Explanation

The concept of the Right to Service originated in Great Britain.
In governance, the broader idea behind a right to public service is that citizens should receive specified public services within a reasonable or legally prescribed period.
Such mechanisms seek to make administration more accountable, transparent and citizen-oriented.
In India, various States have enacted legislation relating to delivery of public services, prescribing time limits for services such as certificates, licences, permissions and other administrative functions.
A right-to-service framework generally identifies the responsible public official, the period within which a service must be delivered and a grievance or appeal mechanism where the service is delayed or denied.
The idea is closely related to administrative accountability and good governance, although it should not automatically be confused with a Fundamental Right under Part III of the Constitution.
In competitive examinations, questions may ask about the origin of the concept as well as its role in improving public administration.
The key factual association here is Right to Service—Great Britain.
