Why in News?
On 23 September 2026, Union Minister for Finance and Corporate Affairs Nirmala Sitharaman inaugurated the BRICS Heads of Tax Authorities Meeting in New Delhi. The meeting marked the culmination of India's 2026 chairship of the BRICS tax cooperation track. It resulted in several institutional decisions aimed at strengthening international tax cooperation, improving tax administration and developing professional capacity among participating countries.

What Is BRICS?
BRICS is a platform for cooperation among major emerging economies and other participating countries. It provides opportunities for dialogue on economic development, international governance, finance, trade and related policy areas.
Tax cooperation is important because modern economic activity increasingly involves multinational businesses, cross-border transactions and digital services. Tax authorities must therefore address questions that cannot always be resolved through domestic administrative systems alone.
India's BRICS Tax Chairship in 2026
India chaired the BRICS tax cooperation track during 2026. The New Delhi meeting reviewed the work undertaken during this period and established mechanisms intended to continue beyond India's chairship.
Finance Minister Sitharaman identified three recurring themes of the chairship: technology, administration and people. These themes reflected the need for digital infrastructure, durable institutional arrangements and trained professionals.
First Working Group: International Taxation and Transfer Pricing
One of the two new India-led working groups will focus on International Taxation and Transfer Pricing. International taxation concerns tax questions arising when individuals, businesses or transactions have connections with more than one jurisdiction.

Second Working Group: Revenue Statistics
The second India-led working group will focus on Revenue Statistics. Revenue statistics concern the collection, classification and analysis of information about government revenue, including taxation.
Reliable statistics help policymakers understand revenue trends, compare tax structures, assess administrative performance and evaluate fiscal capacity. International cooperation may also improve the comparability of information across countries.
Students should distinguish revenue statistics from tax policy. Statistics describe and analyse fiscal information, while tax policy concerns decisions about taxation rules, rates, exemptions and administration.
BRICS Tax Cross-Learning Lab
The meeting formally launched the BRICS Tax Cross-Learning Lab. According to the Ministry of Finance, this initiative integrates work associated with the Client-Centric Administration and Human Resources Practices working groups into a joint peer-learning platform.

What Is Client-Centric Tax Administration?

The BRICS initiative recognises that tax authorities need personnel capable of handling complex financial transactions, digital systems and international cooperation.
BRICS Tax Support Network
The meeting approved the Terms of Reference of the BRICS Tax Support Network. Terms of Reference define the purpose, scope and operating arrangements of a cooperative mechanism.
Approval of these terms is an institutional step. It should not be described as proof that every activity of the network has already been implemented.
Young Tax Professionals Capacity Building Programme
The first in-person BRICS Young Tax Professionals Capacity Building Programme was held at the National Academy of Direct Taxes in Nagpur in April 2026. At the September meeting, participants agreed to institutionalise the programme as an annual feature of BRICS tax cooperation.
Making the programme annual can create opportunities for regular professional exchange and training among tax officials from participating administrations.

The reference demonstrates the connection between BRICS discussions and wider global debates about international taxation. The New Delhi meeting did not itself finalise the United Nations convention.
Why Developing Economies Are Interested in Tax Cooperation
Developing economies require stable public revenue to finance infrastructure, education, health and other public services. International tax issues may affect the allocation of taxable profits and the ability of administrations to collect revenue effectively.
Cooperation can support capacity building and help countries participate more effectively in international discussions. At the same time, countries may have different economic structures and policy preferences.
Direct Taxes and Indirect Taxes
Direct taxes are generally imposed on income or wealth-related tax bases, depending on the applicable law. Income tax is a familiar example. Indirect taxes are generally levied on transactions involving goods and services, such as the Goods and Services Tax in India.

संयुक्त राष्ट्र का अंतरराष्ट्रीय कर सहयोग संबंधी ढांचा अभिसमय
अपने संबोधन में वित्त मंत्री ने अंतरराष्ट्रीय कर सहयोग पर संयुक्त राष्ट्र के प्रस्तावित ढांचा अभिसमय से संबंधित जारी वार्ताओं का उल्लेख किया। उन्होंने बहुपक्षीय कर वार्ताओं में निष्पक्षता और स्थायित्व सुनिश्चित करने के लिए ब्रिक्स अर्थव्यवस्थाओं के दृष्टिकोण को महत्वपूर्ण बताया।
