Why are Treasury Bills in News?

The Government of India's official Treasury Bill issuance calendar for the quarter ending September 2026 schedules an auction worth ₹24,000 crore on 16 September 2026.

The auction comprises three maturities: ₹9,000 crore of 91-day Treasury Bills, ₹8,000 crore of 182-day Treasury Bills and ₹7,000 crore of 364-day Treasury Bills.

Issue Date

The securities auctioned on 16 September are scheduled for issue on 17 September 2026.

The Government prepares the Treasury Bill issuance calendar in consultation with the Reserve Bank of India.

What is a Treasury Bill?

A Treasury Bill, commonly called a T-Bill, is a short-term debt instrument issued by the Government of India to meet short-term funding requirements.

T-Bills form part of the Government securities market and are backed by the sovereign.

Types of Treasury Bills in India

India regularly issues Treasury Bills with three standard maturities.

  • 91-day Treasury Bills.
  • 182-day Treasury Bills.
  • 364-day Treasury Bills.

16 September Auction Composition

  • 91-day T-Bills: ₹9,000 crore.
  • 182-day T-Bills: ₹8,000 crore.
  • 364-day T-Bills: ₹7,000 crore.
  • Total notified amount: ₹24,000 crore.

How do Treasury Bills Generate Returns?

Treasury Bills are zero-coupon securities. They do not normally pay periodic coupon interest like conventional coupon-bearing government bonds.

Instead, they are issued at a discount to their face value and redeemed at face value on maturity. The difference between the purchase price and redemption value represents the investor's return.

Simple Example

Suppose a Treasury Bill with a face value of ₹100 is issued to an investor for ₹97. If it is held until maturity, the Government redeems it for ₹100. The ₹3 difference represents the return before considering other relevant factors.

Who Issues Treasury Bills?

Treasury Bills are issued by the Government of India. The Reserve Bank of India conducts auctions and manages government borrowing as part of its role as banker and debt manager to the Government.

What is a Government Security?

A Government Security, or G-Sec, is a tradable instrument representing a debt obligation of the Central Government or a State Government.

Government securities can be short-term or long-term depending on their maturity.

T-Bills versus Dated Government Securities

Treasury Bills have maturities of less than one year and are issued at a discount without a regular coupon.

Dated Government Securities generally have longer maturities and commonly pay a specified coupon at periodic intervals.

Why Does the Government Borrow?

Government expenditure and receipts do not always occur at exactly the same time. Short-term borrowing instruments help manage temporary mismatches between cash inflows and expenditure requirements.

Government borrowing also forms part of the broader fiscal financing framework.

What is an Auction?

In a securities auction, eligible participants submit bids according to the rules prescribed by the Reserve Bank of India. The auction mechanism helps determine the price or yield at which securities are allocated.

Yield and Price Relationship

For fixed-income securities, price and yield generally move in opposite directions. When the purchase price of a discount security falls relative to its redemption value, its implied yield rises, other things being equal.

Role of RBI

The Reserve Bank of India performs several important functions in the government-securities market. It conducts auctions, facilitates settlement and acts as the Government's debt manager.

RBI is also India's central bank and is responsible for monetary policy and regulation of significant parts of the financial system.

Primary and Secondary Markets

The primary market is where government securities are first issued through auctions. After issuance, eligible securities can be traded in the secondary market.

A liquid secondary market allows investors to buy or sell securities before maturity.

Why are T-Bills Important for Financial Markets?

Treasury Bill yields are important short-term interest-rate indicators. They can reflect liquidity conditions, expectations about monetary policy and demand for low-credit-risk short-term instruments.

Treasury Bills and Monetary Policy

T-Bill yields are not the monetary-policy rate, but short-term market interest rates can be influenced by monetary-policy conditions and banking-system liquidity.

The policy repo rate is determined by the Monetary Policy Committee of the Reserve Bank of India.

Quarterly Treasury Bill Calendar

The Government releases an indicative calendar so that financial-market participants know the planned timing and size of upcoming auctions.

However, the Government retains flexibility to modify amounts and timing depending on financing requirements, market conditions, holidays and other relevant circumstances.

16 September Auction in Numbers

The ₹24,000 crore total is divided as ₹9,000 crore in 91-day securities, ₹8,000 crore in 182-day securities and ₹7,000 crore in 364-day securities.

The issue date is scheduled for 17 September 2026.

Treasury Bills

Treasury Bill

Treasury Bill

Treasury Bills

Reserve Bank of India

Government Security

Reserve Bank of India government-securities market

Secondary Market

T-Bills

Monetary Policy

भारत में policy repo rate का निर्णय Reserve Bank of India की Monetary Policy Committee करती है।

Quarterly Treasury Bill Calendar

Financing requirements, market conditions, holidays
