What Happened
The Cabinet Committee on Economic Affairs approved a major Intelligent Traffic Management System, or ITMS, for Delhi on 30 September 2026. The project will be implemented by Delhi Police at an estimated cost of ₹1,789.52 crore, inclusive of taxes. It will cover 42 identified traffic corridors across the National Capital and will use technologies including AI-enabled analytics, adaptive traffic signals, automated traffic-rule enforcement, real-time traffic monitoring, Variable Message Signs and integrated Traffic Command and Control Centres.
The project will be implemented in three phases over 24 months, followed by five years of operation and maintenance. According to the government, Delhi has around 71 lakh active registered vehicles, while expansion of road infrastructure has not kept pace with vehicular growth. The ITMS therefore seeks to improve the utilisation of the existing road network by making traffic management responsive to actual road conditions rather than relying predominantly on fixed signal timings and manual intervention.
1. What Has the Cabinet Approved?
The Cabinet Committee on Economic Affairs has approved implementation of an Intelligent Traffic Management System for Delhi.
The estimated project cost is ₹1,789.52 crore, inclusive of taxes.
Delhi Police will be responsible for implementation, while technical support will be provided by the Centre for Development of Advanced Computing, commonly known as C-DAC.
2. When Was the Project Approved?
The Cabinet Committee on Economic Affairs approved the project on 30 September 2026.
The project will not become operational everywhere immediately. It is to be implemented in three phases over a period of 24 months.
After implementation, the project provides for five years of operation and maintenance.
3. How Many Traffic Corridors Will Be Covered?
The ITMS project will cover 42 identified traffic corridors in Delhi.
Rather than treating every junction independently, the project is intended to coordinate traffic management along important corridors.
This corridor-based approach can allow signals at different intersections to respond in a coordinated manner to changing traffic conditions.
4. Why Does Delhi Need an ITMS?
According to the Cabinet decision, Delhi has around 71 lakh active registered vehicles.
Vehicular growth has substantially outpaced the expansion of road infrastructure. At the same time, traffic regulation continues to depend significantly on fixed signal timings and manual intervention.
The new system seeks to use real-time information and automated technologies to make better use of the road capacity that already exists.
5. What Is an Intelligent Traffic Management System?
An Intelligent Traffic Management System combines sensors, cameras, software, communication networks, traffic signals, information systems and command centres to manage road traffic using real-time data.
Instead of operating traffic signals according to only predetermined schedules, an intelligent system can respond to changing traffic volume and road conditions.
The Delhi project will integrate traffic regulation, enforcement and commuter information on a common technology platform.
6. What Are Adaptive Traffic Signals?
Adaptive Traffic Control Systems can change signal timings according to prevailing traffic conditions.
For example, when one direction at an intersection has substantially greater traffic than another, the system can use traffic information to adjust signal operation according to the configured control logic.
The Delhi project will also coordinate signals along identified corridors to help reduce avoidable stoppages and delays.
7. How Many Adaptive Traffic Control Locations Will Be Covered?
The project will cover 1,092 Adaptive Traffic Control System locations.
This is one of the most important numerical facts associated with the project.
These locations will form a major part of the real-time traffic-management network planned for the National Capital.
8. How Many Enforcement Locations Are Planned?
The project will cover 1,029 enforcement locations.
Technology installed at these locations will strengthen automated detection of specified traffic violations.
The enforcement network will be integrated with the broader traffic-management architecture rather than functioning only as isolated cameras.
9. How Will Artificial Intelligence Be Used?
AI-based analytics will assist traffic management and enforcement functions.
According to the official announcement, such analytics will help identify stolen, hot-listed and blacklisted vehicles, repeat violators and vehicles associated with hit-and-run incidents.
AI will therefore be used as an analytical tool within a larger traffic-monitoring and enforcement system.
10. Which Traffic Violations Can Be Detected?
The government states that the system will strengthen automated detection of red-light violations, stop-line violations, speeding, wrong-way driving, non-use of helmets, non-use of seat belts, illegal parking and use of mobile phones while driving.
Automated detection is intended to make enforcement more consistent and less dependent on the physical presence of traffic personnel at every location.
The project announcement, however, should not be interpreted as saying that every camera will necessarily detect every category of violation.
11. How Will Ambulances Benefit?
One important feature of the project is priority movement for ambulances and other emergency vehicles.
The system is intended to facilitate green corridors so that emergency vehicles can move more quickly through congested stretches.
This can be especially important in a large metropolitan area where traffic delays can affect emergency response times.
12. What Is a Green Corridor in Traffic Management?
A green corridor is a coordinated traffic arrangement designed to provide relatively uninterrupted movement for an emergency or priority vehicle along a selected route.
With connected and adaptive traffic infrastructure, signal management can assist priority movement through congested intersections.
The Delhi ITMS is intended to facilitate such priority movement for ambulances and emergency vehicles.
13. How Will the System Detect Congestion?
Real-time monitoring will be used to identify congestion and slow-moving traffic.
When an abnormal traffic situation or road incident is detected, information can be transmitted to the relevant control system and traffic authorities.
This can support quicker operational responses and diversions by Delhi Police.
14. How Will the System Help During Road Accidents?
The ITMS is designed to detect road incidents more quickly through real-time monitoring.
Faster detection can allow traffic authorities to respond sooner, manage surrounding traffic and introduce diversions where required.
The government's stated objective is to improve incident response rather than merely record events after they have occurred.
15. What Are Variable Message Signs?
Variable Message Signs are electronic information boards capable of displaying changing traffic information.
Under the Delhi ITMS, these boards and other digital platforms can provide information about congestion, traffic diversions, parking availability and prevailing traffic conditions.
This information can help road users make more informed route and travel decisions.
16. Will Traffic Information Be Shared with Navigation Services?
The official announcement states that traffic information may also be shared with navigation service providers.
Such integration can potentially allow real-time road conditions, congestion and diversions to be reflected in navigation services used by commuters.
The word 'may' is important: the Cabinet announcement provides for this possibility rather than identifying a particular commercial navigation provider as a confirmed partner.
17. What Are Traffic Command and Control Centres?
Traffic Command and Control Centres will bring together traffic regulation, enforcement and information dissemination on a common platform.
Such centres can receive data from field systems and provide an integrated operational view to traffic authorities.
The project therefore seeks to move away from fragmented management toward a city-wide integrated system.
18. How Will Data Infrastructure Be Protected?
The Traffic Command and Control Centres will be supported by secure Data Centre and Disaster Recovery infrastructure.
A Data Centre supports the computing and information-processing requirements of the system, while Disaster Recovery infrastructure is designed to support continuity and restoration when the primary system faces disruption.
This is particularly important for a city-wide system expected to operate continuously.
19. What Are Open Standards?
The ITMS will follow open standards and Application Programming Interfaces, or APIs, to support future integration and scalability.
Open technical interfaces can make it easier for compatible systems to exchange information without requiring the entire platform to remain isolated.
This is important because urban technology systems often need to integrate additional services and equipment over time.
20. What Is an API?
API stands for Application Programming Interface.
An API provides a defined mechanism through which different software systems can exchange information or request services from one another.
For the Delhi ITMS, open standards and APIs are intended to facilitate future integration and expansion of the system.
21. Who Will Implement the Project?
Delhi Police will implement the ITMS through a Master System Integrator selected through competitive bidding.
A Master System Integrator is responsible for bringing together the various technological components required for a complex integrated system according to the project requirements.
The use of competitive bidding means the implementing integrator will be selected through the prescribed procurement process rather than being named directly in the Cabinet announcement.
22. What Is the Role of C-DAC?
The Centre for Development of Advanced Computing, or C-DAC, will provide technical support as the Project Management Consultant.
Its responsibilities will include technical scrutiny, monitoring, validation and acceptance during implementation as well as during the operation-and-maintenance period.
C-DAC is therefore providing technical and project-management support rather than being described as the Master System Integrator.
23. What Is C-DAC?
C-DAC stands for Centre for Development of Advanced Computing.
It is an important Indian research and development organisation working in advanced computing and related technology areas.
In the Delhi ITMS project, C-DAC will function as the Project Management Consultant and provide technical support to Delhi Police.
24. How Will the Three Phases Be Implemented?
Implementation will be performance-driven.
Each subsequent phase will be taken up after evaluation of the preceding phase against prescribed testing, commissioning, acceptance and performance parameters.
This means the project is designed with stage-wise assessment rather than automatic implementation of every phase without evaluation.
25. What Happens After the 24-Month Implementation Period?
The three implementation phases are planned over 24 months.
This will be followed by five years of operation and maintenance under the project structure described by the government.
Students should distinguish between the 24-month implementation period and the subsequent five-year operation-and-maintenance period.
26. How Can the Project Improve Road Capacity Without Building New Roads?
Road capacity can be affected not only by physical road width but also by how efficiently intersections, signals and traffic flows are managed.
Adaptive signals and coordinated corridor management can potentially reduce avoidable waiting and improve utilisation of existing road space.
The ITMS therefore complements physical transport infrastructure rather than replacing the need for infrastructure investment altogether.
27. Can ITMS Eliminate Delhi's Traffic Congestion?
The Cabinet announcement does not claim that the project will eliminate congestion.
Traffic congestion depends on many factors, including the number of vehicles, travel demand, road capacity, public transport, land use, accidents, parking and driver behaviour.
The stated purpose of ITMS is to manage the existing road network more intelligently and improve traffic movement, enforcement and incident response.
28. How Can the Project Improve Road Safety?
Road safety may be supported through faster incident detection, automated enforcement and improved traffic management.
The system can detect specified violations such as speeding, red-light violations, wrong-way driving and non-use of safety equipment.
More timely identification of accidents and congestion can also enable quicker operational response.
29. What Is Technology-Based Enforcement?
Technology-based enforcement uses electronic systems to identify and document traffic-rule violations rather than relying solely on manual observation.
Cameras, software and analytical systems can support detection of specified violations and provide information for the applicable enforcement process.
The Delhi ITMS will substantially expand this type of enforcement infrastructure.
30. How Is the Project Related to Smart Cities?
Although the Cabinet decision is specifically an ITMS project for Delhi rather than a new Smart Cities Mission project, its architecture reflects important smart-city principles: real-time data, integrated command centres, digital information systems, adaptive infrastructure and technology-assisted public services.
It is therefore a useful case study of digital urban governance.
Students should avoid incorrectly describing the project as being approved under the Smart Cities Mission unless an official source specifically establishes such a link.
31. What Are the Privacy and Governance Considerations?
A city-wide network involving cameras, vehicle identification and data analytics requires robust governance, cybersecurity, access controls and compliance with applicable law.
The Cabinet release specifically mentions secure Data Centre and Disaster Recovery infrastructure but does not provide a complete privacy-policy framework in the release itself.
Therefore, detailed claims about retention periods, facial recognition or specific personal-data practices should not be made unless supported by separate official documentation.
32. Why Is This Project Important for Urban Governance?
Delhi's ITMS illustrates how public authorities are increasingly using real-time data and digital infrastructure for city management.
The system attempts to integrate traffic regulation, enforcement, commuter information and incident response instead of managing these functions entirely separately.
If implemented effectively, this type of integration can improve the speed and consistency of administrative response to changing road conditions.
33. Why Is It Important for UPSC?
The project is relevant to UPSC topics including urbanisation, smart governance, artificial intelligence, road safety, digital public administration, infrastructure and the use of technology in policing.
It can be used as a contemporary example in GS Paper II and GS Paper III answers dealing with technology-enabled governance and urban infrastructure.
It also provides an example for discussing both the benefits and governance challenges of AI-assisted public systems.
34. Why Is It Important for SSC, Railway and State Exams?
Important objective facts include the approved cost of ₹1,789.52 crore, 42 traffic corridors, three implementation phases, 24-month implementation period, five years of operation and maintenance, 1,092 Adaptive Traffic Control System locations and 1,029 enforcement locations.
Students should also remember Delhi Police as the implementing agency, C-DAC as Project Management Consultant and CCEA as the Cabinet body that approved the project.
Full forms such as ITMS, ATCS, C-DAC, API and CCEA can also be asked.
35. What Should Students Remember?
The Cabinet Committee on Economic Affairs approved Delhi's Intelligent Traffic Management System on 30 September 2026 at an estimated cost of ₹1,789.52 crore, inclusive of taxes. Delhi Police will implement the project across 42 identified traffic corridors in three phases over 24 months, followed by five years of operation and maintenance.
The system will cover 1,092 Adaptive Traffic Control System locations and 1,029 enforcement locations. It will use real-time traffic information, adaptive signals, automated enforcement, AI-based analytics, Variable Message Signs and integrated Traffic Command and Control Centres. It will also facilitate priority movement for ambulances and other emergency vehicles.
Delhi Police will select a Master System Integrator through competitive bidding. C-DAC will provide technical support as Project Management Consultant. 3.
Adaptive Traffic Control System
Centre for Development of Advanced Computing
Centre for Development of Advanced Computing है।

Background
Delhi's road network serves one of India's largest concentrations of registered motor vehicles. According to the 30 September 2026 Cabinet announcement, the city has around 71 lakh active registered vehicles, while vehicular growth has substantially outpaced expansion of road infrastructure. Traffic regulation also continues to depend significantly on fixed signal timings and manual intervention. The new ITMS is intended to add real-time traffic intelligence, adaptive signal control, automated enforcement and integrated command infrastructure to the existing network. The project should therefore be understood primarily as a technology-led traffic-management intervention rather than a programme for constructing new roads.
Why It Matters
The Delhi ITMS is significant because it applies artificial intelligence, real-time data and integrated digital infrastructure to a major urban mobility challenge. Instead of relying only on physical road expansion, the project seeks to improve utilisation of existing road capacity through adaptive signals, automated enforcement, incident detection and coordinated traffic management. Its emergency-vehicle priority feature has potential public-safety relevance, while the integrated command architecture illustrates the growing role of data-driven governance in Indian cities. At the same time, large-scale monitoring systems make cybersecurity, system reliability, lawful data governance and transparent implementation important considerations.
