Role of the Ministry
The operational guidelines were notified by the Ministry of Ports, Shipping and Waterways on 27 December 2025. Union Minister Sarbananda Sonowal highlighted that the measures could revive shipbuilding activity, encourage investment and help India emerge as a major maritime nation.
