Why are India–Nepal Trade Relations in News?

The India–Nepal Inter-Governmental Sub-Committee on Trade, Transit and Cooperation to Control Unauthorised Trade met at Vanijya Bhawan in New Delhi on 16 and 17 September 2026. The outcome was officially announced on 18 September.

The meeting is important because India and Nepal share an extensive economic relationship involving bilateral trade as well as transit arrangements. Nepal is landlocked, making efficient transit connectivity particularly important for its international commerce.

What is the IGSC?

IGSC stands for Inter-Governmental Sub-Committee. It is an institutional mechanism through which India and Nepal examine trade and trade-related matters in detail.

Its work includes facilitating bilateral trade and transit and addressing operational and regulatory issues affecting commercial flows between the two countries.

Who Led the Delegations?

The Indian delegation was led by Ujjwal Kumar Ghosh, Joint Secretary in India's Department of Commerce.

The Nepali delegation was led by Buddha Bahadur Gurung, Joint Secretary in Nepal's Ministry of Industry, Commerce and Supplies.

Officials from relevant ministries and departments of both countries participated.

What Issues Were Discussed?

The discussions covered market access, Customs and trade facilitation, standards, food safety, phytosanitary measures, pharmaceuticals, medical devices, AYUSH products, border infrastructure and rail and road connectivity.

This broad agenda demonstrates that modern trade relations involve much more than tariffs. Efficient logistics, compatible standards, digital documentation and border infrastructure can significantly influence the actual cost and speed of trade.

What is Market Access?

Market access refers to the conditions under which goods or services from one country can enter and compete in another country's market.

Tariffs are one element, but technical standards, food-safety requirements, licensing, customs procedures and sanitary or phytosanitary rules can also affect access.

Agriculture and Food Products

India and Nepal discussed agricultural products, dairy products and food products along with standards and phytosanitary requirements.

Agricultural trade can be particularly sensitive because governments must balance trade facilitation with food safety, plant health, animal health and protection against pests and diseases.

What are Phytosanitary Measures?

Phytosanitary measures are measures designed primarily to protect plant health from pests and diseases.

Countries may require inspection, treatment, certification or other safeguards before certain plants and agricultural products can enter their territory.

Such measures can be legitimate public-policy tools but should be scientifically justified and administered transparently.

Pharmaceuticals and Medical Devices

The two sides also considered issues involving pharmaceuticals and medical devices.

Cross-border trade in health products requires compliance with quality, safety and regulatory standards. Cooperation between regulatory institutions can help facilitate legitimate trade while protecting public health.

AYUSH Products

AYUSH-related products were also part of the discussions. AYUSH refers to Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy.

International trade in traditional medicine products can depend on regulatory approvals, product standards, labelling requirements and quality assurance.

Customs Cooperation

A major focus of the meeting was strengthening Customs cooperation and trade facilitation.

The two sides discussed pre-arrival exchange of information, electronic verification of Certificates of Origin, Customs automation and greater digitalisation.

These measures can reduce paperwork and processing time while strengthening the ability of authorities to identify irregularities.

What is Pre-Arrival Processing?

Pre-arrival processing allows Customs authorities to receive and examine relevant shipment information before the goods physically arrive at the border.

If documentation is available early, risk assessment and other administrative processes can begin in advance, potentially reducing delays for legitimate consignments.

Certificate of Origin

A Certificate of Origin identifies the country in which goods originate according to applicable trade rules.

This is particularly important when countries provide preferential tariff treatment to each other's products.

Electronic verification can help Customs authorities confirm authenticity more efficiently and reduce the risk of fraudulent claims.

Why Are Rules of Origin Important?

Rules of origin establish whether a product genuinely qualifies as originating from a particular country for the purpose of a trade arrangement.

Without effective rules and verification, goods originating in a third country could potentially be routed through a partner country to improperly obtain preferential treatment.

The 2026 discussions therefore combined trade facilitation with measures intended to prevent misuse of preferential arrangements.

Customs Automation and Digitalisation

Digital Customs systems can support electronic filing, automated risk management, data exchange and faster processing.

They can also improve traceability and reduce dependence on physical documentation.

Digitalisation does not eliminate regulatory checks; rather, it can make those checks more targeted and efficient.

Transit is Especially Important for Nepal

Nepal is a landlocked country. Access to international markets therefore depends significantly on transit arrangements through neighbouring countries.

India's geographical position makes India–Nepal transit cooperation particularly important for Nepal's external trade.

Efficient transit systems can reduce transportation time and logistics costs.

Rail and Road Connectivity

India and Nepal reviewed rail and road connectivity and freight movement during the meeting.

Physical connectivity is fundamental to economic integration because even favourable trade rules cannot generate their full benefits if goods face expensive or unreliable transportation.

Integrated Check Posts

Integrated Check Posts, commonly called ICPs, bring multiple border-management functions together at organised facilities.

Depending on the location, they can support immigration, Customs, cargo handling, security and other border processes.

Better infrastructure and coordination can improve the movement of both cargo and passengers.

Land Ports

Land ports are border facilities designed to facilitate cross-border movement through land routes.

For India and Nepal, which share an extensive land boundary, efficient land-port infrastructure is an important component of bilateral commerce.

Existing Infrastructure Must Also Be Used Efficiently

The meeting did not focus only on building new infrastructure. Both sides also discussed improving utilisation of existing facilities and addressing operational bottlenecks affecting trade and transit.

This is important because infrastructure investment produces limited benefits if procedures, staffing, connectivity or operating arrangements prevent facilities from being used efficiently.

What is Conformity Assessment?

Conformity assessment involves determining whether a product, process or service satisfies specified standards or technical requirements.

Testing, inspection and certification are common forms of conformity assessment.

Cooperation between institutions can reduce unnecessary duplication while maintaining safety and quality requirements.

Food Safety Cooperation

India and Nepal welcomed continued cooperation in food safety, standards and plant quarantine.

Such cooperation can improve regulatory understanding and help businesses know which requirements they must satisfy before exporting products.

Unauthorised Trade

The institutional mechanism also addresses unauthorised trade and commercial fraud.

Both countries emphasised cooperation among relevant agencies to facilitate legitimate cross-border trade while preventing violations of applicable rules.

This illustrates an important trade-policy principle: facilitation and enforcement need not be contradictory. Efficient systems can make legitimate trade easier while improving identification of suspicious transactions.

India's Economic Importance for Nepal

The official release states that India remains Nepal's largest trading partner and an important source of investment.

Geographical proximity, historical connections and extensive transport links give India a major role in Nepal's external economic relations.

India–Nepal Relations

India and Nepal share close historical, cultural, economic and people-to-people connections.

The countries have an open border arrangement for movement of their citizens under the bilateral framework, while commercial cargo remains subject to relevant Customs and regulatory procedures.

Trade and transit mechanisms form one part of this wider relationship.

Why is Connectivity Important for Regional Integration?

Regional economic integration depends not only on formal trade agreements but also on roads, railways, border facilities, digital systems and regulatory cooperation.

Improved connectivity can lower transaction costs and help producers access larger markets.

Why is this Important for UPSC?

The development connects India's Neighbourhood First engagement with trade, transit, border management and regional connectivity.

UPSC questions can examine India's relationship with landlocked neighbours, trade facilitation, Certificates of Origin, phytosanitary measures, Integrated Check Posts and the role of infrastructure in regional integration.

Phytosanitary Measures

Phytosanitary measures

AYUSH में Ayurveda, Yoga and Naturopathy, Unani, Siddha और Homoeopathy शामिल हैं।

Pre-Arrival Processing

Pre-arrival processing

Certificate of Origin

Certificate of Origin

Rules of Origin

Rules of Origin

Digitalisation

Integrated Check Posts

Land Ports

Land Ports

Conformity Assessment

Conformity Assessment

परीक्षा में landlocked countries, trade facilitation, Certificate of Origin, phytosanitary measures, Integrated Check Posts और क्षेत्रीय संपर्क से प्रश्न पूछे जा सकते हैं।
