The President is the head of the Union Executive.
The constitutional structure places the executive power of the Union in the President.
Article 53 states that the executive power of the Union shall be vested in the President and shall be exercised in accordance with the Constitution, either directly or through officers subordinate to the President.
India, however, follows a parliamentary form of government.
The President functions within this parliamentary constitutional framework, in which the Council of Ministers headed by the Prime Minister occupies the central position in the exercise of governmental authority.
The President is therefore described as the constitutional or formal head of the Union Executive.
This distinction between the constitutional head and the Council of Ministers is essential for understanding the operation of India's parliamentary system.

भारत में संघीय कार्यपालिका का प्रमुख राष्ट्रपति होता है। संविधान संघ की कार्यपालिका शक्ति राष्ट्रपति में निहित करता है। अनुच्छेद 53 के अनुसार संघ की कार्यपालिका शक्ति राष्ट्रपति में निहित होगी और उसका प्रयोग संविधान के अनुसार राष्ट्रपति स्वयं या अपने अधीनस्थ अधिकारियों के माध्यम से करेंगे। हालांकि भारत ने संसदीय शासन प्रणाली अपनाई है। इसलिए राष्ट्रपति संसदीय संवैधानिक व्यवस्था के भीतर कार्य करते हैं, जिसमें प्रधानमंत्री के नेतृत्व वाली मंत्रिपरिषद शासन संचालन में केंद्रीय भूमिका निभाती है। इसी कारण राष्ट्रपति को संघीय कार्यपालिका का संवैधानिक या औपचारिक प्रमुख भी कहा जाता है। भारत की संसदीय व्यवस्था को समझने के लिए राष्ट्रपति की संवैधानिक स्थिति और मंत्रिपरिषद की भूमिका के बीच यह अंतर अत्यंत महत्वपूर्ण है।
