Why is the New Waste-Management Platform in News?

On 17 September 2026, the Office of the Principal Scientific Adviser to the Government of India announced the launch of a digital platform designed to support better solid-waste management decisions in Indian cities.

The platform emerged from the project titled 'Development of LCA Framework for Solid Waste Management Technologies in India'.

Principal Scientific Adviser Prof. Ajay Kumar Sood chaired a review meeting on 16 September and launched the digital platform.

What is LCA?

LCA stands for Life-Cycle Assessment.

It is a scientific method used to evaluate the environmental impacts associated with different stages of a product, service, process or technological system.

Instead of looking only at what happens at the final disposal stage, LCA attempts to understand environmental effects across a wider life cycle.

Why is Life-Cycle Thinking Important for Waste Management?

A waste-management technology may solve one environmental problem while creating another if its full life cycle is ignored.

For example, transporting waste over long distances requires fuel. Incineration may reduce waste volume but requires careful control of emissions. Recycling can recover materials but may consume energy and water. Landfills require land and can produce methane and leachate if poorly managed.

Life-cycle assessment allows these trade-offs to be examined more systematically.

What is Solid Waste?

Solid waste broadly includes discarded solid materials generated by households, commercial establishments, institutions and other activities.

Municipal solid waste can contain biodegradable food and garden waste, paper, plastics, metals, glass, textiles and other materials.

Different waste fractions require different treatment and recovery approaches.

Waste Segregation

Segregation means separating different categories of waste at or near the point where they are generated.

Separating biodegradable, recyclable, sanitary and hazardous fractions can improve the efficiency of subsequent treatment.

Mixed waste is generally more difficult and expensive to process and can contaminate otherwise recyclable materials.

What is Material Recovery?

Material recovery refers to extracting useful materials from the waste stream so they can be reused or recycled.

Paper, metals, glass and certain plastics can potentially be recovered, depending on their condition and available recycling infrastructure.

Recovery reduces the quantity of waste requiring final disposal and can reduce demand for virgin raw materials.

Composting

Composting is the controlled biological decomposition of organic waste under aerobic conditions.

Food and garden waste can be converted into a stabilised compost-like material when appropriate feedstock and operating conditions are maintained.

Segregation is particularly important because contamination with plastics, glass or hazardous materials can reduce compost quality.

Anaerobic Digestion

Anaerobic digestion involves biological decomposition of organic material in the absence of oxygen.

The process can produce biogas containing methane, which can be used as an energy source after appropriate treatment.

A nutrient-rich digestate also remains and requires suitable management.

Waste-to-Energy

Waste-to-energy technologies attempt to recover usable energy from certain waste streams.

Thermal technologies can reduce waste volume and generate energy, but their performance depends strongly on waste composition, moisture content, calorific value, emission controls and operating standards.

This is one reason why technology selection should be based on local data rather than a one-size-fits-all approach.

Landfills

A sanitary landfill is an engineered facility for the controlled disposal of residual solid waste.

Properly designed landfills use systems for managing leachate and landfill gas and for limiting environmental contamination.

Open dumping is fundamentally different from scientifically engineered sanitary landfilling.

What is Leachate?

Leachate is contaminated liquid that forms when water passes through waste and dissolves or carries substances from it.

If unmanaged, leachate can contaminate soil and groundwater.

Engineered landfills therefore require collection and treatment systems.

Methane from Waste

Organic waste decomposing under anaerobic conditions can produce methane.

Methane is a powerful greenhouse gas. Capturing landfill gas or diverting organic waste towards appropriate biological treatment can therefore contribute to climate mitigation.

Why Do Indian Cities Need a Decision-Support Tool?

Indian cities differ greatly in population, climate, waste composition, land availability, transport distances and existing infrastructure.

A technology that performs well in one city may not necessarily be the most appropriate solution in another.

LCA क्या है?

LCA का पूर्ण रूप Life-Cycle Assessment अर्थात जीवन-चक्र आकलन है।

यह किसी उत्पाद, सेवा, प्रक्रिया अथवा तकनीकी प्रणाली के विभिन्न चरणों से जुड़े पर्यावरणीय प्रभावों का मूल्यांकन करने की वैज्ञानिक पद्धति है।

यह केवल अंतिम निपटान को देखने के बजाय पूरे जीवन चक्र के व्यापक पर्यावरणीय प्रभावों को समझने का प्रयास करती है।

अपशिष्ट प्रबंधन में Life-Cycle Thinking क्यों महत्वपूर्ण है?

यदि किसी अपशिष्ट प्रबंधन तकनीक के पूरे जीवन चक्र को न देखा जाए तो वह एक पर्यावरणीय समस्या कम करते हुए दूसरी समस्या पैदा कर सकती है।

उदाहरण के लिए दूर तक कचरा ले जाने में ईंधन लगता है। Incineration कचरे की मात्रा कम कर सकता है लेकिन उत्सर्जन नियंत्रण आवश्यक है। Recycling से सामग्री वापस प्राप्त होती है लेकिन इसमें ऊर्जा और पानी लग सकता है। Landfill में भूमि की आवश्यकता होती है और खराब प्रबंधन से मीथेन तथा leachate उत्पन्न हो सकते हैं।

Life-Cycle Assessment इन विभिन्न प्रभावों की अधिक व्यवस्थित तुलना में सहायता करता है।

ठोस अपशिष्ट क्या है?

ठोस अपशिष्ट में घरों, व्यापारिक प्रतिष्ठानों, संस्थानों और अन्य गतिविधियों से उत्पन्न त्यागी गई ठोस सामग्री शामिल होती है।

नगरपालिका ठोस अपशिष्ट में भोजन और बगीचे का जैविक कचरा, कागज, प्लास्टिक, धातु, कांच, कपड़ा और अन्य सामग्री शामिल हो सकती है।

अलग-अलग प्रकार के कचरे के लिए अलग उपचार और पुनर्प्राप्ति विधियों की आवश्यकता होती है।

कचरा पृथक्करण

पृथक्करण का अर्थ कचरे की विभिन्न श्रेणियों को उनके उत्पन्न होने के स्थान पर अथवा उसके निकट अलग करना है।

जैविक, पुनर्चक्रण योग्य, स्वच्छता संबंधी और खतरनाक कचरे को अलग करने से आगे की उपचार प्रक्रिया अधिक प्रभावी हो सकती है।

मिश्रित कचरे को संसाधित करना सामान्यतः कठिन और महंगा होता है तथा इससे पुनर्चक्रण योग्य सामग्री भी दूषित हो सकती है।

Material Recovery क्या है?

Material Recovery का अर्थ कचरे से उपयोगी सामग्री निकालना है ताकि उसे दोबारा उपयोग अथवा पुनर्चक्रित किया जा सके।

कागज, धातु, कांच और कुछ प्रकार के प्लास्टिक उनकी स्थिति और उपलब्ध अवसंरचना के अनुसार पुनर्प्राप्त किए जा सकते हैं।

इससे अंतिम निपटान के लिए जाने वाले कचरे की मात्रा और नए कच्चे माल की आवश्यकता कम हो सकती है।

Composting क्या है?

Composting ऑक्सीजन की उपस्थिति में जैविक कचरे के नियंत्रित जैविक अपघटन की प्रक्रिया है।

भोजन और बगीचे के कचरे को उचित परिस्थितियों में स्थिर खाद जैसी सामग्री में बदला जा सकता है।

अच्छी गुणवत्ता के लिए स्रोत पर पृथक्करण महत्वपूर्ण है क्योंकि प्लास्टिक, कांच और खतरनाक पदार्थ खाद को दूषित कर सकते हैं।

Anaerobic Digestion क्या है?

Anaerobic Digestion में ऑक्सीजन की अनुपस्थिति में जैविक पदार्थ का अपघटन होता है।

इस प्रक्रिया से मीथेन युक्त बायोगैस उत्पन्न हो सकती है जिसका उचित शोधन के बाद ऊर्जा के रूप में उपयोग किया जा सकता है।

Waste-to-Energy क्या है?

Waste-to-Energy तकनीक कुछ प्रकार के कचरे से उपयोगी ऊर्जा प्राप्त करने का प्रयास करती है।

थर्मल तकनीक कचरे की मात्रा कम कर सकती है और ऊर्जा उत्पन्न कर सकती है, लेकिन उसका प्रदर्शन कचरे की संरचना, नमी, ऊष्मीय मान, उत्सर्जन नियंत्रण और संचालन मानकों पर निर्भर करता है।

इसीलिए प्रत्येक शहर के लिए एक ही तकनीक उपयुक्त मान लेना वैज्ञानिक दृष्टि से उचित नहीं है।

Landfill क्या है?

Sanitary landfill अवशिष्ट ठोस अपशिष्ट के नियंत्रित निपटान के लिए इंजीनियरिंग आधारित सुविधा है।

वैज्ञानिक रूप से डिजाइन किए गए landfill में leachate और landfill gas के प्रबंधन तथा पर्यावरणीय प्रदूषण कम करने की व्यवस्था होती है।

खुले में कचरा फेंकना और वैज्ञानिक sanitary landfill अलग-अलग व्यवस्थाएं हैं।

Leachate क्या है?

जब पानी कचरे से होकर गुजरता है और उसमें मौजूद पदार्थों को घोलकर अथवा साथ लेकर निकलता है तो दूषित तरल बन सकता है जिसे leachate कहा जाता है।

उचित प्रबंधन न होने पर यह मिट्टी और भूजल को प्रदूषित कर सकता है।

कचरे से मीथेन

ऑक्सीजन की कमी वाली परिस्थितियों में जैविक कचरे के विघटन से मीथेन उत्पन्न हो सकती है।

मीथेन एक शक्तिशाली ग्रीनहाउस गैस है। इसलिए landfill gas को पकड़ना अथवा जैविक कचरे को उचित जैविक उपचार की ओर मोड़ना जलवायु शमन में योगदान दे सकता है।

भारतीय शहरों को Decision-Support Tool की आवश्यकता क्यों है?

भारतीय शहरों में जनसंख्या, जलवायु, कचरे की संरचना, भूमि की उपलब्धता, परिवहन दूरी और मौजूदा अवसंरचना में बड़ा अंतर है।

Waste Hierarchy क्या है?

Waste hierarchy में सामान्यतः सबसे पहले कचरे की उत्पत्ति रोकने, फिर पुन: उपयोग और recycling को प्राथमिकता दी जाती है, जबकि शेष कचरे के लिए उपचार और अंतिम निपटान का उपयोग किया जाता है।

व्यापक सिद्धांत यह है कि अंतिम निपटान से पहले कचरे की मात्रा कम की जाए और उपयोगी संसाधनों की अधिकतम पुनर्प्राप्ति की जाए।
