1. Why Is This Topic in the News?

The International Day for the Preservation of the Ozone Layer, commonly known as World Ozone Day, was observed on 16 September 2026. The theme for 2026 was Global action for a cooler planet. The theme highlighted the connection between protecting the ozone layer and developing sustainable cooling technologies.

The year 2026 also marks ten years since the adoption of the Kigali Amendment to the Montreal Protocol in 2016. The amendment addresses hydrofluorocarbons, which are widely used in refrigeration and air conditioning and can have a high global warming potential.

For UPSC, this development is important because it connects international environmental agreements, atmospheric science, climate change, sustainable development, India's cooling requirements and the distinction between ozone-depleting substances and greenhouse gases.

2. What Is World Ozone Day?

World Ozone Day is observed annually on 16 September. It commemorates the signing of the Montreal Protocol on Substances that Deplete the Ozone Layer on 16 September 1987.

The United Nations General Assembly proclaimed the observance in December 1994. The day raises awareness about the protective role of the ozone layer and the importance of implementing international agreements designed to protect it.

  • Official name: International Day for the Preservation of the Ozone Layer.
  • Date: 16 September.
  • Agreement commemorated: Montreal Protocol, 1987.
  • 2026 theme: Global action for a cooler planet.
  • Special significance in 2026: Tenth anniversary of the Kigali Amendment.

3. What Is the Ozone Layer?

Ozone is a molecule consisting of three oxygen atoms, represented by the chemical formula O₃. Most atmospheric ozone is found in the stratosphere, particularly within the ozone-rich region commonly called the ozone layer.

The stratosphere extends approximately from 10 to 50 kilometres above Earth's surface, although its lower boundary varies with latitude and season. The ozone layer absorbs much of the Sun's harmful ultraviolet radiation, especially UV-B and almost all UV-C reaching it from above.

Without this protective function, increased ultraviolet exposure could raise risks of skin cancer and cataracts, damage crops and marine organisms, and disrupt ecological processes.

4. Good Ozone and Bad Ozone

Ozone has different environmental effects depending on where it is found.

FeatureStratospheric ozoneGround-level ozone
LocationStratosphereTroposphere near Earth's surface
Main significanceAbsorbs harmful ultraviolet radiationActs as a harmful air pollutant
Environmental roleProtects life from excessive UV exposureCan harm lungs, vegetation and crops
FormationNatural atmospheric photochemical processesOften forms when nitrogen oxides and volatile organic compounds react in sunlight

Prelims trap: Ozone is not universally beneficial or universally harmful. Its effect depends substantially on its location in the atmosphere.

5. What Causes Ozone-Layer Depletion?

Ozone-layer depletion is associated with certain human-produced chemicals that release reactive chlorine or bromine in the stratosphere. These substances include chlorofluorocarbons, halons and several other ozone-depleting substances.

After reaching the stratosphere, some of these chemicals are broken down by ultraviolet radiation. The resulting reactive atoms can participate in catalytic reactions that destroy ozone molecules. A catalytic process allows an atom or radical to participate in repeated ozone-destruction reactions.

The Antarctic ozone hole is a region of severe seasonal ozone depletion, not a literal empty opening in the atmosphere. Its development is strongly influenced by very low stratospheric temperatures, polar stratospheric clouds, the polar vortex and the return of sunlight during Antarctic spring.

6. Vienna Convention and Montreal Protocol: Do Not Confuse Them

Vienna Convention for the Protection of the Ozone Layer, 1985: This convention established a framework for international cooperation, research, observation and information exchange concerning the ozone layer.

Montreal Protocol on Substances that Deplete the Ozone Layer, 1987: This protocol established controls on the production and consumption of specified ozone-depleting substances. It was adopted on 16 September 1987 and entered into force on 1 January 1989.

The Vienna Convention provides the broader cooperation framework, while the Montreal Protocol contains specific control measures concerning regulated substances.

Important distinction: The Montreal Protocol is not the same as the Paris Agreement. The former began as an ozone-protection agreement, whereas the Paris Agreement is a climate-change agreement under the United Nations Framework Convention on Climate Change.

7. What Is the Kigali Amendment?

The Kigali Amendment was adopted on 15 October 2016 at Kigali, Rwanda, during the Twenty-Eighth Meeting of the Parties to the Montreal Protocol. It entered into force on 1 January 2019.

Its central objective is the phased reduction of the production and consumption of hydrofluorocarbons, commonly abbreviated as HFCs.

HFCs became important substitutes for some older ozone-depleting refrigerants. Many HFCs do not significantly deplete the ozone layer, but several are powerful greenhouse gases. The Kigali Amendment therefore extends the environmental benefits of the Montreal Protocol into climate-change mitigation.

Key examination distinction: The Kigali Amendment requires a phase-down of regulated HFCs, not a blanket phase-out of every HFC on an identical timetable.

8. CFCs, HCFCs and HFCs

GroupFull formOzone depletionClimate relevance
CFCsChlorofluorocarbonsYesMany are powerful greenhouse gases
HCFCsHydrochlorofluorocarbonsYes, generally lower ozone-depletion potential than many CFCsMany contribute to warming
HFCsHydrofluorocarbonsGenerally negligible ozone-depletion potentialMany have high global warming potential

The absence of chlorine and bromine in HFC molecules is important for understanding why HFCs generally do not deplete stratospheric ozone in the same way as CFCs and HCFCs.

However, replacing an ozone-depleting chemical with an HFC does not necessarily eliminate climate-related concerns. Refrigerant selection should consider ozone-depletion potential, global warming potential, energy efficiency, safety and suitability for the intended application.

9. What Is Global Warming Potential?

Global warming potential, or GWP, is a measure used to compare the warming effect of a greenhouse gas with that of carbon dioxide over a specified period. Carbon dioxide is assigned a GWP of 1 for the selected time horizon.

GWP values depend on the chosen time horizon, commonly 20 or 100 years. Therefore, a gas's GWP should not be quoted without attention to the relevant time horizon.

Ozone-depletion potential and global warming potential are different concepts. A substance may have negligible ozone-depletion potential but a high global warming potential.

10. Why Does Sustainable Cooling Matter?

Cooling is essential for public health, safe food storage, vaccine preservation, industrial processes and protection against extreme heat. Demand for cooling can increase as temperatures rise and access to refrigeration and air conditioning expands.

However, cooling systems can contribute to climate change through two principal pathways. First, refrigerants may leak during operation, servicing or disposal. Second, cooling equipment consumes electricity, which may be associated with greenhouse-gas emissions depending on the energy source.

A sustainable cooling strategy therefore requires both low-climate-impact refrigerants and energy-efficient equipment. Better building design, insulation, passive cooling, urban greenery, appropriate maintenance and safe refrigerant recovery can also reduce environmental impacts.

11. Why Was the 2026 Theme Important?

The 2026 theme linked two environmental objectives: maintaining progress in ozone-layer protection and limiting climate impacts from cooling.

The United Nations highlighted that full implementation of the Kigali Amendment could avoid up to approximately 0.5°C of global warming by the end of the century. It also emphasised that combining refrigerant transition with energy-efficient cooling can produce greater climate benefits.

This illustrates a broader policy lesson: environmental action is more effective when chemical regulation, technology standards, energy policy, skills development and public access are addressed together.

12. What Happened in India on World Ozone Day 2026?

India's Ministry of Environment, Forest and Climate Change organised the national World Ozone Day celebration in Mumbai on 16 September 2026.

According to the ministry's official release, the event included the launch of India's Net Zero Portal and NAPCC Dashboard. The ministry also highlighted the adoption of 248 Industrial Training Institutes by 12 refrigeration and air-conditioning manufacturers to align technician training with industry standards.

The National Action Plan on Climate Change, abbreviated as NAPCC, provides a framework for India's climate-related action across multiple sectors. A dashboard associated with it can support the organisation and presentation of relevant implementation information.

The training initiative is relevant because sustainable cooling requires not only new equipment but also technicians who can install, service, maintain and recover refrigerants appropriately.

13. India and the Kigali Amendment

India is a party to the Montreal Protocol and has ratified the Kigali Amendment. Its obligations concerning regulated HFCs are structured through the amendment's differentiated schedules.

For UPSC, the important analytical point is that developing countries face the dual challenge of expanding affordable cooling and limiting emissions. Policy design must consider climate protection alongside public health, livelihoods, industrial capacity and access to essential services.

India's cooling transition is connected with domestic manufacturing, technician skills, electricity demand, building design, refrigerant management and heat resilience.

14. Ozone-Layer Recovery: What Does Recent Science Say?

The World Meteorological Organization reported on 16 September 2026 that the Antarctic ozone hole in 2025 was among the smallest in recent decades. It also emphasised that annual fluctuations occur despite the longer-term recovery trend.

These observations support the importance of sustained international controls on ozone-depleting substances. However, a relatively small ozone hole in one year does not mean that the ozone layer has completely recovered or that continued atmospheric monitoring is unnecessary.

Prelims trap: Long-term recovery and short-term annual variation can occur simultaneously.
