BIMSTEC Energy Centre Pushes Regional Power Cooperation: BESS, Green Hydrogen, SMRs, Smart Grids and India Energy Stack Explained

Why is BIMSTEC Energy Cooperation in News?

The BIMSTEC Energy Centre concluded a five-day Capacity Building Programme on New and Emerging Technologies in the Power Sector in Bengaluru on 18 September 2026.

The programme was conducted from 14 to 18 September in hybrid mode under the aegis of India's Ministry of Power.

It brought together participants from BIMSTEC member states to study emerging technologies across electricity generation, transmission, distribution and end use.

What is BIMSTEC?

BIMSTEC stands for Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation.

It is an important regional grouping connecting countries of South Asia and Southeast Asia around the Bay of Bengal region.

Its seven members are Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand.

Battery Energy Storage Systems

Battery Energy Storage Systems, or BESS, store electrical energy in batteries so that it can be supplied when required.

Storage is becoming increasingly important as electricity systems integrate greater quantities of variable renewable energy.

Solar generation is concentrated during daylight hours, while wind generation varies according to weather conditions. Electricity demand, however, does not always coincide with renewable generation.

Why is Energy Storage Important?

Electricity grids must continuously balance supply and demand.

If renewable generation is high when demand is relatively low, storage can absorb some of the excess electricity. Stored electricity can later be supplied when demand increases or renewable generation falls.

Energy storage can therefore support renewable integration, grid flexibility and system reliability.

What is Long Duration Energy Storage?

Long Duration Energy Storage refers broadly to storage technologies capable of delivering energy over extended periods compared with short-duration systems.

Different technologies can provide different discharge durations and operational characteristics.

As electricity systems become more dependent on variable renewable sources, longer-duration storage may help manage extended periods of low renewable generation.

Green Hydrogen

Green hydrogen is generally hydrogen produced through electrolysis using electricity from renewable energy sources.

During electrolysis, electricity is used to split water into hydrogen and oxygen.

If the electricity used for the process comes from renewable sources, the resulting hydrogen is commonly described as green hydrogen.

Why is Green Hydrogen Important?

Participants visited the Ohmium International Green Hydrogen Electrolyzer Gigafactory as part of the programme's technical visits.

What is CCUS?

CCUS stands for Carbon Capture, Utilisation and Storage.

The concept involves capturing carbon dioxide from industrial processes or other emission sources, followed by utilisation of the captured carbon or its storage so that it does not enter the atmosphere.

CCUS is particularly discussed in relation to difficult-to-abate industrial sectors.

Small Modular Reactors

Small Modular Reactors, or SMRs, are advanced nuclear reactor designs generally characterised by smaller unit capacity than conventional large nuclear power reactors and greater potential for modular construction.

The word modular refers to the possibility of manufacturing components or modules in a more standardised manner before assembly at the site.

SMRs are being explored internationally as one possible component of future low-carbon power systems.

SMR Does Not Mean Renewable Energy

A common examination trap is to classify nuclear power as renewable energy.

Nuclear energy is generally treated as a low-carbon or non-fossil energy source but not as a renewable energy source.

Therefore, SMRs and solar or wind power should not be placed in the same category merely because all can contribute to lower-carbon electricity systems.

What is a Smart Grid?

A smart grid uses digital technologies, communication systems, sensors and automated controls to improve monitoring and management of electricity networks.

Traditional electricity networks were designed largely around one-directional power flows from large generating stations to consumers.

Modern grids increasingly need to manage distributed solar generation, batteries, electric vehicles and consumers who may both consume and generate electricity.

Artificial Intelligence in Power Systems

The programme examined Artificial Intelligence applications in the power sector.

AI-based systems can potentially assist in demand forecasting, renewable-generation forecasting, equipment monitoring, fault detection and optimisation of grid operations.

However, AI does not replace the need for robust grid infrastructure, cybersecurity, high-quality data and human oversight.

Data Centres and Electricity Demand

Data centres require large quantities of electricity for computing equipment and cooling systems.

Growth in cloud computing and artificial intelligence can therefore create new challenges for power-system planning, particularly when large data centres are geographically concentrated.

Advanced Transmission Technologies

The programme covered several technologies relevant to modern transmission networks, including FACTS, HTLS conductors, Dynamic Line Rating and Grid-Forming Converters.

These technologies address different aspects of transmission capacity, stability and operation.

What is FACTS?

FACTS stands for Flexible AC Transmission Systems.

FACTS technologies use power-electronic systems to improve controllability and power-transfer capability in alternating-current transmission networks.

They can assist in voltage control, power-flow management and stability depending on the particular technology used.

What are HTLS Conductors?

HTLS means High Temperature Low Sag.

HTLS conductors are designed to carry higher current while limiting excessive conductor sag at elevated operating temperatures.

They can be useful for increasing the power-transfer capability of existing transmission corridors in suitable circumstances.

What is Dynamic Line Rating?

Conventional transmission lines often operate according to predetermined thermal ratings based on conservative assumptions.

Dynamic Line Rating uses real-time or near-real-time information such as ambient temperature, wind conditions and conductor behaviour to estimate how much electricity a transmission line can safely carry under prevailing conditions.

This can help improve utilisation of existing transmission assets when conditions permit.

Grid-Forming Converters

Grid-forming converters are increasingly important as power systems integrate inverter-based renewable generation and battery storage.

Unlike conventional grid-following converters that generally rely on an existing grid waveform, grid-forming technologies can contribute to establishing voltage and frequency references.

They are therefore relevant to discussions about maintaining power-system stability in grids with high shares of inverter-based resources.

India Energy Stack

The India Energy Stack was also included in the technical discussions.

At a broad level, digital energy infrastructure can enable interoperable data and services across an increasingly complex electricity ecosystem.

Digital systems may support consumers, utilities, distributed-energy resources and new energy services, but their development also requires attention to standards, privacy, cybersecurity and interoperability.

2500 MW HVDC Kolar POWERGRID Station

Participants visited the 2500 MW HVDC Kolar POWERGRID Station.

HVDC stands for High Voltage Direct Current.

HVDC transmission can be useful for transferring large quantities of electricity over long distances and for connecting asynchronous electricity systems in appropriate configurations.

HVDC versus HVAC

Most conventional electricity grids use alternating current, or AC.

HVDC converts electricity to direct current for transmission and converts it back where required.

Depending on distance, capacity and system configuration, HVDC can offer advantages for large-scale power transfer and grid interconnection.

Regional Load Despatch Centres

Participants also visited SRLDC and Renewable Energy Management Centre control rooms.

Load despatch centres perform a crucial role in balancing electricity generation and demand and maintaining secure grid operations.

As renewable-energy penetration rises, accurate forecasting and real-time grid management become increasingly important.

Why is Regional Electricity Trade Important?

Electricity demand and generation potential vary across countries and across time.

Cross-border electricity trade can allow countries with surplus power at a particular time to supply neighbouring markets where demand is higher.

Regional trade can potentially improve resource utilisation and system flexibility, provided adequate transmission infrastructure and regulatory arrangements exist.

Hydropower and BIMSTEC

BIMSTEC ऊर्जा सहयोग चर्चा में क्यों है?

BIMSTEC Energy Centre ने 18 सितंबर 2026 को बेंगलुरु में विद्युत क्षेत्र की नई और उभरती प्रौद्योगिकियों पर पांच दिवसीय क्षमता निर्माण कार्यक्रम संपन्न किया।

Battery Energy Storage Systems क्या हैं?

Battery Energy Storage Systems अर्थात BESS में electrical energy को batteries में संग्रहित किया जाता है ताकि आवश्यकता के समय उसका उपयोग किया जा सके।

Long Duration Energy Storage क्या है?

Long Duration Energy Storage व्यापक रूप से उन storage technologies को कहा जाता है जो short-duration systems की तुलना में लंबे समय तक energy supply कर सकती हैं।

अलग-अलग technologies की discharge duration और operational characteristics अलग हो सकती हैं।

Variable renewable sources पर निर्भरता बढ़ने के साथ लंबे समय तक कम renewable generation की स्थिति में ऐसे storage systems उपयोगी हो सकते हैं।

Green Hydrogen क्या है?

Green Hydrogen सामान्यतः renewable electricity का उपयोग करके electrolysis से उत्पादित hydrogen को कहा जाता है।

Electrolysis में electricity की सहायता से पानी को hydrogen और oxygen में विभाजित किया जाता है।

यदि इसके लिए प्रयुक्त electricity renewable sources से प्राप्त हो तो hydrogen को सामान्यतः green hydrogen कहा जाता है।

Green Hydrogen का महत्व

Hydrogen उन sectors के decarbonisation में भूमिका निभा सकता है जहां direct electrification कठिन है।

इसके संभावित उपयोग fertilisers, refining, steel, shipping और कुछ industrial processes में हैं।

हालांकि cost, infrastructure, storage, transportation, electrolyser capacity और renewable electricity की उपलब्धता महत्वपूर्ण चुनौतियां हैं।

Green Hydrogen Electrolyser Gigafactory

CCUS क्या है?

CCUS का पूर्ण रूप Carbon Capture, Utilisation and Storage है।

इसमें industrial processes अथवा अन्य emission sources से carbon dioxide को capture किया जाता है और बाद में उसका उपयोग अथवा storage किया जाता है ताकि वह atmosphere में प्रवेश न करे।

CCUS की चर्चा विशेष रूप से कठिन औद्योगिक क्षेत्रों के emissions कम करने के संदर्भ में की जाती है।

Small Modular Reactors

Small Modular Reactors अर्थात SMRs advanced nuclear reactor designs हैं जिनकी unit capacity सामान्य बड़े nuclear reactors की तुलना में छोटी होती है और जिनमें modular construction की अधिक संभावना होती है।

Modular का अर्थ components अथवा modules को अधिक standardised तरीके से तैयार करके site पर assemble करने की संभावना से है।

विश्व के विभिन्न देशों में SMRs को भविष्य की low-carbon electricity व्यवस्था के संभावित विकल्प के रूप में देखा जा रहा है।

SMR Renewable Energy नहीं है

परीक्षा में nuclear power को renewable energy मान लेना एक सामान्य गलती हो सकती है।

Nuclear energy को सामान्यतः low-carbon अथवा non-fossil source माना जाता है, लेकिन renewable energy नहीं।

इसलिए SMRs को solar और wind के समान category में केवल इसलिए नहीं रखना चाहिए क्योंकि ये सभी lower-carbon electricity system में योगदान कर सकते हैं।

Smart Grid क्या है?

Smart Grid electricity network की monitoring और management सुधारने के लिए digital technologies, communication systems, sensors और automated controls का उपयोग करता है।

Traditional electricity grids मुख्यतः बड़े generating stations से consumers की ओर one-directional power flow के लिए बनाए गए थे।

Modern grids को distributed solar, batteries, electric vehicles और ऐसे consumers को भी manage करना पड़ता है जो electricity consume करने के साथ generate भी कर सकते हैं।

Power Systems में Artificial Intelligence

कार्यक्रम में power sector में Artificial Intelligence के applications पर चर्चा की गई।

AI systems demand forecasting, renewable generation forecasting, equipment monitoring, fault detection और grid operation optimisation में सहायता कर सकते हैं।

लेकिन AI मजबूत grid infrastructure, cybersecurity, गुणवत्तापूर्ण data और human oversight की आवश्यकता को समाप्त नहीं करता।

Data Centres और Electricity Demand

Data Centre loads के प्रभाव को भी कार्यक्रम में शामिल किया गया।

Data Centres को computing equipment और cooling systems चलाने के लिए बड़ी मात्रा में electricity की आवश्यकता होती है।

Cloud computing और Artificial Intelligence के विस्तार से power-system planning पर नया दबाव उत्पन्न हो सकता है।

Advanced Transmission Technologies

कार्यक्रम में FACTS, HTLS conductors, Dynamic Line Rating और Grid-Forming Converters जैसी advanced transmission technologies पर चर्चा हुई।

ये technologies transmission capacity, stability और network operation के विभिन्न पहलुओं से संबंधित हैं।

FACTS क्या है?

FACTS का पूर्ण रूप Flexible AC Transmission Systems है।

FACTS technologies power-electronic systems का उपयोग करके alternating-current transmission network की controllability और power-transfer capability सुधारने में सहायता करती हैं।

इनका उपयोग technology के प्रकार के अनुसार voltage control, power-flow management और stability में किया जा सकता है।

HTLS Conductors क्या हैं?

HTLS का अर्थ High Temperature Low Sag है।

इन conductors को अधिक current carry करने और उच्च operating temperature पर excessive sag को सीमित रखने के लिए design किया जाता है।

उपयुक्त परिस्थितियों में इनके माध्यम से existing transmission corridor की power-transfer capability बढ़ाई जा सकती है।

Dynamic Line Rating

Traditional transmission lines अक्सर conservative assumptions पर आधारित predetermined thermal ratings के अनुसार operate करती हैं।

Dynamic Line Rating ambient temperature, wind conditions और conductor behaviour जैसी real-time अथवा near-real-time information का उपयोग करके यह अनुमान लगाती है कि prevailing conditions में transmission line सुरक्षित रूप से कितना power carry कर सकती है।

इससे उपयुक्त परिस्थितियों में existing transmission assets का बेहतर उपयोग किया जा सकता है।

Grid-Forming Converters

Power systems में inverter-based renewable generation और battery storage बढ़ने के साथ Grid-Forming Converters का महत्व बढ़ रहा है।

Traditional grid-following converters सामान्यतः existing grid waveform पर निर्भर होते हैं, जबकि grid-forming technologies voltage और frequency reference स्थापित करने में योगदान कर सकती हैं।

इसलिए high renewable penetration वाले grids की stability के संदर्भ में इनका महत्व है।

India Energy Stack

India Energy Stack को भी technical discussions में शामिल किया गया।

व्यापक रूप से digital energy infrastructure जटिल होते electricity ecosystem में interoperable data और services को सक्षम कर सकता है।

Digital systems consumers, utilities और distributed-energy resources को जोड़ने में सहायता कर सकते हैं, लेकिन standards, privacy, cybersecurity और interoperability पर ध्यान देना आवश्यक है।

2500 MW HVDC Kolar POWERGRID Station

प्रतिभागियों ने 2500 MW HVDC Kolar POWERGRID Station का दौरा किया।

HVDC का पूर्ण रूप High Voltage Direct Current है।

HVDC लंबी दूरी पर बड़ी मात्रा में electricity transfer करने और उपयुक्त configuration में asynchronous electricity systems को जोड़ने में उपयोगी हो सकता है।
