PART I: ENGLISH
1. Introduction
Critical minerals have become central to discussions about economic security, technological development and the global energy transition. Modern economies require reliable access to minerals used in electric vehicles, batteries, renewable energy equipment, electronics, aerospace systems and defence technologies.
For India, critical minerals are important not only for industrial growth but also for reducing import vulnerabilities, strengthening domestic manufacturing and meeting long-term energy and climate objectives.
The challenge is broader than discovering mineral deposits. A country must also develop extraction capabilities, refining and processing facilities, skilled personnel, manufacturing capacity, recycling systems and reliable international partnerships.
Core argument: Critical mineral security is a complete supply-chain challenge, not merely a mining challenge.
2. What Are Critical Minerals?
Critical minerals are mineral resources considered strategically or economically important because their disruption could significantly affect essential industries, national security or technological development.
A mineral is generally assessed for criticality using two broad considerations: its economic or strategic importance and the risk of disruption to its supply.
Criticality is not a permanent scientific property of a mineral. It can change with technology, industrial demand, geopolitical developments, available substitutes and domestic resource discoveries.
Different countries may therefore publish different critical mineral lists according to their economic structures and strategic priorities.
2.1 Criticality and Scarcity Are Different
A mineral does not have to be geologically rare to be critical. It may be widely distributed in the Earth's crust but difficult to extract economically, available only as a by-product, or processed mainly in a small number of countries.
Conversely, a geologically rare mineral may not be classified as critical if it has limited strategic demand or readily available substitutes.
3. Why Are Critical Minerals Important for India?
India's development strategy increasingly depends on industries that require specialised minerals and materials.
- Electric mobility: Battery manufacturing and electric-vehicle components require secure access to suitable materials.
- Renewable energy: Solar panels, wind turbines and electricity networks use a variety of minerals.
- Electronics: Semiconductors, displays, communication equipment and consumer electronics require specialised materials.
- Defence: Aerospace systems, sensors, communication technologies and advanced alloys depend on reliable material supplies.
- Industrial competitiveness: Domestic processing and manufacturing can create skilled employment and increase value addition.
- Energy security: Mineral security becomes increasingly important as energy systems rely more heavily on batteries, power electronics and electricity networks.
Dependence on imported minerals or refined materials can expose domestic industries to price volatility, export restrictions, shipping disruptions and geopolitical tensions.
4. Important Critical Minerals and Their Applications
| Mineral or group | Important applications |
|---|---|
| Lithium | Rechargeable batteries, particularly several lithium-ion battery chemistries |
| Cobalt | Selected battery cathodes, superalloys and industrial applications |
| Nickel | Stainless steel, alloys and certain high-energy battery cathodes |
| Graphite | Battery anodes, refractories and industrial applications |
| Copper | Electricity networks, motors, renewable energy systems and electronics |
| Rare earth elements | Permanent magnets, electronics, catalysts and specialised industrial applications |
| Gallium | Selected compound semiconductors and high-frequency electronics |
| Germanium | Optical fibres, infrared optics and semiconductor applications |
| Platinum-group metals | Catalysts, industrial processes and certain hydrogen technologies |
Important distinction: Not every electric-vehicle battery uses cobalt or nickel. Lithium iron phosphate batteries, for example, do not require cobalt or nickel in their cathode chemistry.
5. Understanding Rare Earth Elements
Rare earth elements are a group of 17 elements comprising the 15 lanthanides, scandium and yttrium.
Despite their name, several rare earth elements are not exceptionally rare in the Earth's crust. The challenge often lies in finding economically workable deposits and separating chemically similar elements.
Neodymium and praseodymium are important for certain high-performance permanent magnets. Dysprosium and terbium may be used to improve magnet performance at elevated temperatures.
Permanent magnets are used in many electric motors, wind turbines, industrial systems and defence applications.
Prelims distinction: Lithium and cobalt are not rare earth elements. The term rare earth refers to a specific group of elements, not to every mineral that is strategically important.
6. The Critical Mineral Supply Chain
The mineral supply chain consists of several stages, each with different technical and economic requirements.
- Exploration: Identifying deposits and estimating their geological characteristics.
- Resource assessment: Evaluating the quantity, quality and confidence level of identified resources.
- Mining: Extracting mineral-bearing material.
- Beneficiation: Increasing the concentration of valuable minerals by removing unwanted material.
- Refining and processing: Producing materials with the purity and chemical specifications required by industry.
- Component manufacturing: Producing battery materials, magnets, electronic components or industrial inputs.
- End-product manufacturing: Producing vehicles, energy systems, electronics and other equipment.
- Collection and recycling: Recovering useful materials from manufacturing waste and end-of-life products.
A country may possess substantial geological resources but still depend on imports if it lacks commercially viable mining, processing or manufacturing capabilities.
7. Why Processing Capacity Matters
Mineral deposits are only the beginning of the industrial supply chain. Many technologies require materials that meet demanding purity, particle-size or chemical specifications.
For example, battery manufacturing requires suitable battery-grade materials. Rare earth magnets require separated and processed rare earth materials rather than undifferentiated mineral concentrates.
Processing facilities can be expensive and technologically demanding. They may require reliable electricity, water, specialised chemicals, pollution-control systems and skilled workers.
Supply-chain concentration can therefore occur even where raw mineral resources are geographically dispersed.
Analytical point: Diversifying mining locations without diversifying refining and processing capacity may leave a country exposed to supply disruptions.
8. Geological Resources and Economically Recoverable Reserves
A mineral resource is a concentration of material that has geological significance and may have prospects for eventual economic extraction, subject to the applicable classification system.
A mineral reserve is the economically mineable part of a measured or indicated mineral resource, established after considering relevant technical, economic, legal, environmental and other modifying factors under the applicable reporting framework.
The discovery of mineral-bearing material does not automatically establish a commercially viable mine.
Further investigation may be required to assess mineral grade, deposit continuity, extraction costs, processing requirements, infrastructure and environmental constraints.
UPSC application: Announcements about newly identified mineral resources should not automatically be interpreted as proof of immediate domestic supply or commercially recoverable reserves.
9. India's Critical Mineral Policy Framework
India has pursued reforms intended to improve exploration, mineral access and domestic supply-chain development.
The Mines and Minerals (Development and Regulation) Act, 1957, commonly called the MMDR Act, is a central component of the legal framework governing mineral development.
The MMDR Amendment Act, 2023 introduced significant changes concerning specified critical and strategic minerals. These included a framework for central auctions of mining leases and composite licences for certain minerals, while the constitutional and statutory allocation of mining-related responsibilities remains relevant.
The amendment also introduced an exploration licence framework for specified minerals, intended to encourage exploration of deep-seated and other minerals covered by the relevant provisions.
India has also announced a National Critical Mineral Mission aimed at strengthening different stages of the critical mineral value chain, including exploration, domestic production, overseas asset access, processing and recycling.
For examination purposes, distinguish between a policy announcement, a legally established mechanism, an auction, a discovered resource and actual commercial production.
10. National Critical Mineral Mission: Strategic Rationale
A mission-oriented approach seeks to address interconnected problems that cannot be solved by a single mining project.
Its major strategic areas include improving geological knowledge, encouraging exploration, supporting mineral extraction, developing processing capabilities, strengthening overseas partnerships and promoting recovery of materials from waste.
It can also support research, technology development, skilled employment and coordination among government departments and industry.
However, the success of any mineral strategy should be assessed through measurable outcomes such as operational projects, refined-material output, reduced concentration risks, environmental compliance and industrial value addition.
11. Overseas Mineral Partnerships
India may seek access to critical minerals through diplomatic engagement, long-term supply agreements, joint ventures and investments in overseas mineral assets.
Such arrangements can diversify sources and provide domestic industries with greater supply visibility.
However, ownership of a foreign mineral asset does not automatically guarantee uninterrupted supply. Mining projects remain exposed to local laws, infrastructure limitations, financing conditions, environmental requirements and geopolitical developments.
Overseas strategies should therefore be complemented by domestic processing, recycling, logistics planning and transparent risk assessment.
12. Critical Minerals and the Energy Transition
The energy transition changes the types of resources on which energy security depends.
Conventional energy systems rely heavily on the continuous supply of fuels. Electrified systems increasingly require substantial quantities of minerals during the manufacture of equipment and infrastructure.
Electric vehicles need batteries, motors and power electronics. Solar power requires panels, wiring and supporting equipment. Wind power requires turbines, generators and grid connections.
Electricity networks also need major investments in conductors, transformers, storage and control systems.
This does not mean mineral demand replaces all fuel demand immediately. During the transition, countries may face both conventional fuel-security concerns and emerging mineral-security concerns.
13. Battery Technologies and Mineral Demand
Battery chemistry influences which minerals are needed and in what quantities.
13.1 Lithium Nickel Manganese Cobalt Batteries
These batteries use lithium and cathode materials containing nickel, manganese and cobalt. Their material requirements differ according to the precise chemistry.
13.2 Lithium Iron Phosphate Batteries
Lithium iron phosphate batteries use lithium, iron and phosphate in the cathode. They avoid nickel and cobalt in that cathode chemistry, although other battery components still require additional materials.
13.3 Sodium-Ion Batteries
Sodium-ion batteries are an emerging alternative for certain applications. They can reduce dependence on lithium in suitable battery designs, but their performance, cost and commercial suitability depend on the technology and intended use.
13.4 Technology Substitution
Substitution can reduce dependence on particular minerals, but it may increase demand for others. A diversified technology strategy therefore requires continuous assessment of materials, performance, cost and environmental impacts.
14. Mineral Recycling and the Circular Economy
Recycling seeks to recover useful materials from discarded products and manufacturing waste so that they can return to productive use.
Potential sources include spent batteries, electronic waste, industrial scrap, discarded magnets and other mineral-containing products.
Recycling can reduce waste, recover valuable materials and supplement primary mineral supply.
However, recycling cannot immediately replace mining during rapid industrial expansion because the stock of end-of-life products may be insufficient to meet growing demand.
Collection systems, product design, safe handling, material identification and efficient recovery technologies are essential.
14.1 Urban Mining
Urban mining refers to recovering valuable materials from products, buildings, infrastructure and waste streams already present in the economy.
It does not mean that minerals are physically extracted from ordinary urban soil. The term describes the recovery of resources from the existing human-made material stock.
15. Environmental Challenges of Mineral Extraction
Critical minerals are important for cleaner technologies, but their extraction and processing can create significant environmental pressures.
- Land-use change and habitat fragmentation.
- Water consumption and possible water contamination.
- Tailings and other mining waste.
- Air pollution and greenhouse-gas emissions from energy-intensive operations.
- Chemical risks during refining and separation.
- Potential impacts on communities and traditional livelihoods.
The environmental profile varies by mineral, deposit, mining technique, energy source and regulatory framework.
A technology should therefore be evaluated across its life cycle rather than judged solely by the emissions released during its final use.
16. Social and Governance Challenges
Mining projects may affect land rights, local livelihoods, access to water and community infrastructure.
Responsible mineral development requires lawful approvals, meaningful consultation where applicable, transparent environmental assessment, occupational safety and effective monitoring.
Supply-chain governance also includes traceability, responsible sourcing and attention to labour conditions.
Without appropriate safeguards, a strategy intended to support environmental sustainability may shift environmental and social costs to mining regions.
17. Strategic Stockpiling and Supply Diversification
Strategic stockpiles can provide a temporary buffer against disruption for selected materials, subject to storage suitability, costs and national priorities.
They cannot permanently compensate for inadequate production or processing capacity.
Supply diversification reduces reliance on a single country, company, transport route or processing facility.
Useful measures include multiple sourcing arrangements, domestic refining, recycling, research into substitutes and resilient logistics infrastructure.
Key principle: Supply security is strengthened through a portfolio of measures rather than dependence on one mine or one international partner.
18. Research and Technological Innovation
Research can reduce mineral vulnerabilities in several ways.
- Developing battery chemistries that use less of a constrained mineral.
- Improving recovery rates during mining and processing.
- Reducing energy and water consumption in refining.
- Designing products that are easier to repair, reuse and recycle.
- Developing alternative magnet and motor technologies where technically suitable.
- Improving mineral exploration through geological modelling and advanced sensing.
Research should connect laboratories with pilot facilities and commercial production. A promising laboratory result does not automatically establish industrial-scale economic viability.
19. Critical Minerals and National Security
Advanced defence systems, aerospace equipment, secure communications and electronics can depend on specialised minerals and processed materials.
A disruption affecting a relatively small but essential input may delay production of a much larger system.
National security therefore requires attention to supplier concentration, processing bottlenecks, manufacturing capacity and the availability of substitutes.
Mineral security should be considered alongside cybersecurity, industrial capacity, transport resilience and international cooperation.
20. Major Challenges for India
20.1 Import Dependence
Some essential minerals or processed materials may need to be sourced from international markets, exposing industries to external disruptions.
20.2 Limited Processing Capacity
Even where domestic resources exist, specialised refining and manufacturing capabilities may require substantial investment and technological development.
20.3 Long Project Timelines
Exploration, feasibility studies, approvals, infrastructure and construction can take considerable time.
20.4 Environmental and Social Constraints
Projects must address land, water, waste, biodiversity, community interests and worker safety.
20.5 Technology Uncertainty
Changing battery and industrial technologies can alter the demand for specific minerals and affect investment decisions.
20.6 Recycling Limitations
Collection, sorting and recovery systems may be insufficient, while rapidly increasing demand can exceed the available quantity of recyclable material.
21. A Practical Policy Framework for India
A resilient strategy should address the entire mineral value chain.
| Policy area | Possible approach |
|---|---|
| Exploration | Improve geological data and encourage responsible exploration. |
| Mining | Develop commercially viable projects with environmental safeguards. |
| Processing | Build refining and material-production capacity. |
| International cooperation | Diversify sources and assess overseas project risks. |
| Manufacturing | Connect material production with domestic industrial demand. |
| Recycling | Improve collection, recovery technologies and safe waste management. |
| Research | Support substitution, efficient processing and new technologies. |
| Governance | Ensure transparent approvals, environmental compliance and community safeguards. |
22. UPSC Prelims: Important Conceptual Distinctions

A successful strategy must reduce supply-chain vulnerabilities while ensuring that the pursuit of cleaner technologies does not overlook environmental protection, community interests and long-term resource efficiency.
भाग II: हिंदी
