2. What is World Ozone Day?

The day highlights international cooperation for protecting the stratospheric ozone layer from ozone-depleting substances.

3. What is the ozone layer?

Ozone is a molecule composed of three oxygen atoms, represented chemically as O₃. Most atmospheric ozone is concentrated in the stratosphere. This region of relatively high ozone concentration is commonly called the ozone layer. Its importance arises from its ability to absorb a significant portion of harmful ultraviolet radiation coming from the Sun, particularly UV-B radiation.

5. Why is ultraviolet radiation dangerous?

Excessive exposure to ultraviolet radiation can increase risks associated with skin cancer, cataracts and damage to biological systems. It can also affect crops, phytoplankton and ecosystems. The ozone layer therefore performs an important planetary protective function.

6. What causes ozone depletion?

A number of human-made chemicals release chlorine or bromine-containing compounds into the atmosphere. Once transported into the stratosphere, chemical reactions involving these substances can contribute to ozone destruction. 7. Ozone hole

Extremely low temperatures, polar stratospheric clouds and the return of sunlight during the Antarctic spring facilitate chemical reactions that accelerate ozone destruction.

8. Vienna Convention

The Vienna Convention for the Protection of the Ozone Layer was adopted in 1985. 13. What are HCFCs?

HCFC stands for Hydrochlorofluorocarbon. HCFCs were widely used in applications such as refrigeration, air conditioning and foam manufacturing. Although their ozone-depletion potential is generally lower than that of many earlier CFCs, they still damage the ozone layer and therefore remain subject to international phase-out commitments.

14. What are HFCs?

HFC stands for Hydrofluorocarbon. A very important UPSC distinction is that HFCs generally do not deplete the ozone layer in the way CFCs and HCFCs do because they do not contain chlorine or bromine responsible for catalytic ozone destruction. 16 सितंबर 2026 को पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय ने मुंबई में विश्व ओजोन दिवस का राष्ट्रीय कार्यक्रम आयोजित किया। इस अवसर पर भारत ने जलवायु शासन से संबंधित दो महत्वपूर्ण डिजिटल पहलों—नेट ज़ीरो पोर्टल और जलवायु परिवर्तन पर राष्ट्रीय कार्ययोजना डैशबोर्ड—का शुभारंभ किया। 2026 के राष्ट्रीय कार्यक्रम का विषय “Global Action for a Cooler Planet” था। यह विषय UPSC के लिए अत्यंत महत्वपूर्ण है क्योंकि इससे ओजोन परत संरक्षण, जलवायु परिवर्तन, ग्रीनहाउस गैस लेखांकन, मॉन्ट्रियल प्रोटोकॉल, किगाली संशोधन और भारत की निम्न-कार्बन विकास यात्रा जैसे अनेक विषय जुड़े हुए हैं।

2. विश्व ओजोन दिवस क्या है?

ओजोन परत के संरक्षण के लिए अंतरराष्ट्रीय दिवस प्रत्येक वर्ष 16 सितंबर को मनाया जाता है। इसे सामान्यतः विश्व ओजोन दिवस कहा जाता है। यह तिथि 16 सितंबर 1987 को ओजोन परत को क्षति पहुँचाने वाले पदार्थों से संबंधित मॉन्ट्रियल प्रोटोकॉल को अपनाए जाने की स्मृति से जुड़ी है।

3. ओजोन परत क्या है?

ओजोन ऑक्सीजन के तीन परमाणुओं से बना अणु है, जिसका रासायनिक सूत्र O₃ है। वायुमंडलीय ओजोन का बड़ा भाग समतापमंडल में पाया जाता है। ओजोन की अपेक्षाकृत अधिक सांद्रता वाले इस क्षेत्र को सामान्यतः ओजोन परत कहा जाता है। यह सूर्य से आने वाली हानिकारक पराबैंगनी किरणों, विशेषकर UV-B, के बड़े भाग को अवशोषित करती है।

4. लाभकारी और हानिकारक ओजोन

समतापमंडलीय ओजोन जीवन के लिए लाभकारी है क्योंकि यह हानिकारक पराबैंगनी विकिरण से सुरक्षा प्रदान करती है। इसके विपरीत पृथ्वी की सतह के निकट क्षोभमंडलीय ओजोन वायु प्रदूषक है और प्रकाश-रासायनिक धूम-कोहरे का महत्वपूर्ण घटक है। इसलिए यह कथन गलत है कि प्रत्येक प्रकार की ओजोन पर्यावरण के लिए लाभकारी होती है।

5. पराबैंगनी विकिरण का खतरा

अत्यधिक पराबैंगनी विकिरण त्वचा कैंसर, मोतियाबिंद और अन्य जैविक क्षतियों के जोखिम को बढ़ा सकता है। इसका प्रभाव फसलों, समुद्री पादप प्लवक और पारिस्थितिकी तंत्र पर भी पड़ सकता है।

6. ओजोन क्षरण के कारण

मानव निर्मित अनेक रसायन वायुमंडल में क्लोरीन अथवा ब्रोमीन युक्त पदार्थ छोड़ते हैं। समतापमंडल में पहुँचने के बाद इनसे संबंधित रासायनिक अभिक्रियाएँ ओजोन अणुओं के विनाश को बढ़ा सकती हैं। महत्वपूर्ण ओजोन-क्षयकारी पदार्थों में CFC, हैलोन, कार्बन टेट्राक्लोराइड, मिथाइल ब्रोमाइड और HCFC शामिल रहे हैं।

7. ओजोन छिद्र

ओजोन छिद्र का अर्थ वायुमंडल में वास्तविक खाली छेद नहीं है। यह समतापमंडलीय ओजोन की अत्यधिक मौसमी कमी को दर्शाता है, जो विशेष रूप से अंटार्कटिका के ऊपर देखी जाती है। अत्यंत निम्न तापमान, ध्रुवीय समतापमंडलीय बादल और अंटार्कटिक वसंत में सूर्य के प्रकाश की वापसी ऐसी रासायनिक परिस्थितियाँ उत्पन्न करती हैं जो ओजोन क्षरण को तीव्र करती हैं।

8. वियना अभिसमय

ओजोन परत के संरक्षण के लिए वियना अभिसमय 1985 में अपनाया गया। इसने अनुसंधान, निगरानी और अंतरराष्ट्रीय सहयोग के लिए व्यापक ढाँचा प्रदान किया। परीक्षा में ध्यान रखें कि वियना अभिसमय ने व्यापक संस्थागत ढाँचा दिया, जबकि विशिष्ट ओजोन-क्षयकारी पदार्थों को नियंत्रित करने के उपाय मॉन्ट्रियल प्रोटोकॉल के माध्यम से विकसित किए गए।

9. मॉन्ट्रियल प्रोटोकॉल

ओजोन परत को क्षति पहुँचाने वाले पदार्थों पर मॉन्ट्रियल प्रोटोकॉल 1987 में अपनाया गया। इसने प्रमुख ओजोन-क्षयकारी पदार्थों के उत्पादन और उपभोग को नियंत्रित तथा चरणबद्ध रूप से समाप्त करने की अंतरराष्ट्रीय व्यवस्था स्थापित की। इसे बहुपक्षीय पर्यावरणीय सहयोग के सबसे सफल उदाहरणों में गिना जाता है।

10. भारत और मॉन्ट्रियल प्रोटोकॉल

भारत 1992 से वियना अभिसमय और मॉन्ट्रियल प्रोटोकॉल तथा उसके संशोधनों का पक्षकार है। भारत ने नियंत्रित उपयोगों के लिए CFC, कार्बन टेट्राक्लोराइड और हैलोन जैसे अनेक प्रमुख ओजोन-क्षयकारी पदार्थों को चरणबद्ध रूप से समाप्त कर दिया है।

11. HCFC क्या हैं?

HCFC का अर्थ हाइड्रोक्लोरोफ्लोरोकार्बन है। इनका उपयोग प्रशीतन, वातानुकूलन और फोम निर्माण जैसे क्षेत्रों में किया जाता रहा है। इनकी ओजोन-क्षय क्षमता अनेक पुराने CFC की तुलना में कम हो सकती है, लेकिन ये फिर भी ओजोन परत को क्षति पहुँचाते हैं। इसलिए इनका चरणबद्ध उन्मूलन किया जा रहा है। भारत ने HCFC के संबंध में 2015, 2020 और 2025 के निर्धारित चरणबद्ध उन्मूलन लक्ष्यों को पूरा किया है।

12. HFC क्या हैं?

HFC का अर्थ हाइड्रोफ्लोरोकार्बन है। HFC सामान्यतः CFC और HCFC की तरह ओजोन परत को क्षति नहीं पहुँचाते क्योंकि उनमें ओजोन विनाश से जुड़ा क्लोरीन अथवा ब्रोमीन नहीं होता। लेकिन अनेक HFC अत्यधिक शक्तिशाली ग्रीनहाउस गैसें हैं। इसलिए जलवायु परिवर्तन के संदर्भ में उनका महत्व बहुत अधिक है।

13. किगाली संशोधन

मॉन्ट्रियल प्रोटोकॉल का किगाली संशोधन 2016 में रवांडा की राजधानी किगाली में अपनाया गया। इसका मुख्य उद्देश्य HFC के उत्पादन और उपभोग को चरणबद्ध रूप से कम करना है। यह ओजोन संरक्षण व्यवस्था और जलवायु नीति के बीच महत्वपूर्ण संबंध को दर्शाता है।

14. भारत और किगाली संशोधन

भारत ने सितंबर 2021 में किगाली संशोधन का अनुसमर्थन किया। यह भारत के लिए 26 दिसंबर 2021 से प्रभावी हुआ। भारत के लिए HFC की चरणबद्ध कमी 2032 से प्रारंभ होगी।

15. भारत की HFC कमी समयसारिणी

निर्धारित आधाररेखा की तुलना में भारत की प्रमुख कमी इस प्रकार है: • 2032 — 10% • 2037 — 20% • 2042 — 30% • 2047 — 85% ये आँकड़े प्रारंभिक परीक्षा के लिए अत्यंत महत्वपूर्ण हैं।

16. वैश्विक तापन क्षमता

वैश्विक तापन क्षमता किसी ग्रीनहाउस गैस की ऊष्मा रोकने की क्षमता की तुलना कार्बन डाइऑक्साइड से करने का एक माप है। कार्बन डाइऑक्साइड को सामान्यतः संदर्भ मान के रूप में 1 माना जाता है। अनेक HFC की वैश्विक तापन क्षमता काफी अधिक होती है।

17. विश्व ओजोन दिवस 2026

भारत में 32वाँ विश्व ओजोन दिवस राष्ट्रीय स्तर पर मुंबई में मनाया गया। कार्यक्रम का विषय “Global Action for a Cooler Planet” था। इस अवसर पर ओजोन संरक्षण को व्यापक जलवायु कार्रवाई, टिकाऊ शीतलन और कम वैश्विक तापन क्षमता वाली तकनीकों से जोड़ा गया।

18. भारत का नेट ज़ीरो पोर्टल

16 सितंबर 2026 को भारत ने नेट ज़ीरो पोर्टल का शुभारंभ किया। यह विभिन्न क्षेत्रों की भारतीय संस्थाओं द्वारा स्वैच्छिक नेट ज़ीरो प्रतिबद्धताओं के पंजीकरण और प्रकटीकरण के लिए एक केंद्रीकृत डिजिटल मंच है।

19. पोर्टल पर संस्थाएँ क्या कर सकती हैं?

भाग लेने वाली संस्थाएँ: • अपने ग्रीनहाउस गैस उत्सर्जन का विवरण दे सकती हैं; • नेट ज़ीरो लक्ष्य घोषित कर सकती हैं; • वार्षिक प्रगति बता सकती हैं; • स्वच्छ ऊर्जा परिवर्तन की योजना प्रस्तुत कर सकती हैं; • ऊर्जा दक्षता उपाय बता सकती हैं; • तकनीकी हस्तक्षेपों का विवरण दे सकती हैं; और • आवश्यकतानुसार कार्बन निष्कासन उपायों की जानकारी दे सकती हैं।

20. स्वैच्छिक व्यवस्था

परीक्षा के लिए महत्वपूर्ण तथ्य यह है कि यह पोर्टल स्वैच्छिक नेट ज़ीरो प्रतिबद्धताओं के लिए बनाया गया है। इसे भारत की प्रत्येक संस्था पर लागू सार्वभौमिक अनिवार्य नेट ज़ीरो लक्ष्य नहीं समझना चाहिए।

21. स्कोप 1 उत्सर्जन

स्कोप 1 से सामान्यतः संस्था के स्वामित्व अथवा नियंत्रण वाले स्रोतों से होने वाला प्रत्यक्ष ग्रीनहाउस गैस उत्सर्जन अभिप्रेत है।

22. स्कोप 2 उत्सर्जन

स्कोप 2 से मुख्यतः खरीदी गई ऊर्जा, विशेषकर बिजली, से संबंधित अप्रत्यक्ष उत्सर्जन अभिप्रेत है।

23. स्कोप 3 उत्सर्जन

स्कोप 3 संस्था की व्यापक मूल्य श्रृंखला से जुड़े अन्य अप्रत्यक्ष उत्सर्जनों को सम्मिलित करता है। इनमें आपूर्तिकर्ता, परिवहन, व्यावसायिक यात्रा और उत्पाद उपयोग से जुड़े उत्सर्जन शामिल हो सकते हैं। इनका आकलन कठिन हो सकता है क्योंकि ये संस्था के प्रत्यक्ष नियंत्रण से बाहर की गतिविधियों तक विस्तृत होते हैं।

24. भारत के पोर्टल पर उत्सर्जन विवरण

पोर्टल में भाग लेने वाली संस्थाओं को स्कोप 1 और स्कोप 2 उत्सर्जन की जानकारी देने के लिए प्रोत्साहित किया जाता है, जबकि स्कोप 3 उत्सर्जन का विवरण स्वैच्छिक है।

25. नेट ज़ीरो का अर्थ

नेट ज़ीरो का अर्थ प्रत्येक प्रकार के उत्सर्जन को पूर्णतः समाप्त कर देना आवश्यक नहीं है। व्यापक रूप से इसका अर्थ मानवजनित उत्सर्जन में यथासंभव गहरी कमी करना और शेष उत्सर्जन को उचित कार्बन निष्कासन द्वारा संतुलित करना है।

26. शून्य उत्सर्जन और नेट ज़ीरो

शून्य उत्सर्जन का अर्थ संबंधित गतिविधि से उत्सर्जन का न होना है। नेट ज़ीरो में कुछ अवशिष्ट उत्सर्जन हो सकते हैं, यदि उन्हें समतुल्य निष्कासन द्वारा संतुलित किया जाए। इसलिए दोनों शब्द समान नहीं हैं।

27. NAPCC डैशबोर्ड

नेट ज़ीरो पोर्टल के साथ जलवायु परिवर्तन पर राष्ट्रीय कार्ययोजना डैशबोर्ड का भी शुभारंभ किया गया। यह NAPCC के अंतर्गत राष्ट्रीय जलवायु मिशनों की प्रगति और क्रियान्वयन का समेकित डिजिटल दृश्य प्रदान करता है।

28. डैशबोर्ड के उद्देश्य

इसका उद्देश्य: • विभिन्न मिशनों की जानकारी एक स्थान पर लाना; • निर्धारित संकेतकों की निगरानी करना; • मंत्रालयों के बीच समन्वय मजबूत करना; • प्रमाण आधारित मूल्यांकन में सहायता करना; • क्रियान्वयन की कमियाँ पहचानना; और • घरेलू जलवायु कार्रवाई को अंतरराष्ट्रीय प्रतिबद्धताओं से बेहतर ढंग से जोड़ना है।

29. NAPCC क्या है?

जलवायु परिवर्तन पर राष्ट्रीय कार्ययोजना 2008 में प्रारंभ की गई थी। यह भारत की जलवायु नीति का महत्वपूर्ण व्यापक ढाँचा है जिसमें शमन, अनुकूलन, ऊर्जा, जल, कृषि, पारिस्थितिकी तंत्र और ज्ञान जैसे क्षेत्रों को राष्ट्रीय मिशनों के माध्यम से संबोधित किया गया।

1. राष्ट्रीय सौर मिशन 2. उन्नत ऊर्जा दक्षता के लिए राष्ट्रीय मिशन 3. सतत आवास पर राष्ट्रीय मिशन 4. राष्ट्रीय जल मिशन 5. हिमालयी पारिस्थितिकी तंत्र को बनाए रखने के लिए राष्ट्रीय मिशन 6. हरित भारत मिशन 7. सतत कृषि के लिए राष्ट्रीय मिशन 8. जलवायु परिवर्तन के लिए रणनीतिक ज्ञान पर राष्ट्रीय मिशन

31. राष्ट्रीय सौर मिशन

इसका उद्देश्य भारत की ऊर्जा व्यवस्था में सौर ऊर्जा की भूमिका बढ़ाना और स्वच्छ ऊर्जा परिवर्तन को गति देना है।

32. उन्नत ऊर्जा दक्षता मिशन

ऊर्जा दक्षता का अर्थ समान अथवा बेहतर परिणाम प्राप्त करने के लिए कम ऊर्जा का उपयोग करना है। इससे उत्सर्जन, लागत और ऊर्जा आयात निर्भरता कम करने में सहायता मिल सकती है।

33. सतत आवास मिशन

यह शहरी व्यवस्था में ऊर्जा दक्षता, परिवहन, भवन और अपशिष्ट प्रबंधन जैसे क्षेत्रों में सतत विकास को बढ़ावा देता है।

34. राष्ट्रीय जल मिशन

जलवायु परिवर्तन वर्षा, सूखा, बाढ़ और जल उपलब्धता को प्रभावित कर सकता है। इसलिए जल संसाधनों का टिकाऊ प्रबंधन जलवायु अनुकूलन का महत्वपूर्ण भाग है।

35. हिमालयी पारिस्थितिकी तंत्र मिशन

हिमालय पारिस्थितिक और रणनीतिक दृष्टि से अत्यंत महत्वपूर्ण है। जलवायु परिवर्तन हिमनदों, जैव विविधता, जल संसाधनों और पर्वतीय समुदायों को प्रभावित कर सकता है।

36. हरित भारत मिशन

इसका उद्देश्य वन और वृक्ष आवरण की गुणवत्ता तथा विस्तार में सुधार और पारिस्थितिकी सेवाओं को मजबूत करना है। वन कार्बन अवशोषण के साथ जैव विविधता, जल संरक्षण और आजीविका में भी योगदान देते हैं।

37. सतत कृषि मिशन

कृषि तापमान, वर्षा, सूखा, बाढ़ और अन्य चरम घटनाओं के प्रति अत्यंत संवेदनशील है। यह मिशन कृषि प्रणालियों की जलवायु सहनशीलता बढ़ाने से संबंधित है।

38. रणनीतिक ज्ञान मिशन

प्रभावी जलवायु नीति के लिए वैज्ञानिक अनुसंधान, आँकड़े, मॉडल और संस्थागत ज्ञान आवश्यक हैं। यह मिशन जलवायु परिवर्तन संबंधी ज्ञान क्षमता को मजबूत करने पर केंद्रित है।

39. जलवायु शमन और अनुकूलन

शमन का उद्देश्य ग्रीनहाउस गैस उत्सर्जन कम करना अथवा कार्बन अवशोषण बढ़ाना है। अनुकूलन का उद्देश्य जलवायु परिवर्तन के प्रभावों के प्रति संवेदनशीलता कम करना है। उदाहरण के लिए स्वच्छ ऊर्जा विस्तार शमन है, जबकि सूखा-सहनशील कृषि प्रणाली विकसित करना अनुकूलन का उदाहरण हो सकता है।

40. UNFCCC

संयुक्त राष्ट्र जलवायु परिवर्तन रूपरेखा अभिसमय 1992 में अपनाया गया। यह वैश्विक जलवायु सहयोग का मूल अंतरराष्ट्रीय ढाँचा है। इसे वियना अभिसमय अथवा मॉन्ट्रियल प्रोटोकॉल से नहीं मिलाना चाहिए।

41. क्योटो प्रोटोकॉल

क्योटो प्रोटोकॉल 1997 में UNFCCC के अंतर्गत अपनाया गया। इसमें मुख्यतः विकसित देशों के लिए मात्रात्मक उत्सर्जन सीमाएँ और कमी संबंधी प्रतिबद्धताएँ निर्धारित की गईं।

42. पेरिस समझौता

पेरिस समझौता 2015 में UNFCCC के अंतर्गत अपनाया गया। यह राष्ट्रीय स्तर पर निर्धारित योगदानों पर आधारित वैश्विक जलवायु व्यवस्था का प्रमुख आधार है। इसका उद्देश्य वैश्विक औसत तापमान वृद्धि को औद्योगिक-पूर्व स्तर से 2°C से काफी नीचे रखना और इसे 1.5°C तक सीमित करने के प्रयास करना है।

43. भारत का 2070 लक्ष्य

भारत ने 2070 तक नेट ज़ीरो उत्सर्जन प्राप्त करने का दीर्घकालीन लक्ष्य घोषित किया है। यह राष्ट्रीय लक्ष्य कंपनियों अथवा संस्थाओं द्वारा नेट ज़ीरो पोर्टल पर घोषित स्वैच्छिक लक्ष्यों से अलग है।

44. हरित दावों की विश्वसनीयता

केवल दूर भविष्य के लिए नेट ज़ीरो लक्ष्य घोषित करना पर्याप्त नहीं है। विश्वसनीय लक्ष्य के लिए स्पष्ट आधाररेखा, मध्यवर्ती लक्ष्य, पारदर्शी आँकड़े और वास्तविक उत्सर्जन कमी आवश्यक है। अन्यथा भ्रामक पर्यावरणीय दावों का जोखिम उत्पन्न हो सकता है।

45. कार्बन निष्कासन

कार्बन निष्कासन उन प्रक्रियाओं को कहा जाता है जिनके माध्यम से वायुमंडल से कार्बन डाइऑक्साइड हटाकर उसे पर्याप्त अवधि के लिए संग्रहीत किया जाता है। वनरोपण जैविक उदाहरण हो सकता है, जबकि प्रत्यक्ष वायु ग्रहण जैसी कुछ तकनीकें तकनीकी उदाहरण हैं।

46. ओजोन और जलवायु परिवर्तन में अंतर

ओजोन क्षरण और वैश्विक तापन दो अलग पर्यावरणीय समस्याएँ हैं। ओजोन क्षरण विशेष रसायनों के कारण समतापमंडलीय ओजोन के विनाश से संबंधित है। जलवायु परिवर्तन मुख्यतः ग्रीनहाउस गैसों की बढ़ती सांद्रता के कारण पृथ्वी की जलवायु प्रणाली में परिवर्तन से संबंधित है। फिर भी दोनों में संबंध है क्योंकि ओजोन व्यवस्था के अंतर्गत नियंत्रित अनेक पदार्थों का जलवायु पर भी प्रभाव पड़ता है।

47. भारत शीतलन कार्ययोजना

भारत में शीतलन की बढ़ती माँग बिजली खपत, प्रशीतक उपयोग और ग्रीनहाउस गैस उत्सर्जन से जुड़ी है। भारत शीतलन कार्ययोजना का उद्देश्य शीतलन आवश्यकताओं को अधिक टिकाऊ ढंग से पूरा करना, ऊर्जा दक्षता बढ़ाना और पर्यावरण की दृष्टि से बेहतर प्रशीतकों को प्रोत्साहित करना है।

48. प्रशीतन और वातानुकूलन क्षेत्र

प्रशीतन और वातानुकूलन क्षेत्र HCFC उन्मूलन और HFC कमी दोनों के लिए महत्वपूर्ण है। उपकरणों में प्रयुक्त प्रशीतक उनकी रासायनिक संरचना के अनुसार ओजोन अथवा जलवायु पर प्रभाव डाल सकते हैं।

49. 248 ITI की पहल

विश्व ओजोन दिवस 2026 कार्यक्रम में बताया गया कि 12 प्रशीतन और वातानुकूलन निर्माताओं द्वारा 248 औद्योगिक प्रशिक्षण संस्थानों को अपनाया गया है। इसका उद्देश्य तकनीशियनों के प्रशिक्षण को उद्योग मानकों के अनुरूप बनाना और कम वैश्विक तापन क्षमता वाली तकनीकों की ओर परिवर्तन में सहायता करना है।

50. तकनीशियनों की भूमिका

पर्यावरणीय समझौतों का वास्तविक प्रभाव केवल मंत्रालयों और अंतरराष्ट्रीय बैठकों पर निर्भर नहीं करता। प्रशीतकों की स्थापना, रखरखाव, पुनर्प्राप्ति और रिसाव नियंत्रण में प्रशिक्षित तकनीशियनों की महत्वपूर्ण भूमिका होती है। इसलिए कौशल विकास पर्यावरण शासन का व्यावहारिक अंग है।

51. बहुपक्षीय कोष

मॉन्ट्रियल प्रोटोकॉल के कार्यान्वयन के लिए बहुपक्षीय कोष पात्र विकासशील देशों को प्रोटोकॉल के दायित्व पूरे करने में सहायता करता है। यह नियंत्रित पदार्थों से वैकल्पिक तकनीकों की ओर परिवर्तन की अतिरिक्त लागत को पूरा करने में सहयोग प्रदान करता है।

52. UNEP की भूमिका

संयुक्त राष्ट्र पर्यावरण कार्यक्रम वैश्विक पर्यावरण शासन में महत्वपूर्ण भूमिका निभाता है और ओजोन संरक्षण व्यवस्था से जुड़े संस्थागत कार्यों में सहयोग करता है। UNEP का मुख्यालय नैरोबी, केन्या में है।

53. मॉन्ट्रियल प्रोटोकॉल की सफलता के कारण

इसकी सफलता से जुड़े प्रमुख तत्व हैं: • मजबूत वैज्ञानिक आधार; • स्पष्ट नियंत्रण समयसारिणी; • विकसित और विकासशील देशों के लिए अलग-अलग समयसीमा; • वित्तीय सहायता; • तकनीकी सहयोग; • निगरानी और प्रतिवेदन; और • वैज्ञानिक प्रमाण के आधार पर समय-समय पर व्यवस्था में सुधार।

54. ओजोन और स्वास्थ्य
