Why is PM-YASASVI in News?

On 16 September 2026, the Ministry of Social Justice and Empowerment released updated information on educational assistance provided through PM-YASASVI. Union Minister Dr Virendra Kumar reported that ₹15,555.53 crore had been released under various components during the period 2014–15 to 2025–26. The Ministry reported overall support exceeding 1,069 lakh students and beneficiaries.

What is PM-YASASVI?

PM-YASASVI stands for PM Young Achievers Scholarship Award Scheme for Vibrant India. It is an umbrella framework supporting eligible students belonging to Other Backward Classes, Economically Backward Classes and Denotified, Nomadic and Semi-Nomadic Tribes.

The scheme combines financial assistance with measures intended to improve access to educational institutions and residential facilities.

Who Are the Target Groups?

OBC stands for Other Backward Classes. EBC stands for Economically Backward Classes. DNT refers to Denotified, Nomadic and Semi-Nomadic Tribes.

Eligibility for a particular benefit depends on the rules of the relevant scheme component. Students should not assume that belonging to one of these categories automatically establishes eligibility for every component.

Pre-Matric Scholarship

The Pre-Matric Scholarship component supports eligible students during school education before matriculation. Its purpose includes helping students continue their education and reducing financial barriers that may contribute to dropping out.

According to the Ministry, ₹2,163.15 crore was released under this component during 2014–15 to 2025–26, covering 642.58 lakh beneficiaries.

For 2025–26, ₹252.21 crore was released and 25.22 lakh students were provisionally covered.

Post-Matric Scholarship

The Post-Matric Scholarship component supports eligible students pursuing education after matriculation, including higher and professional education according to applicable rules.

During 2014–15 to 2025–26, ₹12,118.75 crore was released under this component, benefiting 425.66 lakh students.

In 2025–26, ₹1,138.88 crore was released, with provisional coverage of 31.29 lakh beneficiaries.

Why Are Some Figures Provisional?

The Ministry specifically stated that the 2025–26 beneficiary figures for the Pre-Matric and Post-Matric Scholarship components were provisional. States and Union Territories were compiling the actual data along with proposals for 2026–27.

For examinations and educational articles, provisional figures should always be identified as such.

Hostel Infrastructure

Students may be unable to attend suitable educational institutions when affordable accommodation is unavailable. Hostel infrastructure can help students study away from their home districts or villages.

The Ministry reported that ₹346.79 crore had been released during 2014–15 to 2025–26 for the creation of 28,865 hostel seats for OBC boys and girls.

In 2025–26 alone, ₹21.06 crore was released for the creation of 3,700 seats.

Top Class Education in Schools

The Top Class Education in Schools component has been implemented since 2022–23. It supports eligible meritorious students studying in identified schools.

Since its introduction, ₹116.69 crore had been released and 45,228 students had benefited.

The Ministry reported an increase in coverage from 1,275 beneficiaries in 2022–23 to 27,007 in 2025–26. The fund release during 2025–26 was ₹75.63 crore.

Top Class Education in Colleges

The Top Class Education in Colleges component has been implemented since 2023–24. It supports eligible meritorious students studying in identified higher-education institutions.

During 2023–24 to 2025–26, ₹810.15 crore was released, benefiting 37,937 students.

In 2025–26, the component supported 17,295 students through a fund release of ₹368.86 crore.

Why Is an Umbrella Scheme Useful?

Educational barriers arise at different stages. A student may need assistance with school expenses, higher-education costs or accommodation. An umbrella framework can address several of these needs through separate components.

However, the amount and nature of assistance are not identical across components. Each component has its own implementation arrangements and eligibility requirements.

Scholarships and Educational Continuity

Scholarships can reduce direct educational costs. Hostel facilities can reduce geographical barriers. Support for study in identified institutions can improve access to educational opportunities.

These interventions address different obstacles and should be understood as complementary rather than interchangeable.

लक्षित वर्ग कौन हैं?

अन्य पिछड़ा वर्ग को ओबीसी, आर्थिक रूप से पिछड़ा वर्ग को ईबीसी तथा विमुक्त, घुमंतू और अर्ध-घुमंतू जनजातियों को डीएनटी कहा जाता है।

किसी विशेष लाभ की पात्रता संबंधित घटक के नियमों पर निर्भर करती है। किसी वर्ग से संबंधित होने मात्र से प्रत्येक घटक के लिए पात्रता स्वतः स्थापित नहीं होती।

मैट्रिक-पूर्व छात्रवृत्ति

मैट्रिक-पूर्व छात्रवृत्ति पात्र विद्यार्थियों को मैट्रिक से पहले की विद्यालयी शिक्षा के दौरान सहायता प्रदान करती है। इसका उद्देश्य शिक्षा जारी रखने में सहायता करना और आर्थिक कारणों से पढ़ाई छूटने का जोखिम कम करना है।

मंत्रालय के अनुसार वर्ष 2014–15 से 2025–26 तक इस घटक के अंतर्गत ₹2,163.15 करोड़ जारी किए गए और 642.58 लाख लाभार्थियों को शामिल किया गया।

वर्ष 2025–26 में ₹252.21 करोड़ जारी किए गए और 25.22 लाख विद्यार्थियों को अस्थायी आंकड़ों के अनुसार शामिल किया गया।

मैट्रिक-पश्चात छात्रवृत्ति

मैट्रिक-पश्चात छात्रवृत्ति संबंधित नियमों के अनुसार मैट्रिक के बाद उच्च और व्यावसायिक शिक्षा प्राप्त करने वाले पात्र विद्यार्थियों को सहायता प्रदान करती है।

वर्ष 2014–15 से 2025–26 तक इस घटक के अंतर्गत ₹12,118.75 करोड़ जारी किए गए और 425.66 लाख विद्यार्थियों को लाभ मिला।

वर्ष 2025–26 में ₹1,138.88 करोड़ जारी किए गए और लाभार्थियों की अस्थायी संख्या 31.29 लाख बताई गई।

छात्रावास अवसंरचना

उपयुक्त आवास की अनुपलब्धता के कारण कुछ विद्यार्थी अच्छे शैक्षिक संस्थानों में प्रवेश लेने में कठिनाई अनुभव करते हैं। छात्रावास सुविधाएं विद्यार्थियों को अपने गृह जिले अथवा गांव से दूर पढ़ाई करने में सहायता कर सकती हैं।

मंत्रालय के अनुसार वर्ष 2014–15 से 2025–26 तक अन्य पिछड़ा वर्ग के लड़कों और लड़कियों के लिए 28,865 छात्रावास स्थानों के निर्माण हेतु ₹346.79 करोड़ जारी किए गए।

केवल वर्ष 2025–26 में 3,700 स्थानों के निर्माण के लिए ₹21.06 करोड़ जारी किए गए।

विद्यालयों में उत्कृष्ट शिक्षा सहायता

विद्यालयों में उत्कृष्ट शिक्षा सहायता का घटक वर्ष 2022–23 से लागू है। इसके अंतर्गत चिह्नित विद्यालयों में अध्ययनरत पात्र मेधावी विद्यार्थियों को सहायता प्रदान की जाती है।

इसकी शुरुआत से ₹116.69 करोड़ जारी किए गए और 45,228 विद्यार्थी लाभान्वित हुए।

वर्ष 2025–26 में ₹368.86 करोड़ की सहायता के माध्यम से 17,295 विद्यार्थियों को शामिल किया गया।

व्यापक योजना का महत्व

शिक्षा प्राप्त करने में अलग-अलग चरणों पर अलग-अलग बाधाएं हो सकती हैं। किसी विद्यार्थी को विद्यालय के खर्च के लिए सहायता चाहिए, किसी को उच्च शिक्षा के लिए और किसी को आवास की आवश्यकता हो सकती है।

व्यापक योजना इन आवश्यकताओं को अलग-अलग घटकों के माध्यम से संबोधित करती है। हालांकि प्रत्येक घटक की पात्रता और सहायता की प्रकृति समान नहीं होती।

छात्रवृत्ति और शिक्षा की निरंतरता

छात्रवृत्ति शिक्षा के प्रत्यक्ष खर्च को कम कर सकती है। छात्रावास भौगोलिक बाधाओं को घटा सकते हैं। चिह्नित संस्थानों में अध्ययन के लिए सहायता बेहतर शैक्षिक अवसरों तक पहुंच बढ़ा सकती है।
