Why is Government Borrowing in News?
Under the Government of India's market-borrowing calendar, dated securities worth ₹28,000 crore are scheduled during the week of 14-18 September 2026. The planned borrowing consists of ₹17,000 crore through a 15-year security and ₹11,000 crore through a 50-year security.
The borrowing calendar is important for understanding how the Union Government finances a part of its fiscal deficit through the domestic bond market.
What Are Government Securities?
Government Securities, commonly called G-Secs, are debt instruments issued by the Central Government or State Governments to borrow money from investors.
They represent a contractual obligation of the government to repay the principal and, in the case of coupon-bearing securities, make periodic interest payments.
What Are Dated Government Securities?
Dated securities are long-term government bonds with a specified maturity date. Their maturity generally exceeds one year.
For example, a 15-year government security matures 15 years after its issuance, while a 50-year bond is a very long-term borrowing instrument.
₹28,000 Crore Weekly Borrowing
For the week of 14-18 September 2026, the borrowing calendar provides for ₹28,000 crore in total issuance.
Of this, ₹17,000 crore is scheduled through a 15-year security and ₹11,000 crore through a 50-year security.
Why Does the Government Borrow?
A government borrows when its expenditure exceeds its non-borrowed receipts such as tax and non-tax revenue.
Borrowing can finance infrastructure, welfare programmes and other expenditure, but excessive debt can increase future interest obligations.
Fiscal Deficit
Fiscal deficit broadly represents the gap between the government's total expenditure and its total receipts excluding borrowings.
Government market borrowing is one of the principal ways of financing this gap.
Role of the Reserve Bank of India
The Reserve Bank of India manages government debt operations and conducts auctions of government securities on behalf of the Government of India.
RBI therefore acts as the government's debt manager in the domestic market.
How Are G-Secs Sold?
Government securities are generally issued through auctions conducted by RBI. Banks, primary dealers, insurance companies, mutual funds and other investors participate in these auctions.
Retail investors can also participate through specified mechanisms including RBI Retail Direct.
Non-Competitive Bidding
The government's borrowing calendar provides a non-competitive bidding facility in which 5% of the notified amount is reserved for specified eligible investors.
This mechanism allows smaller investors to participate without quoting a competitive yield.
What is a Bond Yield?
Bond yield represents the return an investor receives relative to the market price of a bond. Bond prices and yields generally move in opposite directions.
If the price of an existing bond falls, its effective yield rises, assuming its coupon payment remains unchanged.
Coupon Rate
The coupon rate is the stated rate of interest paid on the face value of a coupon-bearing government security.
Coupon and yield are not always the same because a bond can trade above or below its face value in the secondary market.
Long-Term 50-Year Government Bonds
A 50-year government bond allows the government to borrow for an exceptionally long period. Such securities may be attractive to institutions with long-term liabilities, including insurance and pension-sector investors.
Long maturities can help spread government refinancing requirements across time.
Greenshoe Option
The Government of India, in consultation with RBI, retains the flexibility to exercise a greenshoe option and accept additional subscriptions of up to ₹2,000 crore against individual securities covered by the calendar.
A greenshoe option therefore allows the government to raise somewhat more than the initially notified amount when market conditions warrant.
Government Securities and Monetary Policy
Government bond yields influence interest rates throughout the economy. Banks and companies often use government yields as reference benchmarks when pricing loans or corporate bonds.
Changes in expectations about inflation, fiscal borrowing and RBI policy can therefore affect G-Sec yields.

Government Securities
Dated Securities
Fiscal Deficit
Reserve Bank of India
G-Secs
Non-Competitive Bidding
Bond Yield
Coupon Rate
Government Bond
Greenshoe Option
Monetary Policy
