologies, including remotely operated and autonomous vehicles.

What Are Unmanned Maritime Systems?

Unmanned maritime systems are platforms that can operate without a crew physically aboard the vehicle.

They may be remotely controlled or incorporate different levels of autonomous functionality.

Potential applications include maritime observation, scientific research, equipment testing and certain naval tasks. Their specific use depends on technical capability and operational authorisation.

Maritime Surveillance and Reconnaissance

INS Samarthak is capable of maritime surveillance and reconnaissance.

Surveillance involves monitoring activities and conditions over time, while reconnaissance generally refers to gathering information relevant to a particular area or objective.

These capabilities can contribute to maritime awareness and support naval decision-making.

Offshore Patrolling

Offshore patrols involve naval activity in maritime areas away from the immediate coastline.

Patrol missions may support monitoring, presence and other authorised maritime security responsibilities.

The Ministry of Defence identified offshore patrolling among INS Samarthak's capabilities.

Low-Intensity Maritime Operations

The pre-commissioning announcement stated that INS Samarthak can undertake Low Intensity Maritime Operations, abbreviated LIMO.

These generally concern maritime tasks that do not involve sustained high-intensity naval combat.

The precise scope of an operation depends on the mission and applicable instructions.

Humanitarian Assistance and Disaster Relief

INS Samarthak can support Humanitarian Assistance and Disaster Relief operations, abbreviated HADR.

Such operations may involve helping communities affected by cyclones, floods or other emergencies and supporting the movement of essential supplies or assistance.

Multi-purpose vessels can be useful because their flexible design may allow them to support different emergency requirements.

Potential Hospital-Support Role

The Ministry of Defence's earlier announcement identified the vessel's ability to be converted into a limited hospital ship as one of its potential functions.

This should not be confused with a claim that INS Samarthak is permanently equipped or operating as a full hospital ship.

The announcement establishes the potential for a limited conversion role, not the completion of such a conversion.

Salvage Support

Salvage operations involve efforts to recover or assist vessels and equipment affected by maritime incidents.

Such activities may require specialised equipment, technical planning and coordination.

The pre-commissioning announcement identified salvage-related operations among the vessel's possible roles.

Target Deployment and Recovery

INS Samarthak is intended to support target deployment and trials-related activities.

Naval training and testing can require suitable targets or equipment to be positioned and recovered under controlled conditions.

Such capabilities support the evaluation of systems without requiring every frontline combat vessel to serve as a dedicated testing platform.

Modular Construction

The commissioning announcement states that INS Samarthak incorporates extensive modular construction.

Modular construction involves producing sections or assemblies separately and integrating them during the shipbuilding process.

When appropriately managed, this approach can improve production efficiency and support more organised construction activities.

What Is Pre-Outfitting?

Pre-outfitting refers to installing certain equipment, systems or fittings into ship sections before final assembly.

This can make some construction activities more efficient by allowing work to be completed when areas are easier to access.

The Ministry of Defence highlighted modular construction and pre-outfitting as methods that helped optimise INS Samarthak's construction process and timelines.

Integrated Combat Systems

The pre-commissioning release stated that the vessel's integrated combat suite combines indigenous sensors, weapons and electronic systems optimised for maritime conditions.

Integration is important because different onboard systems must exchange information and function together.

The official sources do not provide a complete public inventory of the ship's weapons or electronic equipment.

Dimensions and Speed

The Ministry of Defence's 2024 launch announcement reported that the Multi-Purpose Vessels were designed to be approximately 106 metres long and 16.8 metres wide, with a maximum speed of 15 knots.

A knot is a unit of speed equal to one nautical mile per hour. These figures describe the vessel project as reported in the earlier official release.

Meaning of the Name Samarthak

The official commissioning release explained Samarthak as meaning 'The Proponent'. The name reflects the vessel's role as a dependable platform supporting different missions.

The ship's motto is 'विजयार्थम् एकनिष्ठता', translated in the official pre-commissioning announcement as 'Victory is Our Sole Aim'.

Ship's Crest

According to the Ministry of Defence's pre-commissioning release, the ship's crest features an Indian elephant emerging from the waves.

The elephant symbolises strength, intelligence and agility.

Such crests form part of naval traditions and help express the identity and values associated with individual ships.

Difference Between Launching and Commissioning

A ship's launch and commissioning are different stages of its development.

Launching generally marks the vessel's entry into the water during construction. Commissioning marks its formal induction into naval service.

Samarthak was launched on 14 October 2024 and commissioned as INS Samarthak on 16 October 2026. Both dates are important for competitive examinations.

Construction Contract

The Ministry of Defence's 2024 announcement states that the contract for two Multi-Purpose Vessels was signed with Larsen and Toubro Shipyard on 25 March 2022.

The contract and subsequent construction activities form part of India's efforts to expand domestic naval shipbuilding capability.

What Is Make in India?

Make in India is a Government of India initiative intended to encourage manufacturing and investment in domestic production.

In the defence sector, domestic manufacturing can contribute to industrial capabilities, supply-chain development and technical expertise.

INS Samarthak was built under the Make in India framework.

What Is Atmanirbhar Bharat in Defence?

Atmanirbhar Bharat in defence seeks to strengthen India's ability to design, manufacture, maintain and develop important military equipment domestically.

Greater domestic capability can support technological expertise and reduce dependence on external suppliers in selected areas.

INS Samarthak demonstrates the contribution of domestic industry to India's naval modernisation efforts.

Importance for the Indian Ocean Region

The Indian Ocean Region contains important maritime trade routes and is strategically relevant to India's security and international connectivity.

Naval platforms capable of surveillance, patrols, testing and disaster response can contribute to a wider range of maritime responsibilities.

The commissioning announcement connects INS Samarthak with India's commitment to maritime security, regional stability and cooperation in the Indian Ocean Region.

Economic and Industrial Significance

The Ministry of Defence stated that the project contributed to employment generation, capability development and the domestic economy.

Shipbuilding involves design, fabrication, electronics, mechanical systems and many specialised industrial services.

The official commissioning release does not quantify the number of jobs created or the total economic contribution, so unsupported numerical estimates should not be added.

Why Is This Important for Students?

INS Samarthak connects several important examination themes: indigenous defence manufacturing, the role of private shipyards, naval modernisation, maritime security and emerging technologies.

It also illustrates the distinction between a frontline vessel intended for specialised warfare and a versatile platform supporting testing, development and multiple operational tasks.
