Introduction

The Javelin Missile System is a man-portable anti-tank guided missile system developed for engaging armoured vehicles and other battlefield targets. It is particularly known for three important characteristics: fire-and-forget guidance, an imaging infrared seeker and a top-attack capability.

The missile entered Indian current affairs in November 2025 after the United States approved a possible Foreign Military Sale (FMS) of Javelin missile systems and related equipment to India.

For competitive-examination students, Javelin is important not only as a defence current-affairs topic but also for understanding modern anti-tank weapons, infrared guidance, top-attack technology and India-US defence cooperation.

Why was Javelin in the News?

On 19 November 2025, the U.S. State Department made a determination approving a possible Foreign Military Sale to India of the Javelin Missile System and related equipment, with an estimated value of $45.7 million.

The U.S. Defense Security Cooperation Agency (DSCA) subsequently delivered the required certification notifying the U.S. Congress.

According to the official notification, India had requested:

• 100 FGM-148 Javelin rounds

• 1 FGM-148 Javelin missile as a fly-to-buy item

• 25 Javelin Lightweight Command Launch Units (LwCLU) or Block 1 Command Launch Units (CLU)

• Training equipment

• Missile simulation rounds

• Training and logistical support

An important examination point is that this announcement represented approval for a possible Foreign Military Sale. Such a notification should not automatically be interpreted as meaning that the entire acquisition had already been completed.

At the same time, the United States also announced a separate possible sale of M982A1 Excalibur tactical projectiles to India, estimated at $47.1 million.

What is the Javelin Missile?

The FGM-148 Javelin is a portable anti-tank guided missile system of the United States.

It was designed primarily to provide infantry units with the ability to engage heavily armoured battlefield targets while allowing the firing team to move after launch.

The system consists broadly of two important elements:

1. A reusable Command Launch Unit (CLU) or its newer lightweight version.

2. A missile contained within a disposable launch-tube assembly.

The launch unit assists the operator in battlefield observation, target detection and engagement.

What Does “Fire-and-Forget” Mean?

One of the most important features of Javelin is its fire-and-forget capability.

In some guided missile systems, an operator has to continue directing or illuminating the target after launching the missile. This can expose the operator to enemy fire.

Javelin works differently.

It uses an imaging infrared seeker and lock-on-before-launch capability. Once the target has been acquired and the missile launched, the missile can guide itself towards the selected target.

Consequently, the operator does not have to manually guide the missile throughout its flight.

This provides an important tactical advantage because the firing team can move to another position, seek protection or prepare for another engagement after launch.

Imaging Infrared Seeker

The Imaging Infrared (IIR) seeker is a central component of Javelin's guidance system.

Infrared systems detect thermal energy emitted by objects. Armoured vehicles and other battlefield targets can produce identifiable thermal signatures.

The seeker helps the missile maintain its engagement with the selected target after launch.

This technology contributes to the missile's fire-and-forget capability.

Top-Attack Mode

Another important characteristic of Javelin is its top-attack flight profile.

Tandem Warhead

Modern tanks may use Explosive Reactive Armour (ERA) in addition to conventional armour.

Reactive armour is designed to interfere with the effectiveness of an incoming anti-armour warhead.

Javelin uses a tandem warhead arrangement designed to improve its effectiveness against protected armoured targets.

In simplified terms, the tandem arrangement employs sequential effects so that protective armour systems can be addressed before the main armour is attacked.

What is Soft Launch?

Javelin also uses a soft-launch system.

With this arrangement, the missile is initially ejected from its launch tube before its main propulsion takes over at a safer distance.

Javelin is associated with the Javelin Joint Venture, involving major U.S. defence companies RTX and Lockheed Martin.

The official November 2025 U.S. notification identified the RTX Corporation/Lockheed Martin Javelin Joint Venture as the principal contractor for the proposed Indian sale.

Javelin and India-US Defence Relations

The proposed sale also has a broader strategic dimension.

According to the U.S. notification, the proposed transaction was intended to strengthen the U.S.-India strategic relationship and improve India's ability to respond to current and future security threats.

For India, modern anti-tank guided weapons can contribute to infantry capability against armoured threats.

However, students should distinguish between the technical characteristics of the weapon and the diplomatic process of approving a defence sale.

Approval of a possible FMS is part of the U.S. arms-transfer process; it is not, by itself, proof that every item in the notified maximum package has already been delivered.
