What is PM Surya Ghar: Muft Bijli Yojana?

PM Surya Ghar: Muft Bijli Yojana is a Government of India programme designed to accelerate installation of rooftop solar systems in residential households.

The Union Cabinet approved the scheme on 29 February 2024 with a total financial outlay of ₹75,021 crore.

The programme seeks to support rooftop solar installations for one crore households across India.

Why is the Scheme Important?

What is Rooftop Solar?

Residential rooftop systems usually generate direct-current electricity, which is converted into alternating current through an inverter for household use and grid interaction.

Photovoltaic Effect

Solar photovoltaic cells convert solar radiation directly into electrical energy through the photovoltaic effect.

This differs from solar thermal technology, which primarily uses solar heat.

Central Financial Assistance

A major feature of PM Surya Ghar is Central Financial Assistance for eligible residential rooftop-solar installations.

For ordinary residential households, the originally announced subsidy structure provides ₹30,000 per kW for capacity up to 2 kW and an additional ₹18,000 for the third kW.

The subsidy is capped at ₹78,000 for systems of 3 kW or above under the standard household category.

Under the announced structure, a 1 kW eligible residential system can receive ₹30,000 Central Financial Assistance.

A 2 kW system can receive ₹60,000.

Group Housing Societies

The scheme also contains support provisions for Group Housing Societies and Resident Welfare Associations for common facilities, including eligible electric-vehicle charging requirements.

National Portal

The scheme is supported through a national digital portal.

ऐसा परिवार बिजली का उपभोग भी करता है और उत्पादन भी कर सकता है।

विकेंद्रीकृत उत्पादन

परंपरागत बिजली व्यवस्था में बड़े विद्युत संयंत्रों से लंबी दूरी तक बिजली पहुंचाई जाती है।

विकेंद्रीकृत उत्पादन में छोटे उत्पादन स्रोत उपभोक्ताओं के निकट स्थापित होते हैं। छत सौर ऊर्जा इसका महत्वपूर्ण उदाहरण है।

सौर ऊर्जा की परिवर्तनशीलता

सौर ऊर्जा का उत्पादन सूर्य के प्रकाश पर निर्भर करता है। दिन का समय, बादल, मौसम और ऋतु इसके उत्पादन को प्रभावित करते हैं।

इसलिए विश्वसनीय विद्युत आपूर्ति के लिए ग्रिड, ऊर्जा भंडारण और अन्य संतुलन साधनों की आवश्यकता होती है।

रात में बिजली

सौर पैनल रात में सूर्य के प्रकाश से बिजली उत्पन्न नहीं करते।

ग्रिड से जुड़ा परिवार उस समय सामान्यतः वितरण ग्रिड से बिजली प्राप्त करता है जब उसकी सौर प्रणाली पर्याप्त उत्पादन नहीं कर रही होती।

Inverter की भूमिका

सौर पैनल प्रत्यक्ष धारा उत्पन्न करते हैं, जबकि अधिकांश घरेलू उपकरण और बिजली ग्रिड प्रत्यावर्ती धारा पर कार्य करते हैं।

ऊर्जा सुरक्षा

भारत बड़ी मात्रा में जीवाश्म ईंधनों का आयात करता है। घरेलू नवीकरणीय ऊर्जा का विस्तार ऊर्जा मिश्रण को विविध बना सकता है और आयातित ईंधन से जुड़े कुछ जोखिमों को कम कर सकता है।

घरेलू सौर विनिर्माण

छत सौर ऊर्जा के विस्तार से सौर मॉड्यूल, inverter, mounting structure, cable, meter और अन्य विद्युत उपकरणों की मांग बढ़ सकती है।

प्रतिस्पर्धी घरेलू आपूर्ति श्रृंखला होने पर इससे विनिर्माण और सेवा क्षेत्र में रोजगार के अवसर बढ़ सकते हैं।

रोजगार

छत सौर प्रणालियों के लिए स्थल मूल्यांकन, स्थापना, विद्युत कार्य, निरीक्षण, संचालन और रखरखाव की आवश्यकता होती है।

इससे विभिन्न क्षेत्रों में तकनीशियनों और सेवा प्रदाताओं की मांग उत्पन्न हो सकती है।

Model Solar Village

योजना में Model Solar Village का भी प्रावधान है।

योजना के ढांचे के अंतर्गत प्रत्येक जिले में एक गांव को Model Solar Village के रूप में विकसित करने की परिकल्पना की गई है।

वित्तपोषण का महत्व

kW और kWh में अंतर

Kilowatt अर्थात kW शक्ति अथवा क्षमता की इकाई है।

Kilowatt-hour अर्थात kWh ऊर्जा की इकाई है।

3 kW सौर प्रणाली उसकी उत्पादन क्षमता बताती है, जबकि 300 kWh बिजली की मात्रा बताता है।

घरेलू बिजली बिल में एक यूनिट सामान्यतः एक kWh के बराबर होती है।

Grid Integration

बहुत बड़ी संख्या में छत सौर प्रणालियां स्थानीय वितरण नेटवर्क में बिजली के प्रवाह को बदल सकती हैं।

इसलिए DISCOM को उपयुक्त मीटर, पूर्वानुमान, नेटवर्क प्रबंधन और तकनीकी मानकों की आवश्यकता होती है।

Battery Energy Storage

बैटरियां अधिक सौर उत्पादन के समय बिजली को संग्रहीत कर बाद में उपयोग के लिए उपलब्ध करा सकती हैं।

इससे बिजली व्यवस्था की लचीलापन बढ़ सकती है, लेकिन बैटरी की लागत, सुरक्षा और पुनर्चक्रण भी महत्वपूर्ण विषय हैं।

गुणवत्ता सुनिश्चित करना

तेजी से विस्तार के दौरान निम्न गुणवत्ता वाले पैनल, असुरक्षित wiring अथवा खराब installation का जोखिम हो सकता है।

इसलिए तकनीकी मानक, अनुमोदित उपकरण और प्रशिक्षित installer आवश्यक हैं।

रखरखाव

धूल, छाया, wiring की खराबी अथवा inverter की समस्या सौर उत्पादन कम कर सकती है।

इसलिए विश्वसनीय रखरखाव और बिक्री के बाद सेवा आवश्यक है।

सौर अपशिष्ट

सौर मॉड्यूल का जीवनकाल लंबा होता है, लेकिन अंततः वे अपशिष्ट बनते हैं।

बड़े स्तर पर सौर विस्तार के साथ भविष्य में संग्रह, सामग्री पुनर्प्राप्ति और पर्यावरण अनुकूल पुनर्चक्रण की व्यवस्था आवश्यक होगी।
