Why is SEMICON India 2026 in News?
Prime Minister Narendra Modi inaugurated SEMICON India 2026 in New Delhi on 17 September 2026. It is the fifth edition of the event and is being held from 17 to 19 September at Yashobhoomi.
The theme of the 2026 edition is 'Silicon to Systems: Building the Ecosystem'. The theme reflects India's attempt to develop capabilities beyond individual semiconductor chips and build a wider ecosystem covering design, fabrication, packaging, testing, equipment, materials, research and skilled human resources.
What is SEMICON India?
SEMICON India is a major platform connecting the government with the domestic and global semiconductor industry. It brings together industry leaders, policymakers, investors, start-ups, researchers and academic institutions.
The event is intended to support investment, technological collaboration, research partnerships and development of India's semiconductor ecosystem.
What is a Semiconductor?
A semiconductor is a material whose electrical conductivity lies between that of a conductor and an insulator. Its electrical behaviour can be precisely controlled, making semiconductor materials suitable for creating transistors, diodes, integrated circuits and many other electronic components.
Silicon is the most widely recognised semiconductor material, although materials such as gallium nitride and silicon carbide are increasingly important for specialised applications.
Why Are Semiconductors Strategically Important?
Semiconductor chips form the foundation of modern electronic systems. They are used in smartphones, computers, automobiles, telecommunications equipment, medical devices, industrial machines, defence systems, satellites, data centres and artificial intelligence infrastructure.
Technologies including 5G and 6G communication, electric mobility, the Internet of Things, autonomous systems and high-performance computing are increasing global demand for semiconductor capabilities.
For this reason, semiconductor manufacturing is not merely an electronics-industry issue. It has implications for economic security, supply-chain resilience, technological sovereignty and national security.
What is Semicon 2.0?
The Union Cabinet approved Semicon 2.0 on 15 July 2026 with an outlay of ₹1,27,500 crore.
It builds on the first phase of India's semiconductor programme. While the earlier phase focused heavily on establishing the basic manufacturing ecosystem and attracting projects, Semicon 2.0 seeks to deepen capabilities across the complete semiconductor value chain.
Six Strategic Pillars of Semicon 2.0
The government's official backgrounder identifies six strategic pillars for the programme.
- Research and Development
- Chip Design
- Machines and Materials
- Setting up more semiconductor fabrication facilities
- Talent Development
- Further strengthening the ATMP and OSAT industry
This structure is important for examinations because it demonstrates that semiconductor self-reliance requires much more than constructing fabrication plants.
What is a Semiconductor Fab?
A semiconductor fabrication plant, commonly called a fab, is a highly specialised manufacturing facility where semiconductor devices are produced on wafers.
The process can involve hundreds of precisely controlled steps such as deposition, photolithography, etching, ion implantation, cleaning and inspection.
Modern fabs require sophisticated equipment, highly controlled environments, large capital investment, specialised materials, highly skilled workers and reliable infrastructure.
What is a Wafer?
A wafer is a thin circular slice of semiconductor material, usually silicon, on which integrated circuits are fabricated.
Multiple chips are produced across a wafer. After fabrication and testing, the wafer is divided into individual dies, which can subsequently undergo packaging and further testing.
What is ATMP?
ATMP stands for Assembly, Testing, Marking and Packaging.
After semiconductor dies are fabricated, they must be assembled into usable packages, tested for performance and reliability, marked for identification and prepared for integration into electronic products.
ATMP is therefore an important downstream part of the semiconductor value chain.
What is OSAT?
OSAT stands for Outsourced Semiconductor Assembly and Test.
OSAT companies specialise in semiconductor packaging, assembly and testing services for chip manufacturers and design companies.
Strengthening domestic OSAT capabilities can help India participate in important stages of the global semiconductor supply chain even while fabrication capabilities continue expanding.
What is a Fabless Semiconductor Company?
A fabless semiconductor company designs chips but does not necessarily own the fabrication plants that manufacture them.
It may develop processor architecture, integrated circuit designs and intellectual property and then contract a semiconductor foundry to manufacture the physical chips.
The Prime Minister highlighted the importance of nurturing fabless companies and creating intellectual property within India.
What is a Semiconductor Foundry?
A semiconductor foundry manufactures chips designed by other companies.
The separation between chip design and fabrication has enabled specialised companies to participate in different stages of the global semiconductor value chain.
What is Chip Tape-Out?
Tape-out refers to a major stage in semiconductor design when a completed chip design is finalised and prepared for manufacturing.
Historically the term referred to transferring design data onto magnetic tape, but it continues to be used even though modern design files are transmitted digitally.
A successful tape-out is an important milestone, but it does not automatically mean that mass commercial production has begun. Manufacturing, testing and validation still follow.
Commercial Production in Mohali and Surat
During the inauguration, the Prime Minister stated that chips coming from Indian plants had begun reaching customers in India and overseas.
He also referred to the commencement of commercial production at two new plants in Mohali and Surat.
This marks an important transition in India's semiconductor strategy from policy announcements and project approvals towards actual production.
How Many Semiconductor Projects Have Been Approved?
The Prime Minister referred to twelve approved projects while discussing opportunities across equipment, chemicals, gases, materials and other parts of the semiconductor ecosystem.
A semiconductor project creates demand beyond the fabrication plant itself. The industry requires specialised gases, chemicals, machinery, clean-room systems, water treatment, power infrastructure, testing equipment, packaging materials and logistics.
Why Are Semiconductor Materials Important?
Chip manufacturing depends on extremely pure materials and chemicals. Small levels of contamination can damage microscopic semiconductor structures and reduce manufacturing yields.
A resilient semiconductor ecosystem therefore requires dependable suppliers of wafers, gases, chemicals, photoresists, packaging materials and specialised industrial equipment.
Importance of Research and Development
Semiconductor technology changes rapidly. Long-term competitiveness therefore requires continuous research and development rather than dependence only on imported technology.
R&D can cover chip architectures, semiconductor materials, manufacturing processes, packaging, photonics, power electronics and next-generation computing.
The Prime Minister urged industry leaders to strengthen research and development activities within India.
What is Silicon Photonics?
Silicon photonics combines semiconductor manufacturing techniques with optical communication. Instead of relying only on electrical signals, photonic components can use light to transfer information.
The technology is increasingly relevant to high-speed data movement, data centres and artificial-intelligence infrastructure.
The Prime Minister specifically referred to silicon photonics while discussing India's future semiconductor ecosystem.
Artificial Intelligence and Semiconductor Demand
The rapid growth of artificial intelligence is changing semiconductor requirements. AI systems require specialised processors, large amounts of memory, high-speed interconnects and efficient thermal management.
The challenge therefore extends beyond simply reducing transistor size. System-level integration, memory placement, packaging and heat management are becoming increasingly important.
Why Does AI Need Advanced Chips?
Training and operating large artificial-intelligence models requires enormous numbers of mathematical calculations. Specialised accelerators can perform these operations much more efficiently than general-purpose processors for certain workloads.
This has increased global demand for high-performance computing chips and advanced memory technologies.
Semiconductors and Data Centres
Data centres contain large numbers of processors, memory devices, storage systems and networking chips.
The growth of cloud computing and artificial intelligence therefore increases both semiconductor demand and electricity demand.
The Prime Minister linked India's semiconductor ambitions with the need for reliable energy infrastructure.
Semiconductor Manufacturing and Electricity
Semiconductor fabrication requires highly reliable power because manufacturing processes operate continuously under precisely controlled conditions.
Unexpected interruptions can damage production batches and sophisticated equipment.
Energy availability and grid reliability are therefore important factors when companies decide where to establish semiconductor manufacturing facilities.
Talent Development
A semiconductor ecosystem requires engineers and technicians specialising in electronics, electrical engineering, materials science, chemistry, physics, computer engineering, mechanical systems and other fields.
The government has set a target of training one lakh engineering students in chip design and related areas. During the SEMICON India 2026 inauguration, the Prime Minister stated that approximately 70,000 had already received training.
Why is Semiconductor Design an Opportunity for India?
India already has a large pool of engineers working in electronics and semiconductor design activities. Expanding domestic intellectual property and design companies could allow the country to capture more value from this talent base.
Design capabilities can also complement fabrication, packaging and testing facilities to create a more integrated ecosystem.
Semiconductor Supply-Chain Resilience
The global chip shortages experienced in earlier years demonstrated that disruption at a limited number of semiconductor facilities can affect automobile, electronics and telecommunications industries across the world.
Countries have therefore increasingly treated semiconductor supply chains as strategic infrastructure.
Geographic diversification of semiconductor production can reduce excessive dependence on a small number of manufacturing centres, although creating competitive new capacity is technologically and financially difficult.
Why Does Semiconductor Manufacturing Require Large Investment?
Advanced semiconductor facilities require extremely sophisticated manufacturing equipment, clean rooms, precision environmental controls, specialised materials and extensive infrastructure.
Rapid technological change also means that equipment can require frequent upgrading. These factors make semiconductor fabrication one of the world's most capital-intensive manufacturing activities.
Semicon 1.0 and Semicon 2.0
The official government backgrounder describes Semicon 2.0 as building on the implementation of Semicon 1.0.
The first phase helped establish the foundation of India's semiconductor manufacturing ecosystem. The second phase seeks to deepen capabilities across R&D, design, equipment and materials, fabrication, talent and ATMP/OSAT.
Students should therefore view Semicon 2.0 as an expansion and deepening of the semiconductor strategy rather than merely another fabrication subsidy.
Why is the Semiconductor Industry Important for Atmanirbhar Bharat?
India imports many electronic components and remains connected to complex global semiconductor supply chains. Developing domestic capabilities can increase technological resilience and create high-value manufacturing and research opportunities.
However, semiconductor self-reliance should not necessarily be interpreted as complete isolation from global supply chains. Modern chip production involves specialised technologies, equipment and materials supplied by companies across several countries.
India's policy therefore combines domestic capacity building with international partnerships.
Theme of SEMICON India 2026
The theme 'Silicon to Systems: Building the Ecosystem' captures the objective of developing an interconnected semiconductor industry.
Silicon represents the foundational material behind much of semiconductor manufacturing, while 'systems' refers to the broader electronic products and technological infrastructure in which chips ultimately operate.
Why is this Important for UPSC, SSC and Other Exams?
Semiconductors connect science, technology, industrial policy, international relations, national security and economics.
Preliminary examinations can ask factual questions about Semicon 2.0, ATMP, OSAT, fabs, wafers and the location and theme of SEMICON India 2026.
For UPSC Mains, semiconductor policy can be discussed in the context of technological self-reliance, global supply chains, manufacturing, skilled employment, critical technologies and strategic autonomy.

2026 संस्करण का विषय 'Silicon to Systems: Building the Ecosystem' है।
SEMICON India
Semicon 2.0
ATMP का पूर्ण रूप Assembly, Testing, Marking and Packaging है।
OSAT का पूर्ण रूप Outsourced Semiconductor Assembly and Test है।
Fabless
Semiconductor Foundry
Chip Tape-Out क्या है?
Silicon Photonics
Silicon Photonics
Semicon 2.0
SEMICON India 2026
'Silicon to Systems: Building the Ecosystem'
UPSC, SSC
