Why is Digital Agriculture in News?

Digital agriculture received renewed attention on 18 September 2026 when the Ministry of Agriculture and Farmers' Welfare reviewed the implementation of Farmer ID, AgriStack, Digital Crop Survey and other agricultural initiatives at the Regional Agriculture Conference for Southern States in Hyderabad.

18 सितंबर को बताई गई प्रगति

कृषि मंत्रालय के अनुसार तेलंगाना और कर्नाटक Farmer ID निर्माण में 75 प्रतिशत से अधिक प्रगति कर चुके थे।

तमिलनाडु, कर्नाटक और तेलंगाना में georeferencing के क्षेत्र में भी प्रगति का उल्लेख किया गया।

केरल, तमिलनाडु और अंडमान एवं निकोबार द्वीपसमूह को Farmer ID के कार्य में तेजी लाने की आवश्यकता वाले क्षेत्रों में बताया गया।

Digital Crop Survey क्या है?

Digital Crop Survey में डिजिटल उपकरणों की सहायता से कृषि भूमि पर उगाई जा रही फसलों की जानकारी दर्ज की जाती है।

इससे फसल पैटर्न के बारे में अधिक समयबद्ध और स्थान-विशिष्ट जानकारी तैयार की जा सकती है।

ग्राम मानचित्रों की Georeferencing

कृषि मंत्री ने पुडुचेरी और लक्षद्वीप को ग्राम मानचित्रों की georeferencing करने को कहा।

जब प्रशासनिक मानचित्र और भूमि अभिलेख वास्तविक भौगोलिक स्थिति से सही तरीके से जुड़े हों तब डिजिटल मानचित्रण अधिक उपयोगी हो जाता है।

भूमि अभिलेख और Farmer Registry

सम्मेलन में भूमि अभिलेखों को Farmer Registry के साथ जोड़ने के महत्व पर जोर दिया गया।

कई कृषि योजनाओं में पात्रता अथवा लाभ की गणना भूमि या खेती संबंधी जानकारी पर निर्भर हो सकती है।

लेकिन भूमि का स्वामित्व और वास्तविक खेती हमेशा एक ही व्यक्ति के पास नहीं होती। इससे tenant farmers और sharecroppers से संबंधित महत्वपूर्ण नीति चुनौती उत्पन्न होती है।

Tenant Farmers का क्या होगा?

कृषि मंत्री ने दक्षिणी राज्यों में tenant farmers, sharecroppers और agricultural tenants के लिए Standard Operating Procedures तैयार और अधिसूचित करने को कहा।

यह महत्वपूर्ण है क्योंकि केवल औपचारिक भूमि स्वामित्व पर आधारित डिजिटल व्यवस्था वास्तविक खेती करने वाले ऐसे लोगों को छोड़ सकती है जिनके नाम भूमि नहीं है।

इसलिए प्रभावी डिजिटल कृषि व्यवस्था में लागू कानूनों और प्रक्रियाओं के अनुसार वास्तविक cultivators को पहचानने की व्यवस्था भी आवश्यक है।

Bharat Vistar क्या है?

Bharat Vistar एक AI-सक्षम डिजिटल कृषि सलाह पहल है जिसका उद्देश्य किसानों के लिए खेती संबंधी जानकारी तक पहुंच आसान बनाना है।

इसका व्यापक उद्देश्य कृषि अनुसंधान, सरकारी योजनाओं और खेत में काम करने वाले किसानों के बीच जानकारी के अंतर को कम करना है।

किसानों को फसल, मौसम, कीट, रोग, कृषि इनपुट और खेती की तकनीकों से संबंधित अनेक समस्याओं का सामना करना पड़ता है। डिजिटल सलाह व्यवस्था उन्हें विभिन्न कार्यालयों में जाए बिना जानकारी प्राप्त करने में सहायता कर सकती है।

Bharat Vistar 13 क्षेत्रीय भाषाओं में

कृषि मंत्री ने बताया कि Bharat Vistar वर्तमान में हिंदी और अंग्रेजी में उपलब्ध है तथा इसे 13 क्षेत्रीय भाषाओं में विस्तारित किया जाएगा।

आधिकारिक विज्ञप्ति में विशेष रूप से तमिल, तेलुगु, कन्नड़ और मलयालम का उल्लेख किया गया।

किसान अपनी भाषा में प्रश्न पूछ सकेंगे और उसी भाषा में उत्तर प्राप्त कर सकेंगे।

बहुभाषी कृषि तकनीक क्यों महत्वपूर्ण है?

भारत के किसान अनेक भाषाएं और बोलियां बोलते हैं। यदि कृषि ज्ञान केवल अंग्रेजी अथवा सीमित भाषाओं में उपलब्ध हो तो बड़ी संख्या में किसानों के लिए जानकारी तक पहुंच कठिन हो सकती है।

बहुभाषी डिजिटल प्रणाली किसानों को उनकी सहज भाषा में संवाद की सुविधा देकर कृषि विस्तार को अधिक समावेशी बना सकती है।

तकनीकी कृषि सलाह के मामले में भाषा की स्पष्टता विशेष रूप से महत्वपूर्ण है क्योंकि गलत समझ से फसल संबंधी निर्णय प्रभावित हो सकते हैं।

Agricultural Extension क्या है?

Agricultural Extension वह प्रक्रिया है जिसके माध्यम से वैज्ञानिक ज्ञान, बेहतर कृषि पद्धतियां, तकनीक और सलाह किसानों तक पहुंचाई जाती हैं।

परंपरागत रूप से इसमें कृषि अधिकारी, Krishi Vigyan Kendras, कृषि विश्वविद्यालय, प्रदर्शन कार्यक्रम, किसान बैठकें और खेत भ्रमण शामिल रहे हैं।

कृषि मंत्री ने कहा कि कृषि अनुसंधान प्रयोगशाला से किसानों के खेत तक पहुंचना चाहिए।

ICAR की भूमिका

ICAR का पूर्ण रूप Indian Council of Agricultural Research है।

ये स्थानीय परिस्थितियों के अनुरूप कृषि तकनीकों और पद्धतियों के परीक्षण, प्रदर्शन और प्रसार के माध्यम से अनुसंधान संस्थानों को किसानों से जोड़ते हैं।

Viksit Krishi Sankalp Abhiyan

मंत्री ने Viksit Krishi Sankalp Abhiyan के अंतर्गत की गई उस प्रतिबद्धता का उल्लेख किया जिसके अनुसार राज्यों के कृषि outreach programmes में केंद्र सरकार और KVK के वैज्ञानिक भी भाग लेंगे।

कृषि मंत्री ने राज्य सरकारों की योजनाओं को भी Bharat Vistar से शीघ्र जोड़ने को कहा।

यदि इसे प्रभावी ढंग से लागू किया जाता है तो किसान कृषि तकनीक के साथ अपने राज्य में उपलब्ध सरकारी योजनाओं की जानकारी भी एक ही माध्यम से प्राप्त कर सकते हैं।

ऐसी व्यवस्था की उपयोगिता के लिए जानकारी का अद्यतन, सटीक और समझने योग्य होना आवश्यक है।

कृषि में Digital Public Infrastructure

Digital Public Infrastructure से सामान्यतः ऐसी परस्पर उपयोग योग्य डिजिटल प्रणालियां अभिप्रेत हैं जो बड़े पैमाने पर सेवाओं को सक्षम कर सकें।

कृषि में इसमें पहचान, registry, crop information, land-linked data और digital service delivery जैसी क्षमताएं शामिल हो सकती हैं।

उद्देश्य प्रत्येक योजना के लिए अलग तकनीकी प्रणाली बनाने के बजाय पुनः उपयोग योग्य डिजिटल आधार विकसित करना है।

डिजिटल कृषि के संभावित लाभ

डिजिटल कृषि लाभों के बेहतर लक्ष्यीकरण, कागजी प्रक्रिया कम करने, जानकारी के तेज वितरण और कृषि योजना के लिए बेहतर आंकड़े उपलब्ध कराने में सहायता कर सकती है।

Digital Crop Survey सरकार को फसल क्षेत्र और बीज, उर्वरक तथा खरीद संबंधी आवश्यकताओं का बेहतर अनुमान लगाने में सहायता कर सकता है।

डिजिटल सलाह किसानों को मौसम, कीट और कृषि पद्धतियों की जानकारी तेजी से उपलब्ध करा सकती है।

डिजिटल कृषि की चुनौतियां

डिजिटलीकरण के साथ कई चुनौतियां भी हैं। कृषि अभिलेख सटीक और नियमित रूप से अद्यतन होने चाहिए। सीमित डिजिटल पहुंच वाले किसानों को आवश्यक सेवाओं से बाहर नहीं होना चाहिए।

भूमि अभिलेख हमेशा वास्तविक खेती करने वाले व्यक्ति की पहचान नहीं करते। ग्रामीण क्षेत्रों में इंटरनेट और digital literacy में भी अंतर है।

इसलिए data governance, privacy, cybersecurity, grievance redressal और record correction जैसी व्यवस्थाएं महत्वपूर्ण हैं।

Digital Divide क्या है?

Digital Divide का अर्थ डिजिटल उपकरण, इंटरनेट, कौशल और सेवाओं तक असमान पहुंच है।

यदि किसान के पास connectivity, उपयुक्त उपकरण, भाषा समर्थन अथवा digital literacy नहीं है तो तकनीकी रूप से उन्नत प्लेटफॉर्म भी उसके लिए उपयोगी नहीं हो सकता।

इसीलिए mobile accessibility, multilingual services और assisted access महत्वपूर्ण हैं।

Data Accuracy क्यों महत्वपूर्ण है?

डिजिटल प्रणाली जानकारी को बहुत तेजी से संसाधित कर सकती है, लेकिन यदि मूल डेटा गलत हो तो गलत परिणाम भी बड़े पैमाने पर उत्पन्न हो सकते हैं।

इसलिए Farmer ID, भूमि जानकारी और crop data के सत्यापन, अद्यतन और सुधार की स्पष्ट व्यवस्था आवश्यक है।

Rabi Conference की घोषणा

कृषि मंत्री ने घोषणा की कि Rabi Conference 28 और 29 सितंबर 2026 को दिल्ली के Pusa Institute में आयोजित की जाएगी।

सभी राज्यों के कृषि मंत्री और अधिकारी अपने Rabi season plans के साथ इसमें भाग लेंगे।

सम्मेलन में बोई जाने वाली फसलों, उनके संभावित क्षेत्र, बीज की उपलब्धता, उर्वरक की आवश्यकता और अन्य संसाधनों की योजना पर विचार किया जाएगा।

Rabi Season क्या है?

रबी फसलें सामान्यतः मानसून के बाद ठंडे मौसम में बोई जाती हैं और अगले वसंत अथवा गर्मी की शुरुआत में काटी जाती हैं, हालांकि समय फसल और क्षेत्र के अनुसार अलग हो सकता है।

भारत की प्रमुख रबी फसलों में गेहूं, चना और सरसों शामिल हैं।

अग्रिम कृषि योजना क्यों महत्वपूर्ण है?

सरकार को पर्याप्त बीज और उर्वरक उपलब्ध कराने तथा procurement और extension programmes की तैयारी के लिए संभावित फसल क्षेत्र का अग्रिम अनुमान आवश्यक होता है।

बेहतर crop और land data ऐसी योजना को अधिक प्रभावी बना सकते हैं।
