V.
Krishnamoorthy Rao was the first Deputy Chairman of the Rajya Sabha.
The Deputy Chairman is elected by the members of the Rajya Sabha from among themselves.
This office is different from that of the Chairman, who is the Vice-President of India in an ex officio capacity.
The Deputy Chairman presides over the House when the Chairman is absent, subject to parliamentary rules.
The distinction between the first Chairman, Dr S.
Radhakrishnan, and the first Deputy Chairman, S.
V.
Krishnamoorthy Rao, is important for historical questions.
