Why in News?
On 21 September 2026, the Ministry of Skill Development and Entrepreneurship announced that its National Steering Committee had approved a Strategic Investment Plan of ₹320 crore for the Kurukshetra Industrial Training Institute cluster in Haryana under the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs scheme, commonly known as PM-SETU.
The decision is significant because it brings the cumulative approved investment under PM-SETU to ₹2,491 crore across 10 ITI clusters. The Kurukshetra project aims to modernise seven government Industrial Training Institutes through improved infrastructure, updated equipment, industry participation and employment-oriented training.
What is PM-SETU?
PM-SETU stands for Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs. It is a Government of India initiative designed to improve the quality, relevance and outcomes of vocational education and training.
The scheme has a total outlay of ₹60,000 crore and envisages upgrading 1,000 government ITIs through an industry-led Hub-and-Spoke model. These institutions are organised into 200 Hub ITIs and 800 Spoke ITIs. The programme also provides for strengthening five National Skill Training Institutes.
Kurukshetra Cluster Approval
The National Steering Committee approved ₹320 crore for the Kurukshetra ITI cluster. Jindal Naveen Avsar Limited will work with the Government of Haryana as the Anchor Industry Partner. The approval concerns a strategic investment plan; it does not mean that the entire amount has already been spent or that the proposed upgrades are complete.
Seven ITIs Covered
The cluster comprises one Hub ITI and six Spoke ITIs.
Hub: Government ITI, Kurukshetra.

Understanding the Hub-and-Spoke Model
The Hub-and-Spoke model is an organisational arrangement in which a central institution supports a network of associated institutions. Under PM-SETU, Hub ITIs are intended to provide stronger training infrastructure and specialised capabilities, while Spoke ITIs participate in a wider shared training ecosystem.
The model can reduce duplication of expensive equipment and support more coordinated delivery of vocational education. Its effectiveness depends on accessibility, scheduling, institutional coordination and the actual availability of training resources.
What is an Industrial Training Institute?
An Industrial Training Institute is a vocational training institution that provides practical and technical education in designated trades. ITIs help learners develop occupation-specific competencies needed in manufacturing, maintenance, construction, electrical work, mechanical trades and other sectors.
Vocational education differs from purely academic education because it places particular emphasis on practical occupational skills and workplace readiness.
Why Are ITIs Being Upgraded?
Technology used in industry changes over time. Training programmes must therefore update their laboratories, machinery, tools, curricula and teaching methods to remain relevant.
Modernisation can help bridge the gap between what students learn and the competencies employers expect. However, improved facilities alone cannot guarantee employment; effective teaching, industry demand, apprenticeships and placement support also matter.
Role of the Anchor Industry Partner
Jindal Naveen Avsar Limited has been identified as the Anchor Industry Partner for the Kurukshetra cluster. Under PM-SETU, industry partners are expected to contribute to curriculum development, infrastructure enhancement, training delivery, faculty engagement, apprenticeships, industrial exposure and placement support.
Industry involvement is intended to make vocational training more responsive to current workplace requirements rather than relying exclusively on traditional classroom instruction.
Industry-Government Cooperation
The proposed arrangement combines government educational institutions with private-sector knowledge of manufacturing processes, technical standards and workforce needs.
Such partnerships can help institutions identify emerging skill requirements, although appropriate governance and public accountability remain essential to ensure that training continues to serve students and wider development priorities.
Connection with Odisha
The Ministry stated that Jindal Naveen Avsar Limited is also associated with the Barbil ITI cluster in Odisha. A Strategic Investment Plan of ₹240 crore has been approved for that cluster.
This demonstrates the involvement of the same industry partner in more than one PM-SETU cluster. The ₹240 crore Barbil approval should not be confused with the ₹320 crore Kurukshetra approval.
National Investment Progress
With the Kurukshetra decision, cumulative approved investment under PM-SETU reached ₹2,491 crore across 10 ITI clusters. This figure represents approved investment associated with those clusters, not the scheme's total national outlay.
The full PM-SETU scheme outlay is ₹60,000 crore. Students should distinguish the overall programme outlay from approvals announced for particular clusters.
Five National Skill Training Institutes
In addition to the planned upgrading of 1,000 government ITIs, PM-SETU includes capacity enhancement of five National Skill Training Institutes. The programme provides for sector-specific National Centres of Excellence and stronger training-of-trainers capabilities.
Training instructors is important because even modern laboratories cannot deliver high-quality education without appropriately skilled teaching personnel.
What is Training of Trainers?
Training of trainers refers to programmes that develop the technical, instructional and assessment capabilities of teachers and instructors. In vocational education, instructors must understand both the relevant technology and effective methods of teaching practical skills.
Apprenticeships and Employability
Apprenticeships combine practical workplace exposure with structured learning. They can help trainees understand industrial processes, workplace discipline, occupational safety and the application of theoretical knowledge.

पीएम-सेतु क्या है?

औद्योगिक प्रशिक्षण संस्थान क्या है?
औद्योगिक प्रशिक्षण संस्थान ऐसे शिक्षण संस्थान हैं जहां विद्यार्थियों को विभिन्न व्यवसायों और तकनीकी कार्यों से संबंधित व्यावहारिक प्रशिक्षण दिया जाता है।
इनमें विनिर्माण, मशीन रखरखाव, विद्युत कार्य, यांत्रिक व्यवसाय और अन्य औद्योगिक क्षेत्रों के लिए आवश्यक कौशल विकसित किए जाते हैं।
व्यावसायिक शिक्षा का विशेष महत्व इसलिए है क्योंकि यह केवल सैद्धांतिक ज्ञान नहीं, बल्कि वास्तविक कार्यस्थल पर उपयोग होने वाली दक्षताओं पर भी ध्यान देती है।
संस्थानों का उन्नयन क्यों आवश्यक है?
उद्योगों में उपयोग होने वाली तकनीक समय के साथ बदलती रहती है। इसलिए प्रशिक्षण संस्थानों की प्रयोगशालाओं, मशीनों, उपकरणों, पाठ्यक्रमों और शिक्षण विधियों को भी आधुनिक बनाना आवश्यक है।

ओडिशा के बारबिल समूह से संबंध
मंत्रालय के अनुसार जिंदल नवीन अवसर लिमिटेड ओडिशा के बारबिल औद्योगिक प्रशिक्षण संस्थान समूह से भी जुड़ी हुई है। उस समूह के लिए ₹240 करोड़ की रणनीतिक निवेश योजना स्वीकृत है।
कुरुक्षेत्र के ₹320 करोड़ और बारबिल के ₹240 करोड़ को अलग-अलग परियोजनाओं के आंकड़ों के रूप में याद रखना चाहिए।
राष्ट्रीय स्तर पर निवेश की प्रगति
कुरुक्षेत्र समूह की मंजूरी के बाद पीएम-सेतु के अंतर्गत 10 संस्थान समूहों में कुल स्वीकृत निवेश ₹2,491 करोड़ हो गया।

प्रशिक्षकों का प्रशिक्षण
प्रशिक्षकों का प्रशिक्षण ऐसी प्रक्रिया है जिसमें शिक्षकों और अनुदेशकों की तकनीकी जानकारी, शिक्षण विधियों तथा मूल्यांकन क्षमताओं को विकसित किया जाता है।
व्यावसायिक शिक्षा में प्रशिक्षकों को संबंधित तकनीक के साथ व्यावहारिक कौशल सिखाने की प्रभावी विधियों का ज्ञान होना आवश्यक है।
प्रशिक्षुता और रोजगारयोग्यता

यह तकनीकी शिक्षा और श्रम बाजार में महिलाओं की भागीदारी के दृष्टिकोण से महत्वपूर्ण है।

भविष्य के लिए तैयार कौशल का अर्थ तकनीकी और औद्योगिक परिवर्तनों के अनुसार ज्ञान और दक्षताओं को लगातार विकसित करना है। इसका अर्थ प्रत्येक प्रशिक्षु को तत्काल रोजगार मिलने की गारंटी नहीं है।
