Why is ECMS in News?

On 17 September 2026, the Government released a detailed factsheet on the Electronics Components Manufacturing Scheme, or ECMS, highlighting India's efforts to build a stronger domestic electronics supply chain.

The policy objective is important because assembling final electronic products within India does not by itself create a fully domestic electronics ecosystem. Many critical components, sub-assemblies, materials and manufacturing inputs must also be produced competitively within the country.

What is ECMS?

ECMS stands for Electronics Components Manufacturing Scheme. It is designed to encourage domestic production of electronic components and strengthen India's integration with global electronics value chains.

The scheme aims to address critical gaps in the domestic supply chain and encourage investment in components, sub-assemblies and related manufacturing capabilities.

How Large is India's Electronics Sector?

According to the 17 September 2026 government factsheet, India's electronics production increased from approximately ₹1.9 lakh crore in 2014–15 to ₹13.11 lakh crore in 2025–26.

Electronics exports increased from more than ₹38,000 crore to ₹4.24 lakh crore over the same broad period.

These figures illustrate the transformation of electronics into an increasingly important manufacturing and export sector.

ECMS Outlay

Union Budget 2026–27 increased the outlay for the Electronics Components Manufacturing Scheme to ₹40,000 crore.

Why Are Components Important?

If final products are assembled domestically but most high-value components continue to be imported, a large share of the product's value addition remains outside the country.

Assembly versus Deep Manufacturing

Assembly is an important stage of manufacturing, but deep manufacturing involves a broader domestic supply chain.

For example, a finished electronic device may be assembled in India while several of its components are manufactured abroad. A deeper ecosystem attempts to progressively manufacture more components, materials and sub-assemblies domestically.

This distinction is important for understanding the purpose of ECMS.

What is Local Value Addition?

Local value addition refers to the economic value generated domestically during the production of a product.

It can arise through component manufacturing, design, assembly, testing, software integration, packaging and other processes.

Higher domestic value addition can support employment, industrial capabilities and the development of supplier networks.

Global Value Chains

Modern electronics are usually produced through global value chains. Design may occur in one country, semiconductor fabrication in another, component production in several others and final assembly elsewhere.

India's objective is therefore not simply to manufacture every input independently, but to strengthen its position in high-value and strategically important stages of these global chains.

Electronics are used in telecommunications, healthcare, transport, banking, manufacturing, defence and digital infrastructure.

Localisation can shorten supply chains, reduce certain logistics risks and create domestic industrial capabilities.

इसलिए घरेलू घटक पारिस्थितिकी तंत्र विकसित करने से स्थानीय मूल्य संवर्धन बढ़ सकता है और आयातित इनपुट पर अत्यधिक निर्भरता से जुड़े जोखिम कम हो सकते हैं।

असेंबली और गहरे विनिर्माण में अंतर

असेंबली विनिर्माण का महत्वपूर्ण चरण है, लेकिन गहरा विनिर्माण अधिक व्यापक घरेलू आपूर्ति शृंखला से संबंधित है।

उदाहरण के लिए कोई इलेक्ट्रॉनिक उपकरण भारत में असेंबल हो सकता है लेकिन उसके कई घटक विदेश में बने हों। गहरा घरेलू पारिस्थितिकी तंत्र धीरे-धीरे अधिक घटकों, सामग्रियों और उप-असेंबली का उत्पादन देश में करने का प्रयास करता है।

स्थानीय मूल्य संवर्धन क्या है?

स्थानीय मूल्य संवर्धन किसी उत्पाद के निर्माण के दौरान देश के भीतर उत्पन्न आर्थिक मूल्य को दर्शाता है।

वैश्विक मूल्य शृंखला क्या है?

आधुनिक इलेक्ट्रॉनिक उत्पाद सामान्यतः वैश्विक मूल्य शृंखलाओं के माध्यम से बनाए जाते हैं। डिजाइन एक देश में, सेमीकंडक्टर निर्माण दूसरे देश में, विभिन्न घटकों का उत्पादन अन्य देशों में और अंतिम असेंबली किसी अन्य स्थान पर हो सकती है।

इसलिए भारत का उद्देश्य प्रत्येक वस्तु को अकेले बनाने के बजाय वैश्विक शृंखला के अधिक उच्च-मूल्य और रणनीतिक चरणों में अपनी स्थिति मजबूत करना है।

इलेक्ट्रॉनिक्स और आर्थिक सुरक्षा

इलेक्ट्रॉनिक्स का उपयोग दूरसंचार, स्वास्थ्य, परिवहन, बैंकिंग, विनिर्माण, रक्षा और डिजिटल अवसंरचना में होता है।

महत्वपूर्ण घटकों की आपूर्ति बाधित होने पर अर्थव्यवस्था के कई क्षेत्र प्रभावित हो सकते हैं।
