1. Introduction
The Indian monsoon is one of the most significant components of India's physical geography. It influences agriculture, water availability, food security, rural livelihoods, energy generation, urban infrastructure, biodiversity and the wider economy.
The term monsoon refers primarily to a seasonal reversal in prevailing wind direction, accompanied by a marked seasonal change in rainfall. In India, the southwest monsoon brings most of the annual rainfall to large parts of the country, while the northeast monsoon is particularly important for Tamil Nadu and adjoining southeastern regions.
For UPSC GS Paper 1, the monsoon should not be studied merely as a rainfall-producing phenomenon. It is a dynamic atmospheric system shaped by land–sea thermal contrast, pressure gradients, the migration of the Intertropical Convergence Zone, upper-air circulation, ocean temperatures, the Himalayas and interactions between the atmosphere and oceans.
2. Why Is the Indian Monsoon Important?
The monsoon influences both the natural environment and human society. Its arrival, distribution, intensity and withdrawal affect the timing of agricultural operations, reservoir storage, groundwater recharge, drinking-water supply and hydroelectric generation.
In a country with considerable dependence on rain-fed agriculture, monsoon variability can affect crop yields, agricultural wages, rural purchasing power and food prices. In cities, intense rainfall can expose deficiencies in drainage, land-use planning and the protection of wetlands.
The monsoon also shapes regional cultural practices, seasonal migration, traditional architecture, festivals and patterns of settlement.
3. What Causes the Monsoon?
The Indian monsoon develops through the interaction of several atmospheric and geographical factors. No single explanation is sufficient to account for all aspects of its behaviour.
3.1 Differential Heating of Land and Sea
During the Northern Hemisphere summer, the Indian landmass heats more rapidly than the surrounding oceans. This contributes to the development of relatively low pressure over the subcontinent and adjoining regions.
The surrounding oceanic areas remain comparatively cooler. Moist air is drawn towards the continental low-pressure region, and the resulting circulation contributes to summer monsoon rainfall.
During winter, the land cools more rapidly, and the seasonal pressure pattern changes. Winds over much of India become predominantly northeasterly.
3.2 Migration of the Intertropical Convergence Zone
The Intertropical Convergence Zone, or ITCZ, is a broad region of low pressure where the trade winds of the two hemispheres converge. It is associated with rising air, cloud formation and convection.
Its position shifts seasonally in response to the apparent movement of the Sun and other atmospheric and oceanic influences. During the Northern Hemisphere summer, the zone of intense tropical convergence shifts northward over South Asia.
Over the Indian subcontinent, the associated low-pressure zone is commonly discussed as the monsoon trough.
3.3 Cross-Equatorial Flow and the Coriolis Effect
Air from the Southern Hemisphere crosses the equator towards the low-pressure region over South Asia. As this flow moves northward, Earth's rotation influences its direction.
In the Northern Hemisphere, the Coriolis effect deflects moving air towards the right. This helps explain the southwesterly direction of the summer monsoon winds.
The Coriolis effect is zero at the equator and increases with latitude. It influences the direction of moving air but does not itself create the pressure difference that initiates the flow.
3.4 Tibetan Plateau and Himalayan Influence
The elevated Tibetan Plateau influences regional heating and atmospheric circulation during summer. The Himalayas form a major topographic barrier that modifies air movement and precipitation patterns.
The mountain system restricts the direct southward movement of very cold continental air in winter and helps shape the circulation associated with the summer monsoon.
When moisture-laden winds encounter mountain slopes, they may be forced to rise. Rising air cools, encouraging condensation and orographic rainfall.
3.5 Upper-Air Circulation and Jet Streams
Upper-air circulation is an important component of monsoon dynamics. The seasonal withdrawal of the subtropical westerly jet from its winter position south of the Himalayas is associated with the transition towards summer monsoon conditions.
The tropical easterly jet is another important feature of the summer monsoon circulation. Its presence is linked with the broader atmospheric conditions that support monsoon activity.
Jet streams should be understood as components of a larger circulation system rather than as independent explanations for every monsoon event.
4. The Two Major Branches of the Southwest Monsoon
The southwest monsoon is conventionally described in terms of the Arabian Sea branch and the Bay of Bengal branch.
4.1 Arabian Sea Branch
The Arabian Sea branch approaches India's western coast and encounters the Western Ghats. Moist air rises along the windward slopes, producing substantial orographic rainfall in many coastal and mountain areas.
The leeward interior of the peninsula receives less rainfall in many locations because the air has already lost part of its moisture and the terrain produces a rain-shadow effect.
However, actual rainfall varies with local relief, wind direction, synoptic systems and seasonal conditions.
4.2 Bay of Bengal Branch
The Bay of Bengal branch brings moisture towards eastern and northeastern India. The orientation of the hills in Meghalaya and adjoining areas can produce very high rainfall where moist air is forced upward.
Moisture-bearing winds and monsoon systems also move westward and northwestward across the Indo-Gangetic Plain, contributing to rainfall in northern India.
The two branches interact within the wider monsoon circulation. They should not be understood as two completely isolated wind systems.
5. Why Does India Receive Uneven Monsoon Rainfall?
Monsoon rainfall varies considerably across India because of relief, distance from the sea, prevailing wind direction, monsoon trough position and the movement of low-pressure systems.

UPSC analytical point: The same monsoon season can produce flooding in one region and rainfall deficiency in another. Therefore, national rainfall totals alone cannot fully describe local water security.
6. Onset and Withdrawal of the Southwest Monsoon
The southwest monsoon normally reaches Kerala around the beginning of June, although its actual onset varies from year to year. It subsequently advances across the subcontinent.
The onset of the monsoon is identified through a combination of meteorological indicators rather than rainfall on a single day alone. These include rainfall distribution, wind conditions and outgoing longwave radiation.
The withdrawal process generally begins from northwestern India around September and progresses across the country. The exact timing and spatial progression vary.
Important distinction: Onset, advancement and withdrawal describe the seasonal movement of the monsoon system. They do not guarantee uniform rainfall throughout the intervening period.
7. Active and Break Phases of the Monsoon
The southwest monsoon does not deliver rainfall continuously at the same intensity. It displays active and break phases.
During active phases, rainfall may become widespread or intense over important parts of the monsoon region. During break phases, rainfall over much of central India may weaken, while rainfall may increase along parts of the Himalayan foothills and northeastern regions.
These phases are associated with changes in the position and intensity of the monsoon trough, convection and large-scale atmospheric circulation.
A break in the monsoon does not mean that rainfall stops everywhere in India.
8. What Is ENSO?
The El Niño–Southern Oscillation, or ENSO, is a coupled ocean–atmosphere phenomenon centred in the tropical Pacific Ocean. It has three broad phases: El Niño, La Niña and ENSO-neutral conditions.
8.1 El Niño
El Niño is associated with unusually warm sea-surface temperatures in the central and eastern equatorial Pacific, along with corresponding atmospheric changes.
It can alter tropical convection and the Walker circulation. El Niño conditions are often associated with an increased risk of weaker Indian summer monsoon rainfall, but the relationship is not deterministic.
Not every El Niño year produces an Indian drought, and not every drought is caused by El Niño.
8.2 La Niña
La Niña is associated with unusually cool sea-surface temperatures in the central and eastern equatorial Pacific and corresponding atmospheric changes.
La Niña conditions can favour stronger Indian summer monsoon rainfall in some years, but local and regional outcomes depend on other influences as well.
8.3 ENSO-Neutral Conditions
ENSO-neutral conditions occur when neither El Niño nor La Niña criteria are met. Neutral conditions do not guarantee a normal Indian monsoon because other oceanic and atmospheric factors remain influential.
9. What Is the Walker Circulation?
The Walker circulation is an east–west atmospheric circulation over the tropical Pacific and adjoining tropical regions. Under typical conditions, warm western Pacific waters support rising air and convection, while comparatively cooler eastern Pacific regions are associated with descending air.
El Niño and La Niña alter the location and intensity of tropical convection and the Walker circulation. These changes can influence atmospheric conditions far beyond the Pacific through teleconnections.
A teleconnection is a relationship between climate variations in geographically separated regions, transmitted through large-scale atmospheric or oceanic processes.
10. What Is the Indian Ocean Dipole?
The Indian Ocean Dipole, or IOD, is a coupled ocean–atmosphere phenomenon involving differences in sea-surface temperature between the western and eastern tropical Indian Ocean.
10.1 Positive IOD
During a positive IOD event, the western tropical Indian Ocean is relatively warmer and the eastern tropical Indian Ocean near Indonesia is relatively cooler.
A positive IOD can support atmospheric conditions favourable for Indian monsoon rainfall in some circumstances and may partly offset the adverse influence of an El Niño event.
10.2 Negative IOD
During a negative IOD event, the eastern tropical Indian Ocean is relatively warmer and the western tropical Indian Ocean is relatively cooler.
A negative IOD can be associated with conditions less favourable for Indian summer monsoon rainfall in some situations. However, the final rainfall outcome depends on interactions among several climate drivers.

12. What Is the Madden–Julian Oscillation?
The Madden–Julian Oscillation, or MJO, is an eastward-moving pattern of enhanced and suppressed tropical convection and rainfall. It commonly progresses through the tropical Indian and Pacific Oceans.
The MJO operates on an intraseasonal timescale, broadly involving variations over several weeks. Its phase and amplitude can influence the timing and intensity of monsoon rainfall, tropical cyclones and active–break spells.
Unlike ENSO, which is commonly discussed on seasonal to interannual timescales, the MJO is particularly important for understanding shorter-term variations within a monsoon season.
13. Western Disturbances and Their Relationship with Indian Climate
Western disturbances are weather systems embedded in the westerly circulation that influence northern and northwestern India, particularly during winter and spring.
They can produce rain in the northwestern plains and snowfall in the western Himalayas. Their winter precipitation is important for some rabi crops and mountain water systems.
Western disturbances should not be confused with the southwest monsoon. They arise from different circulation settings, although interactions between western disturbances and monsoon moisture can sometimes contribute to heavy rainfall events.
14. Northeast Monsoon and Tamil Nadu
After the withdrawal of the southwest monsoon, seasonal winds over much of India become predominantly northeasterly. The northeast monsoon is especially important for Tamil Nadu and parts of southeastern peninsular India.
As northeasterly winds travel over the Bay of Bengal, they can acquire moisture and bring rainfall to the southeastern coast. Low-pressure systems and tropical cyclones over the Bay of Bengal can also contribute substantially to seasonal rainfall.
Tamil Nadu's rainfall pattern therefore differs from that of many regions that receive most of their precipitation during the southwest monsoon.
15. Monsoon and Indian Agriculture
Monsoon rainfall influences sowing dates, crop selection, irrigation demand and agricultural productivity. Its importance is particularly evident in rain-fed farming areas.
A delayed onset can postpone sowing. Long dry spells after sowing can reduce germination and crop establishment. Intense rainfall may cause waterlogging, soil erosion and damage to standing crops.
Rainfall distribution can be as important as the total amount received. A season with near-normal total rainfall may still harm agriculture if rainfall is concentrated in a few intense events separated by long dry periods.
Appropriate responses include crop diversification, drought-tolerant varieties, improved drainage, water harvesting, efficient irrigation and timely weather advisories.
16. Monsoon, Water Security and Groundwater
Monsoon rainfall replenishes rivers, reservoirs, wetlands and groundwater systems. However, rainfall does not automatically translate into groundwater recharge.
Recharge depends on soil characteristics, geology, land cover, slope, rainfall intensity and the availability of permeable surfaces. Intense rainfall over paved urban areas may generate rapid runoff rather than substantial infiltration.
Groundwater depletion, wetland destruction and encroachment on natural drainage channels can intensify water stress even in regions receiving substantial seasonal rainfall.
17. Monsoon and Urban Flooding
Urban flooding results from the interaction of heavy rainfall with the physical and institutional characteristics of cities.
Important contributing factors include inadequate drainage capacity, blocked stormwater channels, loss of wetlands, construction on floodplains, excessive paving, poor waste management and unplanned expansion.
Climate-related changes in rainfall intensity may increase risks in some locations, but urban flooding cannot be explained by rainfall alone. Exposure, land use, drainage maintenance and governance determine how severely a rainfall event affects residents.
Nature-based solutions such as wetland restoration, urban forests, permeable surfaces and rain gardens can complement conventional drainage infrastructure.
18. Monsoon, Landslides and the Himalayas
Intense or prolonged monsoon rainfall can saturate soil and weaken slopes, increasing the likelihood of landslides in vulnerable mountain regions.
However, rainfall is only one part of the risk. Geological structure, slope angle, vegetation loss, road cutting, poorly planned construction and drainage modification also influence slope stability.
In the Himalayas, infrastructure planning must account for fragile geology, steep relief, seismicity and concentrated seasonal precipitation.
Early warning systems, slope monitoring, scientifically designed drainage and land-use regulation can help reduce vulnerability.
19. Monsoon Variability and Climate Change
A warmer atmosphere can hold more water vapour, increasing the potential for intense rainfall under suitable atmospheric conditions. However, the response of the Indian monsoon to climate change is complex.
Changes in sea-surface temperatures, aerosols, land-use patterns, circulation and natural climate variability can affect rainfall distribution and intensity.
It is important to distinguish among annual rainfall totals, the number of rainy days, extreme rainfall intensity, dry-spell duration and regional rainfall distribution. These indicators need not change in the same direction.
Analytical caution: A single flood, drought or unusual monsoon season should not automatically be attributed entirely to climate change. Event attribution requires scientific analysis of the contribution of different factors.
20. Why Can Floods and Droughts Occur in the Same Monsoon Season?
India's monsoon rainfall is uneven across space and time. Rainfall-producing systems may repeatedly affect one region while bypassing another.
A district may receive intense rain over a few days but still experience agricultural stress if long dry spells occur during critical crop-growth stages. Similarly, a region with above-normal seasonal rainfall may suffer flooding if rain falls rapidly over poorly drained land.
Therefore, flood management and drought management should not be treated as completely separate policy fields. Both require better water storage, land-use planning, forecasting and local risk assessment.

Monsoon variability affects social groups differently. Small farmers, landless labourers, informal workers and residents of flood-prone settlements may face disproportionate risks because of limited savings, insurance coverage or access to alternative livelihoods.
Crop losses may reduce rural employment and household income. Flooding can interrupt schooling, healthcare, transport and access to clean drinking water.
Women and children may experience additional burdens where water collection, household care or access to sanitation becomes difficult during droughts and floods.

भूमध्य रेखा पर कोरिऑलिस प्रभाव शून्य होता है और अक्षांश बढ़ने के साथ इसका प्रभाव बढ़ता है। यह गतिशील वायु की दिशा को प्रभावित करता है, लेकिन स्वयं उस दाब अंतर को उत्पन्न नहीं करता जो वायु प्रवाह शुरू करता है।
3.4 तिब्बती पठार और हिमालय का प्रभाव
ऊँचाई पर स्थित तिब्बती पठार ग्रीष्म ऋतु में क्षेत्रीय तापीय परिस्थितियों और वायुमंडलीय परिसंचरण को प्रभावित करता है। हिमालय एक विशाल स्थलाकृतिक अवरोध है जो वायु प्रवाह और वर्षा के स्वरूप को बदलता है।
यह पर्वतीय तंत्र शीत ऋतु में अत्यधिक ठंडी महाद्वीपीय वायु के सीधे दक्षिण की ओर प्रवाह को सीमित करता है और ग्रीष्मकालीन मानसून से संबंधित परिसंचरण को आकार देने में सहायता करता है।
जब नमी से भरी पवनें पर्वतीय ढालों से टकराती हैं, तो उन्हें ऊपर उठना पड़ सकता है। ऊपर उठती वायु ठंडी होती है, जिससे संघनन और पर्वतीय वर्षा को प्रोत्साहन मिलता है।
3.5 ऊपरी वायुमंडलीय परिसंचरण और जेट धाराएँ
ऊपरी वायुमंडलीय परिसंचरण मानसून की गतिशीलता का महत्वपूर्ण भाग है। हिमालय के दक्षिण में अपनी शीतकालीन स्थिति से उपोष्णकटिबंधीय पश्चिमी जेट धारा का मौसमी रूप से हटना ग्रीष्मकालीन मानसूनी परिस्थितियों की ओर परिवर्तन से संबंधित है।
उष्णकटिबंधीय पूर्वी जेट धारा ग्रीष्मकालीन मानसूनी परिसंचरण की एक अन्य महत्वपूर्ण विशेषता है। इसकी उपस्थिति मानसूनी गतिविधि का समर्थन करने वाली व्यापक वायुमंडलीय परिस्थितियों से जुड़ी होती है।
जेट धाराओं को व्यापक परिसंचरण प्रणाली के घटक के रूप में समझना चाहिए, न कि प्रत्येक मानसूनी घटना के स्वतंत्र कारण के रूप में।
4. दक्षिण-पश्चिम मानसून की दो प्रमुख शाखाएँ
दक्षिण-पश्चिम मानसून का वर्णन परंपरागत रूप से अरब सागर शाखा और बंगाल की खाड़ी शाखा के रूप में किया जाता है।
4.1 अरब सागर शाखा
अरब सागर शाखा भारत के पश्चिमी तट की ओर बढ़ती है और पश्चिमी घाट से टकराती है। आर्द्र वायु पवनाभिमुख ढालों पर ऊपर उठती है, जिससे अनेक तटीय और पर्वतीय क्षेत्रों में पर्याप्त पर्वतीय वर्षा होती है।
प्रायद्वीप के पवनविमुख आंतरिक भागों में कई स्थानों पर कम वर्षा होती है क्योंकि वायु पहले ही अपनी कुछ नमी खो चुकी होती है और स्थलाकृति वर्षाछाया प्रभाव उत्पन्न करती है।
हालाँकि वास्तविक वर्षा स्थानीय उच्चावच, पवन दिशा, मौसम प्रणालियों और मौसमी परिस्थितियों के अनुसार बदलती है।
4.2 बंगाल की खाड़ी शाखा
बंगाल की खाड़ी शाखा पूर्वी और पूर्वोत्तर भारत की ओर नमी लाती है। मेघालय और आसपास की पहाड़ियों की दिशा उन स्थानों पर अत्यधिक वर्षा उत्पन्न कर सकती है जहाँ आर्द्र वायु ऊपर उठने के लिए बाध्य होती है।
नमी युक्त पवनें और मानसूनी प्रणालियाँ सिंधु-गंगा के मैदान में पश्चिम तथा उत्तर-पश्चिम की ओर भी बढ़ती हैं और उत्तरी भारत में वर्षा में योगदान देती हैं।
दोनों शाखाएँ व्यापक मानसूनी परिसंचरण के भीतर परस्पर क्रिया करती हैं। इन्हें पूरी तरह अलग-थलग पवन प्रणालियाँ नहीं समझना चाहिए।
5. भारत में मानसूनी वर्षा असमान क्यों है?
भारत में मानसूनी वर्षा उच्चावच, समुद्र से दूरी, प्रचलित पवन दिशा, मानसूनी द्रोणी की स्थिति और निम्नदाब प्रणालियों की गति के कारण बहुत भिन्न होती है।

6. दक्षिण-पश्चिम मानसून का आगमन और वापसी
दक्षिण-पश्चिम मानसून सामान्यतः जून की शुरुआत के आसपास केरल पहुँचता है, हालाँकि वास्तविक आगमन की तिथि प्रत्येक वर्ष बदलती है। इसके बाद यह उपमहाद्वीप में आगे बढ़ता है।
मानसून के आगमन की पहचान केवल एक दिन की वर्षा से नहीं, बल्कि कई मौसम संबंधी संकेतकों के संयोजन से की जाती है। इनमें वर्षा का वितरण, पवन परिस्थितियाँ और निर्गामी दीर्घतरंग विकिरण शामिल हैं।
वापसी की प्रक्रिया सामान्यतः सितंबर के आसपास उत्तर-पश्चिमी भारत से शुरू होती है और धीरे-धीरे देश के अन्य भागों की ओर बढ़ती है। वास्तविक समय और स्थानिक प्रगति में परिवर्तन होता है।
महत्वपूर्ण अंतर: आगमन, विस्तार और वापसी मानसूनी प्रणाली की मौसमी गति को दर्शाते हैं। इनके बीच की पूरी अवधि में एक समान वर्षा की गारंटी नहीं होती।
7. मानसून की सक्रिय और विराम अवस्थाएँ
दक्षिण-पश्चिम मानसून पूरी ऋतु में लगातार एक समान तीव्रता से वर्षा नहीं करता। इसमें सक्रिय और विराम अवस्थाएँ होती हैं।
सक्रिय अवस्था में मानसूनी क्षेत्र के महत्वपूर्ण भागों में वर्षा व्यापक या तीव्र हो सकती है। विराम अवस्था में मध्य भारत के बड़े भाग में वर्षा कमजोर पड़ सकती है, जबकि हिमालय की तलहटी और पूर्वोत्तर के कुछ क्षेत्रों में वर्षा बढ़ सकती है।
ये अवस्थाएँ मानसूनी द्रोणी की स्थिति और तीव्रता, संवहनीय गतिविधियों तथा बड़े पैमाने के वायुमंडलीय परिसंचरण में बदलाव से संबंधित होती हैं।
मानसून में विराम का अर्थ यह नहीं है कि पूरे भारत में वर्षा बंद हो जाती है।
8. ईएनएसओ क्या है?
एल नीनो–दक्षिणी दोलन, जिसे ईएनएसओ कहा जाता है, उष्णकटिबंधीय प्रशांत महासागर में केंद्रित महासागर–वायुमंडल की संयुक्त घटना है। इसकी तीन व्यापक अवस्थाएँ हैं: एल नीनो, ला नीना और तटस्थ अवस्था।
8.1 एल नीनो
एल नीनो मध्य और पूर्वी भूमध्यरेखीय प्रशांत महासागर में समुद्री सतह के असामान्य रूप से गर्म तापमान तथा संबंधित वायुमंडलीय परिवर्तनों से जुड़ा है।
यह उष्णकटिबंधीय संवहन और वॉकर परिसंचरण को बदल सकता है। एल नीनो की परिस्थितियाँ प्रायः भारतीय ग्रीष्मकालीन मानसूनी वर्षा के कमजोर होने के बढ़े हुए जोखिम से संबंधित होती हैं, लेकिन यह संबंध निश्चित नहीं है।
हर एल नीनो वर्ष में भारत में सूखा नहीं पड़ता और प्रत्येक सूखे का कारण एल नीनो नहीं होता।
8.2 ला नीना
ला नीना मध्य और पूर्वी भूमध्यरेखीय प्रशांत महासागर में समुद्री सतह के असामान्य रूप से ठंडे तापमान तथा संबंधित वायुमंडलीय परिवर्तनों से जुड़ा है।
ला नीना की परिस्थितियाँ कुछ वर्षों में भारतीय ग्रीष्मकालीन मानसूनी वर्षा को अधिक अनुकूल बना सकती हैं, लेकिन स्थानीय और क्षेत्रीय परिणाम अन्य प्रभावों पर भी निर्भर करते हैं।
8.3 ईएनएसओ की तटस्थ अवस्था
ईएनएसओ की तटस्थ अवस्था तब होती है जब एल नीनो या ला नीना के मानदंड पूरे नहीं होते। तटस्थ अवस्था सामान्य भारतीय मानसून की गारंटी नहीं देती क्योंकि अन्य महासागरीय और वायुमंडलीय कारक प्रभावशाली बने रहते हैं।
9. वॉकर परिसंचरण क्या है?
वॉकर परिसंचरण उष्णकटिबंधीय प्रशांत महासागर और आसपास के उष्णकटिबंधीय क्षेत्रों में पूर्व–पश्चिम दिशा का वायुमंडलीय परिसंचरण है। सामान्य परिस्थितियों में पश्चिमी प्रशांत के गर्म जल के ऊपर वायु ऊपर उठती है और संवहनीय गतिविधियाँ होती हैं, जबकि तुलनात्मक रूप से ठंडे पूर्वी प्रशांत क्षेत्र में वायु नीचे उतरने की प्रवृत्ति रखती है।
एल नीनो और ला नीना उष्णकटिबंधीय संवहन तथा वॉकर परिसंचरण की स्थिति और तीव्रता को बदलते हैं। ये परिवर्तन दूरस्थ क्षेत्रों की वायुमंडलीय परिस्थितियों को भी प्रभावित कर सकते हैं।
दूरसंबंध वह जलवायवीय संबंध है जिसमें भौगोलिक रूप से अलग क्षेत्रों के जलवायु परिवर्तन बड़े पैमाने की वायुमंडलीय या महासागरीय प्रक्रियाओं के माध्यम से जुड़े होते हैं।
10. हिंद महासागर द्विध्रुव क्या है?
हिंद महासागर द्विध्रुव, जिसे आईओडी कहा जाता है, उष्णकटिबंधीय हिंद महासागर के पश्चिमी और पूर्वी भागों के बीच समुद्री सतह के तापमान के अंतर से संबंधित महासागर–वायुमंडल की संयुक्त घटना है।
10.1 सकारात्मक हिंद महासागर द्विध्रुव
सकारात्मक आईओडी के दौरान पश्चिमी उष्णकटिबंधीय हिंद महासागर अपेक्षाकृत गर्म और इंडोनेशिया के निकट पूर्वी उष्णकटिबंधीय हिंद महासागर अपेक्षाकृत ठंडा होता है।
सकारात्मक आईओडी कुछ परिस्थितियों में भारतीय मानसूनी वर्षा के अनुकूल वायुमंडलीय परिस्थितियों का समर्थन कर सकता है और एल नीनो के प्रतिकूल प्रभाव को आंशिक रूप से संतुलित भी कर सकता है।
10.2 नकारात्मक हिंद महासागर द्विध्रुव
नकारात्मक आईओडी के दौरान पूर्वी उष्णकटिबंधीय हिंद महासागर अपेक्षाकृत गर्म और पश्चिमी उष्णकटिबंधीय हिंद महासागर अपेक्षाकृत ठंडा होता है।
नकारात्मक आईओडी कुछ परिस्थितियों में भारतीय ग्रीष्मकालीन मानसूनी वर्षा के लिए कम अनुकूल स्थितियों से जुड़ा हो सकता है। हालाँकि अंतिम वर्षा परिणाम अनेक जलवायु कारकों की पारस्परिक क्रिया पर निर्भर करता है।

12. मैडेन–जूलियन दोलन क्या है?
मैडेन–जूलियन दोलन, जिसे एमजेओ कहा जाता है, उष्णकटिबंधीय संवहन और वर्षा की बढ़ी हुई तथा दबी हुई गतिविधियों का पूर्व दिशा में बढ़ने वाला स्वरूप है। यह सामान्यतः उष्णकटिबंधीय हिंद और प्रशांत महासागरों से होकर आगे बढ़ता है।
एमजेओ अंतःमौसमी समयमान पर कार्य करता है, जिसमें व्यापक रूप से कई सप्ताह के दौरान परिवर्तन होते हैं। इसकी अवस्था और तीव्रता मानसूनी वर्षा, उष्णकटिबंधीय चक्रवातों तथा सक्रिय और विराम अवस्थाओं के समय और तीव्रता को प्रभावित कर सकती है।
ईएनएसओ को सामान्यतः मौसमी से अंतरवार्षिक समयमान पर समझा जाता है, जबकि एमजेओ मानसून ऋतु के भीतर अपेक्षाकृत कम अवधि के परिवर्तनों को समझने के लिए विशेष रूप से महत्वपूर्ण है।
13. पश्चिमी विक्षोभ और भारतीय जलवायु से उनका संबंध
पश्चिमी विक्षोभ पश्चिमी पवन परिसंचरण में स्थित मौसम प्रणालियाँ हैं, जो विशेष रूप से शीत और वसंत ऋतु में उत्तरी तथा उत्तर-पश्चिमी भारत को प्रभावित करती हैं।
ये उत्तर-पश्चिमी मैदानों में वर्षा और पश्चिमी हिमालय में हिमपात ला सकती हैं। इनकी शीतकालीन वर्षा कुछ रबी फसलों और पर्वतीय जल प्रणालियों के लिए महत्वपूर्ण है।
पश्चिमी विक्षोभ को दक्षिण-पश्चिम मानसून के समान नहीं समझना चाहिए। ये अलग परिसंचरण परिस्थितियों से उत्पन्न होते हैं। हालाँकि पश्चिमी विक्षोभ और मानसूनी नमी की पारस्परिक क्रिया कभी-कभी भारी वर्षा की घटनाओं में योगदान दे सकती है।
14. उत्तर-पूर्व मानसून और तमिलनाडु
दक्षिण-पश्चिम मानसून की वापसी के बाद भारत के अधिकांश भागों में मौसमी पवनें मुख्यतः उत्तर-पूर्वी हो जाती हैं। उत्तर-पूर्व मानसून तमिलनाडु और दक्षिण-पूर्वी प्रायद्वीपीय भारत के कुछ भागों के लिए विशेष रूप से महत्वपूर्ण है।
जब उत्तर-पूर्वी पवनें बंगाल की खाड़ी के ऊपर से गुजरती हैं, तो वे नमी प्राप्त कर सकती हैं और दक्षिण-पूर्वी तट पर वर्षा ला सकती हैं। बंगाल की खाड़ी में बनने वाली निम्नदाब प्रणालियाँ और उष्णकटिबंधीय चक्रवात भी मौसमी वर्षा में पर्याप्त योगदान दे सकते हैं।
इसलिए तमिलनाडु का वर्षा स्वरूप उन अनेक क्षेत्रों से अलग है जहाँ अधिकांश वर्षा दक्षिण-पश्चिम मानसून के दौरान होती है।
15. मानसून और भारतीय कृषि
मानसूनी वर्षा बुवाई के समय, फसल चयन, सिंचाई की माँग और कृषि उत्पादकता को प्रभावित करती है। वर्षा-आधारित कृषि क्षेत्रों में इसका महत्व विशेष रूप से स्पष्ट है।
मानसून के विलंबित आगमन से बुवाई में देरी हो सकती है। बुवाई के बाद लंबे शुष्क अंतराल अंकुरण और पौधों की प्रारंभिक वृद्धि को प्रभावित कर सकते हैं। तीव्र वर्षा जलभराव, मृदा अपरदन और खड़ी फसलों को नुकसान पहुँचा सकती है।
वर्षा का वितरण उसकी कुल मात्रा जितना ही महत्वपूर्ण हो सकता है। लगभग सामान्य कुल वर्षा वाली ऋतु भी कृषि को नुकसान पहुँचा सकती है, यदि वर्षा कुछ तीव्र घटनाओं में केंद्रित हो और उनके बीच लंबे शुष्क अंतराल हों।
उपयुक्त उपायों में फसल विविधीकरण, सूखा-सहिष्णु किस्में, बेहतर जल निकासी, जल संचयन, दक्ष सिंचाई और समय पर मौसम संबंधी परामर्श शामिल हैं।
16. मानसून, जल सुरक्षा और भूजल
मानसूनी वर्षा नदियों, जलाशयों, आर्द्रभूमियों और भूजल प्रणालियों को पुनर्भरित करती है। हालाँकि वर्षा का होना अपने आप भूजल पुनर्भरण की गारंटी नहीं देता।
पुनर्भरण मृदा के गुणों, भूगर्भीय संरचना, भूमि आवरण, ढाल, वर्षा की तीव्रता और जल सोखने योग्य सतहों की उपलब्धता पर निर्भर करता है। पक्की शहरी सतहों पर तीव्र वर्षा पर्याप्त जल अंतःस्रवण के बजाय तेज सतही अपवाह उत्पन्न कर सकती है।
भूजल का अत्यधिक दोहन, आर्द्रभूमियों का विनाश और प्राकृतिक जल निकासी मार्गों पर अतिक्रमण पर्याप्त मौसमी वर्षा वाले क्षेत्रों में भी जल संकट बढ़ा सकते हैं।
17. मानसून और शहरी बाढ़
शहरी बाढ़ भारी वर्षा तथा शहरों की भौतिक और संस्थागत विशेषताओं की पारस्परिक क्रिया का परिणाम होती है।
महत्वपूर्ण योगदान देने वाले कारकों में अपर्याप्त जल निकासी क्षमता, अवरुद्ध वर्षाजल नालियाँ, आर्द्रभूमियों का विनाश, बाढ़ मैदानों पर निर्माण, अत्यधिक पक्की सतहें, खराब अपशिष्ट प्रबंधन और अनियोजित विस्तार शामिल हैं।
वर्षा की तीव्रता में जलवायु संबंधी परिवर्तन कुछ स्थानों पर जोखिम बढ़ा सकते हैं, लेकिन शहरी बाढ़ की व्याख्या केवल वर्षा से नहीं की जा सकती। लोगों और संपत्ति का जोखिमपूर्ण क्षेत्रों में स्थित होना, भूमि उपयोग, जल निकासी का रखरखाव और शासन यह निर्धारित करते हैं कि वर्षा की घटना निवासियों को कितनी गंभीरता से प्रभावित करेगी।
आर्द्रभूमि पुनर्स्थापना, शहरी वन, जल सोखने योग्य सतहें और वर्षा उद्यान जैसे प्रकृति-आधारित उपाय पारंपरिक जल निकासी आधारभूत संरचना के पूरक हो सकते हैं।
18. मानसून, भूस्खलन और हिमालय
तीव्र या लंबे समय तक होने वाली मानसूनी वर्षा मिट्टी को जल से संतृप्त कर सकती है और ढालों को कमजोर बना सकती है। इससे संवेदनशील पर्वतीय क्षेत्रों में भूस्खलन की संभावना बढ़ती है।
हालाँकि वर्षा जोखिम का केवल एक भाग है। भूगर्भीय संरचना, ढाल का कोण, वनस्पति का नुकसान, सड़क निर्माण के लिए पहाड़ काटना, अव्यवस्थित निर्माण और जल निकासी में बदलाव भी ढाल की स्थिरता को प्रभावित करते हैं।
हिमालय में आधारभूत संरचना की योजना बनाते समय संवेदनशील भूगर्भीय संरचना, तीव्र ढाल, भूकंपीयता और केंद्रित मौसमी वर्षा को ध्यान में रखना आवश्यक है।
पूर्व चेतावनी प्रणालियाँ, ढालों की निगरानी, वैज्ञानिक रूप से तैयार जल निकासी और भूमि उपयोग विनियमन संवेदनशीलता कम करने में सहायता कर सकते हैं।
19. मानसूनी परिवर्तनशीलता और जलवायु परिवर्तन
गर्म वायुमंडल अधिक जलवाष्प धारण कर सकता है, जिससे अनुकूल वायुमंडलीय परिस्थितियों में तीव्र वर्षा की संभावना बढ़ सकती है। हालाँकि जलवायु परिवर्तन के प्रति भारतीय मानसून की प्रतिक्रिया जटिल है।
समुद्री सतह के तापमान, वायुमंडलीय कणों, भूमि उपयोग, परिसंचरण और प्राकृतिक जलवायु परिवर्तनशीलता में बदलाव वर्षा के वितरण और तीव्रता को प्रभावित कर सकते हैं।
वार्षिक कुल वर्षा, वर्षा वाले दिनों की संख्या, अत्यधिक वर्षा की तीव्रता, शुष्क अंतराल की अवधि और क्षेत्रीय वर्षा वितरण के बीच अंतर करना महत्वपूर्ण है। इन सभी संकेतकों में परिवर्तन एक ही दिशा में होना आवश्यक नहीं है।
विश्लेषणात्मक सावधानी: किसी एक बाढ़, सूखे या असामान्य मानसून ऋतु का पूरा कारण स्वतः जलवायु परिवर्तन को नहीं माना जाना चाहिए। किसी घटना में विभिन्न कारकों के योगदान का निर्धारण वैज्ञानिक विश्लेषण से किया जाता है।
20. एक ही मानसून ऋतु में बाढ़ और सूखा क्यों हो सकते हैं?
भारत की मानसूनी वर्षा स्थान और समय दोनों के अनुसार असमान होती है। वर्षा उत्पन्न करने वाली प्रणालियाँ बार-बार एक क्षेत्र को प्रभावित कर सकती हैं, जबकि दूसरा क्षेत्र उनसे वंचित रह सकता है।
